While celebrating this Independence Day today, we should not be forgetful of those who sacri- ficed their lives to achieve independence. On this occasion, I would also like to make a special mention of the officers and soldiers of the Pakistan Armed forces who have laid down their lives during operation Rah e Rast and Radul Fasad to secure the territorial juris- dictions of Pakistan. Pakistan has come a long way in consol- idating democracy and democratic traditions. The recently held General Elections is a man- ifestation of the firm belief within the Gov- ernment and the people of Pakistan to strengthen the democratic credentials of Pakistan and take the country forward. Today, Pakistan has free media, independent judi- ciary, strong Parliament and robust civil society that are geared up to strengthen the institutional pillars of Pakistan. The Gov- ernment is encouraging the norms of trans- parency, pluralism, tolerance and accommo- dation and is resolved to continue working towards further cementing the democratic norms and culture in the country. In the aftermath of the general elections it is expected that the new Government will offer new openings and investment opportu- nities for foreign investors. With the gradual reduction of security threats in the country, the improved security climate will provide the impetus for the revival of economic activity in the country for years to come. In this regards, Pakistani expatriates can play a key role in reviving the economy which will be the utmost priority of the new Government in Pakistan. The Government of Pakistan attaches its highest priority to overseas Pakistanis in the State of Qatar, who have been playing vital and meaningful role in the growth and devel- opment of both Qatar and Pakistan. I would like to invite all the Pakistani expatriates in the State of Qatar to keep contributing and doing their bit for their country. Pakistan greatly values its relationship with the State of Qatar. It is indeed satisfying that bilateral relations between our two brotherly countries are based on mutual respect and shared desire to promote mutually beneficial cooperation in diverse fields. There is a need to galvanize the private sectors in both countries to further explore ways and means to promote trade and commerce. Sim- ilarly, the China Pakistan Economic Corridor (CPEC) can also play a crucial role in not just linking the two countries economically and also bringing sustainable development in the adjoining region. On the auspicious occasion of the 71st Independence anniversary of Pakistan, I wish to extend my warm greetings and felicitations to our Pakistani brothers and sisters and to the friends of

Pakistan in the State of Qatar. Seventy-one years ago on this auspi-

cious day, the Muslims under the dynamic leadership of the father of the nation Quaid e Azam Muhammad Ali Jinnah achieved inde-pendence and created a separate homeland for themselves. This freedom envisaged living in accordance with our religious ethos,

cultural norms and inspirations. However, the path to independence was not an easy one, it was a struggle under the visionary and inspiring leadership of the father of the nation that brought Pakistanis under one flag. While celebrating this Independence Day today, we should not be forgetful of those who sacri-ficed their lives to achieve independence. On this occasion, I would also like to make a special mention of the officers and soldiers of the Pakistan Armed forces who have laid down their lives during operation Rah e Rast and Radul Fasad to secure the territorial juris-dictions of Pakistan.

Pakistan has come a long way in consol-idating democracy and democratic traditions. The former Interior Minister of Pakistan Ahsan Iqbal and his accompanying delegation visited

Doha from 7-8 November 2017 for par-ticipation in the First Conference on the Safety and Security of Major Events, on the invitation sent by H E Sheikh Abdullah

bin Nasser bin Khalifa Al Thani, Prime Minister and Interior Minister of Qatar. During the visit he met with the Prime Minister at his office. He also held a bilateral meeting with H E Saleh bin Mohammed Salem Al Nabit, the Minister of Development Planning and Statistics,

to discuss topics of common interest. The former Interior Minister also

visited Georgetown University and met with the Dean Dr. Ahmad S Dallal and also delivered a lecture on China- Pakistan Economic Corridor (CEPC) at Georgetown University.

Pakistan’s bilateral relations with its traditional friend Qatar continued with the same impetus in 2017-

18. The relations between Pakistan and Qatar are rooted in our common faith, heritage and values. The two countries also have cooperated with each other in pursuing common goals in international organizations. In the

recent times, bilateral relations between the two sides have become

very strong and multifaceted.During the period from

August 2017-August 2018, there have been multiple bilateral political visits between the two countries.

These high level exchanges in various spheres have pro-vided immense opportunities for forward movement in the bilateral relations between the State of Qatar and the Islamic

Republic of Pakistan.

Visit by Chief of Army Staff to Qatar from Feb 10-11

On the invitation of His Highness Sheikh Tamim bin Hamad Al

Thani, the Amir of Qatar, Chief of Army Staff of Pakistan, General Qamar Javed Bajwa visited Doha on February 10-11, 2018.

