Panel P1J: Navigation DataAccomplishments (1 of 2)

Conducted the P1J Spring 2001 Workshop, May 9-10, at ESA/ESOC, Darmstadt, Germany.

RESOLUTION 1:  P1J resolves that the draft Recommendation for Orbit Data Messages (CCSDS 502.0) is sufficiently mature to undergo review by the CCSDS Agencies.  P1J therefore requests that the Management Council approve this document as a CCSDS Red Book and release it for Agency review.

RESOLUTION 2:   P1J resolves to request that the Management Council approve publication of the report on Navigation Definitions and Conventions (CCSDS 500.0) as an issue-1 Green Book and release it in conjunction with the review of the Orbit Data Messages Red Book.

Conducted an extensive review and discussion of the draft green book and white book. Finalized both documents for release to CCSDS.

Conducted a discussion on tracking data interface requirements. A preliminary tracking data format has been drafted.

May 10: Conducted a joint session with the ESOC/JPL navigation workshop. ESOC and JPL plan to implement the recommended orbit data message, developed by P1J, to support the ROSETTA and Mars Express missions in 2003. This choice will be formalized via an ICD. A test to verify proper exchange of the OPM and EPM formats will be exercised sometime in the future, date TBD.

Discussed preparation of a presentation for the P1J/P1K meeting on May 22, at Pasadena, CA. Identified potential scenarios of interest, such as planetary orbits, GPS, accuracy. Additional discussion was deemed necessary with the P1K lead prior to May 22. G. Ortega gave the presentation at the joint session.

Panel P1J: Navigation DataP1J Future work

• New P1J CCSDS documents on recommendations for tracking, attitude, proximity operations, environmental models and astrodynamic constants will be developed.

• For the IACG Working Group 4 (Tracking, Commanding and Data Acquisition) task to investigate the current and future status and proposed demand for deep space tracking facilities, P1J will contribute recommendations via a future document on the topic of tracking.

• For the CCSDS Proximity-1 Space Link Protocol, Red Book, P1J will contribute recommendations via a future document on the topic of proximity operations.

• Will continue to work with P1K on the topic of time. (Ref. Presentation to P1J/P1K joint session of May 22, 2001.)

• Next P1J workshop will be scheduled (tentatively) in conjunction with the Fall 2001 TSG.
