PEF has a lot of routine activities lined up the most

significant being a seminar on China's One Belt One Road ini-tiative, an economic and development program that can transform trade.

The overarching idea is to rebuild the old marine and over-land trading routes — the "21st Century Maritime Silk Road" down to Southeast Asia and to

the Middle East and Europe; the old Silk Route through Central Asia through Turkey and Europe.Actually, they are mainly grand projects that can support trade, infrastructure on roads, ports, pipelines, such as the China Pakistan Economic Cor-ridor (CPEC), linking China's Xinjiang to Pakistan.

DISCIPLINE

Discipline is one of the most important ingredients of any aca-demic institution. The way the stu-dents behave and move around is an indication of the institution’s decency and sobriety. In order to ensure this, “out pass” system is introduced in all the wings of the school. It is mandatory for students to carry the pass while going out of the class. In case of any disci-pline issue, parents are intimated through diary notes. In this regard, besides students, now the parents also cooperate in order to ensure discipline in and around the school premises.

The ongoing economic and political blockade enforced by few of the GCC countries has made Qatar, its pub-

lic and businesses sturdier. The Qatari leadership under Emir H H Sheikh Tamim bin Hamad Al Thani is handling this challeng-ing and unpredicted situation wisely by bringing economic stability in Qatar and that is also on a fast track basis.

The blockade has undenia-bly opened thoughts of Qatari and expatriate entrepreneurs who are willing to confront with the new challenges and grab the opportunities for the country in terms of multi-sourcing trade,

self-reliance, industrialisation, investment and tourism.

Qatar has adopted an exceptional approach at this time of crisis towards its diplo-matic and economic policies by strategizing sustainable rela-tions with its neighbours. In this backdrop, the Governments of Pakistan and Qatar have shown immense interest for enhanc-ing bilateral economic and trade relations .

Both the countries are tra-ditionally supportive to each other and the warmth, cordial and time-tested relations that exist between the governments and the people, provide an excellent footing for further enhancing bilateral economic cooperation. The bilateral trade is of-course much below the

existing potential of economies and Pakistan Business Forum Doha (PBFD), a Forum operat-ing under the regulations of Qatar Financial Centre (QFC), has embarked upon to play a

catalyst role towards promot-ing interaction between the private sectors of both countries.

Pakistan's percentage of exports quantum to Qatar has increased in recent months to 65% as in January 2018 as com-pared to July 2017 which is encouraging thus giving impe-tus to the economists that the trend would improve during 2018. It is worth stating that few Pakistani companies have already made debut in the Qatar market which include Menu, Big Bird and K&N (Frozen Products), Olpers (Milk), Soya Supreme Products (Ketchup, Mayonnaise & Sugar), Peak Freans (Biscuits) besides others. Similarly vari-ous other Pakistani products like Steel piping products

(International Industries Limited) and Electrical cables (Pakistan Cables) have also entered the Qatar market.

Definitely, other regional countries enjoy a comparatively much bigger export footprint in Qatar as numerous products from the region have been flooded the Qatar market. Nev-ertheless, Pakistan’s logistic advantage and international position eventually gives it a competitive advantage not rivaled by any other country in the region. It is equally com-mendable that the timing of opening of Hamad Port for direct shipping links to Karachi and other ports in Pakistan has been picture-perfect. Milaha's announcement of launching a direct service between Pakistan

and Qatar between Karachi Port and Hamad Port with a compet-itive transit time of 4 days, making it the fastest direct connection between the two countries.

With the 'visa on arrival facil-ity' there will be more frequent visits and follow-ups by Pakistani traders and exporters to Qatar and giving them the opportunity to interact with them and project diversified industrial and export potential of Pakistan. Pakistan Business Forum Doha regularly facilitates businessmen of both countries towards seeking oppor-tunities and identify and share leads with prospective parties, arrange B2B meetings, dissemi-nateinformation and queries, guide Pakistani exporters and investors about doing business in Qatar.

