The Home Ministry has so far released Rs 637.98 crore dur- ing 2018-19 to 17 States to meet special development needs of border population with a focus on the people living within 50 kilometres of the International Border, they said. In 2017-18, the Ministry had released Rs 1,100 crore for the all-round development of vil- lages located along the International Border, a Home Ministry official said. The BADP covers 111 bor- der districts in 17 States to meet special development needs of border population with a focus on the people living within 50 kilometres of the International Border. Schemes under the BADP include construction of primary health centres, schools, supply of drinking water, community centres, connectivity and drainage to enable sustainable living. It now covers schemes or activities relating to Swachhta Abhiyan, skill development pro- grammes, promotion of sports activities in border areas, pro- motion of rural tourism, border tourism, protection of heritage sites, construction of helipads in remote and inaccessible hilly NEW DELHI, Jan 11: BJP president Amit Shah today projected the Lok Sabha polls as a clash of ideologies and likened it to the third bat- tle of Panipat between Marathas and the Afghans army, saying the election results will be equally signifi- cant for the country. In his inaugural address at a party convention here, he dis- missed the proposed grand alliance of opposition parties against the BJP as a "sham", say- ing they are a disparate group with neither a leader nor any policy and have been brought together by their greed of power. The BJP must win the elec- tions to pursue its agenda of cul- tural nationalism and the poor's welfare, he said. The party has the "world's most popular" leader in Prime Minister Narendra Modi, he asserted, asking thousands of BJP delegates to go with the pledge of bringing the Government back to power. In his speech, which lasted over an hour, Shah repeatedly emphasised the significance of the upcoming polls, stressed on a number of Modi Government's measures- espe- cially those related to security, curbing corruption and wel- fare programmes- and hit out at the Congress for its dare to target Modi on the issue of graft when its president Rahul Gandhi is on bail in a "case of corruption". Modi and other top leaders of the party were on dais as he gave the party war cry to win the next polls, claiming that people like the BJP want a "mazboot sarkar" (strong Government) and the opposition wants a "maj- boor sarkar" (helpless Government). Sources said that a naka was established near Hotel Dilshan in Shalteng area on Srinagar Baramulla National Highway by the Special Operations Group of Jammu and Kashmir Police dur- ing which two people were detained. They have been identified as Sajjad Bhat of Pulwama and Waheed of Budgam, who were coming from North Kashmir and were on their way to South Kashmir. Sources said that both of them are Over Ground Workers (OGWs) of militants. Police recovered arms and ammunition from their posses- sion including one AK 47, one INSAS rifle and one hand grenade. Besides arms, Rs five lakh cash were also seized from their possession The vehicle under registra- tion number JK13C 2094, in which they were travelling, was seized by Police. They have been taken to SOG headquarters at Cargo and are being questioned. Union Cabinet approval to Ujh Multipurpose Project shortly as MoWR clears revised DPR Mohinder Verma JAMMU, Jan 11: Union Cabinet approval to the Ujh Multipurpose Project in Kathua district is likely short- ly as the Advisory Committee of the Ministry of Water Resources (MoWR) has finally cleared the revised Detailed Project Report (DPR) pre- pared by the Jammu and Kashmir Government. This is one of the series of the projects the foundation stone of which will be laid by the Prime Minister Narendra Modi dur- ing his forthcoming visit to the State. Highly placed sources in the Union Ministry of Water Resources told EXCELSIOR that in its 139th meeting held on January 7, 2019, the Advisory Committee of the Ministry held detailed deliberations on the revised Detailed Project Report submitted by the State Government for accord of tech- no-economic clearance to the Ujh Multipurpose Project. The meeting was chaired by the Secretary to Government of India, Ministry of Water Resources and attended by Chairman of Central Water Commission and Secretaries to the Government of India, Ministries of Finance, Power and Environment. After minute examination of the revised DPR, the Advisory Committee cleared the project and now the file will be placed before the Union Cabinet for approval, which is expected shortly as the project of immense impor- tance has already faced delay of over 17 years because of non-serious approach of the successive Governments in Jammu and Kashmir, sources said. It is reliably learnt that Prime Minister will also lay foundation stone of this project during his forthcoming visit to the Jammu and Kashmir. “Since Ujh is the National Project the Government of India will ensure that work on it commences as early as possible”, sources informed. It is pertinent to mention here that State Administrative Council headed by Governor had approved the revised Detailed Project Report (DPR) of the Ujh Multipurpose Project on July 17, 2018 and after incor- poration of provisions of Relief and Rehabilitation Plan for the project affected families on the pattern of one implemented in respect of Kishenganga Hydroelectric Project in the revised DPR the Union Ministry of Water Resources was Major among 3 martyred in BAT strike, sniping on LoC Sanjeev Pargal JAMMU, Jan 11: In back to back attacks, three Army personnel including a Major were martyred, two of them in a suspected BAT strike in Lam area of Nowshera sector and another in a sniping incident in Sunderbani sector of Rajouri district, triggering fresh wave of tension on the Line of Control (LoC) as troops launched massive search operations on the LoC to thwart infiltration attempts and avenge the killings. During past few days, Pakistan army had regularly been violating ceasefire on the LoC in twin border districts of Poonch and Rajouri and there had been reports that the troops from across were trying to aid and abet infiltration of the mili- tants. Sources told the Excelsior that an Improvised Explosive Device (IED), suspected to be planted by Pakistan army's Border Action Team (BAT), went off when an Army Gypsy moved over it at forward village of Pukharni in Lam area of Nowshera sector at 3 pm today. This led to a powerful explosion in which four soldiers were injured. Another Army team rushed to the help of soldiers critically injured in the Gypsy and there were reports that they too stepped over another IED, plant- ed by the BAT team, leading to one more explosion. An Army Major and a soldier were martyred and four jawans including a Junior Commissioned Officer (JCO) were injured. The deceased Army Major has been identified as S V Nair and the soldier as Jeevan Gurang. Injured were identified as Narinder Singh and Vir Bahadur. Re-enforcement of Army was immediately rushed to the spot and they shifted martyred and injured jawans to hospital. Later, all injured were airlifted to the Command Hospital in Udhampur. Troops immediately cor- doned off entire area in Lam sector and conducted searches. However, presence of the BAT intruders couldn't be spotted immediately and it was believed that they might have fled back to Pakistan after planting the IEDs on Indian side of the LoC. A Defence spokesman said: "Today at about 3 pm, an Improvised Explosive Device (IED) explosion took place near LoC in Nowshera sector in which an Army officer and a sol- dier got grievously injured. Immediate resuscitation and medical aid was provided. However, they succumbed to the injuries''. In another incident of unpro- voked ceasefire violation by the Pakistani troops along LoC in Sunderbani sector of Rajouri district, the enemy troops sniped an Army porter identified as Hemraj, causing serious injuries to him. Injured porter was evac- uated from the spot and shifted to hospital, where he succumbed to the gunshot wounds. Hemraj was a local. Army authorities have prom- ised all possible assistance to the family of martyred Army porter. Sources said the martyrdom of three Army personnel includ- ing a Major have escalated ten- sions on the LoC as troops geared up to avenge the killings and teach the enemy a lesson for the misadventure. They added that an alert has been sounded along the LoC in anticipation of infiltration attempts by the militants under the cover of ceasefire violations by the Pakistan army. Only yes- terday, Army chief Gen Bipin Rawat had stated that 300 mili- tants were waiting across the LoC for infiltration into Jammu and Kashmir. Govind Sharma MARH: People of most of the areas of Marh constituency had all praise for their previ- ous MLA, Choudhary Sukhnandan Kumar, claiming that tremendous development has been done by him in last over three years and he had left no village without road and no mohalla without lanes and drains. Govt releases Rs 638 cr fordevelopment of areas along IB

