NEWSPAGE2

when I came to die, discover that I had not lived.

PANIPAT JULY 14: Ashok Kumar, Mandal President of rail employees association Uttar Rail Majdoor Union (URMU) while online briefing ‘Yugmarg’ today said that privatisation of rail services is neither in the interest of departmental employees nor department itself and even not in the interest of public so it is not justified hence the government should immediately withdraw this decision. ‘Each and every employee of the department is efficiently, honestly dedicated towards rail’s best and satisfactory performance and they are unitedly opposing privatization of the rail services’, he added. Ashok Kumar strongly condemned the news time wrongly based on his statement which appeared in a section of media recently, which said that corruption in TT and Ticket staff is reason of rail’s privatization. He added that there is no question on rail employees’ dedication and appreciably TT and Ticket staff are actively supporting this agitation. He urged the employee-brothers, who are not so active in agitation against privatization, to take active part in the movement to ensure their own and their children’s good future.

To keep the tertiary care (L3)facilities vacant and ready fortreatment of critical COVID-19patients, at the behest of DistrictAdministration the private hos-pitals with larger medical infra-structure will extend home caretreatment plans to asympto-matic corona virus positive pa-tients, informed Girish Day-alan, Deputy CommissionerSAS Nagar.

Deputy Commissioner in-formed that it has been ob-served that many a times L3medical facilities are occupiedby those patients who can af-ford treatment in these facili-ties rather than those who actu-ally require admission to them

on emergent medical grounds. So, in order to ensure optimumutilization of health infrastruc-ture and making available L3facilities for critical patients, the tertiary care (L3) hospitalswould extend the medicalservices at home to the coronapositive patients who do notrequire medical supply of oxy-gen or need not be put ventila-tor but just require medical

surveillance. He clarified thatfor a non-critical patient whotakes admission into an L3hospital just to avoid his co-morbid family members orkids from exposure to virus, rooms have been made avail-able in certain hotels wherethey can check–in and availhome care treatment facilityfrom any tertiary care hospital.Similarly, reverse referral con-cept has been evolved where inonce the critical patient recov-ers and does not require L3 in-frastructure he would be re-ferred back to L2, L1 or homeisolation so that L3 facilitymay be extended to the criticalpatients. Making an appeal tothe public to support the dis-trict administration to extendoptimum health infrastructure,Deputy Commissioner said.

The United Nations defines the rule of law as a“principle of governance in which all persons, in-stitutions and entities, public and private, includ-

ing the State itself, are accountable to laws that are pub-licly promulgated, equally enforced and independentlyadjudicated, and which are consistent with internationalhuman rights norms and standards”. India is a rule of lawstate and Article 21 of our Constitution says “no personshall be deprived of his life or personal liberty except ac-cording to the procedure established by law”. The gov-ernment is bound by law to follow this. To break this ruleis to break the law and commit a crime. In his dissentagainst the Supreme Court sanctioning of Indira Gand-hi’s power grab, Justice H.R. Khanna said: “Withoutsuch sanctity of life and liberty, the distinction betweena lawless society and one governed by laws would ceaseto have any meaning.” In that case, then attorney-gener-al of India Niren De is said to have made the claim thatduring the Emergency, even the right to life under Arti-cle 21 was at the mercy of the state. To this, JusticeKhanna asked: “Supposing some policeman for reasonsof enmity, not of state, kills someone, would there not bea remedy?” De said: “Consistent with my position, MyLord, not so long as the Emergency lasts. It shocks myconscience, it may shock yours, but there is no remedy.” Decades later, Justice Khanna’s view was upheld by anine-judge bench which said: “No civilised state cancontemplate an encroachment upon life and personal lib-erty without the authority of law. Neither life nor libertyare bounties conferred by the State nor does the Consti-tution create these rights. The right to life has existedeven before the advent of the Constitution. In recognis-ing the right, the Constitution does not become the solerepository of the right.” What is happening in India to-day is not the rule of law. We are a lawless nation, and Ido not say this in anger or in frustration. I am saying itas an objective statement of what is going on around us.A man who used his influence to get away with the worstcrimes surrenders and is shot dead in custody before hecan reveal his secrets. He is not tried as the Constitutionrequires him to be but executed without due process. This is not the basis on which I am saying that we are alawless state. This is not the first encounter in India oreven in Uttar Pradesh. Since Yogi Adityanath tookcharge of UP there have been 119 such executions andthere have been thousands elsewhere, as there will con-tinue to be. A father and his son can be tortured and mur-dered by the police for keeping their shop open. Thishappens in India. It also happens in other lawless states, and that is a fact.

Literature & HealthWomen taking beta blockersfor hypertension are at risk

Women taking beta-blockersfor hypertension with no pri-or history of cardiovascular

disease (CVD) have a nearly five percent higher risk for heart failure thanmen when they visit hospitals with theacute coronary syndrome, accordingto new research.

