S.A.I.L.ing Through LifeDirector of Retired Members Sharlene Bowes

If you were at this year’s state convention in Pasco you probably know how enthralled I am with

the exercise program for people 65 and over known as S.A.I.L. The letters stand for Stay Active and Independent for Life.

This program is not like any other exercise class you have ever heard of. It is designed to keep older people healthy and active through their life. It is a class, led by a certified leader that is about just moving every part of your body in a 1-hour time frame 2 or 3 times a week. It helps to prevent fall-ing and keeps older people fit.

The Number One problem for people 65 and over is falling. Every 13 seconds a person is treated in an emergency room for a fall and every 20 minutes someone dies from falling. Also, falls are the leading cause of head injuries and broken hips.

This program was started in Tacoma by a group of health care professionals. It was known in the be-ginning as the Senior Falls Prevention Program. It met with limited success at first because of the negative connota-tion of the name.

When they came up with a better name the program took off and now there are many, many classes all across America. Think about this; would you rather SAIL through life or would you rather go through life preventing falls? Why SAIL?

Here are a few reasons to try this class:1. It works! You’ll stay stronger,

feel better and it will keep you active and enjoying life.2. It’s safe. These exercises’ have

been tested with older adults.3. It’s fun. You will meet new

people, make new friends and it gets you out of the house a few times a week.

4. Muscle weakness is the most significant risk factor for falling. SAIL specifically works on strengthening all muscles of the arms and legs.5. No pain, no gain is out. If you

feel pain, stop that exercise and wait until the pain stops.What else helps?

Here are four specific things you can do to help prevent falls.1. Exercising makes you stronger

and greatly reduces your chances of falling.2. Make your home safer by

removing area rugs, making dark areas lighter, avoiding clutter and keeping electrical cords near the wall to avoid tripping over them.3. Have health care providers

review all your medications including OTC meds. Some can cause dizziness or light-headedness.4. Have your vision checked.

Glaucoma or cataracts limit vision leading to falls.

If you need help locating a SAIL class in your city, a good place to find help is your Senior Center. I hope you get as happy as I am by joining a SAIL class.

Tacoma Branch 130 has appointed Brother Dick Bussa as our new Direc-tor of Retirees to help our fellow Car-riers prepare for this momentous step in life. Retirement from the Postal Service is a somewhat complicated experience, and requires some look-ing ahead. Preferably, before the day you envision yourself walking out the door.

As a retiree, Dick has put together a program to assist current Postal employees look forward to the steps required to retire, help you understand the procedure, and prepare for the all-important days after you hang up the mail sack.

All currently active employees; Carriers, Clerks, Mail Handlers, Full-time, Part-time, Career, and Non-Career, are invited to attend these informative evenings to discuss many of the things that you will need to be aware of, and to prepare yourself. Even if you don’t intend to retire soon, avail yourself of every opportunity to learn.

Current plans are being made to conduct these evenings quarterly at the Branch Hall located at 3502 S Pacific Avenue, Tacoma. Plan for the evening to last 1½ to 2 hours. We encourage you to bring your “Significant Other” along. Four eyes are better than two, and they may catch something you miss!

Friday, May 19President Rick Baird called our meet-ing to order after confirmation that a quorum was in attendance. The pledge and collect were repeated. We had 2 guests including National President Cynthesis Lang and As-sistant Secretary Linda Davis. They were both introduced. Roll call was answered by our State and National Officers.Cards were sent around for Barbara Bussa, Aux. 202, Bob Scherr, Pasco Branch 1528, and Barbara Hayes (wife of Jack Hayes, Aux. 99).Cynthesis spoke to us about the state of the Auxiliary. Washington State is doing very well. We are growing and active. Unfortunately, the rest of the nation is not doing well. There seems to be a disconnect between National and locals regarding the Branches and the Auxiliaries. So far attempts to revive the Auxiliaries keep fizzling out. She gets no real answers. She is hoping that allowing friends as well as active carriers to join will help. She is happy to be with us and feels revital-ized after spending time with us. She thanked us for having her back. Then she presented Cathy and Rick with gifts from Alabama. Rick commented that he hoped with the changes to allow friends to join we might be able to get some members of the local labor councils to join. At this time, an hour was spent with everyone discussing various ideas and thoughts about the Auxiliary, focusing on mem-bership, requirement, and problems.Committees were selected.Rick reminded everyone about the Auxiliary breakfast on Saturday morn-ing at 8 am. Drawing for prizes was done and we broke for lunch.

We reconvened and Terry Norris, Doris Yusko, and Jennifer Silvers each gave thought for the day. The rest of the afternoon was spent playing the game of “Postal” Life. Doris Arndt and Jennifer Silvers patterned the game after the Game of Life. Ev-eryone had a lot of fun. Prizes were given out to the teams that had the most money at the end of the game. We adjourned until Saturday morning.

