Introduction In early 2015, the District of Columbia Public Library (DCPL) engaged Kramer Consulting to develop an array of surveys, reports, and estimates pertaining to the potential renovation of Palisades Library. Following the submission of this report it was determined the feasibility of constructing a new building or adding additional square footage to the existing building would not be possible with DCPL’s current budget of $8.2M. DCPL then requested of Kramer Consulting in the Summer of 2015 to provide an amendment to the initial report, which included documents to support a renovation of the existing building, in order to stay within DCPL’s budget of $8.2M. Project Goals and Objectives The primary goals and objectives included compiling the detailed information listed below, in order to help DCPL justify a complete renovation of the existing Palisades Library.

Purpose of report Having determined in phase one of the Due Diligence report that the proposed modernization of the Palisades branch library to current DCPL standards would exceed the available budget, the purpose of this amendment is to explore how much can be achieved working within a total project budget of 8.2 million dollars. Using the facility condition assessment and regulatory analysis from phase one, as well as an adjusted version of the prototypical DCPL program, a conceptual design was developed whose scope included a complete interior renovation and limited exterior renovation. This conceptual design formed the basis of the new construction estimate.

Overview Built in 1963, the existing Palisades branch library is a two and one half story concrete and brick structure located at 4901 V Street NW. At 52 years of age it remains in relatively good condition, but its mechanical, electrical, plumbing systems and elevator, while functional, do not comply with current codes, are nearing the end of their expected lives, and are undersized and inefficient for current library standards. With this in mind the scope of work proposed in the new conceptual design includes:

- Demolition of existing building interior to shell and removal of hazardous materials -Installation of new elevator, mechanical, electrical, and plumbing, sprinkler and life safety systems. - Installation of new windows and repair / renovation of approximately 25% of existing façade. - Construction of new entry feature and cornice - Installation of new roof - Repair of existing site work and landscaping - Repair and re-striping of existing parking lot - New interior build-out based on an adjusted version of the DCPL prototypical program - New furniture, fixtures and equipment.

The renovation will result in a fully refurbished library which, though slightly smaller than a typical branch library, otherwise conforms to current DCPL goals and standards.

Conceptual Cost Estimate The cost of renovation based on the new conceptual design is estimated to total $8,196,386. This estimate includes the scope outlined below as well as a design contingency, design and CM fees, a LEED allowance, general conditions, GC overhead and profit, bonds and insurance as well as an escalation of 2.5%.

CONCLUSION Based on the proposed Conceptual Design it would be possible to substantially renovate the existing Palisades Branch for a budget of 8.2 million dollars. The renovation will yield a fully refurbished library which, though slightly smaller than a typical branch library, otherwise conforms to current DCPL goals and standards.

DCPL Prototypical Building Program – Square footage

DCPL Prototypical Building Program – Square footage Summary The Palisades branch library cannot currently accommodate the DCPL prototypical program within the existing building envelope. It was determined in the phase one report that zoning constraints do not allow an expansion of the building footprint, and that adding a third floor or excavating the basement would be prohibitively expensive. Through discussions with administrators and staff it was determined that the square footages noted in the prototypical program should be adjusted proportionately to fit within the Palisades envelope rather than eliminating any single program function area

Developed in 2012, the DCDPL Prototypical Building Program summarizes the required library functions, their size and their adjacencies for a 21st Century branch Library. Based on this information, the preferred square footage for a prototypical branch library is 21,288 square feet – of which 16,392 square feet are directly assignable to library functions and the remaining 4,896 square feet are dedicated to non-assignable service and support spaces such as corridors, staircases, bathrooms, mechanical rooms, etc.

DCPL Prototypical Building Program – Function Areas

DCDPL Prototypical Building Program – Function Areas Summary Although the Palisades branch is approximately 1500 square feet smaller than the DCDPL prototype, the majority of the required function areas are provided. But while the branch has been able to evolve over the years, integrating computers, audio-visual, and teen services areas into its array of services, it has not been able to provide the public spaces required in a 21st century library. The existing building does not have an inviting entrance space, and although a meeting room is provided, it is undersized and lacks the pre-function and pantry support spaces required. Similarly, patron conference rooms, and study / tutor rooms are not provided. The adjusted program and conceptual design must provide the missing function areas as well as a more welcoming entrance

In addition to specifying the size, and function of a library’s spaces, the DCDPL program also describes their relationship to each other. In a prototypical library the entry lobby should be directly adjacent to the circulation desk, the meeting room pre-function area, children’s area as well as the staff work room. Similarly, active, noisy areas such as the children’s and new mat- erials areas should be separated from the quieter functions of the adult reading areas. And while the program functions of the Palisades evolved, their adjacencies have not: - Adult reading is located immediately adjacent to the entry and circulation desk. - Children’s reading and program room is located on the second floor. - Staff workrooms are accessible only through the adult / children’s reading areas. - Public bathrooms are shared by the meeting room and children’s area - The circulation desk has no visual control of the meeting room

DCDPL Prototypical Building Program – Adjacency Summary In addition to harmonizing the square footages of the prototypical DCPL program to the existing Palisades branch footprint, the required adjacencies need to be established:

- The circulation desk must be given visual control of both front and rear entrances - The public meeting room should be located on the 1st floor and be compartmentalized to allow for

after hours use. - Adult services should be moved to the second floor - Children’s services should be moved to the first floor - Separate children’s and staff bathrooms should be provided - Sight and Sound and Browsing & New Materials should be integrated into a vibrant entrance

Conceptual Design—Revised Program

Based on the DCPL prototype, the Palisades program has been modified to fit the existing building constraints.

