    11 COMMISSIONER ROGERS: Thank you, Mayor. This

    12 evening we have two proclamations that we would like to

    13 present.

    14 The first one is the Nutley Raider Marching Band.

    Now on the proclamation of the Raider Marching Band, there

    1 6 are a lot of names we want to appear as submitted

    17 (indiscernible) will accompany that (indiscernible) we note

    18 significant accomplishments that these youngsters made.

    WHEREAS, THE Raider Marching Band was undefeated

    21 in the 2013 New Independent League Group AA Competition,

    22 placing an impressive first in all five of their

    23 competitions this year, winning Best Music, Effect, Color

    24 Guard, Percussion, Visual, and Major Drum, and

    WHEREAS, The Nutley Raider Marching Band is under _ J

    the direction of Coordinator of Music, Mr. James Riley;

    Band Director, Mr. John Maiello; Assistant Band Director,

    Mr. Vincent Vicchiariello; Color Guard Instructor,

    Ms. Aurilla Card; Percussion Instructor, Mr. Joshua DeWald;

    Visual and Drill Design, Michael Coppola; and

    WHEREAS, The Nutley Raider Marching Band, as well

    as the Drill Team, are comprised of talented and dedicated

    students from all four high schools, with a total of 6 8

    students in each group; and

    WHEREAS, The Nutley Raider Marching Band continues

    the long-standing tradition of promoting Raider pride by

    providing unwavering support and encouragement to fans and

    players throughout the year, as well as excelling in the

    competitive performance arena;

    NOW THEREFORE BE IT PROCLAIMED, that the Board of

    Commissioners, in the Township of Nutley, in the County of

    Essex, join with the citizens of Nutley in recognizing and

    congratulating The Nutley Raider Marching Band, Drill Team

    and their Directors, and the students on their outstanding

    accomplishments throughout the 2012 -- strike that -- 2013

    season.

    1 COMMISSIONER ROGERS: Mr. Riley, would you come

    2 forward.

    3 (Applause)

    4 COMMISSIONER ROGERS: The second proclamation is

    5 kind of a first of its kind. And it directly involves

    6 students of Nutley High School directly involved in our

    7 Veterans' Day, which is kind of (indiscernible) .

    8 WHEREAS, Nutley High School Patriot Club began in

    9 the fall of 2013 under the direction Mr. Jarrett D. Vick;

    10 and

    11 WHEREAS, the purpose of the Nutley High School

    12 Patriot Club is to enable students to promote the patriotic

    13 spirit of the Nutley High School community and to honor and

    assist members of the U.S. armed forces and veterans; and

    WHEREAS, the Nutley High School Patriot Club

    16

    sponsored a Veterans' Day program on Monday, November 11,

    2013, in the Nutley High School Auditorium to honor and

    recognize our local veterans; and

    19 WHEREAS, the program included performances by the

    20 Nutley High School Chamber Singers, Nutley High School Jazz

    21 Band, bagpipes, multimedia presentations, color guard; and

    22 WHEREAS, this is something really neat, there were

    25

    240 people in attendance including 70 veterans, who were

    recognized and presented with a certificate and a small

    gift;

    1 NOW, THEREFORE BE IT PROCLAIMED, by the Board of

    2 Corrunissioners of the Township of Nutley, County of Essex

    3 that Nutley High School Patriot Club members there's not

    4 too many of them so we're going to name them and I believe

    5 they're here tonight -- Chris Palmer, Tyler Ross, Ryan

    6 McGlone, Brian Devine, Nick Miller, John Conca,

    7 Gabe Fortella, Rob Melio, Matt Genitempo, Evan Keating,

    8 Frank Malanga, Mike Buckley, Brandon Costa, Aston Mercado,

    9 Joe Iorio, Sydney Casale, Torruny O'Mara, Christopher Palma,

    10 and Mike Foster, along with Director Jarrett D. Vick, be

    11 recognized and congratulated for their outstanding efforts

    12 in acknowledging and honoring our Nutley Veterans, and

    13 perpetuating the pride and dignity they so rightfully

    14 deserve.

    20 this, we usually give everyone a chance to leave, because

    21 most people don't want to stay. But before you guys go, I

    22 have something to say and I'm sure some of the other

    23 corrunissioners might.

    Last night with Corrunissioner Rogers, who invited

    I have to tell you, you know, I'm pretty much a sports guy,

    I must admit. I was never so proud to be part of Nutley in

    my life because you guys rock it as you say. And it was

    I really thought it was a bunch of professionals up there.