Saturday, May 20 The Band entertained us with three numbers.Rick called the meeting to order and confirmed we had a quorum. The Pledge and collect were repeated. Roll call of officers was done. We had 1 guest-Alessandra Davis. It was m/s to accept the minutes as printed in the state newspaper.It was m/s to pay our bills.Barbara was given a few minutes for Aux. 202 to discuss some business.It was m/s to donate $200.00 to Brian Lindgren for MDA summer camp.Cynthesis spoke to us about how we run and changes that need to be made nationwide to allow and help Auxiliaries grow and advance. We need to get the NALC to want to keep us. We need to find out what people want from the Auxiliaries. We need changed and revamping at the Nation-al level. She invited Rick and Cathy to be a part of a round table discussion at National Convention to help intro-duce new ideas for the Auxiliaries.We all discussed the Auxiliary and ways to help.Cathy reported that the IRS report was filed for 2017.Resolutions: Resolutions were presented for the host branch, State

Officers and our National Officer. It was m/s to accept the report. Credentials:

Mileage & per diem: It was recom-mended to pay 3 state officers per diem of $20.00 per day (Rick is paid by his branch). It was also recom-mended to pay mileage of $325.44 to Cathy and Patti (everyone else is with a branch delegate who gets mileage). Audit: The committee declared the books to be accurate and recommend-ed we accept their report.There were 3 amendments to the by-laws recommended. They included adding the acronyms we use regularly; removing the convention registration fee; and changing the numbers of sign-ers for our bank account from 3 to 2. It was m/s to accept all changes.Jennifer spoke for a few minutes on legislation. The most important bills are printed in our convention books.At this time, we have only raised $271.00 on our state raffle. We need everyone to help raise more. This is our major fundraiser.We had many visitors during the day to include Brian Wiggins, Sharlene Bowes, Ray Johnson, Tracy Pardick, Tracy Cozad, Chriss Daniels, and

Motion passes.Officer ReportsBrian Wiggins - On May 31 I con-ducted the union orientation for newly hired letter carriers at the Seattle P&DC. June 1, I attended the Tacoma Branch 130 general membership meeting and Branch auxiliary meet-ings. June 6, I conducted another union orientation for newly hired letter carriers. June 13 – 15 I attended the National RAP session held in Atlantic City, New Jersey. June 30, I partici-pated in the VIP day at camp Seymour, Gig Harbor in support of our com-mitment to the Muscular Dystrophy Association. July 4, I walked with twenty other letter carriers and family members in the Bothell, WA Fourth of July parade. July 16, I traveled to Spokane, Branch 442 to attend their annual branch picnic. July 18 – 20 I attended the Washington State Labor Council convention in Vancouver, WA. On September 4, I went to Yakima to attend the Yakima Labor Council Picnic W/ J. Munns and J. Bollinger. I was appointed chief spokesperson for local negotiations for the Bothell installation in September as well. September 6, I conducted the union presentation to newly hired letter car-riers at the Seattle P&DC. September 10, I attended LMOU training held at Tacoma Branch 130 conducted by Regional Assistant D. Dixon. Ray Johnson – June - Branch 79 general membership meeting, July 25 - Yakima Office visit, Teaching Carrier

Academy. Attended all of my Branch 2038 meetings, I am chief spokesper-son for my LMOU negotiations for the Kent branch.Buddy Matthias - I attended a CCA meeting with the Kent branch, one of Puyallup's meetings and a station visit in Sumner, I also taught Union rights and benefits during Carrier Academy orientation every Tuesday and made station visits for the Seattle District Safety Taskforce.Michael Poff - Since the convention I have been in regular attendance at my Branch union meetings except for when I was doing an office visit or at approved training. On July 12th I made an office visit to Walla Walla.On July 16th I helped out with my Branch Picnic for which we had a great turn out. Would like to thank Brian Wiggins for coming over for it. On July 19th I attended the MDA camp for eastern Washington that was the day for the sponsors.On August 9th attended a Branch 736 meeting in Walla Walla, they are work-ing really hard on putting together the State Convention for 2018.September 19th attended the general meeting at Pullman Branch 1296.October 4th I did an office visit to Pull-man. October 15th I left for Officers training in San Diego, CA, which ran from the 16th-19th of October.October 20th-22nd attended the State officers meeting in Seattle.I have also been working with a com-mittee for the Branch 442 Bowl-a-thon, which will be held on February 25th, 2018.Tammy Gatlin - June 1, 2017 meet-

