The health ministry said that World Health Organisation (WHO) Situation Report- 153 presented on June 21, showed that India has one of the lowest cases per lakh population in spite of its high population densi- ty. "India's cases per lakh population are 30.04 while the global average is more than its triple at 114.67. The US has 671.24 cases per lakh population while the metric for Germany, Spain and Brazil is 583.88, 526.22 and 489.42 respectively," stated health ministry press statement. This low figure is thus a testimo- ny to the graded, pre-emptive and pro-active approach of the govern- ment along with the States/UTs that took extensive measures for the pre- vention, containment and manage- ment of COVID-19, it said. "In the incident, Havildar Dipak Karki was critically injured and later succumbed to his injuries. He was a brave, highly motivat- ed and sincere soldier. The na- tion will always remain indebted to him for his supreme sacrifice and devotion to duty," said De- fence PRO Lt Col Devender Anand in a statement. Earlier in the day, Pakistan vio- lated ceasefire in Krishna Ghati and Nowshera sectors at about 3:30 am and 5:30 am. COVID-19 test charges capped at Rs 2,000 in Chd CHANDIGARH: The Chandi- garh Administration has decided to cap the charges for COVID- 19 tests in the city at Rs 2,000. The decision was taken at a meeting held by Manoj Parida, Adviser to the Administrator, and Arun Kumar Gupta, Principal Secretary, Health, with the pri- vate SRL Diagnostics Laborato- ry, which is authorized to test COVID-19 cases in the city. A release said that the upper limit of Rs 2,000 was fixed for every test as compared to the existing rate of Rs 4,500. Many states are charging Rs 2, 400 for the test. Chandigarh has reported a total of 406 COVID-19 cases of which there are 84 active cases, 316 patients have been cured/dis- charged and six persons have succumbed to the virus. A three-judge bench headed by Chief Jus- tice of India (CJI) Sharad Arvind Bobde said that the apex court is only considering con- ducting the yatra in Puri and not anywhere else in Odisha. SC had earlier stayed the annual Rath Ya- tra at Jagannath Temple in Puri, which is slat- ed to be held on June 23, and all activities re- lated to the gathering in view of the coron- avirus pandemic this year. The top court today pronounced the order after hearing a batch of intervention applica- tions seeking modification of its earlier order of staying the annual Rath Yatra at Jagannath Temple in Odisha's Puri in view of COVID-19 pandemic. The apex court, while disposing of the pleas filed in the matter, noted that the State can stop the yatra or festivities if they feel it is going out of hand and added that it was aware of the situation and has passed the order ac- cordingly. Petitioner's lawyer Pranay Kumar Mohapatra had earlier said that the pleas sought directions to allows holding of Yatra only at Puri, subject to some restrictions. According to Mohapatra, the plea said that Rath Yatra should be allowed to be held in Puri on its scheduled time and the entire district should be shut down completely. "People should not be allowed to partici- pate in the Rath Yatra and the temple area should be barricaded around 3 kilometres. Odisha government has already conducted COVID-19 tests on 1,172 sevayats, which have come negative," he added. Mohapatra said that if the Rath Yatra is conducted by sevayats, there are fewer chances of coronavirus spread during the reli- gious programme. The Chief Minister’s directives came after Dr KK Talwar, the state government’s health advi- sor and former PGI direc- tor, said 100 staff mem- bers, mainly senior resi- dent doctors and assistant professors, were required to be on-board by the Med- ical Education department in each Medical College on urgent basis to handle the critical Covid patients. Responding to Dr Talwar’s sub- mission on the staff requirement, the Chief Minister immediately sanc- tioned these 300 posts, directing the department to make ad hoc appointments by hiring grad- uating students as Senior Residents. Make home quarantine mechanism more effective: Jai Ram BUREAU SHIMLA, JUNE 22 The people of the State stranded in different parts of the country willing to come back must apply on- line before the concerned Deputy Commissioners and after complete scrutiny they would be al- lowed to enter the State. This was stated by Chief Minister Jai Ram Thakur while presiding over the video conference with the Deputy Commissioners, Superin- tendents of Police and Chief Medical Officers from Shimla today. Jai Ram Thakur said that Deputy Commissioners have been authorised to de- clare any institutions within their jurisdiction as COVID Care Centre so as to facili- tate the COVID-19 patients in their respective district. He said that about 100 new cases of Corona have been detected in the State within last three days was a matter of concern. He said that since the State has already brought back about two lakh people stranded in different parts of the country who desperately re- quired to be brought back. He said that e-passes must be given to only those people of the State who are on medical ground and in case of death. Jai Ram Thakur said that the home quarantine mechanism must be made more effective and constant vigil must be kept on the people, so that the persons do not jump home quarantine. He said that more facilities of institution quarantine must be created so as to ensure that there was no dearth of beds. Haryana to set up first state run mineral water plant BUREAU CHANDIGARH, JUNE 22- Haryana Government has de- cided to set up a Mineral Wa- ter Plant for manufacturing of bottled mineral drinking wa- ter under the brand name ‘Haryana Fresh’ through Public Health Engineering Department. Fur- ther, the first rural sewerage system under the Maha- gram Scheme will be inaugurated in village Sotai in Faridabad on August 15, 2020. These decisions were tak- en in the 53rd meeting of Wa- ter Supply and Sewerage Board of Public Health Engi- neering Department held un- der the Chairmanship of Chief Minister, Manohar Lal here today. Mahohar Lal directed the Department to chalk out the modalities for the setting up of this plant. Initially, the bot- tled mineral water from the plant would be made avail- able to the government insti- tutions. Later, mineral water Reverse Osmosis (RO) plants would be set up in the educa- tional institutions to provide clean and fresh drinking water to the students. It was also de- cided in the meeting that a comprehen- sive testing labora- tory would be set up in all districts of the State wherein apart from the drinking water; qual- ity of other eatables would also be checked. Manohar Lal said that to provide clean and adequate drinking water facil- ity to the people is among the top priorities of the State Government. Directing the department to ensure that there is no shortage of drink- ing water supply in urban and rural areas especially during the summer season. CHANDIGARH, JUNE 22 Due to favourable weather, Southwest monsoon likely to reach North-Western region including Punjab, Haryana on June 24-25, in its further ad- vancement from Delhi. Director of the Meteo- rological Center Surendra Pal told here today that the monsoon is coming ahead of time this time with the knocking of which there is a pos- sibility of heavy rain in the area. According to the Meteorological Center, there is a possibility of light rain in the next twenty-four hours in the region, rain in most places from tomorrow to 25 June and heavy rain and thunderstorms else- where. of this plant. Initially, the bot-tled mineral water from theplant would be made avail-able to the government insti-tutions. Later, mineral waterReverse Osmosis (RO) plantswould be set up in the educa-tional institutions to provide

