Cyberage Student Scheme 2014-2015

Introduction.— With the explosion andpenetration of Information Technology in everyfield of development and progress, knowledgeof computers and their use to access andunderstand the vast repository of knowledgeresources available both over the Internet andon local media such as CD-ROMs and DVDshas become an inevitable part of educationand knowledge acquisition.

No doubt the computers in the schools havehelped meet its limited objectives, but areinsufficient to exploit the vast resourcesavailable elsewhere, in this present techno-logical advanced world, particularly over theInternet, to drive in Computer Aided Learning(CAL) and to acquire the desired skill-sets foremployment/self-employment.

Objective of the Scheme.— The objective ofthe Cyberage Student Scheme is to equipstudents with individual portable computersystems/laptops with requisite features andsoftware as tools to—

(i) Enhance not only learning andknowledge acquisition through theInternet, but also through other portablemedia such as CD-ROMs and DVDs.

(ii) Exploit fully the teaching infrastru-cture in schools.

(iii) Empower students to acquire desiredskill-sets for employment/self-employment.

In order to achieve this, the Government ofGoa is pleased to introduce Cyberage StudentScheme as outlined below:

1. Short title and commencement.— (1) Thisscheme shall be called Cyberage StudentScheme.

(2) It shall be deemed to have come intoforce from the Academic Year 2014-2015.However, due to administrative reasons thesame will be implemented during 2015-16.

2. Scope of the scheme.— The CyberageStudent Scheme shall cover Std. XI studentsstudying in the Hr. Sec. schools, (now in Std.XII) during Academic Year 2015-16, which isa crucial period of their education when thestudents would be required to decide abouttheir future studies and career.

Today dexterity in Information Technologyis of immense importance in progressing inany kind of career. Hence, there is a need toprovide extensive exposure to the studentsstudying in Std. XI in the I.T. related skillsboth in hardware as well as software, at theschool level. To provide this exposure to thestudents and to enable them to access thevast knowledge repositories available overthe Internet and through various portablemedia and to fully exploit the teachinginfrastructure available in schools, thestudents are to be equipped with portablecomputer systems.

These devices will further help studentseven after passing out+2 stage either to

continue their IT related studies or to seekemployment or get self-employment or use ITas an effective tool for pursuing whichevercareer they have chosen.

To achieve its objective, the CyberageStudent Scheme shall emphasize on thefollowing:

(1) Provision for the supply of one (01) entrylevel portable computer system, popularlyknown as “Notebook” or “Laptop” computersystem equipped with at least mid-levelProcessors, DVD-ROM Drive, Wi-Ficonnectivity, multi-media speakers and14-inch (or more) screen-size alongwithrequisite Preloaded Open StandardsSupported Operating System backed bypremium/comprehensive technical support forat least one (01) year from reputed softwarecompanies such as Windows OS.

(2) The technical specifications should atthe minimum have the features as detailed inPoint No. (1) above and the detailedconfiguration of the system shall be decidedas per the recommendations of the TechnicalCommittee specially constituted by theDirectorate of Education for the purpose ofthe scheme or as recommended/approved bythe Department of Information Technology orM/s. InfoTech Corporation of Goa Ltd. (ITG).The methodology for implementation of thescheme and the procurement process includingtendering, distribution and implementation ofthe scheme shall be done through the nodalagency M/s. ITG under the guidelines andsupervision of the Directorate of Educationon the same lines as done during the earlieryears.

3. Eligibility & Application Process underthe scheme.— (1) All regular student(s)enrolled in Std. XII in Arts, Commerce, Science& Vocational streams, across the State, inState Government and Government AidedHigher Secondary Schools, will be eligible toapply under this scheme for the AcademicYear 2015-2016.

(2) The students of Un-Aided Institutions//Hr. Sec. Schools who are presently studyingin Std. XII. Students of CBSE/Other Board(s)/

/Kendriya Vidyalayas etc. and students ofNight Hr. Sec. School(s) i.e. Don Bosco NightHr. Sec. School will also benefit from thescheme.

(3) However, the information provided inthis regard if found to be false shall entaildisciplinary action against the student(s) andthe school, as envisaged and the student shallbe barred from appearing in the examina-tion(s). Also, the enrolment of the said studentfrom the respective school(s) shall becancelled.