July 13, 2017 Branch 2038 union meet-ing, found out I had made Leadership Academy Class 22, and that I leave for Week One in about a week. July 30th thru August 4th Week One of Leader-ship Academy, my project was a report on the labor movement surrounding the construction on the Grand Coulee Dam. I presented a copy to my branch to go in our union library. August 10, 2017 Branch 2038 meeting. I have been doing informal and formal A grievances in our office working on 40 plus grievances. Sept. 6, 2017 LMOU meeting for members. Sept.14, 2017 Branch 2038 union meeting. Sept. 18 - 30th Route counts in our office. (Kent main) Oct. 1st - 6th was my second week of Leadership Academy and the start of my second project. I am doing a PowerPoint on EAP to be presented to my branch members. Oct. 12, 2017 Branch 2038 Union meeting. Oct. 17, 2017 First meeting with management for LMOU negotiations. Oct. 20th thru 22nd State officers meeting.Tracy Cozad - Since the state conven-tion in May, I attended the National RAP in Atlantic City in June. Officers Minutes from Page 5union meeting, a Camas office visit and COP meeting in Portland. Octo-ber 1-6, I was back in Baltimore, MD for week two of Leadership Academy. My office just finished 6-day route counts and inspection. I am also attending the Formal A and beyond training in Baltimore, MD the week of Oct 22-27. My Branch sent 4 large boxes of uniforms to Texas to help with the hurricane relief efforts for Letter Carriers there. Maleah Smitham - Since the State Convention in May: In June we invited state officers to celebrate 50 years of Union membership for Tacoma Branch 130 Member Bob Muntz. I attended the National RAP session in Atlantic City NJ in June. I gave a CCA Con-version Class in Federal Way the end of June. July 4th was a lot of fun at Bothell 4th of July Parade. In July was the Washington Labor Council Con-vention in Vancouver, WA. The end of July I attended the Puyallup Branch 1484 Picnic. August was Olympia Branch 351 Picnic, a BBQ at Pierce County Central Labor Council and the Seattle Branch 79 Picnic. Myself and 3 members of Branch 130 attended OWCP Training in Seattle at the Branch 79 Steward meeting. Branch 130 hosted a LMOU Negotiations Training on August 27 at our branch hall. September, I attended a Branch 130 Picnic, CCA Class and a Retire-ment Class at Branch 130. In October the State Association was notified of an upcoming audit to be conducted by the Department of Labor. This will oc-cur alongside starting LMOU negotia-tions in Tacoma.Sharee Eschenbacher - Most recently I have been working with the Lisa Brown campaign. She understands letter carrier issues and, even though that election is not until next year, I’m excited at the prospect of having a rep-resentative who is a champion for the working class. I have been knocking

on doors, phone banking and sending out postcards for various candidates in this current election. I have attended most of my branch general meetings, steward’s meetings and executive council meetings. I have also attended all Labor Council meetings and just re-cently attended our annual Labor Rally at the fairgrounds. I also attended the state Labor Council convention in Vancouver. I was present at the Local Negotiations training and have attend-ed special meetings to better organize our branch Deliver the Cure bowling event. I represented the NALC at this year’s MDA Muscle Walk in Spokane and have had a coffee date with local MDA officials to share ideas for future events. I attended a Richland gen-eral meeting and was able to answer several questions and help them with their steward compliment. There was a Basic Shop Steward College in September that took the place of the ACT class we had scheduled. I want to thank the branches for rallying and sending enough students to satisfy the contract we had with Camp Huston. Once again, the students were awe-some!Dave Dugan - Attended Washington State Labor Council Convention in Vancouver Jul 19-21. Visited Olym-pia Main Office Jun 12, Montesano PO Aug 10 and Aberdeen/Hoquiam PO Sept 13. Attended Pierce County Labor Council Solidarity Picnic Sept 4 and WSLC Legislative Conference in Olympia Feb 2-3.Brooks Bennett - Since our last meet-ing I produced the July newsletter. There was a delay due to difficulty processing the Convention minutes. We have plans in place to avoid that problem in the future.We were asked by the NBA’s office to assist a group of new NALC officers in a smaller branch nearby. I have vis-ited twice and spent time with them on the phone to help with organizing and local negotiations. They seem to be doing well now despite dealing with a

