All the people affected by the project through land
acquisition, relocation, or loss of incomes and include any
person, household (sometimes referred to as Affected
Households (AH's) or project affected family, firms, or
public or private institutions. AH's therefore include; i)
persons affected directly by the safety corridor, right-of-
way, tower or pole foundations or construction work area;
(ii) persons whose agricultural land or other productive
assets such as trees or crops are affected; (iii) persons
whose businesses are affected and who might experience
loss of income due to the project impact; (iv) persons who
lost work/employment as a result of project impact; and
(v) people who lost access to community
resources/property as a result of the project.
Payment in cash or kind for an asset to be acquired or
affected by a project at replacement cost at current
market value.
The date after which people will NOT be considered
eligible for compensation i.e. they are not included in the
list of AHs as defined by the Census. Normally, the cut-off
date is the last date of the Resettlement Field Surveys
(RFS).

Detailed study based on environmental assessment (EA) to determine the type and level of effects an existing
facility is having, or a proposed project would have, on its natural environment.
Those people who move into project area after the cut-off
date and therefore not eligible for compensation or other rehabilitation measures provided by the project.
The range of measures comprising cash or kind
compensation, relocation cost, income rehabilitation
assistance, transfer assistance, income substitution, and
relocation which are due to /business restoration which are due to AHs, depending on the type and degree of nature of their losses, to restore their social and economic base.

A Preliminary attempt to evaluate environmental impacts in order to determine whether a full-scale environmental impact assessment is needed.

The detailed inventory of losses that is completed after
detailed design and marking of project boundaries on the
ground, socioeconomic data on the affected
households/famiNes, and stakeholder consultations.

are defined as; (i) being physically displaced from

1- FESCO Introduction
1. Faisalabad Electric Supply Company Ltd. (FESCO) is a Public Limited
Utility Company, established in 1998 under Companies Ordinance 1984
as result of WAPDA restructuring and is responsible for distribution of
Electric Power within its territorial jurisdiction and presently serving
approximately 2.835 Million Customers (Domestic, Commercial,
Agricultural, Industrial and others) in the Nine (09) districts of Province
Punjab (Faisalabad, Toba Tek Singh, Jhang , Chiniot , Bhakkar,
Sargodha , Khushab , Mianwali, & Mandi Baha-ud-Din). Location map of
FESCO is appended at Figure 1.1. The key Technical Data of FESCO's
System is as under:

2- Project Management Unit (PMU) FESCO
2. To effectively plan, execute and monitor the Power Distribution
Enhancement Investment Program (Tranche-2), a Project Management Unit (PMU) has been established under Chief Engineer (Development) comprising of five sections i.e. Planning, Scheduling & Coordination
(PS&C), Procurement, Project Financing (PF), Grid System Construction (GSC) and , Environment & Social Safeguard (E&SS)
3- Brief Detail of Project
3. The conditions of the power transmission system in Pakistan (FESCO too)
are inadequate to meet rapidly growing demand for electrical power. This
situation limits national development and economic growth. To cope with
the constraints, the existing power transmission infrastructure has to be improved, expanded and upgraded. The overall contribution of power infrastructure also requires institutional arrangements and capacity that
support strategic management of the sector, and planning and
management of investments. Overall the proposed Power Distribution
Enhancement Investment Frog rannme_Multi-Tranche Financing Facility (PDEMFF) has been designed to address both investment and institutional aspects in the electrical power sector.

4-Objectives of the Project
4. The overarching objectives of the "Power Distribution Enhancement
Investment Program Tranche-2" Project is increase the efficiency,
reliability and quality of electric supply. The project aims to achieve:-
• Strengthening of electricity transmission network to reduces bottle
necks and improve system reliability or quality.
• Strengthening electricity distribution network to reduce losses and
improvement in supply.
• To upgrade the existing power infrastructure.
• This will be achieved by extension/augmentation of grid station,
provision of capacitors, 11kv incoming/outgoing couplers, circuit
brakes & other relevant electric equipment.
5-Scope of Work
5. In total span of loan period, 6 no existing grid stations are to be extended
by addition of 20/26 MVA Power transformers & construction of bays,
while 6 no. grid stations are to be augmented with 31.5/40 MVA Power