The study was published in 'Hy-pertension', an American Heart Asso-ciation journal.Beta-blockers aremedications thatreduce high bloodpressure and areprescribed foradults with hyper-tension, a leadingcause of CVD. Inthis study, re-s e a r c h e r sanalysed the ef-fects of beta-blockers on men andwomen with hypertension and no his-tory of CVD after presenting withacute coronary syndromes.

Following the incidence of heartfailure was recorded to determine ifthe medication caused different out-comes depending on biological differ-ences. "Past research on the effects ofbeta-blockers included a majority ofparticipants who were men, so wesought to examine how sex/genderplays a role in the patient outcomes,"said Raffaele Bugiardini, MD, profes-sor of cardiology at the University ofBologna and lead author of the study."Women are historically underrepre-sented in most clinical studies on hy-

pertension. It's important to include anequal split of male and female patientsin future research, which could shedlight on disparities and actionabletreatments," Bugiardini added. Thestudy analysed information from theInternational Survey of Acute Coro-nary Syndromes (ISACS) Archives, the ISACS-TC and the EMMACE-3X clinical registries from October

2010 to July 2018. The re-search included data from13,764 adults in 12 Euro-pean countries who hadhypertension and no priorhistory of CVD. Patientswere classified bysex/gender and then sepa-rated into two groups:those taking beta-blockersand those who were not.Researchers found that

among the participants taking beta-blockers: Women had a 4.6 per centhigher rate of heart failure than menwhen presenting to the hospital withthe acute coronary syndrome; Themortality of both men and womenwith heart failure was approximatelyseven times that of patients with acutemyocardial infarction and no heartfailure complications; Women whohad ST-segment elevation myocardialinfarction (STEMI) were 6.1 per centmore likely to have heart failure thanmen with STEMI, a serious form of aheart attack in which a coronary arteryis completely blocked and a large partof the heart muscle is unable to receiveblood.

corrupt employees to book , youban all these offices to function .”“If incidents of purse snatching—pick pocketing increase in publictransport ,then instead of control-ling the crime or Catching PocketPickers or Purse Snatcher – stopthe entire public transport to run .”These are the assumptions onwhich some Deputy Commission-ers in Haryana seem to be work-ing to curb the fake news on socialmedia platforms . As per reports ,on getting information of broad-casting / communicating fakenews during COVID crisis bysome social media news platforms, instead of taking legal actionagainst the defaulting platformsonly , Deputy Commissioners ofsix districts in Haryana havebanned all the social media newsplatforms operating under their ju-risdiction . Fully equipping portsand islands in a way tomake them strategic

outposts which would helpmonitor the naval activitiescould be a way to tackleChinese maritime aggres-sion, suggests an article inModern Diplomacy.

The article, suggests astrategic line of maritimehubs "which can be called achain of maritime hubs totackle China".

The article authored byGitanjali Sinha Roy, whilehighlighting several inci-dents of Chinese aggressionover sea and land, said:"One way to tackle Chinawould be to full equip portsand islands in a way to makethem strategic outpostswhich would help monitorthe naval activities combin-ing it with an integrated sur-veillance network whichwould give all the countriestactical leverage in the vari-ous regional seas."

The author mentionedseveral incidents of Chineseaggression -- this year inApril, a Vietnamese fishingvessel in the South ChinaSea was sunk by a Chineseship, a stand-off between aChinese survey ship andMalaysian oil explorationship in Malaysia's exclusiveeconomic zone (EEZ) tookplace. In July, Chinese coastguard ships had twice in-truded into the Japanese ter-ritorial waters and theseChinese ships were once ap-proaching the Japanese fish-ing boats which wereblocked by the Japanesecoast guard.

"China has also expand-

ed an artificial island in theMaldives and this has led toChina encroaching upon In-dia's realm of influence.China has also deployedsubmarines and intelligenceships in the Indian Ocean. This could be China's gameof power projection in theIndian Ocean region and yetagain, one can say it is therevival of the strategic en-circlement earlier donethrough 'the string of pearlsstrategy' against India. Therefore, Chinese mar-itime aggression is a rathermajor cause of concern," thearticle said.

The author stated thatIndia's Andaman and Nico-bar Islands can be the cen-

tral point of connecting, monitoring and surveillancefor Vietnam's Cam RanhBay and Djibouti.

The article noted thatViet Nam's Cam Ranh Bayis one of the most equippedports of all time and it isgeostrategically the closestto the South China Sea andhas always been the hub ofrefuelling, repairing vesselsand aircraft carriers.

