1.2 MEPCO Introduction
Multan Electric Power Company (MEPCO) is a Public Limited Utility Company.
established in 1998 under Companies Ordinance 1984, responsible for distribution of
Electric Power within its territorial jurisdiction in thirteen districts of Punjab Province. To
meet the increased power demand and to improve the grid stations and transmission
lines infrastructure MEPCO decided to approach the loaning agencies through
Government of Pakistan like Asian Development Bank, World Bank and other financing
sources to arrange financing. Negotiations were carried out with the Asian Development
Bank and the Bank has agreed to support the program through Multi Tranche Financing
Facility- i (MFF-1) to be implemented in three phases i.e. Tranche-I, II. III &IV.
1.3 Scope of Work
Asian Development Bank in Tranche - Ill is financing overall 10 Nos. of projects. The
detail of the subproject is as under.
i. Construction of 02 No. of New 132KV Grid Stations and allied
Transmission Lines
ii. Conversion of 05 Nus of Grid Substations fizrn 66kV to 132kV &
allied Transmission Lines
iii. 03 Nos. of Augmentations
Overall the proposed MFF has been designed to address both investment and
institutional aspects in electric power sector. Development Objectives/ Project Purpose
will be fully achieved after completion of he proposed Sub-projects.
• Civil works have started at Fortabbas, Faqirwali, Daharanwal and Chak 83/12-L
grid stations sites and 5% civil works completed. Survey for transmission line
route is being conducted and civil works for transmission lines will be started
after finalization of transmission line route.
• Assistant Manager (Environment) & Assistant Manager (Social) are working in
Environment & Social Cell (ESC) under Chief Engineer (Development) MEPCO
Multan in Project Management Unit (PMU)

• PD(GSC), Contractor(s) and other related staff have been provided continuous
orientation on Environmental Management & Implementation of ADB guideline
and rules/regulations of Government of Pakistan.
2. PROJECT WISE SUMV.,".7.Y CF i HE PrIOJErT3 UNDER ADB TRANCHE -
II
2.1 Mubarakpur 132 kV New Grid Station and allied Transmission Line (Social
Monitoring)
MEPCO has purchase 6 acres of land from a landowner on voluntary sale bases
against negotiated price for construction of rew grid station and compensation payment
has been paid to the Affected Persons (see annex III). Therefore no social impacts
associated with the construction of grid station. However, there are some minor social
impacts associated with the construction of 1.5 km transmission line. Boundary wall has
been constructed and site is under the possession of MEPCO. Contractor has not
moved at Mubarakpur subproject site.
2.2 Chunnawala 132; kV New. Grid Station and allied Transmission Line (Social •
Monitoring)
MEPCO has acquired 11 acres of land from 'Provincial government for construction of
new grid station and amount has paid to ft. provincial government. Therefore no social
impacts associated with the construction of grid station. However, there are some minor
social impacts associated with the construction of 26 km transmission line. Boundary
wall has been constructed and site is under the possession of MEPCO. Contractor has
not moved at Chunnawal subproject site
2.3 Fortabbas Conversion of 66kV to 132 kV Grid Station and allied
Transmission Line (Social Moni,+nring)
Contractor has moved and 5% civil works for control room building and yard have been
completed although the conversion works are being carried out totally within the
boundary of the existing grid station without acquiring additional land. The construction
of 25 km transmission line will may cause to affect the crops and trees damages.

4. Involuntary Resettlement Identification and Categorization
There are 07 out of 10 Projects which fall in Category-B (02 No. of New Grid Stations
and allied T/Lines and 05 No of T/Lines for conversion of 66 KV to 132 KV grid stations)
requires short LARP preparation, implementation, monitoring and uploading/ posting at
ADB and MEPCO official website. While 03 Nos. of subprojects fall in Category-C,
does not require any LARP as projects are being executed within the boundary of
already existing grid stations.

5. Status of LARPs
LARPs for Tranche-Ill have been prepared and approved by MEPCO and uploaded at
MEPCO website (www.mepco.com.pk). Project information booklets in Urdu have been
sent to each project site. LARPs after update will be translated into Urdu and summary
will be sent to the project affected persons.

6. Social Safeguard Awareness & Trainings
Environmental and Social orientation/awareness training sessions organized at each
subproject site for implementation of Environmental Management Plan. Awareness
sessions with M/S PEL and M/S ICC's subcontractor have conducted for environmental
and social safeguard awareness and ADB's Environmental guidelines which need be
implemented on subproject sites.

7. CONCLUSlON AND RECOMMENDATIONS
7.1 Conclusions
Contractor has moved and civil works have started at Fortabbas, Faqirwali, Dahranwala
and chak 83/12-L subproject sites. Surveys are being conducted to get the transmission
lines route finalized. Contractors have been asked to implement the environment and
social management plan. Contractor was akd directed to make sure the provision and
use of all safety gadgets/PPEs. Onsite orientation/training session was arranged for the
use of PPEs. They were also instructed to take into the account of local norms and
values.
7.2 Recommendations
From the findings of the Monitoring Visits„ the following mitigation measures are
proposed to be implemented in order to minimize any potentially significant impacts:
• It is also recommended that the process of communication and consultation with
the community representatives is aggressively maintained.
• Construction work of new T/lines should be planned in accordance with LARPs"
and DDRs to minimize the affect of construction activities.
• Site should restore properly after the completion of construction activities.
• Proper housekeeping can avoid littering.
• To avoid any accident contractor should make the use of PPEs compulsory.
• Timely compensation to the affected persons can avoid any hindrance and may
lead towards in time execution of the project.'
