Dear Friends,

As you no doubt know, Geopolitics is not a science, but a discipline that has as goal to study the interaction between the political and the territory, the rivalries and tensions that find their origin or their development on the territory.

This discipline had been somewhat neglected in Western democracies till the aftermath of the Second World War, because of the use made of it by States desiring to legitimise their frenetic expansionism. But as from the 1960s, American and European – and even Soviet – intellectuals and politicians have restored Geopolitics to its natural place at the heart of Human Sciences. In France, a Geographer, Professor Yves Lacoste, that rendered to geopolitical analysis its letters patent of nobility.

It is with the goal of restoring to its entire University and professional dimensions, this specific manner in which to contemplate the larger balances and imbalances of the contemporary world, that we have created the Paris Academy of Geopolitics – PAG. Indeed we can confidently ascertain that in France, as in most Latin countries, geopolitical study and reflection had till now been too neglected by University proceedings. The establishing of the Paris Academy of Geopolitics (PAG) is directly produced by the trajectory of successes we have had over the last ten years, thanks to the seminars and conferences organised by our International Institute of Strategic Studies (IISS) and instrumented by our magazine Geostrategics. Thus we are going to be able to counter the insufficiencies noted to this day in the training and projects of our elites. This is an ardent obligation. It is further a more than reasonable challenge. We shall take it up together.

The Paris Academy of Geopolitics – PAG – was created in 2009 directly in the spirit and itinerary of the successes over the last ten years by the International Institute of Strategic Studies – IISS – through organising seminars and conferences bearing on its publications. To say the least, its magazine Géostratégiques (Geostrategics), that published in the Spring of 2009 its 23rd number, has become a reference in the field of the analysis of the larger geopolitical balances and imbalances of the contemporary world.

As well as the perpetuation of the activities of the IISS, the Paris Academy of Geopolitics – PAG – has set as primary task for itself, the teaching of geopolitics at the highest level. And in order to do so, the PAG intends to associate its studies, missions and events, with concerned university establishments, specialists in international relations of all horizons, as well as French and foreign diplomatic personnel in function at Paris.

In order to bring well to bear its objectives, the Paris Academy of Geopolitics – PAG – disposes, structurally, along with its Administrative Council and its Council for Elaboration and Improvement, the following two entities:

◗ The objectives of the diploma in geopolitical and geostrategic studies are the following:

• To permit mastery of fundamental elements in geopolitics and geostrategics, so as to be capable of:

- assimilating the complexity of contemporary international relations

- analysing and understanding the roles of the principal actors and the geopolitical and stratgeic stakes of international politics, in French as in English

- transforming these intellectual acquisitions into professional competence susceptible of being used in sectors as varied as those of scientific research, study centres, international organisations, NGOs and transnational enterprises (banking, insurance, multimedia, …)

• To promote the possibility of specialising in each of the world’s larger geographic contexts

◗ Access to the diploma

• This diploma is open to students having a Bachelor’s or Master’s in Social and Human Science - Level Bac + 3 / Bac +4.

• This diploma is equally open to professionals: administrative, consular and diplomatic agents, consultants, journalists, experts… who wish to acquire a diploma in international and strategic relations, by validating the acquisitions of their experience.

◗ Duration and content of the training

Normally the diploma is obtained in 1 year, requiring validation of 120 credits over 2 semesters. However, students who so desire may prepare the diploma in 2 years.

The first semester is composed of a common segment of 60 credits of courses that are required for all candidates. The second semester (35 credits) offers six specialisation options.

A research paper or practical course report corresponding to 25 credits is equally required from all candidates.

◗ Objective: The instruction that leads to this diploma is based on principles and techniques of demographic analysis, notably population projection and data collection. A large place is equally accorded to demographic data processing and evaluation: using statistics software, database management, mapping, investigatory methods and statistical analysis.

This training concerns also the sociology of urban mutation, migration, societal phenomena over time, the evolution of the family, of lodging, of employment, etc.

A-2 : research paper or practical course report

In order to obtain the 3rd Cycle Diploma in Geopolitical and Geostrategic Studies, students must present either a research paper or a practical course report. The grade obtained by the paper or report shall be evaluated on a 25-credit scale.