clean and freshdrinking water tothe students.

It was also de-cided in the meetingthat a comprehen-sive testing labora-tory would be set upin all districts of theState wherein apart

from the drinking water; qual-ity of other eatables wouldalso be checked. Manohar Lalsaid that to provide clean andadequate drinking water facil-ity to the people is among thetop priorities of the StateGovernment. CHANDIGARH: Morepen Laboratories Ltd. has reported a 16.43 per cent rise in its Net Profit (Consolidated) at Rs. 33.58 crore. Net Consolidated Revenue during the year rose by 11.7 per cent at Rs. 862.55 crore.The company’s net profit was Rs. 28.84 crore on a net revenue of Rs. 772.21 crore in the previous fiscal. The EBIDTA (Consolidated) for FY 2019-20 rose by 9.6 per cent at Rs. 78 crore and the Cash Profit (Consolidated) by 10 per cent at Rs. 76.02 crore. Consolidated Profit before Tax (PBT) recorded extraordinary growth by 34 per cent at Rs. 39.11 crore, up from Rs. 29.18 crore in the previous fiscal. Domestic Sales Revenue in FY 2019-20 was up by 11.75 per cent at Rs. 496.36 crore and Export Sales Revenue up by 10 per cent at Rs. 343.24 crore.

STF busts gang of carlifters, 14 luxury

Unearthing a scam, Haryana’s STFhad put brakes on an interstate autolifter’s gang being operated in con-nivance with transport authority offi-cials after it arrested three accused, in-cluding two employees of MehamTransport Authority, in this connec-tion.

With their arrest, 14 high-endstolen luxurious cars worth crores ofrupees were also recovered.

