BOARD NOTES - AUGUSTYou know things are going well
when the Treasurer’s Report receives applause and the Open Board Meeting is concluded in less than 30 minutes. Such was the case on Aug. 16, thanks to every employee and every member volunteer who contributes to our operational success.
Now that work has begun on the east entrance gate, some members have asked questions regarding necessity, security, and accessibility. As to necessity, the east gate project was part of our Capital Improvement Project I, which was approved by a vote of the membership in 2003. Its construction is an implementation of the membership’s will. Security has been at the center of every aspect of this undertaking. The entrance will be double-gated: When a vehicle approaches, the first gate will open to allow ingress for a single vehicle. This gate will completely close before the second gate opens. There will be enough room between the gates for extended cab pickup trucks but not enough room for two automobiles, a truck and trailer, etc. If a member or lessee moves from Lake Kiowa or forfeits membership privileges, the computerized system can be programmed to block their entry. As for accessibility, the gate will be activated by an electronic device that members may purchase. The board is currently considering which type of device will
best meet the needs of our residents while best preserving our security. Dallas Toll Tags will not activate our system. If a member does not choose to purchase an entrance device, he may continue to enter through the front gate as he always has. The egress gate will not require an electronic device, and members may continue to exit either the front (west) gate or the east gate at will. If the east gate is closed due to construction, notices will be placed at appropriate intersections.
Other Property Owner’s Associations have been in the news lately as members revolt against regulations banning flags and banners. These rules originally had nothing to do with patriotism and everything to do with community appearance. But limitations on flying Old Glory have caused Arizona, California, and Florida to pass state laws limiting associations’ abilities to restrict flying either state or the United States flag. Protests in Southlake, Colleyville and Hurst have prompted a legislator from the Metroplex to announce plans to introduce similar legislation in Texas. Lake Kiowa does not have a regulation against flying flags. In fact, the LKPOA encourages support of the Rotary Club in placing flags on certain holidays. This issue is a reminder that what seems like a very good rule to one member is perceived as unreasonable by another.

The Old West Newfoundland Club will again be holding its water trials at the West Beach of Lake Kiowa on Sept. 25 and 26, starting at 9 a.m. each day. The trials begin with basic obedience and progress to water exercises. There are two levels to the test. The junior level will be first. The senior level is much more difficult, and thus more interesting. This will follow the junior level, so it will occur either in the late morning or early afternoon.
Those dogs that pass on Saturday will, most likely, not participate on Sunday. So Saturday is the best day to come see the trials. However, there should be lots of Newfies available for petting both days, so please come join us.
We will be having a dinner at the Lodge on Saturday night, and are looking forward to another great meal. There should be dogs from many
surrounding states and, hopefully, we will have a good turnout for the trials. We thank Lake Kiowa for allowing us the use of the West Beach for this wonderful event.

BLUE MOON FISHING TOURNAMENT OLD WEST NEWFOUNDLAND WATER TRIALS
We are all used to seeing golf carts, joggers, and walkers on our streets. But you may have noticed more and more bicycle riders sharing the roadways at Kiowa. Bike riding is increasing in popularity because it is environmentally friendly while being a great family activity, a way to exercise, or a way to relax. Anyone aged 3 to 103 can ride a bike. Lake Kiowa is a great place to ride your bike because of the paved roadways, varied terrain, the views, and lower traffic volume. However, these real life incidents prove we all can use a refresher course on how to share the road.
A riding buddy of mine was riding his bike earlier this month when a vehicle cut the corner and grazed his left shoulder with the driver side mirror. The vehicle was a newer model, thank goodness, because the mirror retracted upon impact. My friend was not knocked off his bicycle, but had a deep muscle bruise and was shook up. The driver, needless to say, was also very upset.
Also this month, another bike rider
was waiting to cross the bridge because two cars were on the other side. The first car passed, so the bike rider started across the bridge. The other car, however, failed to give right of way on the single lane bridge. The bicycle and the car fit side by side on the bridge, but not by much.
Earlier this year we were riding when we met a car coming in the opposite direction. The problem was the car was riding the centerline and never moved to the right when we approached. When riding at Kiowa it is not unusual that we encounter vehicles speeding, cutting corners, and riding the centerline.
The streets at Kiowa are 20 feet wide. This gives each lane 10 feet for a vehicle traveling at the correct speed to round a corner in its own lane and stay on the proper side of the street. The posted maximum speed at Kiowa is 30 m.p.h. or less. And at the correct speed, no vehicle should have to cut corners.
Were you aware that the Texas Transportation Code has statutes addressing bicycle riders? Basically, bicycles have the same duties of any other vehicle on the roadway. In other words, they must stop at stop signs, use hand signals, and have brakes. But these statutes also give the same rights to bicycles as other vehicles,

In 2002 and 2003 our local Rally For A Cure® raised $7,800 and $16,000, respectively. Nationally, golf courses have raised $12 million to fight this dreaded disease. It is predicted this year alone 216,000 American women will be diagnosed with breast cancer.

About 32 junior golfers completed the Tri-County Junior Golf Tournament series at Lake Kiowa on Aug. 2. On one of the few extremely hot and humid days we’ve had this summer, the junior golfers walked and competed in this final tournament of the six-tournament tri-county series. Several Lake Kiowa volunteers and parents helped with scoring and shuttling golfers between holes. Past assistant golf pro, Charlie Carnevale, was back for the day to run the tournament and present the medals.