difficult manager.I received a letter from a member requesting that we publish the names of deceased members memorialized at State Convention. I agreed to do that next year, and suggested that to have the practice continue longer term that a resolution on the matter should be sent to the State Secretary by March 15th for consideration at our 2018 Convention.I attended LMOU negotiation training presented by the Regional office and am currently assisting two branches with that, in addition to participating on the negotiating team in my own former office. I always enjoy help-ing union letter carriers improve their work lives and benefits.I have also been pleased to participate in several recent retirement seminars conducted for Region 2 by former Washington State Director of Educa-tion Jo Ann Pyle. It is very rewarding to meet, and hopefully assist, other members who have an interest in a process that I recently went through. Branches who are interested in such training can contact NBA Paul Price’s office for more information.Sharlene Bowes - Helped Jo Ann Pyle with getting her retirement class(s) prepared. Attended Seattle Branch 79 Retiree Luncheon; helping lots of potential retirees.Unfinished business – NoneState Assets Inventory – Inventory will be done for all of our assets. T. Pardick and H. Willis will help S. Eschenbacher inventory the DOE items prior to the DOL Audit. We will be doing annual audits. April 29, 2018 will be the next inventory of both DOE and Secretary/Treasurer items. Audit/DOL – WSALC is being audited by the DOL and we will make sure individual receipts have been turned in. The trustees have audited the books and we have all documents requested. DOL will be meeting with President Wiggins and Secretary-Treasurer Smitham on 31 October 2017 to begin the audit.Proposed By-Laws – Now is the time to get working on any proposed by-laws, so that we can ensure that they are handled more efficiently before the Spring meeting. The By-laws book as amended from our last convention has not been completed. The by-laws as proposed to change, when sent to national, were put with the resolutions and have not been returned to the state. Once we receive it, we will get the amended by-laws book printed and distributed. This has slowed the process of appointing to position of Director of Media. President Wiggins has asked the council for any recommendations to the position.Letter Carrier Political Fund – We need to get more people signed up and contributing to LCPF. Breakdowns will be sent out to branches. They shall include breakout of officers/stewards and then general membership. President Wiggins has appointed a committee of State Officers to get out and specifically work on getting more carriers signed up to the LCPF. The committee will be; Tammy Gatlin, Buddy Matthias for the west side and Michael Poff, Sharlene Bowes, Sharee Eschenbacher to cover the eastern side of the state.Legislative Update - 6-day delivery, Door Delivery have enough signatures to head to committee. Service Standards does not currently have enough signatures to do the same. We need to ensure our carriers and customers understand that this is in the hands of our representatives with guidance from us, the constituents.

Regional Update – National Business Agent, Paul Price sent us a notice that although he was looking forward to attending our meeting, he had a family matter and would not be able to come. He did send us an update about Article 12 and the impacted offices. Regional is working to ensure that everything is done correctly. An update of the State of the State as seen from Regional and then from the eyes of the State Officers was discussed. President Fred Rolando will attend our Regional RAP on Monday to speak; we look forward to hearing from him. Newsletter Update – Editor B. Bennett gave an update of our newsletter publishing. We are an issue short this year to date. Discussed how to catch up our newsletters and get us on the path again. Please get your articles in; the next newsletter is slated for just before Thanksgiving.Trustee group report – Trustee Chair T. Cozad gave the report from the audit of the state books. They went thru the past year to ensure we would be in good shape for our DOL audit. The prior year is in good order. They will need more time in the spring for the audit of the current files that were not reviewed this time.Outgoing officer plaques need to be ordered for Chriss Daniels, Tracy Pardick, and Beverly Partin. Discussion about Election Notices being posted in the Jan/Feb newsletter.Walk Thru for the upcoming convention hotel in Walla Walla will be B. Wiggins, B. Matthias, and S. Eschenbacher. The walk thru will be coordinated with Branch 736 President Toby Swank. Date and time TBD. State of the State Financial Report We have all bills paid and currently have $42,000 in the bank. The Fall Officers Meeting (this meeting) and by-laws books have not been purchased/paid for and are not deducted from our balance.LCPF Committee report - Committee reports on our plan to improve our numbers. Plan is to raise

our percentage of contributors by 3 percent. We will evaluate committees’ efforts in the spring meeting. Let’s start with “ A conversation with our 535 CEOs” to get people to start. Next meeting dates are as follows:Trustees will meet January 21, 2018 at Tacoma Branch 130 office to conduct their audit. The Executive Council will meet March 3 – 4, 2018 at The Doubletree Hotel SeaTac, WAMeeting was adjourned 2:39 pm.

Mike Poff. Danielle Harada came in with her parents and spoke to us. She has been coming to our convention for 8 years, bringing us her artwork to auction for MDA. Our donations do make a difference. Through research there have been several breakthroughs in treatment and a new blood test de-veloped to if you have or are a carrier of the type of muscular dystrophy she has. During the meetings, we passed out door prizes to all delegates.The meeting was adjourned until 2018 in Walla Walla.The art auction on Saturday evening raised $1763.00 for MDA.The Auxiliary received $399.00 from the silent auction and we raised $1228.00 from our raffle.

Regional Shop Steward College is April 8-12. It is Year Four in the cycle, Arbitration Advocacy. Tuition is $450.00 and due by March 25th.

State Convention is June 1-3. The golf tournament is May 31st. We will find out the dates of 2018 Rap at Sunriver. Thanks for the continued support of our education program and have a safe winter!