Giving this information here to-day, the DIG STF, Mr Sateesh Balan,IPS had informed that STF, which hasbeen established to deal with organ-ized crime, had recovered six ToyotaFortuner, four Toyota Innova, threeMahindra Scorpio and one Breeza.

While one accused Parveen, a res-ident of Prem Nagar, Dadri has beenarrested with a car bearing registrationnumber HR-10-1616 stolen from Del-hi, the remaining 13 vehicles were re-covered from different locations bythe STF team. The other two arrestedaccused belonging to Meham Author-ity were identified as MRC Anil Ku-mar, Computer Operator Sombir.

The accused disclosed that the gangtampered the chassis and engine num-bers in connivance with transport au-thority officials and got the vehicle reg-

istered with the transport authorities inHaryana on the basis of forged docu-ments. Police arrest 2 extortionistsRANVIR PARASHARKAITHAL, JUNE 22

Kalayat police have arrested two persons, including a woman, for allegedly extortingRs.1.5 Lakh from a businessman after hatching a conspiracy to involve him in a criminalcase.The police also recovered Rs.10,000/- of the total extorted money. The woman wassent to judicial custody by a court here and the man was taken on a day’s remand for fur-ther interrogation and recovery of a mobile phone used by them in making a video of thevictim.

S.P Shashank Kumar Sawan said here today that the police have arrested Meena Devi(40) of Karnal and her accomplice Vinod of Sega Village in Karnal and recoveredRs.6,000 and Rs.4000, respectively from them. The woman and her accomplice were intothe profession of matchmaking. The businessman of Kalayat at town came in contact withthem as he was interested in finding a suitable match for his brother-in-law. On June 4,2019, he was asked by the duo to accompany them to Taraori, Karnal to meet the proposedbridge, the businessman alleged. While they were sitting in a room, a girl on some pre-text entered the room and all others – except the girl and the Kalayat businessman-rushedout. ‘Meanwhile, two armed men arrived and they forcibly asked both of them to disrobeand made their video, the businessman alleged. They asked the victim to arrange Rs. 10Lakh and threatened to kill his son if he revealed anything to anybody.The victim con-tacted his relative over the mobile phone and arranged Rs.1.5 lakh. The accused collect-ed this money from Kalayat.

If Prime Minister Narendra Modi’s June 19 state-ment before an assembly of senior Opposition lead-ers on the subject of intensive Chinese military ac-

tivity in our border areas was a deep disappointment tothe country, its clarification the following day by thePrime Minister’s Office was worse. It was deeply dis-maying. It appeared to be saying the same thing as theChinese. In effect, it mocked the death of India’s 20soldiers who fell on June 15 trying to push the Chinesemilitary out from the Galwan River valley in easternLadakh, although this could not have been Mr Modi’sintention.

The PM spoke after his colleagues from the Oppo-sition parties had spoken and was gracious enough toacknowledge their sentiment in standing four squarebehind the country and its armed forces, but he deliv-ered a shock when he said categorically and explicitlythat the Chinese had not entered the Indian side of theLine of Actual Control or occupied any Indian posts.

If this was the case, then what’s been all the hulla-baloo about in India's military and political circles oflate? What was the need for the tensionfilled hourslong talk between the commander of India’s Ladakh-based 14 Corps and his Chinese counterpart on June 6?Why did the Indian readout of the conversation be-tween our external affairs minister and his Chinesecounterpart speak of Chinese intrusion without anyhedging? Indeed, why the need of the MEA to urge theChinese to return to “status quo ante” in Ladakh?

It is a no-brainer that Mr Modi’s remarks to Oppo-sition leaders are severely at odds with the MEA state-ment and the external affairs minister's observations. Inthat case, should heads roll in the MEA? More dramat-ically, should heads roll in the country’s higher militarycommand since the top brass too has been committedto facts on the ground and the pith of its observationsto the media have shown concern about China’s mili-tary incursion into the Galwan river valley as well as inthe Fingers area of Pangong Lake? If heads should rollin these precincts, what is the offence that should be at-tributed to them? Being at odds with the understandingof the PM? Did the national security advisor, who nowcarries a cabinet rank, and the newly-appointed Chiefof Defence Staff, shape the PM's appreciation, or didthey not?

