individuals’ health and inefficiently allocates health spending. SAMHSA’s goal is to advance public health efforts to improve the behavioral health of the nation. To achieve that goal, SAMHSA prioritizes integration and coordination of behavioral, physical health, and social/safety net services within its programs. It works with federal partners to ensure behavioral health is included in health promotion, health care delivery, and financing.

George Scolari, Community Health Group, San Diego Healthy San Diego (HSD) is the umbrella in which 5 Medi-Cal Managed Care plans operate
in San Diego. In July of 1998, HSD was formed to coordinate services for beneficiaries enrolled in a San Diego Medi-Cal Managed Care Plan. There is a Joint Consumer & Professional Advisory Committee, QI Subcommittee and multiple Work Groups. Our partners include the 5 San Diego Medi-Cal Managed Care plans, hospitals, health plan providers including Community Clinics, behavioral health and advocates.

Warren Daniels, MA, LAADC, CCJP, Chief Executive Officer, Community Recovery Resources Community Recovery Resources (CoRR), a not-for-profit public benefit corporation in Northern
California, opened the doors of The Campus in 2012. Leveraging cross sector partnerships, the Campus provides an integrated, wellness-focused continuum of care to prevent and treat substance abuse and related behavioral health issues. As the Campus concept developed, awareness increased about similar challenges faced by communities across the country. Community-based organizations focusing on SUD are highly challenged by funding that typically dictates how treatment can be provided, demands high results, and is seldom committed to improvement. Although many CBO’s know integration would increase consumer care and improve outcomes, barriers include funding restrictions and regulation. CoRR’s vision is that our local solution for today will be a national model for tomorrow and that as we implement the Campus model at our sites in Grass Valley, Auburn, and Roseville, other communities will learn about our concept and begin implementing their own Campus’s.
Wayne Sugita, Deputy Director, LA County Public Health, SUD Prevention The presentation describes challenges facing county governments and publicly-funded
substance use disorder (SUD) in administering and providing substance use disorder prevention, treatment and recovery services in the context of coordinated and integrated physical health, mental health and SUD services under the provisions of the federal Affordable Care Act and California health care reform and possible solutions to address these challenges. An illustration of a coordinated, integrated health care approach is the Los Angeles County Health Neighborhood Initiative, a county strategic goal effort that establishes regional service delivery networks and engages community residents and community groups to address local health disparities.

The California Association of Alcohol and Drug Program Executives, Inc. (CAADPE) is a statewide association of community-based nonprofit substance use treatment agencies. Its members provide substance use disorder (SUD) treatment services at over 300 sites throughout the state and constitute the infrastructure of the state’s publicly funded substance use disorder treatment network. It is the only statewide association representing all modalities of substance use disorder treatment services.
The County Behavioral Directors Association of California represents the county public behavioral health authorities in California. The purpose of the Association is to assure the accessibility of quality, cost-effective, culturally competent behavioral health care for the people of the State of California by providing the leadership, advocacy, and support to public behavioral health programs.
