Securing the Jewish Community as Anti-Semitic Incidents SoarSince 2004, the Secure Community Network (SCN), as the official homeland security and safety organization of the organized Jewish Community, has worked to increase awareness, improve protection, enhance preparedness and respond to threats, incidents and events that impact our community. Formed under the auspices of The Jewish Federations of North America and the Conference of Presidents of Major American Jewish Organizations, SCN – a non-profit 501(c)(3) – serves as the central address to serve the Jewish community concerning matters of communal safety and security on behalf of 147 Federations, 50 partner organizations and over 300 independent Jewish communities.Recently, Michael Masters, National Director of SCN, was interviewed about the rising number of reported anti-Semitic attacks in the United States. Here are segments of that interview:

Question: Antisemitism and antisemitic acts are in the news with greater frequency than we have witnessed in a very long time…why now?Michael Masters: Well, unfortunately, members of the Jewish community know, antisemitism and hatred against the Jewish community is as old as our faith and it stretches back three thousand years. Clearly, we have seen in the United States a dramatic increase in antisemitic incidents and hate crimes. The highest level of hate crimes directed against the Jewish communities in decades, near historic numbers. The attack in Monsey, New York, with a machete wielding individual bursting into the home of a rabbi during Chanukah, was the thirteenth such incident in three weeks and the sixth consecutive day of an attack or assault or act of antisemitism in the New York area. We clearly have an increasing, rising issue that needs to be addressed and that’s what we’re working to do.Question: Is there an identifiable catalyst to new

antisemitism?Michael Masters: The reality is that we see individuals motivated to undertake antisemitic attacks and hate crimes, targeted violence ranging from all ideologies in a variety of motivating factors. The individual, most recently, who undertook the attack in Jersey City was associated with the Black Hebrew Israelite movement. The individual in Monsey, the investigation remains ongoing. Motivators, over the course of the last fifteen, sixteen years, the number one offender or group that has attacked the Jewish community, committing acts of violence that resulted in loss of human life, attributable to violent extremism comes from the far-right white supremacists and Neo-Nazis.Question: The Secure Community Network was being created and deployed before the situation reached a level where it now rests. Apparently, the organizers believe this is not going to be a momentary distraction…where are we?Michael Masters: So, as you point out, SCN was created in 2004 at a moment of heightened threat towards the Jewish Community from Islamic Extremists Organizations, particularly al Qaeda at the time, but we see now, of course, that the threat is much broader than the Islamic extremists including white supremacists, Neo-Nazis, Black Hebrew Israelites. Ranging from college campuses, such as we saw at the Unite the Right Rally in Charlottesville, to attacks in our houses of worship. Executive Director Message continued from page 1.communities must be working to prepare. It means making sure that we’re conducting assessments on our facilities. Identifying weaknesses in our physical security, strengthening them, providing training to our community members. We know that training saves lives. We have seen it and heard from witness testimony and survivor testimony in Pittsburgh to Poway that training makes a difference. And it also means coordinating with law enforcement. We have phenomenal relationships with state, local and federal law enforcement in the United States. We have to continue to build those relationships and trust and work with law enforcement with our community and other faith-based communities.Question: To have a security organization exclusive to the Jewish community, is in itself disconcerting. Does the Jewish community now fall outside America’s basic sectors?Michael Masters: No, not at all. The existence of an organization like the Secure Community Network was created specifically to be a liaison with law enforcement. To work to translate the threats that law enforcement was seeing to the community and to be able to act on them. So, the reality is that this is a very strong partnership that works in collaboration with law enforcement. You have to recognize that right now the FBI has over 850 domestic terrorism investigations going on in this country. Since the attack in Pittsburgh, there has been over a dozen individuals arrested by law enforcement who are planning attacks on the Jewish community. Law enforcement is hard at work on behalf of our community. The community needs to recognize that we have a responsibility as well, to protect our own institutions and empower our community, just like we do at fire drills. No one says that the fire department’s fully responsible for preventing the fire, reacting to it, they respond, and similarly we have other threats in this country that the police are going to respond and react and be proactive but we have to bear some responsibility as well and that’s what this community is doing, and very effectively I might add. The reality is when people become afraid to do those things, that is when we will step away from being a part of the American society. That is when religious freedom is really not only under attack but is being impacted by these individuals who hate. We cannot allow that to happen. We can’t allow fear to control our behavior. We have to create an empowered, resilient community and remain a strong part of American civil society and that’s exactly what we’re doing.Question: Israeli security experts make a point that while Israelis are taught from birth that everyone is their own first line to safety, Americans reflexively