General Bajwa met with the Amir at the Diwan e Amiri in Doha. He also met with the His Excellency Dr. Khalid bin Mohamed Al Attiyah Deputy Prime Minister and Minister of State for Defence Affairs.

During the meetings, General Bajwa expressed Paki-stan’s desire for peace and sta-bility in the Gulf region. He stressed the need for the reso-lution of GCC crisis by peaceful means and dialogue.

On September 5, 2017, the Amir of Qatar inaugurated the

Hamad Port, a multibillion dollar project which is the largest port in the region. Having a capacity to store food produce enough to cater for 3 million people for up to two years.

The Hamad Port connects directly to the outside world without dependency on any of Qatar’s neighbours in the region.

A new shipping route between Hamad Port and the Port of Karachi were launched in September 2017. Two shipping Lines by Milaha (Qatar Navigation) and Wen Hui (Chinese Shipping Line) inaugurated the direct service to link Karachi port with Hamad port. These shipping lines have provided a tremendous boost in trade between Qatar and Pakistan and fast and secure

solutions for importers and exporters from both countries with a transit time of only 4 days from Hamad Port to Karachi.

Pakistan is Qatar’s 21st largest trade partner. Pakistan’s geo-strategic proximity to Qatar gives the potential for increasing Pakistani

exports especially in the aftermath of the blockade of the State of Qatar. The Commercial section of this Mission has been playing an active role since the June 2017 blockade and facilitated by hosting business meetings for trade delegations from Pakistan. Similarly, numerous Chambers have visited Qatar. The Rawalpindi Chambers arranged a conference in late February 2018 to show case Pakistan trade potential with Qatar. A number of Pakistan companies have had B2B meetings and participation in exhibitions during 2017-18.

EXPORT AND IMPORTS

Trade and Commerce is the pivot of our bilateral relations with the State of Qatar. Our export figures have gradually improved in the aftermath of June 05, 2017 blockade of Qatar. According to latest figures in the after math of the blockade in the Gulf Pakistan’s exports have increased to the tune of US$ 89.898 million during the period July 2017 to June 2018. During the same period in the year July 2016 to June 2017 this

amount was US$ 52.719 million. There is an increase of 70.53% of Pakistani exports to the State of Qatar. This significant increase in exports from Pakistan is attributed to the opening of the Qatari food market as Qatar strives to be self sufficient and seeks proactively for alternate sources of imports to Qatar. The trend is on the rise and Paki-stani companies sense a lot of opportunities in the Qatari market.

There are numerous opportunities in sectors like the food sector, Pharmaceutical sector, con-struction sector, Shipping and maritime cooper-ation etc. Pakistan has a distinct advantage of proximity to Qatar and can easily cater for Qatar’s market for fresh fruits and vegetables along with frozen and readymade food items.

Our imports from Qatar have crossed the billion dollar mark and from period July 2017 to June 2018. Qatari exports to Pakistan currently stand at US$ 1.5 billion. An increase of 37.70% as compared to US$ 1.1 billion during the same period July 2016 to June 2017. Balance of trade between the two countries therefore has been in favour of Qatar due to Pakistan’s imports of Liquid Natural Gas (LNG) and petroleum products. Qatar-Pakistan LNG agreement in February 2016 widened the trade balance.)

Important visits/activities during 2017-18 for the Commercial Section, Embassy of Pakistan

During the last one year, the Embassy of Pakistan in Doha has arranged several visits by Pakistani businessmen to Qatar

for promoting bilateral economic relations. Three delegations from FPCCI, Pakistan visited

Qatar including: a delegation led by Zubair Tufail, President FPCCI from 12th to 14th August 2017; delegation led by Mehmood Arshad from 16th to

18th September 2017; and delegation led by Mehmood Arshad for participation in Food & Con-sumer Industries Exhibition (FCIE) from 26th to 29th October 2017. These delegations held several meetings with Qatari businesses and firms with coordination of the Embassy which helped to enhance trade and economic relations between two countries.

The Secretary of Ministry of Commerce, Pakistan, Younus Dagha, visited Doha on 2nd December 2017. During visit, he also

visited Doha Exhibition & Convention Center to ascertain its suitability for holding Pakistan Single Country Exhibition.