Although the Adult and Children’s services are slightly smaller than desired, and there is no “unique Palisades space” , provided, the remaining program functions are accommodated.

New conference and study rooms as well as an appropriately sized public meeting room with pre-function area, not found in the existing branch are now provided,.

Zoning Summary

An R-1-B district allows the “by-right” construction or renovation of a Library structure, and the existing structure is not encumbered by historic building designation or the inclusion in a historic district. However, the 40% lot occupancy limitation of an R-1B district will limit the new / renovated building’s footprint to the +/-9,000sf currently occupied by the existing structure. A simple addition to the existing building into adjacent front, side or rear yard space will not be possible without obtaining a waiver. Any future addition to the existing building will need to be accomplished by either adding a new third floor, or expanding the existing partial basement into currently unexcavated space below the first floor. Although possible, both of these scenarios will increase the cost construction considerably. The existing building structure will need to be supplemented to support a new third floor, or underpinned to accommodate an expanded basement. A future addition to the building will also require the addition of more parking spaces. The prototypical DCPL program of 21,287 sf will require 19 spaces, four more than currently exist.

Exception: A urinal is permitted to be provided in addition to the water closet in a family or assisted use toilet room. 1109.2.1.4 Location: Family or assisted-use toilet and bathing rooms shall be located on an accessible route. Family or assisted-use toilet rooms shall be located not more than one story above or below separate-sex toilet rooms. The accessible route from any separate-sex toilet room to a family or assisted-use toilet room shall not exceed 500 feet. 1109.2.1.6 Clear floor space: Where doors swing into a family or assisted-use toilet or bathing room, a clear floor space not less than 30 inches by 48 inches shall be provided, within the room, beyond the area of the door swing. 1109.2.1.7 Privacy: Doors to family or assisted-use toilet and bathing rooms shall be securable from within the room. 1109.2.2 Water closet compartment: Where water closet compartments are provided in a toilet room or bathing room, at least one wheelchair-accessible compartment shall be provided. Where the combined total water closet compartments and urinals provided in a toilet room or bathing room is six or more, at least one ambulatory accessible water closet compartment shall be provided in addition to the wheelchair-accessible compartment. 1109.2.3 Lavatories: Where lavatories are provided, at least 5 percent, but not less than one, shall be accessible. Where the total lavatories provided in a toilet room or bathing facility is six or more, at least one lavatory with enhanced reach ranges shall be provided. 1109.3 Sinks: Where sinks are provided, at least 5 percent but not less than one provided in accessible spaces shall be accessible. Exception: Mop or service sinks are not required to be accessible 1109.5 Drinking fountains: Where drinking fountains are provided on an exterior site, on a floor or within a secured area, the drinking fountains shall be provided in accordance with Sections 1109.5.1 and 1109.5.2. 1109.5.1 Minimum number: No fewer than two drinking fountains shall be provided. One drinking fountain shall comply with the requirements for people who use a wheelchair and one drinking fountain shall comply with the requirements for standing persons. percent of the total number of drinking fountains provided shall comply with the requirements for

standing persons. (See exceptions.) Other Features & Facilities

1109.7 Elevators: Passenger elevators on an accessible route shall be accessible and comply with Chapter 30. 1109.9 Storage: Where fixed or built-in storage elements such as cabinets, coat hooks, shelves, medicine cabinets, lockers, closets and drawers are provided in required accessible spaces, at least 5 percent, but not less than one of each type shall be accessible. 1109.9.1 Equity: Accessible facilities and spaces shall be provided with the same storage elements as provided in the similar non-accessible facilities and spaces. 1109.9.2 Shelving and display units: Self-service shelves and display units shall be located on an accessible route. Such shelving and display units shall not be required to comply with reach-range provisions. 1109.11 Seating at tables, counters and work surfaces: Where seating or standing space at fixed or built-in tables, counters or work surfaces is provided in accessible spaces, at least 5 percent of the seating and standing spaces, but not less than one, shall be accessible. 1109.11.1 Dispersion: Accessible fixed or built-in seating at tables, counters or work surfaces shall be distributed throughout the space or facility containing such elements and located on a level accessed by an accessible route. 1109.12.3 Point of sale and service counters: Where counters are provided for sales or distribution of goods or services, at least one of each type provided shall be accessible. Where such counters are dispersed throughout the building or facility, accessible counters shall also be dispersed. 1109.13 Controls, operating mechanisms and hardware: Controls, operating mechanisms and hardware intended for operation by the occupant, including switches that control lighting and ventilation and electrical convenience outlets, in accessible spaces, along accessible routes or as parts of accessible elements shall be accessible. (See exceptions.)