"The Cam Ranh Bay isalso a vital port in the sealines of communication andis critical in the maritimepassageways and so, it canbe used to monitor the Chi-nese moments. If the U.S.gets the Cam Ranh Bay,then it can upgrade and

modernise the Cam RanhBay making it the startingpoint of the maritime chainhub to tackle China," the au-thor said.

Vietnam has been one ofthe most vocal countries inthe region against continuedChinese belligerence inSouth China Sea. The articlestated that India's strategi-cally located Andaman andNicobar Islands can be acentre point of this maritimehub to tackle China. China'sexpanding footprints in theIndian Ocean region hasbeen a cause of concern forIndia. "In 2019, India set upan Indian Naval Air Station-INS Kohassa and has beendeveloping the island to its

full strength. Also, Japanhas also been actively par-ticipating as Japan's NECCorporation has been in-stalling an undersea cablefrom Chennai to the An-daman and Nicobar Is-lands," the author said.

"Therefore, some be-lieve that as the IndianNavy is developing these is-lands, it becomes a vitalstrategic outpost for Indiato monitor rival naval activ-ities and has invested to de-velop an integrated surveil-lance network and so, theAndaman and Nicobar canbe the centre point of con-nect, monitoring and sur-veillance for Cam Ranh Bayand Djibouti," the article

added. Finally, the authormentions of Djibouti as athird and last point of themaritime chain hub to tack-le China. It is important tonote that China already hasa support base in Djiboutiwhich is also a military baseoperated by the ChinesePLAN.

The author stressed thatthe interesting part is thatthe south part of the Dji-bouti city are the militarybases which are CampLemonnier run by the Unit-ed States Navy, Base Aeri-enne run by the French AirForce and the Japan Self-Defence Force Base Dji-bouti and all these threecountries bases can be the"third and most crucialpoint of the maritime chainhub to tackle China."

The article underlinesthat the future of global or-der lies in who controls theworld waterways and soChina is watching and ex-panding in the regionalseas. It stated that the for-eign countries will have togo beyond normal and theymust work in unison totackle Chinese aggressive-ness in all parts of regionalseas. "It would be rathersensible for all the othercountries like the U.S,France, Japan, India andViet Nam to cooperate andcoordinate and try to devel-op and work towards thisconcept of a strategic Mar-itime chain hub to tackleChina and this could also bediscussed as part of theQuad meetings and also in-vite more countries to joinin," it said.

Recently, due to Covid-19, dif-ferent countries around theworld have changed the rules

for students from other countries intheir educational institutions, whichhas put students from all over theworld under stress. In a country likethe US, there is talk of issuing visasto only a few students, under whichthe online courses available therewill not get a student visa. On theother hand, countries like Britainhave made it clear that if you aredoing a Ph.D. for undergraduateand PG courses there, you can onlyget a visa to stay there for 2 years. And the same thing is happening indifferent countries, whether it isother countries in Europe or China, there has also been an impact on the

studies of students due to Covid. What effect will this change of ruleshave on Indian students, whetherthe enthusiasm for foreign educa-tion will continue even in this age ofCOVID, and whether there are bet-ter options for students at the mo-ment and what will happen to theirfuture education, etc?

According to a new U.S. Immi-gration and Customs Enforcementdirective to continue higher educa-tion, students attending universityprograms who rely entirely on on-line courses can no longer stay inthe U.S., F-1 and relates to thosestudents on M-1 visas. F-1 visaholders are pursuing undergraduate, postgraduate, or doctoral studies intertiary education institutions. M-1holders are those who are engagedin vocational courses. F-1 and M-1

students may not load a fully onlinecourse to attend schools that operateentirely online and must attend aclassroom program to reside in theUnited States. College and universi-ty students who were only pursuingonline models would have to leavethe country or find another way tostay in such a situation. RichardHaas, chairman of the Council onForeign Relations, tweeted aboutthe U.S. government's decision, saying that allowing foreign stu-dents to attend U.S. universities isconsidered a good way to makenon-Americans pro-American. Butnow we are taking them away fromus and making them our opponents.Allegedly, international studentsmake up 5.5 percent of the U.S.higher education population, whichis just under 1.1 million.

lipkart on Tuesday closed an additional $1.2 billion (roughly Rs. 9,048 crores) equity round led by its majority Fowner and US e-commerce giant Walmart. The fresh

investment values the Bengaluru-based company at a whopping, $24.9 billion (roughly Rs. 1.87 lakh crores). Newly raised funds will be infused in two portions over the remainder of the fiscal year, the company said. The new funding comes over two years after Walmart acquired 77 percent controlling stake in Flipkart at $16 billion back in May 2018. Alongside Walmart, the latest equity round has the involvement of Flipkart's existing investors. The company, however, didn't reveal the names of those investors. The fresh funding will be used to bolster Flipkart's presence in India's e-commerce market that has Amazon as a strong contender and Reliance Jio as the next big entity. “Flipkart continues to leverage its culture of innovation to accelerate growth and enable millions of customers, sellers, merchants and small businesses to prosper and be a part of India's digital transformation,” said Judith McKenna, President and CEO of Walmart International, in a statement. Walmart's latest funding comes amid Jio's growing interest in the Indian e-commerce market. The company owned by Indian oil-to-telecoms conglomerate Reliance Industries brought JioMart earlier this year as its initial move to enter the market that is expected to reach a $200 billion size by 2026 from $38.5 billion in 2017, according to an estimation by the India Brand Equity Foundation.