including riding with traffic, using the full lane when turning and having the right of way to other vehicles where appropriate.
Here are some tips for sharing the road at Kiowa.
For the bicycle rider.1. Assume that the driver of the other
vehicle does not see you. Ride ahead by watching about one-half block in front of you. Leave yourself an out.
2. Wear a helmet. It is not a law but I will show you my broken helmet that saved me a blow to the head in an accident at a slow rate of speed.
3. Wear bright colors. Bike riders are the only people that should dress in brighter clothes than golfers.
4. Do not wear earphones for your Walkman or MP3 player. By doing so, you have taken away half of your senses that protect you on the bike.
5. Obey traffic laws. 6. Ride single file. Riding double is
okay as long as you do not impede traffic flow and can move into single file when a car is approaching from the rear.
7. Ride with traffic. I know, I know, but mom and dad were wrong. Stay about three feet out from the curb unless you are being passed and then move closer to the shoulder. If you are turning left, move closer to the centerline.
8. Use hand signals. Left arm out (finger pointing) for left turn. Right arm out for right turn. Arm down for stop or object in the road. Do not signal for the vehicle behind you to pass.
9. If you approach pedestrians, make them aware of your presence with a verbal sound. The bike is very quiet and
you do not want to startle anyone.10. Finally, unless you are Lance
Armstrong, you are slower than most vehicles. So do not impede them from passing you in a safe manner.
For the vehicle driver.1. Be patient, the most you are
going to lose is a couple of minutes by following a bike rider. We seem to be patient with the golf carts. Let’s extend that courtesy to the bicycle.
2. Assume there is a bike rider in every corner or curve you approach. Obey the speed limit and do not cut corners or ride the centerline.
3. Realize that the bicycle has the same rights and privilege to the road as you do. You must yield right of way just as you would to any other vehicle.
4. Follow at a safe distance.5. If you feel that the riders are
unaware of your presence, a single short horn blast is appropriate, but do not stay on the horn. Honk the horn far enough back so as not to startle the riders.
6. Do not pass a rider and then turn. You would not do it with another vehicle.
7. When you pass, get completely in the other lane. Do not crowd the rider. Mirrors are scary things to bike riders.
Most bike riders like to take advantage of the cool of the mornings or late evening. Be aware of the glare from the sunrise or sunset. We all need a little extra attention riding or driving at these times of the day.
If we all use a little common sense and courtesy, Lake Kiowa will be a great place to share the road!
In an attempt to play “catch-up,” we have planned an aggressive schedule of projects to be completed during the present year.
Projects include completion of the East Gate, drainage repair and silt control weirs at Iriquois Park, construction of a golf maintenance building, chipping and sealing a portion of the roads, construction of a sea wall on a portion of the #9 island on the golf course, rebuilding #14 and #18 tee boxes on the golf course, and continuing our normal repair of roads, parks, and facilities.
Silt removal continues in Spotted Eagle Cove. We plan to complete work in this cove by November. Discussions and planning are in progress to determine the next cove to receive the de-siltation program.
With the unusual rainfall this summer, we have experienced numerous drainage problems in several areas around Lake Kiowa. Some of these have been addressed and others will be worked as time allows.

Rather than focusing on one early settler this month, here’s a little free advice to all of you, early settler or not, who do not plan to spend your last days in your present home and who do not have family or friends who will be happy to dispose of all of your material and personal goods one day.
Based on recent experience, the advice is brief: start now. If your house goes on the market and you are told that you will have time to get ready for a move, don’t count on it. If you know where you’ll be, order new address labels now and send them to everyone who sends you mail, magazines, etc. that you want. Yes, you’ll get a plethora of the free ones in time, but you’ll need them sooner.
Now, about talking to your phone company...get on a bed or couch in a very comfortable position, because you’ll be there for a while. Have within reach all the kinds of information that would be needed if the F.B.I. arrived wanting to do a background check on you. Try to be patient with those earnest young employees who are required (they are, really) to try to sell you everything that ever flew past the imagination of anyone in the communications business
and which is carried by their company. (It helps to imagine that the young person is a niece or nephew and you are grateful that s(he) is employed.) After 12 or more minutes, I was asked if I have an unobstructed view of the southwest. At that point, I couldn’t stop laughing enough to ask “Why?” I never found out.
Think carefully about that advice, “If you haven’t used it in a year, throw it out.” If you still have it, there’s a reason. Someone told me, “You don’t have to die to have your life pass before your eyes; you just have to move.” It’s true. You may need to do a lot of memory and nostalgia-filled processing, and it will make you tired. It’s O.K. to nap more than usual, or just stare out the window.
When you get to your new home, don’t wait for the welcome wagon. Get out and meet your neighbors. Be a cheerleader for new friends who are trying to do things that they haven’t done before or to revive old skills and hobbies – even if they don’t remember to do it for you. AND, of course, stay in touch with your early settler buddies.

New Faces...In the past there was a featured section
on our “Kiowa Kares” page called “New Faces.” We tried to introduce you to new residents at Lake Kiowa. It proved to be a difficult assignment to catch people as they arrived. So, unfortunately, we missed many along the way.
This month we received the announcement of the Walters’ marriage and their purchase of a home here at Kiowa. That reminded me of the new arrivals around my own block on the east side. I decided it would be a good time to reintroduce this column, especially since it includes my own daughter, and her family of animals.
We would like to introduce new residents to Lake Kiowa on a voluntary basis. We encourage you to send information about yourself or new neighbors to communiqué@ntin.net so that we may include them in future “New Faces”
My daughter Jeri Clausing-Borea recently purchased her home on Shawnee, having moved here from Baltimore, Md. Her “family” includes Nikita, an Alaskan Malamute; Mr. Bear, a Chow mix; and Cantelope, a very special cat. Jeri has taken a break from her career in journalism and has plans to enjoy the lake, golf course, and quiet surroundings in her east side home. She has contributed her editorial expertise to our CommuniQue this month and we look forward to more help in future issues.
Steve and Donna Katz have just moved into their home on Shawnee with their children, Paige, who is 12, and Clayton, 10. Their family also includes three labs and a border collie. They have sheltered these dogs and are looking for good homes for two of them.
They have returned to Lake Kiowa after leaving eight years ago. Steve is the son of Giles and the late Doris Katz, and the grandson of Minnie Holiman. Steve operates “Repairs, Etc.” specializing in residential repair. His ad appears on page 3 of this issue.
New neighbors on Kiowa Drive East are Bill and Becky Branham. Becky has just retired from a title company in North Dallas, while Bill is looking forward to his retirement in October from UPS. They have three sons: Max is studying criminology at North Texas University, Charles is pursuing his doctorate at the University of Washington, while Dee has his business in Portland, Oregon. Romeo, a part Rhodesian and Greyhound is also a part of their family. Both Bill and Becky are looking forward to all the activities here at Lake Kiowa. They are both enjoying fishing, swimming, and boating on the lake and looking forward to more golf. Becky has already joined the Woman’s Club and is an avid gardener and cook.