CPEC has significance for the devel-opment of the region. Potential areas of cooperation/development include:

Integration of civilizations

of the region

PROF AHSAN IQBAL Minister of Planning, Development & Reforms — Pakistan

The China- P a k i s t a n Economic Corridor is a fusion of

multiple develop-ments in the global, regional, bilateral and domestic con-texts. The ultimate objective is peace, prosperity and well being of the people of the two countries, the region and the world. The global economic landscape has changed dramatically. The main drivers of this change have been technology, trade liberalization, free capital movements, advances in com-munication and transportation infrastructure, and creation of cross border supply chains.

In the last decade 70 percent of global growth is ascribed to the emerging econo-mies. These shifts reflect changes in global governance. The integration of the global economy has enveloped all areas of trade, service and movement of capital. Regional cooperation agreements have proliferated and strengthened in recent times to capture this change especially in the global economic landscape. Pakistan’s prosperity is no more a long journey as the current leadership is working diligently on such projects whose outcomes would be visible and bright in a short period of time.

Recently, both the Pakistan & China Gov-ernments have made a conscious effort to focus on expanding the economic dimension of the relationship and bring it up to par with the excellent cooperation between the two coun-tries at the strategic and political level. This impetus towards enhancing economic and trade cooperation has gained strength since the near-simultaneous change of leadership in China and Pakistan. The new Governments in both countries have signaled their commit-ment to strengthening Pakistan-China relations very early in their terms of office.

China-Pakistan Economic Corridor (CPEC) Pakistan’s Vision 2025 seeks to posi-tion itself from a lower middle income country to high middle income country by achieving the target per capita GDP of $4200. Pakistan-China corridor is win-win for both states. Through this mega project Pakistan will become the hub of business and trade in Asia, and Western China will penetrate into Asian and European markets. It will cater to the needs of all federating units of Paki-stan through proper rail and road network and multiple projects on energy within the next three years.

The current regime is making the right move by strengthening its economic ties with China and that this is one of the most signif-icant agreements signed between Pakistan and China till now, and it would stretch the depth of their bilateral strategic relations.

This project is not a game-changer but a fate-changer for Pakistan and for the pros-perity of three billion people of the region. We are doing it for socioeconomic benefit of the people of Pakistan and China. The Chi-nese President in his upcoming visit to Pakistan would give a road map about how China would pump $50bn up to 2017 into host of projects that would ultimately gen-erate billions of dollars besides creating numerous job opportunities.

The economic corridor will not only con-nect Pakistan and China, but will prove beneficial in connection Pakistan with its neighboring countries in the Western bor-der area. Functioning of the corridor will

China-Pakistan Economic Corridor

open new vista of development prosperity as a result of which the national economy will grow fast, lead to creation of new job opportunities, poverty reduction, and devel-opment of transportation sector and boost industrial growth.

CPEC is a comprehensive package of cooperative initiatives and projects, which covers key areas including connectivity, information network infrastructure, energy cooperation, industries and industrial parks, agricultural development, poverty allevia-tion, tourism, financial cooperation as well as livelihood improvement including munic-ipal infrastructure, education, public health and people-to people communication.

With the experience to be gained in the process of project construction and improve-ment of local economy and security conditions, CPEC will not only benefit the entire Pakistan but will also contribute to regional peace, stability and prosperity It is estimated that about 3 billion people from China, South Asia and Central Asia, would be benefited from the economic corridor. It has the potential to empower half of the world’s population living in Asia, by devel-oping special trade routes between China and Pakistan. Economic Corridor is the most important agreement signed between Paki-stan and China till now.

Soon after assuming power, former PM Nawaz Sharif paid a visit to China where the historic MoU for CPEC was signed on 5th July 2013 in the presence of the Prime Ministers of both countries.ThisMoU kick-started a series of economic activities which can prove to be a game-changer for the entire region and uplift the lives of about 3 billion people across China, Central Asia, South Asia and the Middle East.