Small businesses around the world struggle to surviveAGENCYNEW YORK, JUL 14

Hour after hour in the dark,Chander Shekhar's mind racedahead to morning. More thanthree months had dragged bysince the coronavirus forcedhim to shut down his business ashop racked with vibrantlycolored saris, on a block in NewYork's Jackson Heightsneighborhood once throngedwith South Asian immigrantshoppers. Today, finally, merchants were allowed toreopen their doors.

But they were returning toan area where COVID-19 hadkilled hundreds, leavingsidewalks desolate and

storefronts to gather dust.Overnight, the uncertainties ofreopening had woken Shekharnine times. This is an invisibleenemy that nobody can see, saidShekhar, who is anxious aboutthe 6,000 monthly rent at hisstore, Shopno Fashion. I haveworked hard for this for morethan 20 years, then I got myshop. It's not easy to leave it.The pandemic's toll leavesShekhar reluctant to complain, and he knows he is not alone. Aseconomies around the worldreopen, small businesses thathelp define and sustainneighborhoods are struggling. The stakes are high: The U.N.estimates that businesses withfewer than 250 workers account

for two-thirds of employmentworldwide. Many acknowledgethat reopening is just thebeginning. But it is a criticalmilestone, a testament to theirgrit, creativity and some

desperation. It's about findingwhatever works, because nowthere is no such thing asbusiness as usual.

In 15 years as a Londonbookseller, Jane Howe never

saw the need for a website. Onweekends, shoppers packed thetidy Broadway Bookshop, drawn by the store'spersonalized service. Thecoronavirus didn't leave muchchoice. With foot traffic on theBroadway Market way downand distancing rules in place, itmade little sense to reopen.Howe let go of three part-timestaffers, tried to negotiate a rentreduction, and borrowed 50,000pounds from the government. Star all-rounder Ben Stokes hadsneaked off for a "cigarette break" inorder to calm his nerves ahead of theSuper Over during last year's epicWorld Cup final, an anecdote whichfinds mention in a new book on Eng-land's triumph.

A year ago, England hadclaimed their maiden 50 over WorldCup title after beating New Zealandby virtue of a contentious boundarycount-back rule as scores were tiedeven after the Super Over. It was ar-guably one of the the greatest finalsin the Cup history.

side Story of England's Rise fromCricket World Cup Humiliation toGlory' has revealed the pressure thatStokes felt on that day at Lord's.

"Finding a quiet spot as the fren-zy of the Super Over approachedwas hard in a ground packed outwith 27,000 supporters and televi-sion cameras following the players

from the middle, through the LongRoom and up the stairs to the dress-ing room," authors Nick Hoult andSteve James wrote and the excerpthas been published by stuff.co.nz.

"But Ben Stokes had played atLord's many times. He knowsevery nook and cranny. As EoinMorgan tries to bring calm to theEngland dressing room and sortout their tactics, Stokes nips off fora moment of peace. "He is coveredin dirt and sweat. He has batted fortwo hours and 27 minutes of unbe-lievable tension. What does Stokesdo? He goes to the back of theEngland dressing room, past theattendant's little office and into theshowers. Gambhir is of theopinion that Dhoni's job wasmade easier as former captainand current BCCI boss SouravGanguly left plenty of qualityplayers at his disposal, likeVirender Sehwag, Yuvraj Singh,Harbhajan Singh and ZaheerKhan.

Ganguly led India to a his-toric win in the 2002 NatWestSeries and also to the final of2003 World Cup.

Speaking to ESPNcricinfor,Gambhir said, "when MS Dhonifinished [his captaincy stint], hehasn’t given enough qualityplayers to Virat Kohli, apartfrom Virat Kohli himself andRohit Sharma, or Jasprit Bum-rah now. There are not too manyworld-beaters or probably peo-ple who win you tournaments."

He further added, "but lookat what Sourav Ganguly gave toIndian cricket: Yuvraj Singh,Man of the Series in two WorldCups [Yuvraj was only Man ofthe Series in the 2011 WorldCup; Shahid Afridi was Man ofthe Series in the 2007 WorldT20], Harbhajan Singh, ZaheerKhan, Virender Sehwag - these