rely upon governments to protect them. Is SCN a step towards the Israeli position?Michael Masters: That’s probably one of the most articulate ways that I’ve heard of conveying some of the work we are doing on empowerment and engagement in this country. We look towards Israeli model in terms of the resiliency of the community. Just like Israel has an Iron Dome Missile Defense System, we are creating a security shield in this country. And just like Israeli citizens are trained what to do when alarms go off and what actions to take, we’re working to train our community the same way so that they are empowered. I think that that’s a very apt example of engagement and empowerment that we are working to create in this country. You look to our Israeli brothers and sisters and cousins and work together to make sure that the diaspora community is prepared and resilient, just as we work to support Israel to ensure the same.Question: What’s the most urgent message you need to impart to the Jewish community regarding security and safety in the year to come?Michael Masters: Commit to action. We teach people in our training, whether it’s situational or awareness training, when you see something, say something, do something. An active shooter, an active threat…commit to action…MOVE. And that’s what we need to do as a community. Every time there’s an incident, we hear the phrase; “I never thought it could happen here”. We need to overcome that mindset of denial and work to commit to action to ensure the safety and security of the Jewish community. To ensure our future. To allow Jewish members of the American community to practice their faith openly and responsibly. To allow Jewish culture, traditions and history to live and survive and thrive for our children, grandchildren, in generations to come.Question: There was just a major gathering in New York City. Are there other such gatherings planned throughout the country and are there campaigns that you are planning to also roll out?Michael Masters: Well, one of the great things I think the showing of support that was organized by UJA New York and the Jewish Community Relations Council supported by JFNA and the Conference of Presidents and other organizations, was a great demonstration, not just for the Jewish community but of all communities, coming together to stand up against antisemitism. We see that happening around the country, notwithstanding the rise in antisemitism and hate crimes in this country. We have to recognize the vast majority of people are appalled by that. We have good friends and allies. We’re going to continue to stand up with them and we’re going to continue to work as a resource to ensure our safety and

Sarah Barnett, Director of DevelopmentThe Power of ….The CollectiveUnfortunately, the issue of campus and community security takes up far more time and budget than we would like, but this is a responsibility we take seriously! It is always better to not be alone and this is why our communal leadership feel so strongly about our national connections with The Jewish Federations of North America (JFNA) and The Jewish Community Center Association (JCCA). Our membership in JFNA has given us invaluable access to the Secure Communty Network which is part of the American Jewish Community’s response to heightened security concerns in the United States. SCN has been at the forefront of an innovative, collaborative and cooperative national homeland security initiative educating the Jewish community to potential threats, leveraging government and private sector resources to better protect and secure our community, and ensuring that the security concerns of our community continues to remain a top focus of the intelligence, homeland security and law enforcement agencies charged with safeguarding our country and communities from the risk of terror attacks that has become a persistent threat over the past decade.

Through the leadership and help of SCN we first were able to complete a community assessment and training last year, and this year move forward with the significant step of welcoming our own regional security professional in a shared position with Richmond. SCN assisted with the hiring process as well as with seed funding making it easier to commit to this important position. To have a security professional who will personally know our community is both comforting and prudent. This process would be so much more difficult without our membership with JFNA who provides our link to SCN. In turn, our connection with JFNA, and JCCA which provides us with so much Jewish communal resource is not possible without your support! Moving forward our budgets will need to reflect the increased cost of security and the Annual Campaign is the backbone of our campus budget. Thank you for being a part of this powerful, collective, story!

security. The UJCVP, in partnership with the Jewish Federation of Richmond, has hired our own SCN, Regional Security Consultant, David Brackins. David is an employee of SCN who lives in and is assigned to Richmond and The Peninsula to coordinate directly with our Jewish institutions, local and regional law enforcement, and the members of our communities. David is a retired Deputy Director with the US Department of State, Diplomatic Security Service (DSS), after a 27-year career. His assignments included: overseeing high threat security interests for US embassies and consulates in the Middle East and South East Asia, Senior Agent for Security of US citizens and government employees in Canada, management of the State Department’s Criminal

Investigations Unit and Human Trafficking Unit, and supervision of Special Agents for passport and visa fraud out of the Los Angeles Field Office. David also served as Regional Security Officer in Mosul and Hillah, Iraq, and Threat Protection Officer for the US Embassy in Bagdad. David is a graduate of the College of William and Mary. He and his wife reside in the Richmond area.David has been on the job since mid-December and has already met with our UJC and synagogue leadership and reviewed our Jewish facilities. He will assist us with training of our leadership, professional and lay, as well as training for all our members in addition to recommending security upgrades for our institutions. We are fortunate to have the direct services of David and the SCN Professional Team here on the Peninsula.