Several Lake Kiowa residents volunteer their time as specially trained advocates for children in court. Peggy Carpenter was named the “Volunteer of the Year” for CASA of North Texas. She will attend the Texas CASA Conference in Austin in September and has been nominated as the Texas CASA “Volunteer of the Year.”
New volunteer training will begin in September. It’s not too late to get your information submitted and join the new class. What is CASA? All children need a home with loving
people to care for them. Each year in Texas thousands of children are abused, neglected or abandoned. Sometimes these children must be removed from their homes and placed under the protection of the court.
A judge has approximately 10 minutes to decide the fate of these victimized children. Should they remain in foster care? Be reunited with parents? Or, be adopted?
Court Appointed Special Advocates (CASAs) are trained volunteers involved in helping the courts deal with the overwhelmingly difficult and costly increase in child abuse cases in Texas. The CASA volunteer is the most consistent person in a child’s life and provides the only independent voice for each abused child.
What does a CASA volunteer do? Lost in an overburdened child welfare
system that cannot pay close attention to each child’s needs, many children become victims a second time. That’s where CASA comes in.
Appointed by District Judges, CASAs are trained volunteers who befriend the child and speak on his behalf in court. Often, the CASA is the first kind, trustworthy adult an abused child encounters. CASAs are committed. They care. They make a difference in the life of one child.
The CASAs appear in court and submit a written report with a recommendation about what is best for the child’s future. Judges take these recommendations very seriously.
You can become a CASA volunteer. Consider becoming a CASA. You need to be a responsible adult who can offer stability to a child in a crisis. Time commitments vary with each child.
A CASA is asked to commit at least one year to a child. The average CASA spends 10 to 15 hours a month working with the child. It’s hard work but very gratifying.

In September, the Chapel Choir will resume its practice on Monday
mornings and singing for Chapel on the third Sunday of the month.
V.I.S.T.O. is the benefit of food contributed on the third Sunday of every month. All packaged groceries are appreciated but each month identifies a particular item if you are shopping specifically for it. In September, special needs include canned soups and personal items such as toothpaste and toilet paper. However, they are grateful for any contributions that are made.
All residents and guests are welcome at Lake Kiowa Chapel services. This is an interdenominational service that may precede your regular church service or a round of golf. Kiwanis Club’s Hamburger Picnic Planned Sept. 20
The Lake Kiowa Kiwanis Club is getting ready for its annual Hamburger Picnic. This picnic is scheduled for Monday, Sept. 20. The picnic is traditionally held before the regularly scheduled board meeting. The place, of course, is the West Beach Pavilion from 5 p.m. until 7 p.m.
Tickets are $8 for adults and $4 for children 10 and under.
This is the primary fund-raiser for the Kiwanis Club. The Lake Kiowa Kiwanis Club provides scholarship money for local students attending NCTC, funds for Camp Sweeney, a camp for diabetic children and Christmas gifts for special needs children and families at Callisburg Independent School District.
You, the Lake Kiowa Community, are always very supportive of the Kiwanis Club projects. If you cannot attend the Hamburger Picnic, contributions are welcome. Remember, this is a way you can play a part in making our community an even better place to live.

CORE DISASTER LIFE SUPPORT PROGRAM
On July 29, an excellent program was sponsored by the Cooke County Emergency Management Service and the Texas Department of Health. The presentation was made by the North Texas Poison Center. This presentation could be beneficial to all county residents. It explained all factors making up a disaster situation and the needed responses. A “disaster” is defined as an event that exceeds the capabilities of normal responses.

Frequently in medical emergencies, the mind goes blank or the only person present doesn’t know the answers to necessary medical questions. That’s why the Lake Kiowa Voluntary Fire Department Auxiliary launched the Vial of Life Program, where residents can store pertinent medical and prescription data in a vial in their refrigerator. Emergency personnel know where to find it if they see a sticker on a front window.
Here’s how it works:1. All residents should permanently
affix the neon green Vial of Life sticker on a front entranceway window so that medical personnel entering the home in an emergency can easily see it.
2. Take a few minutes to enter all pertinent medical information, including prescription data, on the formatted
VIAL OF LIFE PROGRAMpaper. This should be done for each member of your household. *
3. Insert the medical information papers into the Vial of Life bottle provided by LKVFDA.
4. Place the Vial of Life bottle in the right hand corner of the top shelf of your refrigerator.
*Be sure to update your medications list when your doctor changes or discontinues a prescription for you or a household member.
Your attention and use of the Vial of Life is a great aid to the medical/fire personnel that respond to all medical emergencies.

