MINUTES OF THE NATIONAL STANDARDS COMMITTEE (NSq MEETINGFOR AUTOMOBILE DIVISION WHICH WAS HELD ON 2nd APRIL 2015

1. Opening of the meeting with recitation of verses from The Holy Quran.

2. Introduction of members

3. Announcement of apologies for absence if any(Mr Asif Rehan Dar and Mr. Inam UI Haq )

4. Any matter arising out from the minutes.

5. To include PS 4845-four wheeler auto vehicle/ commercial vehicle in the list of mandatory items notified by

Government in PSQCA act.. .(Objection Raised by all four wheeler stake holder's Representatives as usual but

house and NSC chairlady stated that all stakeholders of four wheeler covered in PS 4845 should submit their

own standard specifications to NSC chairlady andPSQCA Automobile Division within the 10 days since April'.,

02, 2015 otherwise the same shall treated as approved automatically after April 12, 2015 and house

recommendation to be referred to DG PSQCA and MOST for mandatory notification. Further in future

PSQCA shall Directly Adopted WP- 29 Regulations through Statuary Regulatory Orders where ever it deems

necessary,. (HOUSE UNANIMOUSLY AGREED)

6. Reselection of Chairman for the Technical Committee for Automobile. (HOUSE UNANIMOUSLY AGREED)

7. Reference to the letter of EDB and JICA report on Auto Development Policy and as directed by DirectorGeneral, Pakistan Standards & Quality Control Authority in the meeting to harmonize Automobile standardswhich are compatible with the SAARC member country's standards as well as UN ECE WP-29 Regulations.(HOUSE UNANIMOUSLY AGREED)

8. Revised Standards approved by Technical Committee meeting held in Lahore on February 26, 2015 should beadopted as new harmonized standard for 3 wheeler auto vehicle. (HOUSE AGREED WITH THERESERVATION THAT REVISED STANDARDS PS 4708 -2015 ALREADY APPROVED BY TC SHALL BEACCEPTABLE ONLY TO THE EXTEND OF PS 4708- 2015 FOR THREE WHEELER ONLY AND TWOAND FOUR WHEELER CAR PICTURE AND DIAGRAM AND TABLE MAY BE DELETED FROM PS4708-2015)

9. Discuss road map for finalizing new application procedures for vehicle category approval as described inregulation# 90112014 and implementation of safety standards application and its approval procedure.(HOUSEUNANIMOUSLY AGREED)

10. To form A permanent working committee should be formed who will regularly work on adoption of newharmonized standards, step by step. (HOUSE UNANIMOUSLY AGREED)

II. Working committee meeting schedule for the year 2015 should be decided on quarterly basis so that thisstandard harmonization work can be speed up.(HOUSE UNANIMOUSLY AGREED)

12. To try to get membership of UN Working Party (WP) 29 related with harmonization of all standards available inthe world. (HOUSE UNANIMOUSLY AGREED) .

13. To conform last NSC Minutes (HOUSE AGREED WITH MR SHAHlD'S (FROM PAK SUZUKI) OPINIONREGARDING CIRCULATION OF TC APPROVED MINUTES SHOULD BE SIGNED BY TC CHAIRMAN,IN ORIGNAL)

ii.Two wheeler auto vehicle. (HOUSE UNANIMOUSLY APPROVED)r:iii. Exhaust Emission of Road vehicles. (HOUSE UNANIMOUSLY AGREED TO BE REVISED)

iv.Fitness of imported used car!(HOUSE UNANIMOUSLY APPROVED)

v.Low speed vehicles (solar) !(HOUSE UNANIMOUSLY APPROVED)

vi.Safety Standards and testing procedure for low speed vehicles (Solar). (HOUSE UNANIMOUSLYAPPROVED)

19. Any other businessi.Mr, Zubair Aamir from (SAZGAR ENG. WORKS LTD.) Pointed out to revise the PSQCA licensing procedureto be discussed in TC for its approval in the light of WP-29 Regulations.iLPSQCA Auto Division needs to be restructured in light of WP-29 Regulation#901 which describes the methodof application and procedure of approval of vehicle.iiLPSQCA shall have the Authority offormulating standards with the help of stake holders and assuring thequality of vehicle watching the certification procedure adopted by vehicle manufacturer through accredited labsduly approved by PSQCA.iv.House was agreed to merge Environmental Division into Auto Division because of the reason that Pakistan isgoing to adopt WP-29 Regulations