    So, Mr. Riley, to you, your staff, to the parents who

    dedicate their time, un -- when I say unbelievable to see

    what these kids have put together, it's tremendous and it

    really, really, like I said last night, it makes Nutley very

    proud.

    Unfortunately, last night, our mic that Steve and

    I were using I don't think was working, Steve. And when I

    went back to one of the parents, he said, you know, Al, we

    couldn't hear a word you said. And I said, usually those

    are our best speeches. So tonight I'm sure you could hear

    us. And as far as Mr. Vick back there with the veterans and

    the kids, most of the families we know and I'll tell you,

    talk about making veterans feel special and, you know,

    Jarret D. Vick as they say, you know, you travel and -

    abroad with these kids and being a role model, you learn

    what Nutley is all about, inspiration and you know, I'm sure

    the Board of Commissioners thank you as well. So thank all

    of you.

    copies of the proclamation because I know some people are

    Xeroxing them. But we've got them all made and you're going

    to get them.

    But just having been a band parent and a color

    guard parent, I know the hard work that goes in to the

    performances and to the competition. So congratulations.

    And for our Patriot Club, it's, you know, we hear a lot of

    negative about our young people. But it's still nice to see

    the positive. Thank you.

    UNIDENTIFIED COMMISSIONER: I'll add comments of

    congratulations and I'd add that too often we're focused in

    on the challenges that we have and we don't talk enough

    about Nutley pride. And you guys are just doing, you know,

    great to uplift everyone's spirits at a time of great need.

    We've been at war for a long time. There's a lot of

    challenges and a lot of new veterans as new challenges

    associated (inaudible)e. Great to see that you have rallied

    and begun to (inaudible). Very proud of you and (inaudible)

    ramp up Nutley pride on that side. On the band side, Nutley

    pride, my God, back -- I graduated 1973 (inaudible)e.

    18 these modifications reflect a lot of input from business

    19 owners in different areas that we needed it (inaudible) , a

    long time in coming.

    22 amend an ordinance codified in the Code of the Township of

    23 Nutley, Chapter 700, entitled Zoning, particularly Article

    Associates which would be an improvement to the treasury

    software capability that will just improve our efficiency

    and our ability to progressively move to accepting credit

    cards and allowing for a greater (inaudible) .

    It's your submitting a modification? Could you tell me

    what the modification is?

    COMMISSIONER EVANS: It's for the -- to add to the

    13 -- our capital ordinance, the spending to purchase software

    that will improve our treasury function capability. We

    normally submit our capital in the beginning of the year, 15

    but we're now doing this as an amendment to that this year

    now.

    MS. LANDRY: And is there a dollar figure to the 18

    COMMISSIONER EVANS: $55, 000.

    MS. LANDRY: $55, 000 additional to what you tal

    about last time?

    COMMISSIONER EVANS: No, it's the same. We just

    -- we introduced it, now we're just having the public

    hearing on it.

    3 MS. LANDRY: So it'll be 55, 000 for the software

    4 that will allow the citizens of Nutley to be able to pay

    5 their taxes online instead of driving here during the day to

    6 pay them?

    7 COMMISSIONER EVANS: Well, they could drive if

    8 they want to.

    9 MS. LANDRY: We want to have a green Nutley

    10 according to the Planning Commission and one of the goals of

    11 the Planning Commission is to reduce driving in Nutley,

    12 though --

    13 COMMISSIONER EVANS: I wish them luck with that.

    14 MS. LANDRY: You did what, sir? I'm sorry.

    15 You're inaudible.

    16 COMMISSIONER EVANS: I wish them luck in reducing

    17 driving in Nutley (inaudible) .

    18 MS. LANDRY: I'm sorry. I'm not hearing you.

    19 COMMISSIONER EVANS: I wish them luck in reducing

    20 driving in Nutley as part of their broader green -- going

    21 green plan. All for itself, one of the attributes of it

    22 will allow us to provide a merchant provider service as it's

    23 called to allow for credit card use. The main function of

    24 it is to upgrade my treasury function software which will

    25 allow us to have more efficient service.

    1 MS. LANDRY: And to clarify, part of that will be

    2 merchant services for payment of taxes online?

    3 COMMISSIONER EVANS: Yes.

    4 MS. LANDRY: And when do you anticipate this

    5 service being available to the taxpayers?