(4) The students shall submit theapplication in prescribed format along with a‘Concurrence’ of the parent/guardian completein all respect. The Concurrence so submittedby the Parents/Guardian will in turn becertified by the Principal/Head of theInstitution of the concerned Higher SecondarySchool. The Affidavit on the Stamp Paper isno longer required.

(5) The eligible student should submit anapplication alongwith a non-refundableRegistration Fee as decided by theGovernment as deposit. The fee oncedeposited will not be refunded in any caseby the Government.

(6) The application form duly approved bythe Head of the Institution(s) recommendingthe supply of portable computer system/laptopto the students shall be accompanied by aconcurrence of the parents for registrationunder the scheme/an undertaking acceptingthe conditions of the scheme laid therein.

(7) Students/Parents/Guardian shall give avalid receipt of the portable computer systemreceived, to the Education Department, afterobtaining the portable computer systemthrough the respective Head of the Institutewherein their child/ward is studying.

4. Other terms and condition of the scheme.—(1) The equipment supplied to the studentunder this scheme shall be the property ofthe Government for a period of two (02) yearsfrom the date of supply and shall not be usedfor any commercial purpose or sold duringthis period.

(2) The equipment supplied shall carry awarranty for a period of one year. Maintenancebeyond the warranty period shall be theresponsibility of the beneficiary.

(3) The Government shall not be liable forany compensation/damages for any illegaluse of the said equipment or violation of anyprovision of law in force, by the student orthe user of the said equipment. Such use shalllead to cancellation of the registration andattachment of the equipment by theGovernment.

(4) All required expenses for operation of thesystem shall be borne by the student/parents.

(5) System upgradation or swapping of theportable computer system for a higherconfiguration may be carried out during thetwo-year period with prior approval from therespective Principal of the Higher SecondarySchool/Head of Institution. No separatepermission would be required for this purposefrom the Education Department.

(6) Any violation of the conditions of thisscheme by the beneficiary students or his//her parents will lead to disciplinary actionunder Goa Education Act, 1984 and Rules madethereunder without prejudice to monetaryrecovery pertaining to the computer system.

(7) This scheme does not confer a righton any applicant for obtaining a computersystem and the benefits applicable under thesaid scheme against an application. TheGovernment reserves the right to rejectany application/registration without assigningany reason. In case, the student leavesstudies before appearing for Std. XII exams,the portable computer system shall bereturned to the Directorate of Education orsub-ordinate/affiliated Department/Officethrough which the scheme is implemented.

(8) Most importantly, only those student(s)who continue their education in Std. XII, willbe eligible for the benefit of the laptop//portable computer system.

3. Those eligible candidates whose applications are accepted will have to undergo awritten test (examination) as per the pattern of examination prescribed as above. The detailsof the eligible candidates as well as the candidates found ineligible (along with reasonsthereof) will be displayed on the Notice Board of the Directorate of Accounts, as well as, onthe Departments website. The dates, venue and timings of the written examination alongwith the admit card will be informed to the eligible candidates on the address provided bythe applicant, while filling up the application form by postal service.

4. Those candidates who have secured the minimum qualifying marks as per para (2) above{i.e. minimum marks defined for each Paper (I) and Paper (II) separately} shall be called fora viva-voce/oral interview {as per the guidelines laid down in para (5) below} to be conductedby the Departmental Selection Committee comprising of the Director of Accounts, the nextimmediate Senior Officer in the Directorate of Accounts and the Under Secretary to theFinance Department, Government of Goa.

5. The selection criteria and marks to be awarded shall be on the following basis:—

(i) The written examination will carry a weightage of 85% while viva voce/oral interviewwill carry a weightage of 15%.

(ii) The total marks secured by the candidates in written examination (Paper-I andPaper-II taken together) will be computed proportionate to 85 marks and maximum 15 markswill be awarded at oral interview/viva voce as follows:—

Viva Voce (Oral Interview) .................... 15 marks (max.)Communication Skills .................... 05 marksSubject Proficiency .................... 05 marksAptitude .................... 05 marks

(iii) The criteria for short listing the candidates for the purpose of viva voce (Oral Interview)shall be as follows:—

(a) The number of candidates to be called for viva voce will in the ratio 1:5 i.e. 5 timesthe number of vacancies in each category/class of vacancies.