6. Overall proposes Multi Financing Facility (MFF) Under ADB Loan 2727-
Pak Tranch-2, has been designed to address both investment and
institutional aspects in electric power sector . Development Objective will
be fully achieved after the completion of the proposed sub-projects. 5.1 Extension of Existing Grid Station
7. Currently existing grid stations have one 132 Kv/11Kv transformers of
10/13 MVA capacity. Several new factories/industrial units are coming in
the area and existing power transformers at the grid station does not have
enough extra capacity. Therefore another Power Transformers of 26 MVA
capacity are proposed to be added at existing Grid Stations. The existing
grid station has ample space for the new transformers bay and associated
equipment. Therefore no additional land will be required for the extension of the grid station
5.2 Augmentation of Existing Grid Station 8. Transformers installed at existing grid station as well as 11 Kv feeder
originating from, are fully loaded and the system cannot cater additional
load. Maintaining the desired voltage level is also a problem. In order to
address these problems, 40 MVA Power Transformers are proposed to be
installed at the grid stations replacing the existing transformers. No
additional land will need to be acquired for proposed works at the grid
stations, since no new line bay or transformer bay will be added and existing bay will be utilize for new transformer.
5.3 Energy Loss Reduction Works 9. The power distribution system in the FESCO network is generally heavily
loaded resulting in low voltage, high distribution losses and high rate of
transformers failure. The quality of the power supply to the consumers
particularly at the tail end of the feeders is poor. The reasons for high
distribution transformers failure include over loading due to growth in
number of consumers and electricity demand. The lengthy feeders
particularly in the rural area are also a reason for high distribution losses
and low voltage. In order to solve above problems equipment for system modernization and rehabilitation is required.
6 - Project alternatives.
6.1-Management Alternatives.
6.1.1 No project alternative. 10. Electricity demand has been increasing during the past several years, and
this trend is expected to continue as a result of the on-going economic uplift in the country. The key factors fueling the increasing power

demand include increasing population, rapid urbanization, industrialization, improvement in per capita income and village electrification. In order to match the increasing trend in the power demand, regular investments in various segments of the power network generation, transmission, and distribution is vitally important. Otherwise, the gap between the supply and demand will keep on increasing.
11 The proposed project seeks to upgrade the secondary transmission and
grid network of the FESCO system. Extension , augmenting, converting,
or upgrading the existing grid stations will provide the requisite relief
to the over-loaded system, while also accommodating additional load.
The proposed works will also reduce the line losses and power breakdowns.
12. In case the proposed project is not undertaken, the FESCO system will
not be able to cope with the increasing demand, the existing system will
remain over-loaded, line losses will also remain high, and the system reliability will progressively decrease, with increasing pressure on the system. The Utility will also forego the opportunity of
increasing its consumers as well as revenue associated with the system expansion.
In view of the above, the "no protect" option is not a preferred alternative.
6.2 Siting alternative.
13. Project is planned to be executed within wall boundary of existing grid station, hence siting alternatives is not considered.
6.3- Technical alternatives.
6.3.1 Type of Circuit Breaker. 14. Traditionally, oil-filled circuit breakers used to be installed at the 132-Kv
and 11-Kv levels. Under this subproject , vacuum type Sulfur Hexafluoride
circuit breakers are being procured , These breakers have very effective
arc-quenching characteristics, compared to the old oil-type breakers.
Therefore, these modern circuit breakers are the preferred option for the proposed project.
15. The environment aspects of the oil-filled circuit breakers essentially
pertain to the soil and water containment caused by the possible oil
leakage. For the FESCO's proposed Project, vacuum type Sulfur
Hexafluoride circuit breakers would be installed at the grid stations.

6.4- Type of transformer Oil. 16. Traditionally transformers oil is meant for providing insulation and cooling
of the transformers winding — used to contain poly-chlorinated biphenyls
(PCB), a man-made chemical known for its highly toxic, and more importantly, chemically very stable. Hence this chemical would not
decompose or disintegrate naturally. Due to this property of PCB, it was
included in a group of chemicals collectively known as persistent organic pollutants (POP's).
17. Although, production and use of the PCB containing transformer oil is not allowed anymore in the west. In view of their extremely harmful effects
however, use of this oil is not preferred option for all applications, including
the proposed project. FESCO's specifications for the procurement of transformers clearly mention that the transformer oil should be PCB-free.
Hence the equipment purchased as part of this project would be PCB-free. FESCO is presently working on PCB elimination programme.