STATED PURPOSE: To develop, encourage and motivate creative, well-informed, civic-minded Lake Kiowa property owners willing to devote time and energy toward assuming leadership roles at all levels of the community.
The LEADERSHIP LAKE KIOWA II committee recently met in the home of Peggy Padgham to plan the next program. The committee consists of: LaVerta Burhans (Chairman); Peggy Padgham, Joan Carroll, Jack Thies, and Greg Miserak (Session Chairmen); Linda Fite, Jerry Haubrich, Jerry Hollon, Dave Bowman, Carol Gillies, and Pat Jessee serve on planning teams.
The first session of the four-session, 28-hour course of study will commence Sept. 24, followed by sessions on Oct. 8 and Oct. 22. The final session will be held on Nov. 12. All classes will begin at 9 a.m. and end at 4 p.m., will include lunch, and will be held at the Lake Kiowa Lodge.
The $80 tuition charge covers lunch, coffee breaks, and educational materials. Certificates of Completion will be presented to each graduating member at the end of the course. LEADERSHIP COURSE HISTORY

actually work. This program was to challenge personal assumptions, clarify perceptions before they become reality, establish factual management guidelines, review accepted ethical standards and rules of order and implement progressive planning for the good of all organization members and citizens of the community. The program has been highly successful and still remains very active in most chambers of commerce today.
The Kiowans undertook a similar project last fall to give Lake Kiowa Property Owner Association members a better understanding of their government, environs, and future, plus assist them to become a more knowledgeable club or organization member.
This is not a program to choose LKPOA board of director candidates or to influence board decisions. This is simply a community course designed to separate fact from fiction. One goal is to place right at participant’s fingertips the truth about the basic federal, state, and county laws and regulations that govern organizations such as the Lake Kiowa Property Owners Association. The point is to provide opportunities for communication between emerging and established leadership.LEARNED LEADERS IN ACTION
Graduates are encouraged to become involved in community governance,
either as an elected member of the LKPOA Board of Directors or as a volunteer supporting Association programs. Several graduates from the first course have done exactly that.
A vital part of any community is its civic organizations. Their success through effective leadership enhances the quality of life for individuals. Each Lake Kiowa organization and committee is strongly encouraged to sponsor a student to expand the pool of qualified
leaders for their organization.Certified graduates will be utilized to
organize and teach the LEADERSHIP LAKE KIOWA II course. In so doing, they will develop their own management and public speaking skills and experience.

be like if you could relive your life? If I had my life to live over, I’d dare to make more mistakes. I’d probably have more troubles, but I’d have fewer imaginary ones….Oh, I’ve had my moments. And if I had it to do over again, I’d have more of them. In fact, I’d try to have nothing else, just moments. One after another, instead of living so many years ahead of each day. I’m pretty sure I have some time left, so I’m gonna start enjoying the moments. Keeping it simple.
I’ve discovered I’m supposed to choose the menus for the luncheons each month. How does peanut butter and jelly sound? Of course the presentation will be fabulous! This is one of the parts where I’ll probably make mistakes. But it will be for just a moment, and then I’ll move on. Oh say, if you want to keep it simple, just give Kathy Reed a call and set up a permanent reservation for lunch and avoid the monthly hassle of signing up.
Well, you might notice a change or two this year. The board of directors decided to be more visible and accessible at the meetings. So we will be scattered
amongst the members during lunch. Please advise them of your likes and dislikes throughout the year.
In planning for this position I went to the history books and read about the beginnings of Woman’s Club. Since 1973-1974, as the then President Dee Dee Boles stated in her message, “The aim of KIOWA WOMAN’S CLUB has been set to provide social outlets and cultural achievements…..” We’ve all discovered this year a waning interest in some of our social activities. So, I thought it might be nice to concentrate on US. Let’s build and rejuvenate interest in the activities we’ve got going and enjoy each as we experience the moments. I’d like to challenge each of you to attend at least one department activity that you’ve never attended before. Then network with each other and the officers. Your active participation will ensure a continuous vibrant Woman’s Club.
Oh, before I forget, I read where The Kiowans are putting on the Leadership Lake Kiowa II Conference beginning Sept. 24. I attended this last year and really learned a lot about our community and how it fits in to the scheme of life. I would recommend this to any of you. It’s very informative with current data. And this year there will be several “field trips” and some really neat group interaction stuff. I wouldn’t mind going to some of the sessions again. For the growth of our club and community, I hope several of you will sign up for this conference.

New Bridge Season OpensThe new season for the six-week
bridge marathon starts Thursday, Sept. 16. We have several people signed up already, but would like to see more playing this year. If you don’t have a partner, don’t worry; we will find you one. Don’t forget to mark your calendar for the Christmas Bridge/Canasta party on Dec. 4. Tickets will be available soon. We are doing the party a little differently this year, requiring that you buy a ticket in advance rather than just make reservations and pay at the door. This year, Sandi Hollon, chairwoman of the Christmas Party, is planning a GREAT Christmas party and we want to have all the tables full. The Christmas Bridge/Canasta party is not limited to Woman’s Club members. Bring a friend.

The Woman’s Club Gourmet Department kicked off the 2004-2005 season with a “Welcome Back” Gourmet gathering on Aug. 17. Department co-chairwomen Carol Gillies, Katherine Thacker and Linda Moore provided punch, cookies and notebooks for each of the seven clubs formed this year. The Gourmet Department provides a wonderful opportunity to get reacquainted with old friends, meet new people, share recipes, homes and dining experiences each month. The first culinary affair will be Sept. 2 with a “Fall Football – Tailgate Picnic” theme. There’s still time to join the fun and get on the winning team – Go Gourmet! XP SERVICE PACK IS READYIf your computer is running
Microsoft’s XP operating system, here is some important news. During August, Microsoft released Service Pack 2 for Windows XP. This is a massive update, which needs to be applied to your computer’s operating system. The file is approximately an 80 megabyte compressed file, which includes security features and other enhancements.
There are two important considerations about this update. If you have trouble understanding these items, you should seek help from someone knowledgeable about this update. The two items you should be aware of are:
1. Microsoft suggests that customers let Windows XP download the file automatically. Automatic downloads should work for people with dial-ups, too. The update will download in the background. It has a resume feature, so if the user shuts down before the download completes, it will pick up at the same spot when the user is next on line.
You can check that your system is set up for “Automatic Updates” by clicking “Start,” then “Control Panel.” Now double-click “System” and select
the “Automatic Updates” tab. Check “Keep my computer up to date.” Click “Automatically download the updates...” Click “OK.”
2. This update will include an enhanced firewall, which will be enabled by default. If you are already running a firewall, such as ZoneAlarm, one of them must be disabled. To do this in XP, go to “Control Panel” via the “Start” button. Double-click “Network Connections,” then right-click your “Network Connection” and click “Properties.” Select the “Advanced” tab and check the box to turn on the firewall, or clear the check mark to turn it off.
If you need further help with this or other computer issues, plan on attending the next Kiowa Computer Club’s meetings on Sept. 14 and 23 at the Lodge.