    6 COMMISSIONER EVANS: If not by May, the August

    7 quarter will be a taxpayers for paying taxes. We do have a

    8 recreation account which is through the parks and recreation

    9 department and I expect that we would actually bring it to

    10 them first to make sure that we have the system working

    11 properly because it's a smaller a smaller impact on my

    12 department. So first would be the recreation account and

    13 then probably if I get it all on time -- in time for May,

    14 I'll get it there in May.

    15 MS. LANDRY: Okay. Can you explain the Parks and

    16 Recs component of this software?

    17 COMMISSIONER EVANS: I don't -- it's not -- it --

    18 Parks and Rec has recreation account software and a function

    19 that they would like to do for children who --

    20 COMMISSIONER TUCCI: Let me -- let me explain

    21 this.

    22 MS. LANDRY: Okay.

    23 COMMISSIONER TUCCI: We have registration online

    24 right now.

    25 MS. LANDRY: Okay.

    3 The first thing I wanted to do is say Merry

    4 Christmas and Happy Holidays, everybody. Hope it's

    5 wonderful.

    7 MS. LANDRY: Trying to get used to the snow thing.

    8 I also have a couple of people I want to

    9 acknowledge. The people who work in (indiscernible) the

    10 technical assistants, Antoinette DeBlassio -- I may get some

    11 of these names wrong -- Tracy Peters and Bridgette Riley,

    12 those are easy, and then Mr. Dave Barry. Even though I was

    13 unable to get started on my project before the snow came, I

    14 wanted to acknowledge those people for the work that they

    16

    did in trying to help me out.

    I also want to acknowledge Melany and Evelyn who

    have been -- Evelyn Rosario who has been amazing. And

    then, of course, the voice, the friendly voice of Nutley,

    Sharon.19 So I appreciate all you guys trying to help me out

    20 -- figure out how all this works.

    21 I had the opportunity years ago to study with a

    22 gentleman named Dr. W. Edwards Deming and some of you may

    know him as the father of total quality control or

    statistical process control. He was hired by Ford to help

    them transform and it was a great experience. And what he

    -1 Page 4 2 1 always said was 85 percent of the time problems that we face

    2 in businesses, in government, families, whatever, it's the

    3 process and not the people.

    4 And I think the people who work in Nutley and for

    Nutley are amazing people. And I think that, you know, from

    6 a military kind of perspective, they're the front line and

    7 they take the brunt of people's frustrations and challenges.

    8 And as commissioners, they're your front line. And your

    9 role and in my consulting with businesses for leaders,

    whatever, is to make sure that your people have the

    11 processes and systems in place that they need to efficiently

    12 and effectively serve the townspeople so that they aren't

    13 always getting beat up. Because it's processes; it's not

    14 people. People are good. Everybody goes to work wanting to

    do a great job. You just need the processes and the systems

    16 to allow them to do that.

    17 So last meeting, I asked Commissioner Evans to be

    18 personally accountable for making some systems and process

    19 changes in the permit department so that other citizens who

    want to bring tax dollars into the community don't have to

    21 wait seven weeks to do it. Well, now it's going to turn

    22 into more like a lot of weeks because of the snow because

    and my people who were out of work who were waiting to do

    24 this project, the electrician, the plumber, the contractor,

    cement guy, all then take on other work because the

    1 normal process is three weeks. However, for some reason

    2 mine fell through the cracks and it took seven.

    3 But I just want to make sure the crack is fixed so

    4 that the next person who wants to, you know, improve their

    5 property which would improve the tax value or the whatever,

    6 not that I'm looking forward to that part, but I am looking

    7 forward to my new/old building.

    8 So I don't know how I do this because it said to

    9 address you --

    10 MAYOR PETRACCO: Uh-huh.

    11 MS. LANDRYe: but I would like for Commissioner

    12 Evans to kind of give a report.

    MAYOR PETRACCO: Sure. Sure.

    MS. LANDRY: About what has been changed in the

    Department. Because last time he said he was going to make

    16 sure Mr. Barry did it and I asked him to be personally

    17 responsible because everybody I've talked to loves Mr. Barry

    18 and he's great and he called me and he was --

    21 I can j ust tell you that I've been on this Board for the

    22 last six years and, you know, not only Commissioner Evans,

    23 but all the commissioners are very accountable for what they

    24 do. So when they say they're going to do something, I could

    of permit submittal have been made in the Code Enforcement

    Department since you said you would be personally

    accountable for making some changes?

    responsibilities?

    COMMISSIONER EVANS: I have the overall executive,

    judicial, administrative and operating responsibilities of

    the Department to make sure that I have resources there that

    can do the job. I have to make sure that I give him the

    authority that he needs and the space that he needs to do

    his job.