7-Present Status of Works
7.1:- Procurement Status
18. Electrical Equipment comprising of Power Transformer, Breakers,
Insulators and others accessories required for extension/augmentation of existing Grid Stations, is divided into two (02) packages.
19. Package-1 includes procurement of Power Transformers ( Lot-I & IV)
, Circuit Breaker & CT( Lot-II) and Panels (Lot-III) . Bids of Lot I & Lot IV are under approval stage whereas Contract Agreement for lot II
has been signed with M/s SIEYUAN China for supply of Circuit Breaker on 20-01-2012 & Control Panel agreement has been signed with M/s Schiender Lahore on 07-06-2-12.
20. Package 2 consists of five (05) No lots . Contract Agreement for Lot —I for purchase of Beams has been signed with M/s Alamdar on 21-12-2011 and delivered the goods. Contract Agreement for Lot 11 has

been signed with M/s SGWI Lahore for supply of Connectors and
delivered the goods. Contract Agreement for Lot —Ill for purchase of
Cables has been signed with M/s Newage on 18-01-2012 & and
delivered the goods . Agreement for procurement of Termination
Kits under Lot IV has been signed with M/S Mi-Tech Lahore and
delivery is in pipeline. M/s Ittehad Electric Lahore delivered the T&P items under Lot V.
7.2 Civil Works
21. As works are to e carried out within walled boundary of Existing Grid
Stations, no Land Acquisition is involved. Hence no Land Acquisition &
Resettlement Plan (LARP) & Land Acquisition & Resettlement
Framework (LARF) is required.
22. Civil works for extension /augmentation of existing grid stations has limited
scope i.e. addition of bay for transformer installations and extension of
control room (if required). Proposed civil works under Tranche-II are
bifurcated in to four (04) lots. Bids received on 24-05-2012 . are under
evaluation process. On completion of civil works, equipment procured
under ADB proceeds will be installed/commissioned within stipulated
period.
8. Environmental and Social Safeguard Cell
23. The key objectives of E&SS Cell PMU FESCO are as under:
• To identify and document all applicable environmental, social laws and
other relevant requirements (ADB Involuntary policy and guidelines, international treaties/ laws etc).
• Effectively plan, update/ revise, execute, monitor and environmental assessment/ evaluation at each stage of project through Environmental Management and Monitoring Plan (EMMP).
• Ensure all project activities to be carried out/ e(ecuted without
superseding Health and Safety of employees, local community and contractor staff.
• Create environmental and social awareness among all project key stakeholders (GSC, Procurement & Contractor staff).

9. Effects of proposed works on Community & Environments
• No Land Acquisition and Resettlement Plans (LARPs) are involved, as proposed works under Tranche-II are to be executed within walled boundary of existing Grid Stations.
• Proposed areas of work are not environmentally sensitive.
• No Reserved or Protected Forests areas exist in the vicinity / proximity of existing Grid Stations.
• There are no wetlands & estuaries near to existing Grid Stations.
• Proposed works have minimal effects on Water Quality & Ambient Air quality & Noise naissance.
• In view of modified nature of the habitats, there exists no environmental hot spot.
• Projects sites are not in modified flood plains
• No blasting is carried out during project execution
• No hospital & school are located within the vicinity of proposed existing grid stations
• No soil erosion is expected during execution
• Public Awareness & Consultation Campaign already launched, reveals the positive gesture of interviewed public.
Even then public consultation, being the primary requirement has been carried out at door steps. Summary of Public Consultation is appended at Attachment 1.
10. Categorization of the Sub-Project
24. As works being executed under afore mentioned Tranche have less
adverse environmental impacts and requisite mitigation measures can be
designed readily, comes under the purview of Category "B" of ADB
Safeguard Policy Statement (SPS) June 2009 (Refer Clause 50-ii
Section B of SPS) for which only Initial Environmental Examination Report (IEE) is required .
25. Policy & Procedures for filing, review and approval of Environmental Assessment GoP November, 1997(Refer Annex I Schedule B) also
strengthen the view point regarding fallen of sub projects in Category "B".
26. Initial Environmental Examination (IEE) Report is under approval process.