The corridor will link Kashghar in West-ern China with the deep sea Port in Gwadar, Pakistan through a mesh of communication networks comprising of a world-class sea-port, commercial sea lines, an airport, highways, railways, fibre optic cables as well as oil and gas pipelines. For China, CPEC is part of a wider ‘One Belt, One Road’ strat-egy to develop its western region and link the Silk Route Economic Belt to the 21st Cen-tury Maritime Silk Route. Chinese President Xi Jingping also proposed forging a China-Pakistan community of Shared Destiny during his meeting with President of

Pakistan MamnoonHussain on 19 Feb, 2014. For Pakistan, it is the realization of one of seven pillars of growth relating to regional connectivity of its development strategy Vision 2025,that aims to make the country the next Asian Tiger. Today,a crucial chap-ter in the history of this mega-project stands to be inked with the visit of Chinese Presi-dent Xi Jinping to Pakistan.

The Corridor project comprises of mod-ern highway and railway transportation system; linkingKashgar in West China, to Khunjrab in the north and onwards to Kara-chi and Gawadar in the south of Pakistan through multiple routes. Energy sector has been assigned top priority to help Pakistan overcome energy shortages in order to achieve higher growth rates for speedy development. The corridor projects initially envisage $34bn investment in energy sec-tor and around $11bn in infrastructure sector. Both countries have finalized plans to add 10,400 MWs of electricity capacity through early harvest energy generation projects spread all across the country to be completed by the year 2017/18, and another 6,645 MWs of projects for energy on the actively pro-moted list.

Gwadar Port Project is the centerpiece of Pak-China Strategic Partnership with its strategic location and potential for becom-ing the future economic and energy hub. The cluster of projects under China-Pakistan Economic Corridor will transform it into one of the world’s leading port cities having top-class commercial and tourist facilities, integrated infrastructure and investment opportunities. This will make Gwadar a cat-alyst for development of Makran Coast and Baluchistan in particular, and Pakistan in general.

CPEC will benefit all provinces and bring peace, harmony, cooperation and economic development in the entire country. The pro-vincial capitals Quetta, Peshawar, Karachi, and Lahore are all major nodes of the project, whilst less-developed regions of the country including FATA, KPK, AJK, Gilgit-Baltistan, South Punjab, Thar in interior Sindh and Gwadar in Baluchistan, will be brought into the folds of active development. Harnessing the wealth of hitherto untapped coal reserves for the last 67 years in drought-ridden Thar will transform it into an energy capital of the world.

The main reason to create an aircraft factory was not to commercially sell aircraft to the world, but rather to support the Pakistan Air Force’s ever increasing fleet of aircraft with the ultimate goal of becoming self-

reliant. Therefore, the main objective, that is still very much the case today, is to perform IRAN (Inspect, and Repair As Necessary) and depot-level mainte-nance on frontline aircraft, without having to send the airframes all over the world back to their man-ufacturers. This did not come about overnight. There was already some experience with performing IRAN on the CL-13B/F-86F Sabre fleet.

The first step was to create a dedicated aircraft repair factory to perform depot-level maintenance in Pakistan. At that point in time, the early sev-enties, there was a huge fleet of F-6s to support. These had to be sent back to their manufacturer for maintenance resulting in a lot of inconveniences like aircraft downtime and mounting costs.

With the influx of large numbers of Mirages from the late sixties, it became apparent that a ded-icated in-country facility was needed. So it was decided in 1971 to build an F-6 rebuild factory, later renamed Aircraft Rebuild Factory (ARF), for the F-6 at first. This was negotiated with the Chinese government and supervised by the manufacturer Shenyang. Work on this started in October 1977 and continued to 6 November 1980 and saw the first overhauled F-6, serial 7710, rolled out in 1981.

Meanwhile, in 1976, work had started on a similar facility for the Mirage, known as the Mirage rebuild factory (MRF). By then, contracts Blue Flash A and 1A were concluded, delivering five Mirage 3DP, eighteen Mirage 3EP, three Mirage 3RP and the first eighteen Mirage 5PA. More contracts were in the pipeline. Again in good cooperation with the manufacturer, Dassault, the MRF was built between 1976 and 1978 under project number P-741 and produced its first overhauled Mirage on 20 Feb-ruary 1980. In parallel, a facility was created to overhaul the Atar 9C engines.