(b) The total marks secured by the candidate in the written examination shall be computedseparately for the candidates in each category of reservation and merit list prepared basedupon the total marks secured computed proportionate to 85 marks (maximum).

(c) Candidates securing zero marks for the Oral Interview and those candidates who failto appear for the Oral Interview shall not be considered for selection.

(d) In the event two candidates secure equal marks, then for the purpose of determiningthe merit, the marks obtained in the written examination shall be considered.

6. The selection of the candidates for appointment will be done based on the selectioncriteria specified above. The list of selected candidates’ (category wise) will be displayed onthe Notice Board of the Directorate of Accounts as well as on the Departments website.Individual offer of appointment will be dispatched by post (by means of Registered A/D) onthe postal address indicated in the application form, to the selected candidates, as well asby e-mail.

7. In case required number of candidates are not found eligible in the categories of PH, CFFor Sportsperson, then the resultant vacancies will be filled up from candidates belonging toGeneral Category.

8. A wait list will be prepared, for the purpose of filling up the resultant vacancy arisingdue to any selected candidate not accepting the offer of appointment or being ineligible forappointment at any later stage during the recruitment and appointment process.

9. Late and incomplete applications will be summarily rejected and no intimation will besent to the applicants in this regard. Interim enquiries will not be entertained.

10. Canvassing in any form will disqualify candidates from selection.

In supersession of the above read Notification, the Government of Goa is hereby pleasedto frame the following guidelines for the purpose of recruitment to the post of Accountants(Group ‘C’ Non-Gazetted), in the Common Accounts Cadre (Direct Recruitment) in the Directorateof Accounts, in the pay scale of PB-2, Rs. 9300-34800+Rs. 4200/- (Grade Pay).

2. The educational & other qualifications required for the post as per the Recruitment Rulesnotified vide Notification No. 1/7/2015-PER dated 30-09-2015, published in the Official Gazette,Series I No. 28 dated 08-10-2015 are as follows:—

Essential: (i) Bachelor of Commerce or Bachelor of Arts with Economics, from a recognisedUniversity/Institution.

(ii) Knowledge of Konkani.

Desirable: Knowledge of Marathi.

3. Age limit prescribed: Not exceeding 40 years as on date of advertisement (relaxable forGovernment Servants by 05 years and those in Reserved Category as per guidelines prescribedby the Government from time to time).

4. Interested and eligible candidates should fill the prescribed Application Form availableat the Directorate of Accounts (HQ), (Fazenda Bldg., Panaji), South Branch Office (NewCollectorate Bldg., Margao) and the Sub-Treasury Offices in each Taluka and submit the samealong with two passport size photographs (one affixed on the application form) and attestedcopies of:

Note:- 1. In the event if candidates submit false declaration/false or bogus certificates, and the same is detectedduring the verification (which may be also done post appointment in respect of selected candidates) then thecandidates are liable to be disqualified any time during the recruitment process and the candidate shall also besubject to prosecution in accordance to law in force.

6. Those eligible candidates whose applications are accepted will have to undergo awritten test (examination) as per the pattern of examination prescribed as above. The detailsof the eligible candidates as well as the candidates found ineligible (along with reasonsthereof) will be displayed on the Notice Board of the Directorate of Accounts, as well as, onthe Departments website. The dates, venue and timings of the written examination alongwith the admit card (hall ticket) will be informed to the eligible candidates on the addressprovided by the applicant, while filling up the application form, by postal service.

7. Those candidates who have secured the minimum qualifying marks as per para (5) above{i.e. minimum marks defined for each Paper (I) and Paper (II) separately} shall be called fora viva-voce/oral interview {as per the guidelines laid down in para (8) below} to be conductedby the Departmental Selection Committee comprising of the Director of Accounts, the nextimmediate Senior Officer in the Directorate of Accounts and the Under Secretary to theFinance Department, Government of Goa.

8. The selection criteria and marks to be awarded shall be on the following basis:—

(i) The written examination will carry a weightage of 85% while viva voce/oral interviewwill carry a weightage of 15%.