These are subjects of critical importance for ournational life and are best thrashed out in Parliament atthe earliest, and not spun around and rung dry for crasspropaganda on friendly television channels, in supinesections of the media, and by the vicious battalions ofthe ruling party’s social media warriors.

Since the outbreak of anovel coronavirus, severalgovernmental and non-gov-ernmental agencies aroundthe world have accused Chi-na of opacity regarding thevirus and for hiding informa-tion.

RAND has published areport after examining therole of commercial air travelin the coronavirus disease2019 (COVID-19) pandemic.The Think Tank has said thatthere is strong evidence toprove that China's reportedCOVID-19 caseload was un-dercounted by a factor ofnearly 40.

"Many people haveraised concerns about the ac-curacy of COVID-19 datafrom China. In this report, wepresent strong evidence thatChina's reported COVID-19caseload was undercountedby a factor of nearly 40," thethink tank wrote.

"Based on officially re-ported cases in China in Jan-uary 2020, the odds of thenovel coronavirus appearingby January 22, 2020, in

Japan, Thailand, South Ko-rea, the United States, andTaiwan--as it did--wouldhave been minuscule," it not-ed.

From December 31,2019, to January 22, 2020,China reported a daily aver-age of 172 cases of COVID-19 among its residents. Thisnumber of confirmed caseswas equivalent to just one per8.2 million residents in thecountry per day.

If one goes by this trend,five countries--Japan, Thai-land, South Korea, the UnitedStates, and Taiwan--whichwere most at risk of import-ing COVID-19 from Chinashould have reported veryfew or nil cases as far fewerthan 8.2 million passengersflew from China to the fivecountries over that 23-day pe-

riod.However, RAND said

that the COVID-19 caseswere already being reportedin all five countries duringthis time.

"Just more than 1 millionpassengers flew from Chinato Japan and Thailand each,while slightly more than750,000 flew to South Korea,500,000 flew to the UnitedStates, and fewer than400,000 flew to Taiwan.Thus, all of these passengersfrom China totalled fewerthan 3.7 million, for an ex-pected COVID-19 exporta-tion rate of less than one caseto all five of these countriescombined," it said.

"However, COVID-19cases were already being re-ported in all five countriesduring this time.

New treatment for'frozen shoulder'

Ateam of scientists has developed anew minimally-invasive treatmentthat decreases errant blood flow in

the shoulder to quickly reduce pain andimprove function in patients with adhe-sive capsulitis, also known as "frozenshoulder."

The research abstract was presentedduring a virtual session of the Society ofInterventional Radiology's 2020 AnnualScientific Meeting.

Frozen shoulder gradually causes sig-nificant pain and stiffness of the shoulderjoint in an estimated 200,000 people inthe U.S. each year. The symptoms are of-ten treated with physical therapy or painmedications until they resolve within oneto three years.

"Patients with frozen shoulder are es-sentially told to tough it out until theirsymptoms improve, but considering thesignificant pain and decreased functionmany experiences, we looked to deter-mine if this treatment model of emboliza-tion, already in use in other areas of thebody, could provide immediate anddurable relief," said Sandeep Bagla, MD,CEO of Vascular Interventional Partners,NOVA and lead author of the study.

"We were shocked at the profoundand dramatic improvement patients expe-rienced in pain and use of their shoulder,"Bagla added.

In this Phase II FDA-approved Inves-tigational Device Exemption clinical trialon arterial embolization of the shoulder(AES), interventional radiologists insert-ed a catheter through a pinhole-sized inci-sion in patients' wrists that was used to

feed microsphere particles into as manyas six arteries in the shoulder to reduceinflammation.

The treatment was conducted on anoutpatient basis and took approximatelyone hour. Each patient's pain, disability,and blood flow in the shoulder weremeasured before and after the treatmentusing three scales, in addition to MRI im-aging to visualize the shoulder joint.

The treatment was successfully com-pleted in 16 patients whose symptomshad not responded to conservative treat-ment over 30 days.

Minor adverse events such as tempo-rary skin discolouration were reported innine patients. One month later, re-searchers followed the progress of 11 pa-tients and found that pain significantlydecreased after AES (-57 mm on the Vi-sual Analog Scale) and improved physicalfunction in all patients (+28 mm on theSingle Assessment Numeric Evaluationand +30 mm on the American Shoulderand Elbow Surgeons Shoulder Score).Additional progress was reported at thethree-month follow-up.