NEW DELHI, Jan 11: The Centre has released

After minute examinationof the revised DPR, theAdvisory Committee clearedthe project and now the filewill be placed before theUnion Cabinet for approval,which is expected shortly asthe project of immense impor-tance has already faced delayof over 17 years because ofnon-serious approach of thesuccessive Governments inJammu and Kashmir, sourcessaid.

It is reliably learnt that PrimeMinister will also lay foundationstone of this project during hisforthcoming visit to the Jammu

to back attacks, three Armypersonnel including a Majorwere martyred, two of them ina suspected BAT strike in Lamarea of Nowshera sector andanother in a sniping incidentin Sunderbani sector ofRajouri district, triggeringfresh wave of tension on theLine of Control (LoC) astroops launched massivesearch operations on the LoCto thwart infiltration attemptsand avenge the killings.

During past few days,Pakistan army had regularlybeen violating ceasefire on theLoC in twin border districts ofPoonch and Rajouri and therehad been reports that the troopsfrom across were trying to aidand abet infiltration of the mili-tants.

Sources told the Excelsiorthat an Improvised ExplosiveDevice (IED), suspected to beplanted by Pakistan army's

Border Action Team (BAT),went off when an Army Gypsymoved over it at forward villageof Pukharni in Lam area ofNowshera sector at 3 pm today.This led to a powerful explosionin which four soldiers wereinjured.

Another Army team rushedto the help of soldiers criticallyinjured in the Gypsy and therewere reports that they toostepped over another IED, plant-ed by the BAT team, leading toone more explosion.

An Army Major and a soldierwere martyred and four jawansincluding a JuniorCommissioned Officer (JCO)were injured. The deceasedArmy Major has been identifiedas S V Nair and the soldier asJeevan Gurang. Injured wereidentified as Narinder Singh andVir Bahadur.

Re-enforcement of Armywas immediately rushed to thespot and they shifted martyredand injured jawans to hospital.Later, all injured were airlifted

to the Command Hospital inUdhampur.

Troops immediately cor-doned off entire area in Lamsector and conducted searches.However, presence of the BATintruders couldn't be spottedimmediately and it wasbelieved that they might havefled back to Pakistan afterplanting the IEDs on Indianside of the LoC.

A Defence spokesman said:"Today at about 3 pm, anImprovised Explosive Device(IED) explosion took place nearLoC in Nowshera sector inwhich an Army officer and a sol-dier got grievously injured.Immediate resuscitation andmedical aid was provided.However, they succumbed to theinjuries''.

In another incident of unpro-voked ceasefire violation by thePakistani troops along LoC inSunderbani sector of Rajouridistrict, the enemy troops snipedan Army porter identified asHemraj, causing serious injuries

to him. Injured porter was evac-uated from the spot and shiftedto hospital, where he succumbedto the gunshot wounds.

Hemraj was a local.Army authorities have prom-

ised all possible assistance to thefamily of martyred Army porter.

Sources said the martyrdomof three Army personnel includ-ing a Major have escalated ten-sions on the LoC as troopsgeared up to avenge the killingsand teach the enemy a lesson forthe misadventure.

They added that an alert hasbeen sounded along the LoC inanticipation of infiltrationattempts by the militants underthe cover of ceasefire violationsby the Pakistan army. Only yes-terday, Army chief Gen BipinRawat had stated that 300 mili-tants were waiting across theLoC for infiltration into Jammuand Kashmir.