27. Environment Management & Monitoring Plan ( EMMP) being major part
of IEE will be included in the Bidding Documents of Civil Works for
implementation. Contractors are bound to quote specified amount in the
BOQs for implementation of EMMP.
28. Similarly Environmental Quality Standards (EQS) Testing (Ground Water
Quality , Ambient Air Quality & Noise Testing ) is being made part of
contract Agreement of Civil Works.
29. After signing of Contract Agreements, Base Line Data of Environmental
Quality Standards (EQS) will be collected. Monitoring Plan samples
collected during execution stage will be got tested for comparisons.
11-Environmental Statutory/ Regulatory Requirements
30. According to Section 12 of Pakistan Environmental Protection Act 1997,
No proponent of a Project shall commence construction or operations
unless he has filed with the environment protection agency an Initial
Environment Examination (IEE) or, where the project is likely to cause an
adverse environmental effect, an Environment Impact Assessment (EIA)
and has obtained approval in respect thereof.
11.1 Category A: Projects (Significant) 31. Projects with significant adverse environmental impact as predicted by
IEE; an EIA is required. All energy projects of TL (11 KV and above) and
construction of new Grid Stations fall in Category A (Schedule-II) as per
the Pakistan Environmental Protection Agency Review of IEE and EIA
Regulations, 2000.
11.2 Category B Projects
32. Projects with adverse environmental impact but which are of lesser degree
and/ or lesser significance than Category-A impacts; as predicted by IEE.
All energy projects of TL (less than 11 KV and extension of grid stations
fall in Category B (Schedule-I) as per the Pakistan Environmental
Protection Agency Review of IEE and EIA Regulations, 2000.
11.3 Category-C Projects 33. A project unlikely to have an adverse environmental impact, neither EIA
nor IEE is normally required.
34. Under the Pakistan Environmental Protection Agency Review of IEE and
EIA Regulations 2000 categorize development subprojects into two
schedules according to their potential environmental impacts. The

proponent of subprojects that have reasonably foreseeable/ non-
significant impacts are required to submit an IEE Report for their
respective sub-projects (Schedule-I). The proponents of subprojects that
have more adverse/ significant environmental impacts (Schedule II) are
required to submit an Environmental Impact Assessment (EIA) Report.
Distribution lines and substations included under energy subprojects an
IEE is required for sub-transmission/ distribution lines of 11kV and less
and large distribution subprojects (Schedule-I). EIA is required by GoP for
all subprojects involving sub transmission/ distribution lines of 11kV above and for DGS substations (Schedule II).
12.0 FIELD SURVEYS
12.1 Purpose
35. Field Surveys have been conducted to:
• Conduct environmental and social assessments.
• Initial screening of indigenous and vulnerable people.
• Project resettlement categorization.
• Collection of Samples for NEQS testing
• Site Inspections along with Environmental Protection Agency (EPA) personnel to seek Environmental Approval/ NOC

13-Findings/ Observations
37. Findings/Observations noted during site visits are as detailed below:
• Sub Project works are to be carried out within walled boundary of
existing grid stations
• There are no potential significant environmental and social impacts
associated with the subproject.
• Suitable control measures will be required in project area to minimize/
mitigate environmental impacts, disruption, contamination of
surroundings arising out due to construction material waste disposal.
• No potential damages to water channel, land, construction nuisance/
noise/ air/ waste water pollution will likely to be, c,icurred in project area.
• No damages to R.O.W will likely to be occurred.
• During public consultation awareness campaign no one have
registered any outright opposition to subproject. Summary of
Public awareness campaign is attached at Annex-A.

14. CONCLUSION AND RECOMMENDATIONS 14.1 Conclusions
38. This study describes the existing environmental settings, determines
environmental releases, identifies possible environmental/social impacts
and assesses them in terms of their significance and duration or likelihood of occurrence.
39. The conclusions of this study are the result of comprehensive studies and
specialist assessments. These studies were based on issues identified
through the study process and the parallel process of stake holder's
consultation. The stake holder's consultation process has been rigorous
and extensive, and every effort has been made to include representatives
of all stakeholders within the process.
14.2 Recommendations
40. From the findings of the specialist studies undertaken, the following
mitigation measures are proposed to be implemented in order to minimize
any potentially significant impacts:
• A monitoring programme should be established.
• The requirements of this monitoring programme should be agreed with the stakeholders.
• It is also recommended that the process of communication and
consultation with the community representatives is maintained.
• Existing scope of E&SS is limited to Reporting! Documentation work of
Development/ PMU directorate. Its scope need to be broadened up
to Operations, Quality Assurance and Safety Dept's.
• Newly established Environmental & Safeguard Cell need strengthening
by providing requisite staff, equipment (computer etc.) and road
worthy vehicles so that cell could work more efficiently.