"We are early in the investigation ofthis treatment but are inspired by its ef-fectiveness in reducing pain and range ofmotion in patients' shoulders," said Bagla.

The research was conducted as a col-laboration between interventional radiolo-gy and orthopaedic surgery to build on in-ternational studies of the procedure byadapting the treatment design and embol-ic agent to be more durable. The teamplans to expand the study to additionalpatients in 2020.

A total of 44 people, includingsix of the same family, testedpositive for the virus taking thetotal infections in the state to701, Additional Chief SecretaryHealth and Nodal Officer ofCOVID R D Dhiman said onMonday.

While 16 tested positive inHamipur district, 14 in Kangra,9 in Una, two each Sirmaur andSolan districts, he said. With 44fresh infections, the tally rose to701 which included 265 activecases. As many as 22 patientsrecovered in the state duringlast 24 hours. Chief MedicalOfficer of Hamipur ArchanaSoni confirmed that 16 newcases of Corona surfaced inHamirpur district as five caseseach were reported in Nadaunmedical block and Tauni Deviand three each in Bhoranj andBarsar. With the reporting of 16new cases, the total number ofCorona positive cases in

Hamipur district has risen to182. This includes 70 activecases, 111 cured and two dead.Deputy Commissioner KangraRakesh Prajapati said that withthree fresh cases in the district,the total increased to 184.

He said that a 41-yr-oldman having a travel history ofDelhi tested positive today. Hiswife and daughter had alreadytested positive . Similarly, a 38-yr-old man also returned fromDelhi tested positive. He was ininstitution quarantine in Talwar.A 51-yr-old resident of Rakhvillage and Nagri post officetested positive. His son, withtravel history of Delhi, hadalready tested positive.

DC said thatarea of village panchayat Tukka ward number 3 ofUna subdivision (from Ram Swaroop's house in JattMohalla to Ram Das's house) has also been declaredas a container zone, while the remaining of wardnumber 1 and ward number 3 of Tukka The zone hasbeen declared as a buffer zone. He said that theseorders will remain in force with immediate effectfrom June 21. There will be no relaxation in curfew inthese container zones. Covid tally crosses 4.25 lakh in IndiaAGENCYNEW DELHI, JUNE 22

India on Monday added 14,821new COVID-19 cases pushingthe infection tally to 4,25,282,while the death toll rose to13,699 with 445 new fatalities,according to Union HealthMinistry data. The countrycrossed the four lakh-mark onSunday eight days afterrecording three lakh COVID-19 cases and has witnessed asurge of 2,34,747 infectionsfrom June 1 till 22. Indiaregistered over 10,000 casesfor the 11th day in a row.

The number of recoveriesalso continued to surge with2,37,195 patients cured so far,while there were 1,74,387active cases, according to theupdated official figures at 8am. One patient has migrated.In the last 24 hours, a total of9,440 COVID-19 patients haverecovered, taking the recoveryrate to 55.77 per cent, officialssaid. According to the IndianCouncil of Medical Research(ICMR), a cumulative total of69,50,493 samples have beentested up to 21 June with1,43,267 samples being testedon Sunday. Of the 445 freshfatalities reported till Mondaymorning, 186 were fromMaharashtra, 63 from Delhi,53 from Tamil Nadu, 43 fromUttar Pradesh, 25 fromGujarat, 15 from West Bengal,14 from Madhya Pradesh, 12from Rajasthan, 11 fromHaryana, seven fromTelangana, five each fromAndhra Pradesh and

Karnataka, two from Odisha,one each from Bihar, Jammuand Kashmir, Puducherry andPunjab. India is the fourthworst-hit nation by thepandemic after the US, Braziland Russia.