Fall will be here before we know it and a busy season is ahead of us. We’ve had a very successful summer and are looking forward to introducing some new really exciting happenings here at the Lodge.
The Friends of the Lodge is planning a big sock hop on the 24th and we are going to do our best to pair our food to the sights and sounds of the 50s and 60s. If you haven’t bought your ticket yet, don’t forget to do it soon.
We are planning another Wine Pairing [Dinner] for October. We had such a great time at the first one and so many of you have been patiently waiting for
the next one. Further information will be available soon. Also in October, we will be hosting a Halloween Dance.
We’ve been having great success with our weekly specials and we’re trying some really good combinations. For instance, if you buy a 12-inch pizza [any kind], you receive free two soft drinks and two dinner salads. That’s a real bargain and a perfect easy dinner for two whether you come in to eat or call for take out. Don’t forget our Sunday Potluck Specials. They are only $6.99, and the variety ranges from fried chicken, pot roast, and meatloaf to smothered steak, ham, or baked chicken and dressing. Watch the sign at the front gate for the Sunday Potluck special.

Last month when I said if you could think of someone I might have forgotten to thank for special help on the 4th of July, I meant it. I did omit a couple of very important artisans. Allison Gillies is one of our very talented artists that lives here in our community. She creatively and patriotically painted our Slots of Fun game that Bob Wickersham constructed. Dee Dorman and Janice Williams gave them the general idea and they took it from there. It always amazes us at the talent and versatility of our members.
I also failed to mention that our Logistics Chairman and all around engineer, Ike Gill, is also on our Board of Directors for the Friends of the Lodge. It’s great people like this that pull these events together.
Last and always a vital part of the success of our functions is the staff of the CommuniQue. We all are kept informed through the hard work and dedication of Carole Clausing, Linda Teagarden, Donna Daniels, Catherine Moss, Ila Cousino, Betty Gaertner and Mary Jean Copeland.

HABITAT FOR HUMANITYCHICKEN SPAGHETTI LUNCH
Gainesville Civic Center will be the scene of the Annual Habitat for Humanity Chicken Spaghetti lunch, Friday, Sept. 24 from 11 a.m. - 1:30 p.m. Salad, dessert and coffee or tea will accompany the delicious spaghetti.
Tickets may be purchased at the door or from any Habitat board member, many of whom live at Lake Kiowa, including Bob Wickersham, Earl Ziegler, Greg Miserak, Bob Hughes and Peggy Padgham. Lynn Lofton, office manager, will also have tickets.
The fifth Habitat home is being built this year, a wonderful accomplishment for an affiliate the size of Gainesville’s. Support from residents of Lake Kiowa has been a big part of our success. The golf tournament raised more than $10,000, but wasn’t enough to complete funds for the fifth house.
Our next big event will be the Dinner Dance, Oct. 9 at the Civic Center. Dave Tanner and his band will provide the entertainment. There will be a silent auction in addition to raffle items. Tickets will be $25 per person and will be available from board members or the Habitat office. You may call 665-3091 for additional information.

WGA held its monthly meeting and luncheon Aug. 4, following its playday scramble. Neta Stutzman, president, presided over the meeting. The minutes and treasurer’s report were presented and approved.
Mabel Samples reported the WGA membership at 219, 100 Hole-in-One participants and 62 on the ringer board. Neta announced that the Ways and Means Committee has completed an inventory of WGA supplies that were placed in the Kiowa Enterprises storage building. Ruth Robinson gave the golf report.
Red River’s Silver Tournament will be held at Lake Kiowa in October, and WGA requested items for door prizes and golf carts. Lake Kiowa hosted Texoma on Aug. 25.
Lee Skinner was presented a pin for breaking 100. Connie Glover won the gift certificate this month. Dale Griggs, 9-Hole Chairman, presented Audrene Robison with her pin for breaking 60.
Yolanda Arronte gave an update on the Rally for the Cure, which will be held Oct. 6. There are still a few openings available. Currently, 115 have signed up for play. The raffle tickets for the quilt are available for sale, see Molly Worthen. To show support for the rally and help more people be aware that October is Breast Cancer Awareness Month, Yolanda has asked the community to Think Pink in October by wearing pink and tying pink ribbons to trees and golf carts. First State Bank
will sponsor the rally. Each player will receive two tickets for the Calcutta. Other guests will be charged $20 to cover food and drinks. The Calcutta raises a lot of money for the Susan G. Komen Breast Cancer Foundation. Players do not have to buy their team and the buyer does not have to sell any portion of the team back to the players.
Neta also announced another Shoot-Out to be held in September. Be sure and sign up at the Pro-Shop. Neta also requested members to donate golf ornaments or money to be used to decorate the 19th Hole.

TIPS FROM THE PROThere are only 34 rules of golf
written by the USGA. Rule #13 on page 41 in the Rules Of Golf book says, “The ball must be played as it lies, except as otherwise provided in the rules.”

The Lake Kiowa Men’s Golf Association held its monthly meeting and tournament on Saturday, Aug. 14. Perfect golf weather brought out a large field of 123 (one team had only three players).
The format of the tournament was pro-am, with the team score being the better ball score of the A player’s net score and the scramble score of the B,
C, and D players.Coming in with a winning score of 57
was the team of Tom Blackwell (again), Arnold Acker (again), Dave Williams, and Matt Walter.