Signage 1110.1 Signs: Required accessible elements shall be identified by the International Symbol of Accessibility at the following locations: 1. Accessible parking spaces required by Section 1106.1 except where the total number of parking spaces provided is four or less. 2. Accessible passenger loading zones. 3. Accessible rooms where multiple single-user toilet or bathing rooms are clustered at a single location. 4. Accessible entrances where not all entrances are accessible. 5. Accessible check-out aisles where not all aisles are accessible. The sign, where provided, shall be above the check-out aisle in the same location as the checkout aisle number or type of check-out identification. 6. Family or assisted-use toilet and bathing rooms. 7. Accessible dressing, fitting and locker rooms where not all such rooms are accessible. 8. Accessible areas of refuge in accordance with Section 1007.9. 9. Exterior areas for assisted rescue in accordance with Section 1007.9. 1110.2 Directional signage: Directional signage indicating the route to the nearest like accessible element shall be provided at the following locations. These directional signs shall include the International Symbol of Accessibility: 1. Inaccessible building entrances. 2. Inaccessible public toilets and bathing facilities. 3. Elevators not serving an accessible route. 4. At each separate-sex toilet and bathing room indicating the location of the nearest family or assisted-use toilet or bathing room where provided in accordance with Section 1109.2.1. 5. At exits and exit stairways serving a required accessible space, but not providing an approved accessible means of egress, signage shall be provided in accordance with Section 1007.10. 1110.3 Other signs: Signage indicating special accessibility provisions shall be provided as shown: 1. Each assembly area required to comply with Section 1108.2.7 shall provide a sign notifying patrons of the availability of assistive listening systems

passageway and exit discharge, signage shall be provided in accordance with Section 1011.4. 3. At areas of refuge, signage shall be provided in accordance with Section 1007.11. 4. At exterior areas for assisted rescue, signage shall be provided in accordance with Section 1007.11. 5. At two-way communication systems, signage shall be provided in accordance with Section 1007.8.2. 6. Within interior exit stairways and ramps, signage shall be provided in accordance with Section 1022.9.

Building Code Summary Designed and built in 1963, under a different set of construction codes, and prior to the implementation of the Americans with Disabilities Act, the existing building would require significant upgrades to comply with current codes. The scope of renovation / addition work required for the existing building to accommodate the DCPL prototypical program would require:

- Installation of a sprinkler system - Upgrade & replacement of existing life safety - Upgrade & replacement of existing bathrooms including installation of additional fixtures - Upgrade & replacement of existing elevator - Upgrade & replacement of existing windows - Upgrade & replacement of existing mechanical system - Upgrade & replacement of existing electrical system - Upgrade & replacement of existing stair railings & nosings

Cost savings associated with the re-use of these existing components usually associated with renovation projects will not be realized in this case.

CONTEXT

Built on the site of three demolished residences, the Palisades library is a 2 story concrete and brick structure, and serves as a buffer between adjacent commercial and residential areas. The projecting main entrance of the library reduces the scale of the front façade, but the side and rear facades are less successful at relating to the scale of adjacent residences.

The new conceptual design replaces the existing windows and ceramic tile panels with full height windows and spandrel glass and adds a new cornice and entry feature, providing more welcoming and forward looking image to the surrounding community.

BUILDING ENVELOPE

Masonry:

The library’s skin of brick masonry and ceramic tile accent panels as well as its exposed concrete structure is in generally good condition. However, there is evidence of spalling concrete as well as brick efflorescence and staining.

Façade repair is included in the renovation budget.

Mechanical:

The building’s existing boiler, chiller, air handler, and cooling tower are in good condition, although the chiller uses a restricted refrigerant which may become less available in the future – and all are nearing the end of their expected lifespan. The building’s electrical service and distribution system are undersized for the needs of the future library and will be upgraded as part of the proposed renovation

Plumbing:

INTERIOR SPACES

Entry, Circulation

The existing library lacks the discrete welcoming entry and orientation space noted in the DCPL prototypical program. The existing entry and circulation desk area overlaps with the adult reading area.

Computer area

Similarly, the computer area is in the center of the adult reading area as opposed to the separate area noted in the DCPL standards.

Teen Area

The existing teen services section is a loosely defined area within the adult section as opposed to the discrete are noted in the DCPL program

Public Meeting Room

The existing public meeting room is undersized and lacks the affiliated break out area, pantry and storage noted in the DCPL program. Access to the existing meeting room is via a rather off-putting staircase which is not able to be directly monitored by the front desk staff.

Staff work area.

The existing staff work area is not separated from the adjacent children’s stack and reading areas.