(ii) The total marks secured by the candidates in written examination (Paper-I andPaper-II taken together) will be computed proportionate to 85 marks and maximum 15 markswill be awarded at oral interview/viva voce as follows:—

Viva Voce (Oral Interview) .................... 15 marks (max.)Communication Skills .................... 05 marksSubject Proficiency .................... 05 marksAptitude .................... 05 marks

(iii) The criteria for further short listing the candidates for the purpose of viva voce (OralInterview) shall be as follows:—

(a) The number of candidates to be called for viva voce will in the ratio 1:5 i.e. 5 timesthe number of vacancies in each category/class of vacancies.

(b) The total marks secured by the candidate in the written examination shall becomputed separately for the candidates in each category of reservation and merit listprepared based upon the total marks secured computed proportionate to 85 marks(maximum).

(c) Candidates securing zero marks for the Oral Interview and those candidates who failto appear for the Oral Interview shall not be considered for selection.

(d) In the event two candidates secure equal marks, then for the purpose of determiningthe merit, the marks obtained in the written examination shall be considered.

9. The selection of the candidates for appointment will be done based on the selectioncriteria specified above. The list of selected candidates’ (category wise) will be displayed onthe Notice Board of the Directorate of Accounts as well as on the Departments website.Individual offer of appointment will be dispatched by post (by means of Registered A/D) onthe postal address indicated in the application form, to the selected candidates, as well asby e-mail.

10. In case required number of candidates are not found eligible in the categories of PH,CFF or Sportsperson, then the resultant vacancies will be filled up from candidates belongingto General Category.

11. A wait list will be prepared, for the purpose of filling up the resultant vacancyarising due to any selected candidate not accepting the offer of appointment orbeing ineligible for appointment at any later stage during the recruitment and appointmentprocess.

12. Late and incomplete applications will be summarily rejected and no intimation will besent to the applicants in this regard. Interim enquiries will not be entertained.

13. Canvassing in any form will disqualify candidates from selection.

In exercise of the powers conferred by theproviso to Article 309 of the Constitution ofIndia and in supersession of the GovernmentNotification No. 1/18/87-PER dated 26-06-1990,published in the Official Gazette, Series INo. 17 dated 26-07-1990, the Governor of Goahereby makes the following rules to regulatethe recruitment to the Group ‘A’, Gazetted, Non--Ministerial post, in the Department of SainikWelfare, Government of Goa, namely:—

1. Short title, application and commence-ment.— (1) These rules may be called the

Government of Goa, Department of SainikWelfare, Group ‘A’, Gazetted, Non-Ministerialpost, Recruitment Rules, 2015.

(2) They shall apply to the post specified incolumn (1) of the Schedule to these rules(hereinafter called as the “said Schedule”).

(3) They shall come into force from the dateof their publication in the Official Gazette.

2. Number, classification and scale of pay.—The number of posts, classification of the saidpost and the scale of pay attached thereto shallbe as specified in columns (2) to (4) of the saidSchedule:

3. Method of recruitment, age limit and otherqualifications.— The method of recruitment tothe said post, age limit, qualifications and othermatters connected therewith shall be asspecified in columns (5) to (13) of the saidSchedule.

4. Disqualification.— No person who hasentered into or contracted a marriage with aperson having a spouse living or who, havinga spouse living, has entered into or contracteda marriage with any person, shall be eligiblefor appointment to the service:

Provided that the Government may, ifsatisfied that such marriage is permissibleunder the personal law applicable to suchperson and the other party to the marriage andthat there are other grounds for so doing,exempt any person from the operation of thisrule.

5. Power to relax.— Where the Governmentis of the opinion that it is necessary orexpedient so to do, it may, by order, for reasonsto be recorded in writing and in consultationwith the Goa Public Service Commission, relaxany of the provisions of these rules with respectto any class or category of persons.

6. Saving.— Nothing in these rules shall affectreservation, relaxation of age limit and otherconcessions required to be provided forScheduled Castes and other special categoriesof persons in accordance with the orders issuedby the Government from time to time in thatregard.

These rules are issued in consultation withthe Goa Public Service Commission videtheir letter No. COM/II/13/42(4)/89/1299 dated27-10-2015.