With this, the eighties started with the capa-bility of maintaining the fighter aircraft of PAF in Pakistan itself. In those early days, the corner stone for the current Aircraft Manufacturing Factory (AMF) was laid as well. The Saab MFI-17 was selected as basic trainer for the armed forces and part of the deal that was negotiated, was that they would be licence built in Pakistan from 1975 onward. In fact, PAC Kamra is now the licence holder to build these aircraft and develop them further, resulting in the Super Mushshak.

Latest part of PAC Kamra that was created, is

the Kamra avionics and radar factory, now called Avionics Production Factory (APF). This started as maintenance facility for ground based radar systems in 1983. Also, with the increasing number of aircraft of Chinese, US, and French origin, the avionics support for those aircraft also meant that a specialised branch was needed.

CORE ACTIVITIES

March 2017 saw the 1000th aircraft, an F-7PG, over-hauled at PAC Kamra. Although some name changes have occurred, the four departments within PAC are basically the same four pillars on which the aeronau-tical complex was originally founded. We briefly browse by these, given some of their key activities.

(a) Aircraft Rebuild Factory undertakes the overhaul of Chinese Aircraft in the PAF inventory

(b) Mirage Rebuild Factory undertakes the overhaul of French Origin aircraft in the PAF inventory and the overhaul of various types of engines

(c) Avionics Production Factory undertakes the Maintenance and testing of radar systems, main-tenance and testing of avionics, designing and developing of avionics, upgrading and retrofitting avionics suites on existing aircraft, manufacturing of avionics, manufacturing of electronic equipment for generic use.

(d) Aircraft Manufacturing Factory undertakes manufacturing and repair of Mushshak and Super Mushshak Aircraft. Moreover, the production of 58% airframe and assembling of JF-17 aircraft is also undertaken by AMF.

JEWELS IN THE CROWN

JF-17 Thunder: When asked from any Paki-stani, which achievement makes them most proud,

an overwhelming reponse is, “the JF-17 Project!”. Indeed, with the production of the Block II reaching its final stage, the test phase of the two seat JF-17B in full swing and export orders secured for Myanmar, the Thunder story will continue to capture headlines in the foreseeable future. Even so, the market is potentially huge, also for advanced tactical and weapons training. PAC Kamra is close to finalizing another JF-17 contract. Next up is the development and production of the Block-III JF-17 Thunder enabling to withdraw the F-7PG and Mirage aircraft the coming decade.

Mushshak and Super Mushshak: When the Pakistan Air Force was looking for a new basic trainer in the early seventies to replace PAF’s Har-vards (and Pakistani Army’s O-1 Bird Dogs), the MFI-17 Supporter development of the MFI-15 Safari was selected. Negotiations with Saab were started with the intention of local assembly in mind. At first, 15 aircraft were delivered complete along with ten semi-knocked down (SKD) kits for assembly by the Pakistan Air Force Academy at Risalpur. At that point in time, the contract was signed June 1974 and the kits delivered from October 1974, the facilities for aircraft manufacture at Kamra were still under development and construction, as we saw earlier. Project P-751 ran apace and after the ten SKDs, 82 complete knock down (CKD) kits were delivered for complete assembly in Pakistan.

By 1982, 92 MFI-17 Mushshaks were built locally. In that year, Saab decided to stop supplying parts and manufacturing of the MFI-17 Supporter and the Aircraft Manufacturing Factory gained pro-duction rights for the MFI-17. It went on to produce the aircraft for Air Force and Army, in various pro-duction runs 185 were built from 1983 to 1995. Apart from catering for domestic use, the Mushshak saw export orders as well. With six going to Syria, 25 to Iran and three to Oman.

