Modi’s tributes to Mookerjee NEW DELHI, June 23: Prime Minister Narendra Modi today paid tributes to Bharatiya Jana Sangh (BJS) founder Syama Prasad Mookerjee on his death anniversary and said his thoughts and ideals continue to inspire greatly. “On his Punya Tithi (death anniversary), I bow to Dr Sanjeev Pargal JAMMU, June 23: Change of Government at the Centre notwithstanding, the new Government has decided to go ahead with the Prime Minister’s Re-construction Plan (PMRP) for Jammu and Kashmir, which was announced by former Prime Minister Dr Manmohan Singh as head of UPA-I in 2004 and had been given several exten- sions. The PMRP, which was worth Rs 24,467 crores when it was announced in 2004, has already crossed Rs 34,000 crores due to cost escalations of several projects, mainly in the Central sector. Latest extension to the Plan had expired in 2013- 14 but was likely to be extended for current financial year of 2014-15. Official sources told the Excelsior that the Government of India has given its nod to the PMRP for current financial year of 2014-15 despite change of guard at the Centre. It has also decided to review the PMRP expenditure for previous years in both Central and State sectors and then release the amount for the current year. There had been apprehen- sions in the State that with Narendra Modi led BJP Government taking over at the Centre, the extended term of the PMRP might be discontinued. The State Government has been receiving Rs 600 crores to Rs 1200 crores per year under the PMRP for construction of pro- jects identified under it. However, the Government of India has made it clear that it had no plan to discontinue the PMRP and the State would receive due share under it for the current financial year of 2014-15. The State Government has projected Rs 600 crores under the PMRP for current financial year. The Government was now confi- dent that it would get the amount projected in the bud- get under the PMRP i.e. Rs 600 crores. The UPA-I Government headed by the then Prime Minister Dr Manmohan Singh had in 2004 announced Rs 24,467 crores worth PMRP for Jammu and Kashmir in Central and State sectors. While the pro- jects under Central sector, main- ly related to power, were being executed by the Central agen- cies on their own, the State Government was authorized to identify and executed projects in the State sector. The PMRP had expired after five years but the UPA Government continued to extend its term. The latest extended term had expired on March 31, 2014. The Centre has now extended the PMRP for current financial year of 2014- 15, giving major relief to the State Government, sources said. Apart from Rs 600 crores under PMRP, the State Government has projected Rs 7300 crores worth annual plan and Rs 4000 crores under Centrally Sponsored Schemes for 2014-15. During 2012-13, out of Rs 700 crores given to the State under the PMRP, the Government had earmarked Rs 195.24 crore on strengthening of Transmission and Distribution (T&D) network and Rs 105.29 crore for further construction, upgradation and other works on Mughal Road. Security forces also fired at stone pelting protesters who were mourning death of the militant commander, killing one and injuring three others. Police said that acting on a specific information about the presence of militants in Krankshawan, Baba Raza area of Sopore, a joint operation was launched by Police, 52 and 22 Rashtriya Riffles (RR) of Army and Central Reserve Police Force (CRPF) last evening. Militants opened fire on a search party triggering a gun battle. Commander of 5 Sector of RR, Brigadier Alok Joshi told reporters at Sopore that the LeT commander tried to flee from the cordon in the morning. "He was fired at and eliminated. He has been active for past one year. He had fled from the secu- rity cordon 4 times", said Brigadier Joshi. "We were progressing slowly as there are lot of saw mills in this area. We had an option to set the house on fire and the terrorist would have come out but troops risked their lives by conducting