August 2001 Issue 288 PARISH CLERK'S NOTES The Parish Council met on Tuesday, 3 July. Following the resignation of Councillor Derek Redfearn at the May meeting, Godfrey Thomas was elected to fill the vacant position and was appointed Trustee to serve on the Village Hall Management Committee and to be Police Liaison Officer. Advice has been received regarding Basingstoke Division Police Opening Times and this is reproduced elsewhere in this Newsletter. To contact Chris Brooks the number is as before, 397276 for non-emergency matters or 328063 which is Old Basing Police Station. It was agreed to hold the first meeting of the Village Design Group on Saturday 22 September at 10.00 am in the Meeting Room at the Millennium Village Hall. It is hoped that everyone who is interested in the production of a Village Design Statement will be able to attend. For information on the Village Design Statement please see page 6 of the May 2001 Newsletter or contact Eddie Rapley, Parish Clerk on 325652. If you would be interested in taking part in this project but unable to attend on Saturday 22 September, please contact Eddie Rapley or a member of the Parish Council before that date. local Plan Review - the Borough Council has embarked upon on a consultation period which runs from 7 July until 28 September 2001. It was agreed that the local Plan Review will be on the Agenda for the next Parish Council Meeting which will be held on Tuesday, 4 September 2001. During the evening there will be a special Open Forum to discuss the Local Plan Review when members of the public will have the opportunity to speak and comment. The local Plan is the Borough Council's key planning document, setting out the planning policies for the Borough over a ten year period. The Plan is used as the basis for all planning decisions taken within the Borough. The local Plan has two main purposes: to identify land for development, and set out policies against which development proposals can be assessed. The Plan must consider the need for all types of development within the Borough, although it is inevitable that the housing proposals tend to create the most interest. It must strike a balance between the need for an appropriate level of development and the protection of the Borough's environment. The Council has an adopted Local Plan that covers the period 1991 - 2001 and they are now in the early stages of reviewing this Plan to cover the period up to 2011. Taking into account the large number of sites which have already been identified for housing development together with an expected increase in the numbers of houses being built within the Borough's built-up areas [on so-called brownfield sites], it is anticipated that new [greenfield] sites will be needed to accommodate between 2-3,000 dwellings. The Borough Council has not yet identified any areas for development in the Local Plan Review. They have, however, received details of about 170 sites which landowners/developers are promoting for development. There are four proposed sites for Cliddesden. The Borough Council will be taking decisions on possible sites during the summer of 2002 and have asked that the public make their views known regarding the sites which have been promoted by landowners/developers and regarding the strategy

    Mobile Shop and Post Office - Wehave been advised that a scheme tooperate a mobile shop and post office

    in the villages and more rural locations within theborough, which has the support of the BoroughCouncil and Hampshire County Council, is expectedto start on 29 August 2001. The sites selected forCliddesden are Hoopersmead and the Pond area -stops will last for approximately 1 hour. The actualdates for each stopping point are not yet known.

    Leaflets are to be sent out containing all the relevantdetails and these will be displayed on the PondNoticeboard and at the hall - they may be available atthe Coffee Morning at the hall on Monday,13 August, between 10.00 am and 12 noon.

    Confirmation of bookings from the Hog the Limelight Professional Entertainments Programme for the 2001/2002season have just been received:

    HOAGY, HORNPIPES, HANDEL & HOE-DOWN presented by Simon Mayor & Hilary James will be at ourMillennium Village Hall on Friday 26 October 2001 at 8pm. This is described as a witty and captivating mix offolk, blues, swing and classics, spiced with Simon Mayor's unique brand of off-beat humour and Hilary's"wonderfully honey-dripping voice". They can slide easily from a beautifully evocative Irish ballad into a mandolinand guitar version of Handel's "Arrival of the Queen of Sheba", and then have everyone singing one of their ownnotoriously comic songs - holding it all together with an easy informal stage manner and wry humour. Simon iswidely regarded as one of the world's leading mandolin virtuosos, and has had his own series on Radio 2,"Marooned With a Mandolin". His musical wizardry also includes some fine guitar playing and fiery Appalachianfiddling According to Radio 4, Hilary is "one of Britain's finest voices". She has performed at venues across theworld.     ART LECTURE on J M W TURNER - accompanied by slides - by BARRY HERBERT on Friday1 February 2002 at 8 pm in the hall. Turner is now recognised as one of the fathers of modern art, althoughduring his lifetime he was often attacked for the "unfinished" nature of his paintings, which celebrated thesplendours of the natural world, as well as recording the industrial advances that would eventually destroy it. Heis still immensely popular today, as the figures for his recent exhibition at the Royal Academy show. BarryHerbert studied Art History in Leeds in the 1960s, with Professor Quentin Bell, son of the artist Vanessa Bell, andnephew of Virginia Woolf. He has worked as a London Art Dealer and was the keeper of Fine Art at the LeicesterMuseum & Art Gallery.     CAN'T SING - WANT TO SING? A workshop to gently coax each person to help them discover their own uniquevoice, run by Yvette Staelens and Michelle Hicks, who are both experienced workshop leaders and singers,performing as members of the Roots Quartet. This will be held on Saturday, 16 February 2002 from 10am to4pm. Our voices define who we are, and we are held back if we are too shy to sing, or feel that our voice "isn'tgood enough". This workshop will be a safe and supportive space for beginners and anyone who needs help tounlock their voice, to start their exploration. It will be light-hearted, and there will be no pressure to sing alone. Noprevious musical knowledge is needed and it is not necessary to be able to read music. They tell us that "Thisworkshop can change lives!"     '100 Club' - I omitted to give the total number of subscribers for our 'new' year which runs from April 2001 throughto March 2001. We started off with 168 for the April draw and this figure has now risen to 171 for the July draw. Itis still not too late for newcomers to join of course - the next draw will take place in August, when the annualsubscription for the 'part year' - from August through to March - will be £8, or £1 every month.