A screening of Pakistani films was arranged by the Embassy of Pakistan

along with local partners Katara Cultural Village at the No.19 theater at the village on February 27, 2018. Three Paki-stani movies were on display namely, Three Bahadur (an animated movie for children), Chupan Chupai and Azaad. Mr Faizan Khawaja and Mr Rehan

Sheikh actors from the cast of the movies were also present on the occasion. The event was

a huge success and attended by local Qataris, Ambassadors and diplomats and by a huge number of expatriate Paki-stanis living in Doha.

On the occasion of 70 years of Independence of the Islamic Republic of Pakistan numerous events were organized by the Embassy of Pakistan in Doha along with local partners. The events were aimed to cater for the local audiences depicting Pakistan’s culture, art and traditions and focus on bilateral relations and introducing Pakistani products in the State of Qatar.

The Embassy of Pakistan organized a concert of the “Sachal Jazz Ensemble” from Pakistan who performed and enthralled the audiences at the Katara Cultural Village, on April 16, 2018. The event was co-organized with close liaison with the Mc-Noir Chambers to promote cultural ties between Pakistan and Qatar.

Suhoor dinner and mango festival

The Embassy of Pakistan organized a Grand Suhoor Dinner and Mango festival at Ritz Carlton Hotel on June 12, 2018. The idea of the Suhoor dinner was to introduce Pakistani

mangoes to the local Qatari and expatriate audiences. Qatari offi-cials along with resident Ambassadors, diplomats and wide segment of the Pakistani community were invited The guests enjoyed a delicious Pakistani cuisine and relished juicy and sweet Pakistani mangoes like sindhri, chaunsa and anwar ratol.

A Eid Milan party was held on June 16, 2018 by Shahzad Ahmad, former Ambassador of Pakistan. Expatriate Pakistanis from all walks of life participated in the event. The event was also a farewell for the former Ambassador who completed his tenure on June 20, 2018 after serving as the former Ambassador of Pakistan in the State of Qatar.

Pakistan has a rich history and a vibrant manufacturing base for its sports goods industry. Sports goods manufacturing began as a cottage industry but over a period of time has

evolved into an industry that comprises of well-developed manufacturing units pri-marily in and around the Sialkot city of Punjab. Sialkot and its adjacent areas have transformed into a cluster for manufacturing sports goods, relying upon deep historical knowledge and availability of skilled craftsmen. The prized product from this cluster is the inflatable ball (mainly soccer ball) which has gained global recognition. Pakistan caters to almost 70% of the global demand for inflatable balls. Inflatable balls however, are not the only products manu-factured at Sialkot’s sports goods industry. Other products in this region include cricket bats, cricket balls, tennis and squash rackets, products for indoor games, hockey sticks, hockey balls and protective gear including sports clothing, gloves, pads etc.

To sustain its superiority in the industry, Government of Pakistan has encouraged vocational training courses for training craftsmen. An analysis of production proc-esses of various sub-sectors indicates the need of courses in almost 20 trades or skills. Some of these courses are already being offered at existing Technical Vocational Edu-cation and Training (TVET) institutes, while the rest are being explored. The most rec-ommended trades are Screen Printing and Graphic Designing, Sublimation Printing, Rubber Technology, Pattern Making, Gloves Machine Stitching, Composite Technology, Digital Marketing and Lean Production System. Coupled with these initiatives, private sector entrepreneurship with invest-ments in sports manufacturing technologies have played their part in keeping Pakistan globally competitive in this industry.

More than half of the sporting goods exports in value terms consist of inflatable balls, while some 30% of sports goods consists of gloves and the rest of other items including cricket bats, hockey sticks, tennis rackets, cricket balls, hockey balls, tennis balls, pro-tective gears, martial arts and gymnastic equipment, etc. In number terms, some 50 million inflatable balls, 38 million pairs of sports gloves and millions of other articles are exported from Pakistan each year.

Germany, USA, UK, France, Italy, Brazil, Argentina, Mexico, Spain, Netherlands, Hong Kong, Denmark, Canada, Belgium, Australia, South Africa, UAE and Chile, etc. are the major export destination for Pakistan’s sport goods. Global sports brands like Nike, Adidas, Puma and Reebok order their products from various developing countries due to their product quality and cost efficiency. Pakistan, China, Vietnam and Thailand are the major hubs for football production and jointly con-tribute 70% of total export of footballs.