◗ The research paper Presentation in 2 languages (French and English) of a minimum 100-page

report is to be done at the end of the school year, upon acceptation by the PAG Research Director, of the subject. This paper must be conform to university standards and correspond, if at all possible, to the student’s professional preoccupations. The student, in turn, must bring to bear the most attentive and precise documentation of in-the-field realities, supported by in-depth interviews with experts and specialists particularly active in the matter in question. The paper’s bibliography and webography must be complete, up to date and organised. In this paper, the student shall fully expose the field activity and his/her position within it. Problems and difficulties must be itemized, detailed and classified, with the student’s involvement, research and resolution attempts and inspirations. In his/her conclusion, the student must elaborate the measure in which geostrategic and geopolitical theories and instruction correspond with the research, its actual and potential value, and its future.

The grade obtained for the research paper shall be included in the average determining the issuing of the diploma.

◗ The practical course report Students not required to produce a 100-page research paper, may present a

practical course report, in English and French, of about 50 pages, and compiled at the conclusion of a 3 to 6 month course at the heart of an international organization, a business company, an association, an NGO or IGO, or an in-the-field research mission approved by his supervising professor. In this report, after a brief presentation of the institution, authority or company permitting the practical course, the student shall expose the activity and his/her position and responsibilities within it. Problems and difficulties must be itemized, detailed and classified, with the student’s involvement, research and resolution attempts and inspirations. The student shall distinguish the subjects of particular interest. In his/her conclusion must be elaborated the measure in which geostrategic and geopolitical theories and instruction correspond with the practical course. He/she shall finally specify the present and future value of the practical course, notably with regard to his/her professional projects.

The grade for this student report shall be included in the diploma’s general average.

B Superior Academic Diploma in Geopolitical and Geostrategic Studies (Ph.D)

◗ The objectives of the Superior Academic Diploma in Geopolitical and Geostrategic Studies (Ph.D)

The Diploma of Superior Academic Studies in Geopolitics (Ph.D) is at the same time scientific and professional, and destined to qualified students who desire to pursue a career in applied research or as executives whether in the public or private sector, and who therefore need to combine the acquisition of research skills with those of practical management. The diploma develops the methodological and theoretical bases necessary for planning and undertaking an advanced research application. It further provides the conceptual bases and the practical framework in matters of international relations. The research and intervention projects must be seen as complementary activities geared to permitting an interaction between experimental rigour, empirical approach and the capacity for action.

◗ Access to the diploma This academic diploma is open to students having the 3rd Cycle (Master 2)

in Social and Human Sciences. It is equally destined to professionals who desire either academic elaboration of their acquired competence, or to progress in their career, thanks to this distinction at the highest level.

This diploma is prepared at the heart of the Geopolitical and Geostrategic Research Department. It consists of a research paper of at least 400 pages, under the direction of a GES Research Director.

◗ Specificities and undertaking of this research training The diploma is prepared in three years. Registration for this diploma is

obligatory every year after acceptance by the Research Director in charge of the student.

The student-researcher registered at the Geopolitical and Geostrategic Research Department must conform himself/herself to the regulations, follow a trimester research seminar and implicate himself/herself in the PAG’s research and scientific events: teachings, conferences and seminars, having the goal of enhancing scientific awareness. He/she may also follow complementary courses, participate in completion seminars or opt for a few weeks’ practical course in a formal enterprise.

The research paper may be prepared in English, but must be deposited in French and in English. The GES privileges these two languages for scientific and bibliographical research.

The choice of research field is concluded by an agreement signed between the candidate and his/her research professor. This is then considered for validation by the Paris Academy of Geopolitics – PAG.

With regards scientific evaluation and professional perspectives, an annual interview is organized at the start of the University year by the President of the Paris Academy of Geopolitics – PAG, with a view to appraising the research orientation and setting the researcher’s future objectives. This interview takes place in the presence of the student, of his/her Research Director, and the PAG General Director.

Once the research paper is finished, the Research Director advises the President of the Paris Academy of Geopolitics – PAG, to compose a paper defense jury and to set a defense date. The jury is composed of at least five personalities of which three professors competent for directing research, amongst whom two from outside the GES and who shall also be pre-reporters. The evaluations issued are: Honorable, Very Honorable, Very Honorable with jury congratulations or praises, Very Honorable with unanimous jury congratulations or praises.

