thFebruary, 2012 at 19.30 hours in Earlswood Village Hall.
Public Forum
3 members of the public together with District Councillor Atkinson and County Council Perry were
present at the meeting.
John Hadley addressed the Parish Council about the state of the public footpaths. He reported that he hasmade numerous efforts over the past few years to contact the relevant person at Warwickshire County
Council about the state of the footpaths from Poolhead Lane to Yew Tree Farm and on to Forshaw Heath
Lane (SD272 and SD272c). There are three broken stiles on these sections which have been reported butno-one seems to be interested and no-one ever returns Mr Hadleys calls or replies to his letters. The
broken stile at Yew Tree Farm has been broken for many years. Also adjacent to the M42 there are 2
5 high stiles which should be removed as they are not needed and are dangerous when it is slippery.Also the broken stile referred to earlier by Forshaw Heath Lane doesnt need to be there. The kissing gate
under the motorway has had the gate stolen. Mr Hadley reported this 4 5 week ago and has not heard
anything back.
Jenny Buckley asked if the Parish Council could arrange to have the barrier raised on February 26th
at the
car park as there is going to be a Clean Up day at Earlswood Lakes. The previous one had to be
cancelled due to the snow.
Mrs Dunkerly, the applicant for planning permission at Red Roofs in Bates Lane, reported that she will
speak to the architect and she has no intention of having a high wall built at the front of the property.
Report from County Councillor Perry:1. Councillor Perry reported that there would be 0% increase in Council Tax.
2. There is a public debate on Tuesday 21st
February about the National Health Service.3. There was a meeting on Thursday to discuss the crossroads at The Common. The cost to move the
utilities will be 110,000. There is also a problem because no-one knows who owns the land on the
corner and the County Council need to be sure before they can proceed. They are still looking at theoptions. Another problem is the trees because some will need to be felled. The trees have been
appraised by the Arboricultural Officer at the County Council and he is of the opinion that the Horse
Chestnut is in good condition but the beech trees arent in such good condition. They would like totake the beech trees out and save the Horse Chestnut. These trees will be replaced with somethingmore suited to the conditions. Councillor Perry is sorry that the trees would have to be removed, but
feels that the safety aspect is of more importance. It is likely to be 2013 before anything happens.
Councillor Perry reported that at a recent seminar he managed to secure 30,000 for Earlswood.15,000 is to be used to put electronic signs on The Common and Valley Road. 15,000 is to go
towards reducing the speed limit in Forshaw Heath. Jenny Buckley asked Councillor Perry if the30mph is intended for the length of The Common or just through the village. Councillor Perry repliedthat this is ongoing and he will be led by the officers. Councillor Keogh enquired how much has been
spent so far on the improvements and asked if anything was going to be done with the pavement by the
shops. Councillor Perry had no figures to hand but thought that 15,000 - 20,000 had been spent sofar. He was not sure of the plans for the pavement.
4. Councillor Perry reported that the Government had given 3.7m to the County Council to advance
broadband in villages and rural areas. The County Council is also putting in money and wants parishes
to respond to the consultation to see where the need is greatest. Residents and businesses can

complete the online surveys at www.cswbroadband.org.uk. This will provide evidence to help decide
where there is the highest level of demand and where the service should be rolled out to.
For information about the project [email protected]. Warwickshire County Council has agreed to sign up to an Armed Forces Community Covenant which
will help retired servicemen.6. A freephone helpline has been set up in Warwickshire to help vulnerable and older people keep warm
and well. The freephone number 0800 988 2881 is available from Monday to Friday from 9.00am 5.00pm to ensure people receive help and advice during periods of cold weather.
7. Exam results were good again this year with a rise in students gaining 5 Grade A* - C for the 4th
consecutive year. Since 2007 the figure for students obtaining 5 or more Grade A* - C has risen by13%.
8. Highways have put in an objection to the planning application for Oakhurst in Hockley Heath as they
need to be sure that there is a sufficient turning area.9. Blind Lane is closed from 7
thFebruary for urgent repair work.
Report from District Councillor Atkinson:
District Councillor Atkinson concentrated mainly on the Draft Core Strategy in his report. He said that
the Draft Core Strategy is a strategic document which provides a broad framework for determiningplanning applications. Councillor Atkinson suggested that the Parish Council obtain Solihull
Metropolitan Borough Councils Draft Core Strategy as there is a need for cross boundaryrelationships and interaction. Across the district, 8000 new dwellings are targeted to 2028 as at 1
st
April 2011 with 2400 accounted for as being under construction. This means that there are 5,600
dwellings to be constructed within the next 15 years. The wider dispersal policy and the preferredapproach for allocation is: Stratford 560 dwellings (10%), main rural centres 1680 dwellings
(30%), local service villages 2,800 dwellings (50%), rural brownfield sites 560 dwellings.
Councillor Atkinson reported that our parish is classed as a local service village. Whilst there are 39
local service villages to distribute the 2,800 dwellings across it still means that the average requirementfor new houses is 70 per local service village. Councillor Atkinson pointed out that the rural
brownfield sites which are only expected to account for 10% of the new houses (560) are spreadbetween approximately 50 settlements. For any housing development in local service villages, aminimum of 35% of the proposed residential floorspace on a site that is suitable for accommodating 5
or more dwellings will be required as affordable housing.
District Councillor Atkinson also pointed out that there is a proposal in the Draft Core Strategy for thecreation of a Country Park based on Earlswood Lakes, Clowes Wood and New Fallings Coppice.