searches", said the Sector Commander. Sources said that one of the militants, Javed Matoo, fled from the cordon during the gun battle early in the morning. "However, security forces felt that he is alive and trapped inside. They brought his family including his mother to the spot. She shouted at Matoo asking him to surrender but there was no response", sources added. Army later used an IED to blow up the house. Uttam Chand was presently posted as AIG CIV (Crime, Intelligence, Vigilance) in Police Headquarters and had earlier served as SSP Budgam and held other important postings. An official handout issued by the Raj Bhawan said Vohra was briefed on position of twin tracks-Baltal and Chandanwari by SASB CEO RK Gupta today after he returned from undertak- ing detailed on ground assess- ment of both the tracks on June 21 and 22. Gupta briefed the Governor that track of Baltal-Bhawan was largely clear though final stretch of about one kilometer up to the shrine is still fully covered with snow. Like the previous years, the final one kilometer stretch of the track would have to be cov- ered by the devotees of Shri Amarnath ji by trekking on frozen snow path. The CEO SASB told the Governor that it would be possi- ble to commence the yatra along Baltal track on scheduled date on June 28. The crucial Congress meet- ing chaired by Ambika Soni started at 3 pm and continued till mid-night at SKICC in Srinagar during which majority of the Congress leaders and workers stressed against any pre-poll alliance with NC in the State. Around 67 one to one meeting were scheduled for Soni with Congress district presidents, Organizing Secretaries, General Secretaries, Vice Presidents, MLCs, MLAs and Ministers till mid-night. Official sources told EXCELSIOR that during meet- ing with the Planning Commission on the finalization of State's Annual Plan for the 2012-13 financial year on July 13, 2012, Chief Minister, Omar Abdullah had announced that installation of bio-medical waste treatment facility in the districts of Jammu and Srinagar was under process. Thereafter, on September 3, 2012, the Chief Minister, while chairing a meeting of the Health and Medical Education Department, approved setting up of two bio-medical waste management projects in Jammu and Srinagar apart from inciner- ators facilities in the districts of Leh, Kargil, Doda and Poonch to treat bio-medical waste gen- erated in the health units situat- ed in the far off areas of Poonch, Rajouri, Doda, Kishtwar, Leh and Kargil. In the meeting, Mr Omar stated that Rs 7.40 crore worth projects will cater to the dispos- al of bio-medical waste generat- ed in hospitals within 150 kilo- meter status in the cities of Srinagar and Jammu, sources said. While underlining impor- tance of proper and scientific disposal of waste generated in various hospitals and health units, the Chief Minister had stated that this should be the thrust area for the Health and Medical Education Department, they said, adding during the meeting direction was passed to the concerned authorities for early identifi- cation of feasible sites for establishment of such pro- jects. Moreover, Health Department was asked to for- mulate a team of officers from the departments of health, revenue and Pollution Control Board for the purpose. "However, during the past over one and half year, this vital announcement is gathering dust with no progress on establish- ment of the projects and inciner- ator facilities", sources regret- ted, adding "this thrust area has virtually been treated in most non-serious manner which is evident from the fact that even suitable land could not be final- ized for these projects till date". JAMMU, June 23: ShriAmarnath Shrine Board(SASB) chairman andGovernor NN Vohra wouldhave an aerial survey ofChandanwari-Sheshnag trackon June 25 before taking afinal call on whether yatra toholy cave shrine of ShriAmarnath ji would start onscheduled date of June 28from Pahalgam track whilethe Board has declared short-er Baltal track fit for start ofShri Amarnath ji yatra on duedate.

