software-based Vehicle Monitoring, Access Control and Site Security system.
C-PASS provides the most comprehensive Car Park Management and Vehicular Access Control system available. The software provides a simple
and intuitive interface to allow the monitoring and control of vehicle movements around your site and is available as a stand-alone PC-based solution,
or as a networked web-based solution accessible remotely via a web browser.

Urban Traffic Control 24
What is Urban Traffic Control?
Providing up-to-the-minute services for the county's roads, Urban Traffic
Control keeps the traffic flowing. Whether assisting Police with incidents via
CCTV or ANPR, informing the local radio stations of traffic conditions or
managing traffic signals for the emergency services, the Devon County UTC
system provides a unique and essential service to the county and beyond
System Overview
Devon County Council draws on a number of CCTV camera
feeds from across the county and further afield, from Bristol
down to Cornwall.
ESSA has provided a full control room facility including its
own server & multiple client Touchview Control System to
control CCTV via a number of transmission technologies, as
well as rear projection screens for display of CCTV and other
monitored services within the control centre.
ESSA was contracted to provide ANPR & Surveillance Systems for the highways of Devon and surrounding arterial routes.

Palmer & Harvey is a retail, logistics and support company offering products
and services to a multitude of “local” known branded retail shops and outlets
System Overview
Derived from the requirement to bring remote monitoring of
security systems “in house”, ESSA provided its own
• Chameleon system software for remote CCTV and
• ANPR monitoring of installed systems
at the sites operated by Palmer & Harvey.
As well as having provided a complete control room fit-out,
ESSA provided the ANPR systems at the logistics depot
giving ground-based staff the ability to assess the status of
vehicles coming and going from the yard as well as
enhancing site security
Palmer & Harvey commissioned ESSA to provide CCTV & ANPR multi-site remote monitoring for their retail & logistics operation.
Public Space Surveillance System 26
Exeter City Council chose ESSA to design & implement a public space surveillance
system in the town centre control room.
Exeter is a historic city located on the banks of the River Exe, with a population of
120,000 and a modern, successful business edge.
The city has become home to a number of large businesses, including the University
of Exeter and the MET Office.
System Overview
Exeter City Council has a unique CCTV control system
consisting of a:
• multi-site ESSA technology control system
• 300+ feeds from around the city and area from a number
of distinct public space locations, including:
• highways,
• car parks,
• shopping arcades,
• the high street,
• parks and other
• municipal facilities.
ESSA has provided a hybrid of technologies to the town
centre system combining a number of CCTV transmission
technologies including wireless, fibre-optic and IP based
technologies. The system has proved a successful tool in
crime prevention, crime reduction and public safety.
ANPR Solution for Sussex Police & Gatwick Airport 27
ESSA was commissioned to provide a comprehensive back office "BOF"
solution for management of the county-wide LPR systems of Sussex Police.
This project included the incorporation of a comprehensive and high-capacity
LPR solution at Gatwick Airport to monitor and track vehicle activity.
Sussex Police covers the Sussex region, serving its local population of 1.5
million, and provides the security required for the 30 million people who travel
through the airport at Gatwick annually
System Overview
From an initial 120 lanes of ANPR lane management, the
ESSA BOF system installed at the Sussex Police site is now
covering more than 160 lanes of traffic.
This is in addition to servicing Gatwick Airport and managing
more than 1.2 million number plate hits per day, or
approximately 438 million vehicle hits per year.
This in its own right is testament to ESSA’s capability to
cope with large-scale LPR projects and successfully
manage the huge outputs of generated data from such
systems.