DID YOU KNOW......in February of this year, the Handicap Committee purchased a supply of the
“2004-2005 – The Rules of Golf”? The rulebooks are revised every two years by the USGA and the Royal and Ancient Golf Club of St. Andrews. There are numerous revisions in this book as they are trying to make the book more readable and easier to understand. They are on sale in the Pro Shop for $2 each.
The book is composed of three sections. As in any book, the sections are in their order of importance.
Etiquette is the first section because of the high standards that were set years ago for the game of golf. Golf, for the most part, is played without supervision or referees. The game relies on the integrity of the individual players to conduct themselves in a disciplined manner, demonstrating courtesy and sportsmanship at all times, irrespective of how competitive they may be.
The second section is Definitions. In order to understand the rules, you must know the definitions. There are over 60 definitions.
The third section is where you find the 34 Rules of Golf.Every golfer should become familiar with this book and carry it in his/her golf
bag so when questions come up during play, he/she can find the correct answer. But, when in doubt, play the ball as it lies and play the course as you find it. The rules are there to help you. Most of the time knowing the rules will save you strokes out on the course when you find your ball in an ugly location.

The golfing weather is absolutely great for this time of the year. The greens are holding up like a champ. But there are a couple of items I would like to bring up.
One, we are a spikeless or soft spike golf course. We have identified some marks on the green that appear to be spike marks from metal spikes. Spikeless means rubber spikes or flat shoes (tennis shoes) that have no indenting soles. One of the problems you have with soft spikes is, if you don’t

Two, we are having problems with people “jumping on” the course. Lake Kiowa rules state that you must sign in at the Pro Shop. I know it is easy to think you can just play four or five holes around your residence and not hurt anything. But if you “jump on” in front of someone, you slow down play for all the holes. If everyone did this, our course would be a disaster.

Mark your calendars for Sept. 4, when the Lake Kiowa Angler and Conservation Club hosts both the year’s final bass tournament and the Matt Jones Kid’s Catfish Tournament.
Sign-up for the bass tournament begins at 6:30 a.m. at the Lodge Pavilion. The final weigh-in will be at 11 a.m. at Little Fox Pond at the north end of the lake. Winners of the men’s, women’s and children’s divisions will be announced at the conclusion of the Kid’s Catfish tournament. The Angler of the Year will also be presented. Lake Kiowa Lodge will have food available for purchase. And we have our great new bathrooms now, so no more port-a-pottys! Come to the event early and watch the bass anglers weigh-in.
Our Kid’s Catfish Tournament this year is from noon to 3 p.m. and is sponsored by the friends of Matt Jones. This event is free to children. LKACC will stock the pond with catfish and provide bait. It will also have poles for children who need them. Prizes and trophies will be awarded to in three age categories: six and under, seven to 11, and 12 to 16. Prizes will be awarded each hour for each age group. We always need volunteers to help the children learn to fish and untangle their poles. If you could spare an hour or two, please call Karen Vander Molen at 612-0603 or Bob Bingham at 668-8003.
The Blue Moon Anything Goes Tournament on July 30 and 31 had the biggest gallery of spectators so far this season. We also had seven children
competing, more than we’ve ever had.Biggest Bass and heaviest bass string
winner was Paddy Merolla. Paddy’s heaviest bass was 3.4 lbs, and her string of bass weighed 12.6 lbs. Paddy is always a contender, and this year was no exception. Biggest Catfish prize went to Jeff Wagner with a catfish weighing 3.8 lbs. The Biggest Other winner was Mike Bitsche. Mike was our Angler of the Year in 2003. Some of the up and coming anglers of Lake Kiowa under 18 were Matt Potter, who weighed-in 2.8 lbs of bass. Kevin Bartley, Paddy Merolla’s son, weighed in drum and bass. Clint Anderson weighed in a sandie and a catfish for a total of 3 lbs.

We are already planning our next projects and the upcoming events. The re-vegetation project is underway. Exclusion fences are being used to help test the activity of the grass carp and their impact on the aquatic test plants. Some plants are being placed in and out of the test sites and the Angler Club and lake biologist are keeping tabs on the plants’ health. These test sites will help us determine if the grass carp still exist in numbers that would deter future plantings. We will keep you posted on the findings and the results.
Our fishing barge is coming along and will be ready for use in November 2004. Our volunteers Mike Merolla and Mike

Bitsche have done a lot of the work, but we still have more to do. We still need to make the walkway and attach the barge. If you are a carpenter and could help or would like to help us with this project in any way, please contact Mike or Paddy Merolla at 668-2178. Sorry for the delay but we want to make it right.
Our Angler and Conservation Club meetings are the second Wednesday of each month. Our next meeting will be Sept. 8 at the Lodge. We are very informal and would love to have you attend. Dues are $15 per family annually and your membership assists us in these projects and events. Hope to see you there!

Security patrol completed a busy month, performing 50 boating stops and 33 traffic stops. Twelve citations were written for moving violations on land and two were issued for lake offenses. Additional incidents handled by patrol included seven motorist assists, four disturbing the peace complaints, a domestic disturbance, a report of ball hawking on the golf course, and investigations into three golf cart accidents and four trespassing events. Animal Control officers responded to 22 dog calls, one cat complaint and dealt with 19 varmints. Five citations were issued for violations of rules regarding pets. Two dogs were transported to the city shelter in Gainesville after being held the required three days and an injured hawk received from a property owner was taken to the Heard Museum Raptor Rehabilitation Center near McKinney.
On July 22, persons unknown to Security at this time forced open the Navajo gate to gain entry and damaged mailboxes and driveway lights on Navajo and in the 1200 block of Kiowa Drive West. The Cooke County Sheriff’s Department assisted in the investigation. Security personnel were able to assist deputies who themselves issued citations at Lake Kiowa to an unlicensed driver and an underage drinker. In other activity, Security secured an unlocked door, delivered an emergency message, removed an illegal sign, recovered a stolen item and took a theft report. Response was also noted to three reports of swimming on the golf course and one report of individuals interrupting a private party in progress at the Pavilion. Security gate personnel dispatched for the LKVFD for 14 emergency runs.