Jewish Family Service’s 27th Annual Chanukah Gift Program was very successful this year. Each year, JFS reaches out to local Jewish families throughout Tidewater and the Peninsula who are in financial need with gifts and gift cards for their children and teens and VISA gift cards for those without children. Continuing this year, there was a large handmade wooden Menorah in the UJCVP Lobby. Over 100 gift tags were placed on the Menorah and all were taken by eager donors. JFS received gifts of new clothing, winter coats, books, games, toys, school supplies, and Judaic items. Recipient families were thrilled to receive the numerous useful and fun gifts that were donated to their children and teens. One thank-you note read: “I want to thank these generous people who help me out! I appreciated the gifts and gift cards for my family and we made good use of them. Many blessings to all of you!’

JFS’s annual Chanukah Gift and Financial Assistance Program provides direct help to local Jewish families who are struggling financially. Many of the families who seek help are active members of the local community who attend schools and temple with everyone else. Although gifts are collected during the Chanukah Holiday, many of the gifts are used all year by these families.

This year, a total of 16 different Peninsula families benefited at Chanukah time due to the kindness of local community donors. Specific “wish list” gifts and gift cards were provided to 15 Peninsula Jewish children/teens. Throughout 2020, these same families will continue to benefit from the gift cards and cash donations given at Chanukah time as JFS provides gift cards towards medication, food, gas, clothing, and school supplies.

Did you miss helping families in need at Chanukah time? Here is how you can assist JFS help local Jewish families in need year-round...

• Donate food, gas & grocery store gift cards, or cash! Donate items needed by JFS to help struggling Jewish

families: canned goods, grocery bags; cosmetics, bath & body products; Judaic/Jewish items; school supplies; paper goods; and cleaning/household supplies.

All donations to JFS are tax deductible! For more information about any of these programs, contact Elizabeth (Libby) Batten, MSW, Peninsula Social Worker, Jewish Family Service of Tidewater at 757-223-5635 or [email protected].

There are so many ways to make lasting magic happen in our community. Marc Minkoff, continues to make magic happen years after his passing. Our community lost Marc, a Newport News native, far too early at the age of 55 in 2003. Yet his memory continues to be for a blessing through the Marc Minkoff Sports scholarship fund created by his family to create a legacy that matches his passion. Marc loved sports, and loved the Jewish Community Center. He delighted in playing sports for fun, and equally delighted in being able to provide positive sports experiences for his sons, never missing their games. Marc would have wanted other children to have the same benefit of sports participation and is able to make this happen with the legacy of this special fund. If you have a child who loves sports and is in financial need to help attend a special sports program or join a sports league, scholarship requests can be made by contacting Libby Batten in our JFS office at [email protected] or (757) 223-9080 or contacting Sarah Barnett at [email protected] or 930-1422. Immediate scholarships are available for spring and summer sports programs. If you would like to make a contribution to this fund to honor Marc’s legacy, contributions can be made online at www.ujcvp or by sending a check made out to the UJCVP Endowment fund directed to this specific fund.

If you are inspired by Marc’s life, legacy, and story and want to consider establishing your own specific legacy through our UJCVP Endowment, please contact Sarah Barnett or Steven Wendell.

This film tells the story of a complicated relationship between an aging father and his special-needs son, whom he abandoned while he was still a young boy. The father’s kidneys are failing, and his son wants to donate one of his own kidneys to help save his father's life. However, the transplant committee objects to the procedure claiming that the father, acting as the son’s sole legal guardian, does not have the right to authorize such an invasive procedure. The son, who recently lost his mother, feels he finally has the chance to do something meaningful; to become a man and stand on his own. He sets out to fight for his right to save his father's life. Through the film's portrayal of a relationship full of love, rejection and co-dependency, it manages to question the importance of human connection on human life.

Hashem told us to plant trees when we arrived in Israel but not to touch the fruit for three years. On the fourth year, we could pick the fruit but then give it to the high priests in the Temple. Finally, finally we could eat our fruit on the fifth year. Luckily, in 2020, we can take five minutes and run into Harris Teeter and just get our fruit. The sentiment is not lost though and we celebrate Tu B’Shevat as the New Year of Trees as a way to connect with the Land of Israel.

Tu B’Shevat is also a great day to remember our duty to the environment, like a Jewish Earth Day. It’s the perfect time of year to plan your spring garden. Do you recycle or compost? What can you do to reduce your carbon foot print?

One of the best parts about Tu B’Shevat is that we’re not fasting or asking forgiveness or remembering oppression. This holiday is a piece of cake! So put some fruit on that cake, drink some wine, plant a tree and relax because Passover is just around the corner. Oy.

Don’t forget to plant a tree in Israel go to jnf.org