According to the JohnsHopkins University, which hasbeen compiling COVID-19data from all over the world,India is at the eighth position in

terms of the death toll.Of the total 13,699 deaths

reported so far, Maharashtraaccounted for the highest 6,170fatalities, followed by Delhiwith 2,175 deaths, Gujarat with1,663, Tamil Nadu with 757,West Bengal with 555, UttarPradesh with 550, MadhyaPradesh with 515, Rajasthanwith 349 and Telangana with210 deaths. The COVID-19

death toll reached 160 inHaryana, 137 in Karnataka,106 in Andhra Pradesh, 99 inPunjab, 82 in Jammu andKashmir, 53 in Bihar, 27 inUttarakhand, 21 in Kerala and14 in Odisha. Jharkhand andChhattisgarh have registered11 deaths each, Assam nine,Himachal Pradesh andPuducherry eight each,Chandigarh six, whileMeghalaya, Tripura andLadakh have reported onefatality each, according to thehealth ministry. More than 70per cent deaths took place dueto comorbidities, it said.Maharashtra has reported thehighest number of cases at1,32,075, followed by Delhi at59,746, Tamil Nadu at 59,377,Gujarat at 27,260, UttarPradesh at 17,731, Rajasthan at14,930 and West Bengal at13,945, according to ministrydata. The number of COVID-19 cases has gone up to 11,903in Madhya Pradesh, 10,635 inHaryana, 9,150 in Karnataka,8,999 in Andhra Pradesh and7,802 in Telangana.

It has risen to 7,612 inBihar, 5,956 in Jammu andKashmir, 5,388 in Assam and5,160 in Odisha. Punjab hasreported 4,074 novelcoronavirus infections so far,while Kerala has 3,172 cases.

A total of 2,344 peoplehave been infected by the virusin Uttarakhand, 2,275 inChhattisgarh, 2,073 inJharkhand, 1,221 in Tripura,841 in Manipur,? 837 inLadakh, 754 in Goa and 673 inHimachal Pradesh.

Faridkot, Mukatsar Sahib : 4 more found carrying coronaFARIDKOT: Two more people tested positive for novel Coronavirus in the Faridkot district tak-ing the tally of such cases to nine . One of them is a migrant labourer aged about 31 years and oth-er 45 years old , both residents of Run Singh Wala village of the district. According to a senior doc-tor, the labourer arrived in the village for paddy plantation and after examination was found posi-tive on Friday.He had been admitted to the isolation ward of the civil hospital.

In another case of Mukatsar Sahib, there are reports of two more people contracting the infec-tion with one of them from Malout and the other from Giddarbaha taking the tally to eight. Bothwere kept in the isolation ward of Thehri corona hospital of the district after their reports were re-ceived on Sunday.

To strengthen its fightagainst Covid, the Punjabgovernment has decided toset up four new testing lab-oratories, with priority ap-pointment of the 131 essen-tial staff needed for theselabs. The Cabinet alsocleared the proposal ofMedical Education & Re-search Department to createand fill up four posts of As-sistant Professor (Microbi-ology) on adhoc basis inthese four viral testing lab-oratories.

The state cabinet, at itsmeeting today under ChiefMinister CaptainAmarinder Singh, gave thego-ahead to setting up thenew labs in Ludhiana, Ja-landhar and Mohali, to helpscale up the testing capacityfrom the current 9000 a day,in the three GovernmentMedical Colleges at Patiala,Amritsar and Faridkot, to13000 tests per day. Thenew laboratories would beestablished in Guru AngadDev Veterinary and AnimalSciences University, Ludhi-ana; Punjab State ForensicSciences Laboratory, Mo-hali; Northern RegionalDiseases Diagnostic Labo-ratory, Jalandhar; and Pun-jab Biotechnology Incuba-tor, Mohali. All the appoint-ments will be made through

outsourcing from BabaFarid University of HealthSciences, Faridkot, said anofficial spokesperson. Theexpenditure of Rs 17.46lakh per month to be in-curred against the 131 staffappointments and Rs 3.06

lakh per month against thead-hoc Assistant Professorposts would be met fromthe State Disaster ResponseFund. The 131 staff posi-tions positions would in-clude Research Scientists(Non-Medical), Research

In another impor-tant announcement, the min-ister said that providing majorrelief to the patients sufferingfrom haemophilia, the gov-ernment has started the treat-ment of the haemophilia pa-tients in the 18 integrated carecentres. Earlier, the patientssuffering from it had to shellout Rs. 18-80 lakh annuallyfor the treatment. Now, thisentire cost would be borne bythe State Government and the registration of the patientshas begun.

A case has come to light of a 30-year-old youth of vil-lage Rajada drowning in the canal of nearby villageTattala on Monday afternoon.