LAKE KIOWA SECURITY REPORT
July 15 – August 10, 2004
The Lakes and Parks Committee would like to remind the community of its concern for your safety while enjoying water activities. We are well into the summer season and our weekends yield an abundance of watercraft activities. Members are reminded that when operating between sunset and sunrise, watercraft must have and exhibit the navigation lights prescribed by the Coast Guard for boats of its class. Water skiing, surf boarding, or similar activities involving the towing of people are prohibited between the hours from one-half hour after sunset to one-half hour before sunrise. Operating a personal watercraft is prohibited between sunset and sunrise. (4.3.7g) Your compliance with this rule is important for your safety as well as others on the lake. Security has been doing a good job patrolling the lake during the weekend hours. Officers are on duty to lend a helping hand, remind members of safety rules and issue safety violations. Stay safe and enjoy our community.

COMMUNIQUE POLICY
The policy and purpose of this publication is to inform all residents of events and activities within our community, to report on actions and deci-sions made by our Lake Kiowa Property Owners Association Board of Directors, and to publish the results of those decisions. Information is important for everyone to know that problems are being worked on and remedies are being sought.
The following items will be accepted for publication: Events and infor-mation about Kiowa organizations that are open to all residents; events in our surrounding communities when Kiowa residents may be involved in them; and Items of a personal nature that reflect on the generous charac-ter of our residents or a milestone in their lives.
A Letter to the Editor should be less than 350 words in length and will be accepted if it presents a thoughtful and constructive view to an issue that may be controversial within our community. It may be reviewed and verified for factual accuracy by the appropriate authority. The factual clari-fication will be published along with the letter. The letter should be typed or in legible handwriting, signed by a verifiable resident, and will be pub-lished unedited with misspellings indicated when necessary. If handwrit-ing cannot be easily read, it cannot be used. The CommuniQue will not be responsible for misreading a handwritten word. A letter may be refused publication if space is limited. Dear Editor,It is sincerely wished we Lake Kiowans would try to
improve our driving. For the third time this year my front bar ditch has been crossed onto the bank. On Sat. night 8-14-04 the ditch was crossed and a large part of a 25+ yr. old crepe myrtle was torn off at the roots. The first time earlier this yr. 3—30 yr. old pine trees were shirred off. The 2nd. time only the ditch and bank were badly torn up with very deep ruts. These worsened with rain and have been difficult to correct. The very least one could do is notify the property owner. Maybe the third really is a charm and this will be the last time.

LAKE KIOWA PROPERTY OWNERS ASSOCIATION MINUTES
CALL TO ORDERThe meeting was called or order at 6:
00 P.M. by Vice President John Davis. All members present except Jack Thies who is on vacation.
OLD BUSINESSMinutes of the Pre-Board meeting
were approved unanimously on a motion by Charles Huddleston and second by Randy Howell. Dave Spangler abstained.
Minutes of the Open Board Meeting were approved unanimously on a motion by Charles Huddleston and second by Linda Fite. Dave Spangler abstained.
The Lake and Park Committee’s recommendation to place limits on length of boats, horsepower on boats and Personal Water Craft (PWC) and limit the number of powered watercraft per household was discussed. Primary concern was that the new rules would not solve safety concerns and that education of watercraft operators needed more emphasis. Additionally security is not always available to enforce the rules already in existence. Limiting the number of watercraft per homeowner may not solve any problems and place unnecessary restrictions on lakefront property owners. This item was tabled for further review and discussion.
East Gate – Lloyd Butts stated that the plan to issue window stickers was a management decision as he was not
ready to discuss extending the toll tag concept to the front gate.
Work on the East Gate will be scheduled and presented at the next board meeting.
Committee Report1.Fees and Golf Pro Contract: Dave
Spangler has been out of town and has no report at this time.
2. Community Manager Search: Linda Fite reported in on the progress of her committee, requested use of Election P.O. Box to receive the applications and made a motion to spend up to $2,500 for advertising. Motion was seconded by Bob Wickersham and was approved unanimously. The Board agreed it was appropriate to use the Election P.O. Box to receive applications.
3. Zoning Report – Rick Walker, no report at this time.
Community Manager UpdateShalk and Smith sent an engagement
letter requesting a start date for the annual audit of 8/17/04. The Board agreed unanimously to direct Lloyd Butts to sign engagement letter with Shalk and Smith.
Lloyd shared with the Board his approach to asset replacement and what he had provided to Ways and Means Committee. Lloyd said that he is working to extend life on all assets by at least 1 year and when replacement is required on a gas engine unit, to replace with diesel engines. He also believes
chip and seal to be a satisfactory method to maintain a majority of the road.
Lot 697A request has been received to define
the zoning as residential. The sale of the lot was restricted to residential use only. Lloyd will contact the Title Company to determine what is required from the board short of having a zoning vote.
OUTSIDE DINING AREAUnless the Lodge and Tavern
committee can raise the total funds to develop the patio area, the issue is closed, as the primary donors restrictions were too great for the Board to accept.
MARINAJoe King presented to the board his
ideas for a replatting of the “Marina Property”. After considerable discussion Joe was asked to return with a specific proposal.
NEW BUSINESSThe Lodge and Tavern Committee
have recommended that the POA have an Outside Sales Person to develop banquet and meeting events. This individual would be a Contract Employee and paid on a percentage of gross sales plus expenses. After considerable discussion and the belief that this was a win/win situation, Lodge and Tavern was asked to provide additional information on the “expenses” to be paid.
A request from the Woman’s Club to include a Tour of Homes ticket form
in the monthly POA bill was approved unanimously.
Golf Course Curfew – Randy Howell suggested that a curfew be placed on the golf course with the hope that vandalism could be better controlled. Currently we have a curfew on beaches however the golf course is only closed to play between dusk and 7:30 A.M. After some discussion the issue was tabled for further review.
Request to purchase Lot 1154 at a discounted price was denied on motion by Bob Wickersham, second by Randy Howell and passed unanimously.
LKVFD requested permission to use the West Beach parking area for a Chili Cook-off on October 2, 2004. Request was tabled for additional information concerning events already scheduled on that date.
A letter was received from a property owner concerning the number of weekend tournaments and requested the Board look at this issue, as the number of Saturday/Sunday play days was limited for weekenders. The letter has been forwarded to the golf committee for their review and action as they plan the 2005 tournament schedule.
The meeting was adjourned at 8:30 P.M. on a motion by Dave Spangler and second by Charles Huddleston. The motion passed unanimously.