An official handout issuedby the Raj Bhawan said Vohrawas briefed on position of twintracks-Baltal and Chandanwariby SASB CEO RK Gupta todayafter he returned from undertak-ing detailed on ground assess-ment of both the tracks on June21 and 22.

Gupta briefed the Governorthat track of Baltal-Bhawan waslargely clear though final stretchof about one kilometer up to theshrine is still fully covered withsnow. Like the previous years,the final one kilometer stretch ofthe track would have to be cov-

ered by the devotees of ShriAmarnath ji by trekking onfrozen snow path.

The CEO SASB told theGovernor that it would be possi-ble to commence the yatra alongBaltal track on scheduled dateon June 28.

However, as far asP a h a l g a m - C h a n d a n w a r i -Amarnath ji Bhawan track wasconcerned, Gupta informed theSASB Chairman that trackbetween Sheshnag-Wavbal-Mahagunus Top-Poshpatri-Panjtarni is still covered withheavy snow.

"The snow level particu-larly between Poshpatri-Mahagunus Top and Wavbalis between six to eight feet.The staff of PahalgamDevelopment Authority isworking on this stretch in dou-ble shift to clear snow andrestore track for the yatra. Inthis stretch, the Yatris wouldhave to walk on a snow trackas it was not expected to befree of snow before June 28,''the handout said.

SRINAGAR June 23: TheCongress leaders in generaltoday stressed against a pre-poll alliance with any party inthe State during their meetingwith AICC general secretaryand in-charge Jammu andKashmir Affairs, Ambika Soniat SKICC today while thesenior Congress leader,Ghulam Nabi Azad, said thatresults of Assembly polls willbe different from Parliamentelections.

The crucial Congress meet-ing chaired by Ambika Sonistarted at 3 pm and continuedtill mid-night at SKICC inSrinagar during which majorityof the Congress leaders andworkers stressed against anypre-poll alliance with NC in the

State. Around 67 one to onemeeting were scheduled forSoni with Congress districtpresidents, OrganizingSecretaries, General Secretaries,

Vice Presidents, MLCs, MLAsand Ministers till mid-night.

timony of thrust areas gettingraw deal, the StateGovernment has failed tomake any progress about set-ting up of two bio-medicalwaste management projects inthe capital cities and incinera-tor facilities at four other dis-tricts, which were announcedby none else than the ChiefMinister, Omar Abdullah inthe year 2012.

Official sources toldEXCELSIOR that during meet-ing with the PlanningCommission on the finalizationof State's Annual Plan for the2012-13 financial year on July13, 2012, Chief Minister, Omar

Abdullah had announced thatinstallation of bio-medicalwaste treatment facility in thedistricts of Jammu and Srinagarwas under process.

Thereafter, on September 3,2012, the Chief Minister, whilechairing a meeting of the Healthand Medical EducationDepartment, approved settingup of two bio-medical wastemanagement projects in Jammuand Srinagar apart from inciner-ators facilities in the districts ofLeh, Kargil, Doda and Poonchto treat bio-medical waste gen-erated in the health units situat-ed in the far off areas of Poonch,Rajouri, Doda, Kishtwar, Lehand Kargil.

In the meeting, Mr Omarstated that Rs 7.40 crore worth

projects will cater to the dispos-al of bio-medical waste generat-ed in hospitals within 150 kilo-meter status in the cities ofSrinagar and Jammu, sourcessaid.

While underlining impor-tance of proper and scientificdisposal of waste generated invarious hospitals and healthunits, the Chief Minister hadstated that this should be thethrust area for the Health andMedical EducationDepartment, they said, addingduring the meeting directionwas passed to the concernedauthorities for early identifi-cation of feasible sites forestablishment of such pro-jects. Moreover, HealthDepartment was asked to for-

mulate a team of officers fromthe departments of health,revenue and Pollution ControlBoard for the purpose.

"However, during the pastover one and half year, this vitalannouncement is gathering dustwith no progress on establish-ment of the projects and inciner-ator facilities", sources regret-ted, adding "this thrust area hasvirtually been treated in mostnon-serious manner which isevident from the fact that evensuitable land could not be final-ized for these projects till date".

PM to inaugurate train to Katra on July 3Excelsior Correspondent

JAMMU, June 23: Prime Minister Narendra Modi would final-ly inaugurate train to Katra, the base camp of Mata Vaishno Deviji shrine, on July 3.

The date for inauguration of 25 kilometers Udhampur-Katrarailway line, constructed at a cost of Rs 1050 crores approximate-ly, was decided when Railways Minister Sadanand Gowda calledon Modi at the Prime Minister’s Officer (PMO) today.

Official sources told the Excelsior that Modi, Gowda and MoSin PMO Dr Jitendra Singh would inaugurate train service to Katra,which would take thousands of pilgrims visiting holy cave shrineof Mata Vaishno Devi ji daily to the base camp directly.