    MS. LANDRY: And so you say that the people within

    your Department have the authority to do what needs to be

    done to improve?

    COMMISSIONER EVANS: Absolutely.

    MS. LANDRY: Okay. And -- and in

    construction official not only has the authority by me, he

    has it by state law.

    MS. LANDRY: But I think Mr. Barry's the zoning

    2 to get a couple of pdfs off of there, off the website today.

    3 And then I sent a question about it and then they all

    4 disappeared. So there must have been a technical glitch.

    5 But thank goodness, I have a copy.

    6 So right before I left to come here --

    7 MAYOR PETRACCO: Uh-huh.

    8 MS. LANDRY: I checked for the planning

    9 commission meetings because they ' re Board minutes which

    they ' ve never put any up. But for the -- this Board the

    minutes were up there. The last ones were -- I think I have

    it right here, April 25th. So apparently what's happening

    is whoever this company is that the minutes are sent out to, 13

    they ' re kind of backlogged. So they haven't sent back any

    minutes since April 25th, 2013.

    16 Part of the recommendation would be to get a new

    17 company contract and somebody who can get it done a little

    18 quicker so that they ' re on the website. But then when I

    19 went back to recheck something, all the minutes were gone

    20 off the website.

    2 Okay. So the rest of it is when the outside

    3 company contracted for minute transcription returns the pdf

    4 document of the minutes to the town clerk, the audio file is

    to be replaced with the minutes, okay, so that people have

    6 it right after the meeting and not have to wait six months

    7 to get them and/or drive down here to get a copy or a CD or

    8 whatever.

    9 An alternative recommendation is that if the town

    charter does not allow for audio minutes to be posted on the

    11 website, that the responsible commissioners will investigate

    alternative transcription services that can provide meeting 12

    minutes in a timely manner to the citizens of Nutley.

    This recommendation is made to support the Nutley

    planning action steps re: the greening of Nutley. Timely

    posting of minutes will decrease the number of calls and 16

    therefore the workload on the staff to the town clerk and

    1 8 other staff members and trips made to the office to pick up

    1 9 printed copies of minutes.

    It is requested that this communication be read

    21 into the Board -- the next Board of Communications (sic)

    hard to find an average. To say I'm going to find an

    average in Nutley and say this person's on average

    with the tax bills coming out a simple calculation that

    was another budget guy at this meeting. Roger, is that his

    name? No. Commissioner Evans discussed the assess value

    volatility. Ray. Okay. So Ray --

    COMMISSIONER EVANS: Ray Serranelli (phonetic) ,

    he's our independent auditor.

    MS. LANDRY: Yeah. He was inaudible for 15 pages.

    It appears to me that somebody would have asked Ray to speak

    into the mic. Does anybody recall asking Ray to speak

    clearly so that of the 15 pages of him addressing the

    commissioners every single line has inaudible in it.

    MAYOR PETRACCO: Well the only thing that I can

    answer your question about is that we don't have the device

    in front of us to let us know if it's audible or not

    audible. So alls I can say tonight to you is that we can

    look into the problem and we could try to correct it and see

    what the shortcomings of that is.

    MS. LANDRY: And to Evelyn's, you know, I've been

    13 would like the minutes for this meeting re-sent to the

    14 company responsible for transcription and posted to the

    website.

    16 I'm also requesting that the ton do a much better

    17 job of timely posting of minutes for all boards and

    18 commissions to the website so that the people, the taxpaying

    19 citizens of this community can be informed and have the

    information that they need to serve themselves and their

    21 families. And that is my request, Mayor Petracco. And I

    22 would like you to be as the mayor, per se, that you would be

    23 personally accountable for making that happen, if that's

    didn't have any idea that they weren't audible. I thought

    our minutes were posted the legal way. The one thing I can

    say is that we will look into it.

    WHEREAS, the purpose of the NHS Patriot Club is to enable students to promote the patriotic spirit of the Nutley High School community and to honor and assist members of the U.S. armed forces and veterans; and

    WHEREAS, the NHS Patriot Club sponsored a Veterans Day program on Monday, November 11, 2013 in the Nutley High School Auditorium to honor and recognize our local veterans; and

    WHEREAS, the program included performances by the NHS Chamber Singers, NHS Jazz Band, bagpipes, multimedia presentations, color guard; and

    WHEREAS, there were 240 people in attendance including 70 Veterans, who were recognized and presented with a certificate and small gift;