If the research is interrupted, and upon petition by the student-researcher, the Research Director and the President of the Paris Academy of Geopolitics – PAG, shall issue to him/her a “Research Attestation”. In agreement with the student-researcher, this shall specify the nature, context and duration of the completed efforts. Scolarity fees are not refunded.

◗ Publication and appraisal of student-researcher research results The quality and publicity of research under the auspices of the Academy

of Geopolitics – PAG and in the context of the GES and of the IISS, are essentially measured across the latters’ publications, whether be involved papers, reports or articles drawn up by the student-researchers. In this situation, it is heartily recommended, after the validation of a research paper or report and within the regulations and spirit of the Academy, that student-researcher works be published. The IISS Editions take integrally in charge, the publication of the entirety of scientific researcher works.

It is the structure itself that has as vocation the coordination of research at the GES, and in particular the pedagogic orientation of students preparing either a paper or report (3rd Cycle Diploma in Geopolitical and Geostrategic Studies), or a Ph.D Thesis. A - 3rd Cycle Diploma in Geopolitical and Geostrategic Studies

◗ Admission to the 3rd Cycle Diploma File evaluation by, and interview with the admission jury for candidates,

students or professionals fulfilling diploma access conditions. A French Language Test is taken after approval of the candidate’s file. Jury interview is reserved for candidates preselected after file evaluation. Candidates are informed by post of acceptance.

◗ Preparation of non French-speaking students for this diploma The French Language Test is obligatory during the selection process for

candidates not having a French diploma. Intensive French Language Course: a three-month course is organised before

the start of the school year for those who desire to refresh their French before starting the year. This course shall be assured by French Language teachers for foreigners. Fee: 1 500 € / 3 months (300 hours).

◗ Validity of the diploma On 19 June 1999, a year after the Sorbonne Declaration, the Ministers

responsible for superior instruction of the 29 member-states signed the “Bologne Process”. This Process provides objectives and criteria common to all education and training of the same level in Europe, in order to obtain veritable coherence between all these diplomas.

A European Credits Transfer System (E.C.T.S.) was elaborated. 3rd Cycle training respecting this process must include 60 ECTS (in fact:

credits) obtained during one school year, and one ECTS corresponds to 25 hours of student work-load, courses and practical training included. The I.I.S.S. has decided to follow all this process’s recommendations, therefore each student shall have had to validate the 120 ECTS in order to receive the diploma.

◗ Openings and channels In France and throughout Europe, in enterprises and public services in direct

relation with emerging countries. Abroad, in subsidiaries of international companies or directly within regular activities of emerging countries. The Diploma in Geostrategic and Geopolitical Studies shall be sufficiently profiled to integrate larger European and international companies. This diploma shall also permit the preparation for the Superior Academic Studies Diploma in Geostrategics and Geopolitics (PhD), with combined scientific

and professional research in Geostrategics and Geopolitics. It leads to the possibility of becoming a researcher and of engaging in scientific research and international action at the heart of scientific or university organisms around the world.

◗ Scolarity fees Scolarity fees (payable only by cheque or bank transfer) amounting to

9 500 € as well as 100 € non refundable administrative registration fees must accompany the application file. No candidate can be registered or claim a Registration Certificate at the P.A.G., if the totality of these fees is not already paid. In case of cancelling or rejection of the application file, only the scolarity fees are refunded.

These fees include: - subscription to Geostrategics magazine - one edition of I.I.S.S. publications - subscription to the French National Library.

◗ Social Security Every student aged between 20 and 28 years is submitted to the National

◗ Admission to the Geostrategics and Geopolitics qualification (Ph.D) in Superior Academic Studies

Admission: upon presentation of a scientific file (research project) by the candidate and an interview with the admissions jury. The level required to be eligible is Bac +5, preferably with Option(s) in Human and Social Sciences.

A test of English and of French can be organised as soon as the candidate’s file is received. Full mastery of English and French is required, therefore any candidate without diploma or documented competence must take the Language Test.