INVOCATION: Vice President James Robison opened with a word of prayer.
CALL TO ORDER: The meeting was held at the Kiowa Homeowners Water Supply Corporation Office and called to order at 9:00 a.m. by Vice President Robison.
ESTABLISHMENT OF QUORUM: A quorum was established with all members present except Ike Gill.
WELCOME TO BOARD MEMBERS AND RECOGNITION OF VISITORS AND GUESTS: There were no visitors or guests present and therefore, no public comments.
APPROVAL OF THE JUNE 9, 2004, MEETING MINUTES: Steve Wood made a motion, seconded by Dean Dorsch, to accept the minutes as corrected. The motion carried.
MANAGER’S REPORT: Manager Young reported one new tap installed at Lot 437, Jack Oppel.
Overtime reported for Robert was 4 1⁄2 hours and 4 hours for Chancy.
Manager Young reported on the July 3, 2004, booth at the Lodge. Income totaled $156 and $500 in water credit was given away during drawings.
He reported on continued yard watering on Mondays by some residents.
In order to remain in Stage I, it is important for all Kiowans to follow the recommended water schedule. The board requested continued monitoring of this situation.
DISCUSSION AND APPROVAL OF FINANCIAL STATEMENTS AND AUTHORIZATION TO PAY BILLS: Manager Young reviewed the monthly statement for the Board. Peggy Padgham made a motion to accept the statement as presented and to pay the bills. Jess Maxwell seconded and all were in favor.
COMMITTEE REPORTS:LONG RANGE STUDY
COMMITTEE: Dean Dorsch reported
that the Long Range Study Committee met and will continue to work on this committee report. Manager Young will make further contacts concerning water availability to Kiowa in the future.
BUILDING RELOCATION COMMITTEE: This committee will continue to work on plans and location.
INSURANCE COMMITTEE: The Insurance Committee met and discussed possible changes to the Health Insurance policy now being offered. Further study will be needed.
DISCUSSION AND POSSIBLE ACTION: PURCHASE OF PROPERTY: Following discussion concerning the purchase of Lake Kiowa lots and possible relocation of the office, Peggy Padgham made a motion to authorize Manager Young to contact the LKPOA about Lots 5, 6, 7 to write a contract on the property, pending rezoning. Dean Dorsch seconded and the motion passed unanimously.
DISCUSSION AND POSSIBLE ACTION: BY-LAWS REVISION: Chairman Steve Wood indicated a need to reword the by-law that refers to the office of Secretary/Treasurer. This will be discussed at the next meeting.

TREASURERS REPORTLloyd Butts Presented the treasurers
report in Dave Spanglers absence. The YTD revenues exceeded budget by $111,055 and YTD expenses were below budget by $79,498. Delinquent accounts were reduced from $75,109 to $62,352 over the past 12 months. Congratulations were extended to Lloyd and all the department managers for outstanding performance over the past year.
DEPARTMENTAL REPORTIn Rocky’s absence, Anita Morris
gave the Lodge report. For the month of June Revenues exceeded budget by $36,000 while the expenses only exceed budget by $640. [Please note this is not a typographical error.] Also Anita pointed out that over the past 24 months revenues have increased by $128,000 or 34%.
Dave Long pointed out that the bent grass on the greens is not growing as fast and therefore is more important to repair ball marks. A herbicide has been applied to kill weeds and the fairways will appear brown until we apply water and fertilizer. We need to pay attention to the workers on the greens and fairways, as they may not see us
immediately however they will motion us as soon as they can.
Don Hoover reported on mowing, siltation removal continues and road repairs have been done. Don expects to do some major road repairs to begin fairly soon.
Gary Davidson stated that the Fourth of July was safe and traffic control both at the front gate and East Gate created minimal delays for members and guests. A break-in at the Pro Shop was observed and with the assistance of the Cooke County Sheriffs Dept. the suspect was arrested and taken to jail. We also had a serious Jet Ski accident that occurred about midnight on July 10 when an inebriated operator struck a dock. The department issued 47 citations with 9 for speeding, 9 firework violations, 7 unlicensed golf cart operators and 5 for stop sign violations.
Some questions were raised by members about trash being put out early and animals getting into the trash and making a mess. Jack Thies commented that we need to work on education not fines. If someone is leaving on vacation or a weekender has a problem with trash, please contact Lloyd at the POA office.
The meeting was adjourned at 7:40 on a motion by Charles Huddleston and second by Stella DiPasqua.

OLD BUSINESS After some discussion on cost for the
mechanical installation by Don Hoover’s group, the board voted unanimously to proceed with the East Gate construction on a motion by Stella Dipasqua and second by Charles Huddleston.
Lloyd Butts reviewed the June and full year financials with the board. As anticipated, the full year results were slightly better than prior full year forecast.
Lloyd Butts has met with Callisburg Superintendent of schools and coaches to develop a relationship and an approach as to how reduce mischief/ vandalism and to improve relations with students. Additionally LaVerta Burhans and several property owners have met with the superintendent with the idea of developing a leadership class similar to that sponsored by the Kiowians for Kiowa students. With the changing demographics at Lake Kiowa, we need to be looking at how to provide opportunities to our youth such as soccer fields or baseball diamonds.