Pakistan’s main competitors in sports goods market are China, India, Vietnam, Taiwan, Bangladesh, Thailand and South Korea. The fact that the official match balls for the FIFA World Cups in Brazil in 2014 (Brazuca) and in Russia in 2018 (Telstar’18) were produced by Forward Sports a Paki-stani company based in the city of Sialkot is a testament to Pakistan’s products which match international standards.

The first Investment Policy by Board of Investment (BOI) was given in 1997 which opened services, social, infra-structure and agriculture sectors for foreign and local investors. It was a major step forward for integration of Pakistan’s

economy into international markets as prior to this policy; foreign investment was restricted to manufacturing sector only. The 1997 Policy laid a solid foundation for the gains in FDI inflows experienced over the subsequent decade. Foreign Direct Investment (FDI) in Pakistan increased to $3434.90 USD Million in 2017. FDI in Pakistan averaged $2807.85 USD Million from 2010 until 2017, reaching an all-time high of $3434.90 USD Million in 2017 and a record low of $2099.10 USD Million in 2012.

With the conclusion of FIFA World Cup 2018, the focus of the world has now shifted to the State of Qatar. With the development of the necessary infrastructure for hosting of FIFA 2022 in Qatar, the country will emerge as a sporting hub, not only for the region but also as a permanent global venue for such events. Pakistan through its excellent sports goods manufacturing base can partner Qatar in the longer term for meeting its ever-rising demand for sports goods. Qatari investment in Paki-stan’s sports goods manufacturing can boost production and sustain Pakistan’s position as a global supplier of sports goods.

Situated in the north of the Kaghan Valley, Babusar Pass is based in between mountains and grasslands. Like Kaghan, thick forests surround the tourists’ pathway to the valley itself, especially on the higher slopes.

5. DESOAI NATIONAL PARKAlso referred to as the ‘Land of the

Giants’, Deosai is a high-altitude national park, located in northern Pakistan in the Skardu district of Gilgit-Baltistan. The lush green park is acces-sible to tourists only in the summer. The Tibetan wolf, Himalayan ibex, Tibetan red fox and golden marmots are the main wildlife in the region.6. SATAPARA LAKE

It is one of the largest fresh water lakes located in the northern areas of the country. The lake offers ample opportunity for trout fishing, boating and rowing. It provides fresh water to the neighboring population of Skardu. Driving to this beautiful location from Skardu will not take you more than a few minutes.

An introduction to National Vocational and Technical Training Commission of the Government of Pakistan

National Vocational and Technical Training Com-mission (NAVTTC), i s Pakis tan ’s

national apex body in the voca-tional & technical training (TVET) sector for policy making, stand-ardization & regulation, coordi-nation & international collabo-ration and execution of national training programs. TVET, as a mean to support macro-eco-nomic development, is a cross-cutting area, needing interven-tions across different sectors of economy.

NAVTTC is spearheading the implementation of the reforms in close collaboration with the Technical Education and Voca-tional Training Authorities in the provinces and regions of Pakistan as well as a number of other national and international organizations from the public and private sectors. During the past years, Pakistan has achieved a number of milestones in terms of improving access, relevance, equity and quality of the TVET delivery based on international best practices.

NAVTTC is leading the Gov-ernment efforts in the TVET sector towards the ultimate objective of transforming Pakistan into developed, industrialized and socially and economically pros-perous country. Modernization, innovation through global linkages, and industry engagement are the essential components of NAVTTC’s inclusive growth strategy towards sustainable development.

NAVTTC’s primary focus is to engage youth in the economic development of the country by imparting them with the most demanded marketable skills within Pakistan and abroad. NAVTTC is currently executing Prime Minister Youth Skills Development Programme in Pakistan under which 100,000 youth are trained annually in more than 100 demand driven trades. It has devised a National Vocational Qualification Framework (NVQF) for the standardization of skill qualifi-cations across the country. As quality assurance mechanism in the TVET sector, NAVTTC has introduced a comprehensive accreditation regime in Pakistan. In the field of curriculum devel-opment and its standardization at the national level, NAVTTC has been able to develop curriculum for more than 80 trades, in accordance with latest

technological requirements of the national and international job markets.

In terms of institutional capacity building, NAVTTC is actively engaged in bringing Paki-stan’s TVET at par with the inter-national standards. Development and implementation of the Com-petency based training (CBT) modules, facilitating training of trainers and capacity building of the existing TVET institutes, are some of the steps taken in this direction. Recognition of Prior Learning (RPL) has been launched as a tool to recognize/certify the skills acquired through informal/unregulated means.

