time or actual cost whichever is less on the
cost of stone or RCC poles with height of
1.5 mt. spaced minimum 3m. apart shall be
provided in addition to that for the barbed
wire”. “The RCC poles would be of
“dimension 4” x 4” L x B and height 6’ to 8’
with at least 3 rods of 6 mm. held together
by stirrups embedded in 1:4 cement
concrete mixture”.
2. Section 4A, clause (i) (c) shall be replaced
as follows:
“The metal poles such as angle iron pole
of minimum 37.5 x 37.5 mm. and 3mm
thickness or minimum 63 mm. good quality
G.I. Pipes duly galvanized powder coated
or painted to prevent rusting can be also
used instead of Stone or RCC poles”. “The
height of pole would be 6’ to 8’ based on
the height of fence”.
3. After section 4A ( iii) the following
components as 4A(iv) will be added:
(iv) “Hybrid Fence (combination of stone
wall and solar power fencing or wire mesh/
/chain link fence)”.
“The hybrid fence will consist of stone
wall fence at base and solar power fence
or galvanized iron or synthetic chain link
or wire mesh fencing erected above the
stone wall fence”.
“The stone wall fence at base withfoundation of minimum 0.3 m. depth and0.5 mts. width, 0.25 mts. width at the topand a height of 0.5 to 1.2 mts. aboveground level constructed with availablematerial like rubble/boulder, lateritebricks river stones etc. above which thesolar power fence or galvanized iron orsynthetic chain link or wire mesh fencingmay be erected”.
“However, in case the basal portionminimum width shall be 15 cms. andminimum height 30 cms. above groundlevel”.
“The solar power fence will compriseof all components as eligible for solarpower battery fence, with 3-7 lines of wireerected over the stone wall fence”.
“The galvanized iron or synthetic chain
link or wire mesh fencing will be of
minimum 1.2 mt. height erected over the
stone wall fence using RCC or G.I poles”.
“Farmers may adopt any one
combination i.e stone wall fence and solar
power fence or stone wall and galvanized
iron or synthetic chain link or wire mesh
fencing”.
“Assistance @ 75%/90% for general
category and SC/ST category
respectively on standard cost as
approved from time to time or actual cost
whichever is less for portion of stone wall
and chain link fence”. “The portion of
solar fence will be provided with 90%
subsidy of standard cost as fixed from
time to time or actual cost whichever is
less”. “The maximum subsidy limit for
such type of fence will be Rs. 3.0 Lakh in
case of individual farmers”. “There will
be no subsidy limit to the farmer coming
together to jointly fence their consolidated
plots forming a farmers group, societies,
etc.”.

Agriculture and Allied Activities” for further
period of one year w.e.f. 01-04-2018 to 31-3-2019
as per the Notification referred at Sr. No. 1 and

Whereas the Government of Goa has
earmarked the area as specified in the
schedule hereto as Integrated Information
Technology Township/Information Techno-
logy Parks, Information Technology (IT)
Companies, Information Technology Enabled
Services (ITeS), Startup, Electronic
Manufacturing Cluster (EMC), Industry
4.0 (hereinafter referred to as the “said
area”);
And whereas, the Government of Goa now
proposes to declare said area to be notified
area and to declare that the provisions of any
law relating to local authorities providing for
control or erection of buildings, levy and
collection of taxes, fees and other dues to the
local authorities which are in force in the said
area shall cease to apply thereof and the
Village Panchayats, which are receiving house
tax from the occupants of the said area, under
their respective laws, shall be compensated
by the Government to the extent of the last
financial years collection of taxes for a period
of five years, in terms of clauses (a) and (c)
respectively of sub-section (1) of section 38 of
the Goa Information Technology Development
Act, 2007 (Goa Act 10 of 2007) (hereinafter
called “the said Act”);
And whereas, the Government of Goa also
proposes to appoint the Goa Information
Technology Development Corporation
(hereinafter called the “said Corporation”) for
the purpose of the assessment and recovery
of any taxes as per the provisions of law as in
force and authorize the said Corporation for
the purpose of exercising all the powers, such
as, control or erection of building, levy and
collection of taxes, fees and other dues in
respect of local authorities which are in force
in the said area, in terms of clauses (b) and (d)
of sub-section (1) of section 38 of the said Act
and that house tax, other taxes, fees and all
other types of dues so collected by the said
Corporation in respect of said area, shall be
deposited with the Government immediately
by the said Corporation after such collection
under Budget Head, namely:–
0852—Industries;
07—Telecommunication & Elec. Industries;
800—Other Receipts;
02—Collection of taxes from Integrated
Information Technology Township/
Information Technology Parks, Information
Technology (IT) Companies, Information

Whereas, vide Notification No. 28/10/TCP/2018/163 dated 24-01-2018, published in the OfficialGazette, Series III No. 43 dated 25th January, 2018 (hereinafter called the “said Notification”),the Government has declared the areas as specified in column (1) of the Schedule to the saidNotification to be Bambolim Planning Area, Kadamba Planning Area and Arpora-Nagoa-ParraPlanning Area, with limits of such planning areas as specified in the corresponding entries incolumn (2) of the said Schedule, in terms of sub-sections (1) and (2) of section 18 of the Goa,Daman and Diu Town and Country Planning Act, 1974 (Act 21 of 1975) (hereinafter called asthe “said Act”);
And whereas, the Government is of the opinion that it is necessary in the public interest to
withdraw from the operation of the said Act certain areas from the Bambolim Planning Area
and the Kadamba Planning Area.
Now, therefore, in exercise of the powers conferred by sub-section (1) of section 19 of the
said Act, the Government of Goa hereby withdraws from the operation of the said Act, the
areas as specified in column (3) of the Schedule hereto from the Planning Areas as specified in
the corresponding entries in column (2) of the said Schedule, with immediate effect.