    The 'June' Draw took place on 6 July, at the Reception to meet our new Priest-in-Charge, Clive Parnell-Hopkinson and his wife, Pauline.     On Wednesday evening, 18th July, we had a very enjoyable visit to the garden of Mrs Jenny Jowett in Silchester.Most of the planting in the garden is done by her and so she was able to give us a very detailed commentary asshe guided us round. She is a botanical artist, doing work for the RHS and Kew, and after the tour we hadrefreshments in her studio and were able to purchase prints and postcards of various plants.

    Topical Tip

    Shrubs which have finished flowering, e.g. Deutzia, Weigela, Philadelphus, should be pruned now. The easiestand quickest method is to cut out one-third of the branches to ground level. If this is done every year there will bea constant supply of new growth to keep the plant healthy and compact.

    The new long shoots of Wisteria should be cut back by about a half. Later they will be further shortened to two orthree buds.

    Cliddesden was definitely the place to be last month when there was more than just a hint of LatinAmerica in the air. The Chilean, Mexican and Argentinean wines were flowing with abundance to

    wash down the authentic and scrumptious cocina.

    Many thanks to our hosts, Sarah & Tim, Linda and Eamonn and Messrs Maunder and Jones. All the participantsappeared to thoroughly enjoy themselves and all Ben's selfless tasting of wines paid off!! The evening was aresounding success and made £320 for St. Leonard's. Thank you to everyone and hopefully you will join us againnext year when Cliddesden transports to ? ?? - no! you will just have to wait to find out next year's destination.

    The WI BBQ was again a great success, held in the Millennium Village Hall on a very wet evening. Succulentmeat, various salads and enchanting sweets i.e. pecan pie, strawberries and cream, summer pudding,cheesecakes and mousses. The evening was free for members with a small charge for guests. Forty-five peopleattended.

    JENNY~COOKERYCORNERNot knowing what the weather has in store for the next few months, here are two totally different recipes to cater for chillyor warm weather.

    'All at Sea Barbecue'

    First of all buy a cottage in Dorset or Devon and also buy or borrow a small boat moored at a beach nearby. On a nice sum-mer day take the boat out onto the water and go equipped with a 'use once, throwaway' BBQ.Make your salad beforehand with crispy lettuce, red and yellow cherry tomatoes, chunks of fresh garlic (if liked) olive oil oranother of your choice and balsamic vinegar. Boil new potatoes beforehand, preferably Jersey Royals and slice them andmix with chives and sprigs of mint.Now, onto the boat and out to sea. You will need to catch about six mackerel; and when you have, make your way to thenearest quiet cove and moor the boat. Get the BBQ going and throw the mackerel on top with a good sprinkling of lemonjuice. Get the salad and potatoes out and also make pretty sure you have plenty of white or red wine on the go with reallybig glasses. When the mackerel are cooked, serve on plates with salad and potatoes and find a piece of sand to sit on. Enjoythe view, glug the wine (drink) eat the meal. .... Sheer paradise!

    Heaven and Earth Pie (Serves 4)

    ] lb. Sausagemeat] lb. Potatoes - peeled, boiled and mashedYz lb. Cooking apples - peeled, cored and slowly cookedin a little butter.

    'i4 pint or less tomato Ketchup] teasp. Mixed herbs2 Eggs2 - 3 oz Grated Cheese

    Salt and Pepper

    Beat together eggs, ketchup, herbs and seasoning. Blendthis into the sausagemeat. Transfer into a greased pie dish.

    Blend the apple pulp into the mashed potato and spread itevenly over the sausage mixture. Sprinkle the grated cheeseover the top.

    Bake in oven at ] 80°C Gas 4 for 40 minutes