By 1995, the development of a more powerful version dubbed the Super Mushshak was under way and the last airframe of Fiscal year 1995 procurement, the 95-5385 was kept as prototype for the MFI-395 Super Mushshak. Apart from the more powerful 260hp Textron-Lycoming IO-540-V4A5 engine it features air conditioning and has more advanced avionics; a complete glass cockpit is optional to ensure seamless onward training on K-8 and other plat-forms thus equipped. The Pakistan Air Force opted for the Super Mushshak and 50 existing Mushshaks were upgraded by AMF for them. PAF also kept some MFI-17, as did the army who decided not to upgrade their fleet to Super Mushshak standard.

The Super Mushshak saw more export success, and that story is developing too. Clearly the huge basic trainer market fuels requests and creates opportunities. The three Omani Mushshaks were upgraded to Super Mushshak standard with another five ordered in 2002. Saudi Arabia ordered 20 Super Mushshaks in 2004, and Turkey, Nigeria, Qatar and Azerbaijan followed in 2016/17. If we include the ten original aircraft and all sub-sequently assembled and manufactured Mush-shaks and Super Mushshaks, we come to a tally of 329, excluding the recent orders that encompass 80 more.

No 30 Sqn of Al Zaeem MBAA Air Academy, Qatar Emiri Air Force has already been equipped with 08 Garmin Glass cockpit modified Super Mushshak Aircraft in 2017 which are currently engaged in the training of Qatari Student Pilots for future endeavours.

Aviation City: Aviation City is a long term vision which PAC strongly advocates. All aviation related knowledge will then be under one roof, not only the engineering part but also business and commercial knowledge. Apart from laboratories, it also entails a campus for students. This is not some luxury or fan-ciful idea; it is detrimental to ensure the ability to become even more self-reliant in the future.

Fifth Generation Pakistani fighter aircraft: Still, the next step is also materializing: developing and producing a 5th generation fighter aircraft in Pakistan. Obviously, this is something that has to be planned well in advance and the development of the Aviation City is closely intertwined with this new exciting project. The JF-17 Thunder project already proves that PAC Kamra's capable of pro-ducing a modern aircraft. So we will keep an eye on the skies over Attock to see what emerges, be it Super Mushshak and JF-17 aircraft in the colours of new export customers, or a prototype of the next generation fighter for the Pakistan Air Force.

After a hiatus of nearly a decade, Pakistan film industry is on the roll again. This is evident from the fact that this country has earned two Academy Awards, in the best short documentary category in a

short time span of three years and raked in billions in business, in the past few years.

Cinema and filmmaking in Pakistan made a wonderful comeback in the year 2013. While the release of various Pakistani films since then, the country has given a much-needed push to aspiring local film-makers and has also provided tre-mendous opportunities for producers and mul-tiplex owners and served as an incentive for more investment.

To support the nascent but vibrant Pakistani film industry the Embassy of Pakistan, Doha, Qatar in cooperation with Katara cultural village for the first time, screened three Pakistani films in Katara drama theatre on February 27, 2108.

Three Pakistani films including children’s ani-mation movie “3 Bahadur” directed by two times Oscar winner Sharmeen Obaid Chinoy was screened for school children in the morning fol-lowed by a light rom-com "Chupan Chupai" and the movie "Azad", a dark comedy revolving round social issues in Pakistan. The movies were screened with subtitles in English to make it more understandable for the local population and the various expatriate communities residing in Qatar.

The premiere of movie “Azad” was held in the evening which was attended by its director and actor “Rehan Sheikh” and actor from "Chupan Chupai" Faizan Rashid Khwaja also attended the screening and interacted with their fans. Both the actors appreciated the initiative taken by the Embassy of Pakistan to promote Pakistani movies and culture abroad.

All three films were well-received and were screened to full house in Katara theatre. The diplo-matic and expatriate community appreciated the quality and caliber of film making in Pakistan. The movie screening set a good stage of cultural coop-eration and exchange between the brotherly coun-tries of Pakistan and Qatar. Through this initiative by the Embassy and Katara Cultural Village, the Paki-stani cinema will find new horizons to distribute and market its productions. The purpose of this initiative was to open up a market for the Pakistani film in Doha to promote Pakistani films and culture and to generate revenues which will eventually boost the production of films in Pakistan.