11/12/169- Apologies for absence Councillor Oakley, Councillor Jones, Councillor Fitzpatrick,
Councillor Bettam and Councillor Havard. The reasons given for absence were accepted by the Parish
Council.
11/12/170- Declarations of Personal or Prejudicial Interest Councillor Willmott declared a personal interest in 11/12/175 Finance as Ray Tunstall who is repairingthe rocking horse is known to him
11/12/171- To Confirm and sign the Minutes of the Parish Council Meeting 19th
January 2012
It was proposed by Councillor Stanton and seconded by Councillor Instone that the minutes were a trueand accurate record. All those present at the last meeting were in favour. Councillor Willmott signed the
minutes of the last meeting.
11/12/172 - Matters arising from the minutes not otherwise dealt with Councillor OBrien asked if the chiller from Cank Farm had been relocated at Claybank Farm in
Umberslade Road. It was agreed to keep an eye on this matter.
11/12/173- Matters raised in the Public Forum -
The Clerk will send all the details over to Councillor Mike Perry about the public footpaths and he will
raise the matter directly with Warwickshire County Council.
11/12/174 - To Note Items of Correspondence Received - The correspondence list was received and
noted.
11/12/175 - Financei) Councillor Willmott proposed that we adopt the minutes of the Finance Committee from 5
thJanuary
2012. Seconded by Councillor Instone. All in favour.
ii) Chairmans report: It was a long meeting with a lot of items on the agenda.
iii) Items for payment:Councillor Willmott proposed that the BT line at the village hall and the broadband connection is
discontinued for the time being as the computer class is not currently running. Seconded by Councillor
Waters. All in favour. Councillor Stanton proposed that all items were taken en bloc. CouncillorInstone seconded the proposal. All in favour.
11/12/176 - Planning
i) Councillor OBrien proposed that we adopt the minutes of the Planning Committee Meeting from 5th
January 2012, seconded by Councillor Stanton. All in favour.
ii) Report from the Chairman of Planning: Councillor OBrien reported that our parish has three items
on the West Area Planning meeting on 23rd
February namely - 11/02132/FUL, Ullenhall LaneCottage; 11/02604/FUL, Wayside, Tinkers Lane; 10/02537/FUL, Units 3 and 4, Poplars Farm. The

parish council made no representation for the first two applications, but for Poplars Farm Councillor
OBrien will be objecting to the proposal.
iii) To note decision notices received: No decisions received since the last meetingiv) To consider the following Planning Applications:
a) 12/00238/FUL Red Roofs, Bates Lane No Representation on the house, but object to the
height of the wall and gates as indicated. We understand that a revised application will besubmitted reducing the height of the wall to an acceptable level.
b) 11/02856/LDE Westley Plant Ltd Ask an enforcement officer to check the residentialcurtilage.
11/12/177 - To Consider The Recommendation of the Finance Committee That we:
a) Accept a Piece of Equipment for the Park from the Earlswood Fete Committee b) Take Over the Maintenance of this Play Equipment
It was proposed by Councillor Willmott that we agree in principle to accepting a piece of equipment from
the Earlswood Fete Committee and to be responsible for the maintenance of this equipment. The piece ofequipment must be approved by the parish council and the committee are requested to come back when
they have a more specific proposal. Seconded by Councillor Waters. All in favour.
11/12/178 To Consider a Grant Application from Earlswood Luncheon ClubIt was felt that the financial information forwarded from Age UK didnt give enough detail. Memberswanted to see a business plan and also concern was raised that the donation of 1000 for last year from
the Parish Council wasnt mentioned in the figures presented by Age UK. Councillor Willmott proposed
that The Clerk goes back to Age UK and asks for some proper accounts and details of projected income
and expenditure. Seconded by Councillor Stanton. All in favour.
11/12/179 To Consider a Response to the Draft Core StrategyThe Clerk to try and find out where and when any seminars are being held. It was agreed that the fullcouncil meeting on March 15
thwill be devoted to the Draft Core Strategy. All members agreed to read the
relevant parts of the Draft Core Strategy.
11/12/180 Report from Working Parties
a) Village Green Tree/Jubilee Working PartyCouncillor Stanton has sourced a nursery to supply the tree. The working party asked that
this item is placed on the next committee agenda as they wish to meet first to finalise somedetails.
b) Olympic Torch Working PartyThe Clerk confirmed that arrangements are progressing for the Olympic torch to pass throughEarlswood during the morning of July 1
st. It is hoped that there will be an event on The
Reservoir car park with a barbecue and music. Volunteers are needed to hang the bunting.
11/12/181 Update on New Parish OfficeCouncillor Willmott reported that the building work is progressing nicely. The builders were
held up due to the frost and snow, but were catching up. The wall between the museum and
the extension has been knocked through. The roofing has been started. Councillor Willmottasked The Clerk to obtain details on how to move the BT line.

11/12/182 - To Ratify the Decision of the Finance Committee to Reduce the Mileage Rate Councillor OBrien proposed that the decision to reduce the mileage rate with immediateeffect at the beginning of the month was ratified. Councillor Ross seconded the proposal.
All in favour.
11/12/183 To Consider Quotations to put in Disabled Access to War Memorial on Village Green The Clerk to ask Access Diggers for more detail on his quotation. To be discussed at the
next committee meeting.
11/12/184 - Any Items for Community Forum Councillor OBrien requested that night fishing at
Earlswood Lakes is put forward.
11/12/185 Work Around the Parish
Give Way warning sign broken on southbound Tithe Barn Lane at Broad Lane
At the junction of Tom Hill and Broad Lane, direction sign about to fall over.
At Knowlebury Cross coming Southbound in to village on Tom Hill. Arrow direction signs have
fallen down. Bollards not illuminated at junction of The Common and Broad Lane
Bollards outside the school rusty and need attention.