Other important initiatives for standardizing and regulating the TVET sector in Pakistan include the establishment of National Skills Information System (NSIS), Apprenticeship Reforms, revamping of Final Assessments for TVET trainings, job placement centers for better placement of skilled persons, and Skill Competitions which have not only added to the prestige and respect but have also attracted youth towards skill sector.

To cater to the needs of the modern era, NAVTTC is intro-ducing High-End Technology courses such as Mechatronics, Robotics, Industrial Automation, Restaurant Management and Heavy Machinery Operations.

TVET sector in Pakistan is fast becoming a modern, demand-driven and responsive to the technological needs of modern industry. Skilled work-force produced by Pakistani TVET institutes is now capable to compete with skilled work-force of any other country in the international market in skills, tenacity, versatility and compe-tence. The international TVET community is also showing increasing confidence in the skilled workforce produced by Pakistani TVET sector. Pakistan became the 78th member of the World Skills platform which is the collective voice for skills excellence and development in vocational, technological and service oriented careers around the globe. For the recognition and acknowledgement of the improvements made in the Paki-stani TVET sector, NAVTTC has also started the process of equiv-alence/affiliation with such reputed international organiza-tions as TAFE Australia, UK NARIC and City & Guilds.

Various delegations from USA, Australia, China, Japan, Qatar, Korea, Malaysia, etc. also

called on the Executive Director wherein deliberations were made on strengthening TVET sector of the country. Moreover, NAVTTC has close collaborations with international organizations including JICA, TIKA, UNHCR, British Council, ILO, UNESCO etc.

NAVTTC has actively engaged itself with the regional and global TVET bodies to reduce skill gaps and to create employment oppor-tunities. NAVTTC organized the first ever international TVET con-ference in Pakistan in 2016 which was attended by ambassadors, dip-lomats, head of training institutes and delegates from more than fifteen countries including Australia, Belarus, China, Germany, Iran, Japan, UK, Turkey and others.

The second international conference was held in May 2018 which was attended by the experts and professionals from over 20 countries including UK, Germany, China, Australia, South Korea, Turkey, Malaysia, Sri Lanka, Philippines, Qatar, Kuwait, Oman, Iran, Tajikistan, Kazakhstan, Bangladesh etc.

These conferences offered a platform to promote exchange of best practices, experiences and knowledge for developing a strong TVET system in Pakistan. It will help to enhance vocational skills of Paki-stani youth and will be a step forward to learn from the best prac-tices of the developed world for laying a strong basis for producing skilled manpower in the country. NAVTTC in collaboration with Colombo Plan Staff College (CPSC), organized International TVET con-ference titled “Regional Program -Skills for Youth Employability through Institute-Industry Linkage”. The four day-long conference focused on devising an action plan to enhance institute and industry linkage to foster employability. Rep-resentatives from Malaysia, Philip-pines Afghanistan, Sri Lanka, Thailand, Bangladesh, Maldives, Myanmar, Nepal, and Pakistan par-ticipated in the conference.

Moreover, MOUs with various international TVET bodies have been signed to boost cooperation in the field of technical and voca-tional education.

JOB PLACEMENT CENTER To link skilled workforce with

prospective employers in the national and international job markets, NAVTTC has established Job Placement Centers at Lahore, Karachi and Islamabad. A dedi-cated website, http://nsis.navttc.org, enables employers in both

national and international job markets to obtain details of skilled workforce in the trades required by them. Complete details of the skilled youth across the country along with their latest contact details are available on the website, from which employers can benefit free of cost.

SKILL COMPETITIONSNAVTTC organizes skill com-

petitions/job fairs in all pro-vincial capitals and Islamabad which have proved to be a game

changer and have increased the interest of youth, improved their skills, enhanced the overall quality of training and have added to the prestige and respect towards TVET sector.

These competitions take place at zonal, provincial and national levels where the trainees exhibit their skills in different trades including plumbing, welding, cooking/hospitality, general elec-trician, mason, heavy machinery operators, driving, dress making/fashion designing etc. Winners of provincial skill competitions receive their awards from governors, chief ministers, ministers, industrialists and foreign dignitaries.

Along with hefty cash awards, certificates and tool kits are also distributed amongst the winners which help them to kick start their own businesses. The winners of provincial skill competitions par-ticipate in the National Skill Com-petitions and receive handsome cash awards and certificates from the President of Pakistan at Aiwan-e-Sadr.
