Collided two great landscapes: Asia & Europe. it is no surprise that lstanbul has been the cradle and meeting point of any form of trade, culture, art from the very

beginning of the modern civilization. lstanbul's geographical state caused for being a counterpoint for constant international trade and movement of people from ali over the world.

Thus, controlling the border security of the lstanbul Atatürk Airport, which is now Europe's 4th largest and the world's 13th largest airport1, necessitates further dedication, more than systematic tasks.

That's why responsibility of such challenging and demanding task has been divided amongst Turkey's prominent authorities, far-sighted officials and system building company.

lntroduction

Anxious waits in overlong queues, dealing with almost paranoid security actions, wondering if you can make it on time - Have any of these reminded you a particular venue that you might ever been? lf yes, you have already picked out that we are talking about airports. When we talk about Border Security Control in Airports, not-so-pleasant scenarios unintentionally pop into our minds, simply because ali of the scenarios are the ones that we all have encountered at least once while we travel. But the thing is - it doesn't necessarily have to be like that.

There is a delicate balance between protecting a country from undesired entrances/exits and welcoming passengers simultaneously. And believe it or not, maintaining this balance is not a rocket science. in fact, it is up to few factors.

- Understanding and embracing the conceptof preventive security actions rather thanaccusatory approaches

- Applying accurate and timely datatransference amongst law enforcementagencies, airport security and passportcontrol officers, in order to reduce mistakesdone by any of these parties

- Diminishing the operation time byfacilitating a structure that could bothoptimise the output from national biometricdatabase systems in accordance with thepreferred document (i.e. passport)verification system in passport control checkpoints.

Above-mentioned factors more or less sum up the ideal border control management regardless of the number of transitions through borders or the substantiality of an airport. Many of you now must be wondering "Okay then, How come we aren't anywhere near of this?"

Well, actually we are.

The lnitiatives

The preliminary preparations of facilitating automated border gates to lstanbul Atatürk lnternational Airport stands up to 2012, under the discussions whether biometrics-based border transitions are practically applicable as well as theoretically, to such intense areas particularly. By the time negotiations between Ministry of lnterior, Turkish National Police, TAV Airports and State Airports Authority had concluded, it was pretty obvious that the pathway that intertwines ultimate border security with facilitation goes directly from building up a brand-new system which will be able to fulfil each parties' demands. As the study groups had constituted, the best practice was searched. it was determined that the most feasible solution is the one that should be responding local needs rather than a solution-in-a-box. After one and a half years of R&D, eight final prototypes were manufactured in consideration of technical infrastructure of

lstanbul Atatürk Airport, specific security requirements from Ministry of lnterior and Airport Security. The first ever pilot installation was done and followed by a bunch of demo applications and security tests.

The Postmodern Dilemma of Biometric E-Gate's: To Enroll or Not to Enroll

Enrolment requirement at the airports is a major drawback as the problem with automated border control is the absence of accurate biometric data that will be further used for identity verification. So, the way out is collecting the data of each individual. Meaning that creating a pool of registered travellers. But let's be honest, registration offices or special e-gate cards are not necessarily the most passenger-friendly way of border crossings right?

in BEOGS, what we should have cogitate about from the very beginning was also bio­metric enrolment. At this point, BEOGS as a biometric excellence, blazed a trail in re­gards to document-identity verification thanks to APFIS(Automated Palm and Fingerprint ldentification System).

The idea of APFIS x BEOGS is quite cool yet simple -As Turkish National Police has already obtained approximately 30.000.000 of biometric data of both criminals and civilians, real-time verification from that already-running system (APFIS) whilst border crossing does make a lot of sense, especially from a national-security point of view, as ID fraud and fake document cases are prevented. Moreover, there are no enrolment requirements therefore no deficiency of biometric data, simply because during the passport registration, a citizen must give his/her fingerprints to Passport Turkish National Police, which will be stored in APFIS.

After BEOGS and its components were certified by the world's most respected institutions as FBI, obtained certifications of CE, TSE and approved by ICAO, the main installation was executed and it ali went real. As Turkish National Police initially requested to see and analyse the review of data, pilot period of BEOGS have begun. Pilot period consisted on enabling the transitions of 20.000 targeted people including the +7 years old Turkish citizens.

To begin with, four gates (two being at arrivals and two are at departures) were installed, four document verification units, four biometric data identification units and four camera units are strategically positioned. The overall structure can be easily monitored by BEOGS Monitoring screen, which is able to display up to ten e-gate's captures.

- Approximately 18.000 passengers are subjected to use BEOGS within pilot period.- Almost 60% of total passengers passed through BEOGS more than once, proving thedegree of passenger satisfaction.- False Rejection Rate (FRR) is 0.31% which is tremendously low with respect toABC4EU's (Automated Border Control for Europe) FRR rate (14%).- Labour saving is increased up to 66%.

Challenges

Well, it was not all lollipops and rainbows. The

project has encountered, and been encountering hypes of troubles as this is a

working progress and it takes effort and dedication.

üne of the operational challenges in BEOGS was the ergonomics of fingerprint scanner -the accurate positioning of the fingers could

not exactly have understood, so the solution was placing directive boards that is vertically positioned on top of the hardware.

A major handicap was monitoring passenger's movement path within the gate. As much as the contractors do not tend to admit the fact that the illegal attempts and non-compliant user behaviour do harm the hard wares,

long-term damages can be done in just one second. Therefore, to distinguish a passenger

from his/her luggage, or detect whether there is more than one people within the gate simultaneously, we have proposed a leading application with state-of-the-art technology, which we shall explain in this

paper.

Skeleton Analysis

in the scenario of more than one person attempts to pass through access control checkpoint or violates the district zone, system generates an alarm and warns the operator. lf required, person could be trapped within the checkpoint through Skeleton

Analysis.

What is Skeleton Analysis ?

Skeleton Analysis is a leading technology for human detection, tracking and counting as a 1st in the world developed by Papilon. The unique technology that lies behind the Skeleton Analysis is to extract skeleton map of a human body through captured live images. These images are captured via skeleton scanner camera, Papilon Ward-1.0, which is especially designed for skeleton mapping. The entire system comprising both

hardware and software, which can be integrated with Access Control System units.

The main element when developing Skeleton Technology; is to utilize infra-red lights in order to precise extraction of human body without causing any harm.

BEOGS x Skeleton Analysis

Skeleton Analysis is one of the key technologies that has been generating such vital difference in theoretical and practical terms. During biometric I D verification process in BEOGS, illegal passenger crossing atempts are being prevented. So that smooth and hassle-free transitions which are previously seem almost impossible are realised due to facilitation of passenger tracking.

Conclusion: The Best Is Yet To Come

As Yogi Berra precisely articulated "in theory there is no difference between theory

and practice. in practice there is." From that point, we proudly state that BEOGS is a

project where field and laboratory practices are engaged, so that theoretically

optimised R&D data is flawlessly transferred

into playground and accordingly the project

deliverables turneci out to be quite accurate.

BEOGS, as it stands today, has passport

verification module, fingerprint

identification module, face detection module and skeleton analysis application.

However, constituting sequential biometrics

in BEOGS have leaded a bag of opportunities to make it just better.

Therefore, other acknowledged biometric

modalities as face recognition and iris

recognition, which are ready-to-use in BEOGS, can be integrated. And we are nothing but enthusiastic for applying these

into reality.
