Regulation 2 Section 6 of the PAGCOR Site Regulatory Manual issued on 25

February 205 lists the docu!entary re"uire!ents that !ust be sub!itted

by an indi#idual$ %artnershi% or cor%oration a%%lying for a Ga!ing &icense'

(Section 6. Applicant Documentary Requirements:

The following are the documentary requirements to be

submitted by an applicant or existing perator relati!e to its

application for a license.

"Section #. $ocal %o!ernment &nit Requirements

'a(A $etter of )o b*ection '$)( must be secured from the+ity,-unicipal +ouncil i.e. +ouncil Resolution or rdinance

stating its no ob*ection to the establishment and operation of

a gaming site situated within its locality./f the same is not yet a!ailable at the time of application the

applicant must submit a copy of duly recei!ed application

with the +ouncil and a letter of consent from the -ayor.



0lease note that should the application be appro!ed based on

these documents the perator must secure within one '#(

year the required +ouncil Resolution,rdinance stating its no

ob*ection to the gaming site operations. therwise the

$icense issued to it will not be renewed.'b(/f the submitted $) is dated prior to the date of site

application the Applicant must submit a certi1cation from the

o2ce of +ity,-unicipal +ouncil duly signed by its authori3ed

signatory con1rming the continuing !alidity of the $).'c(Document,s issued by the $ocal %o!ernment &nit '$%&( as

required in item 'a( abo!e shall be duly certi1ed by the

authori3ed signatories of the 2ce of the -ayor 'for -ayors

consent( and the 2ce of the +ity or -unicipal +ouncil 'for

+ouncil Resolutions or rdinances(.'d(xxx 'e(The Applicant must ensure that the proposed gaming site is

compliant with the $%& Requirements and regulations on the

establishment and conduct of gaming operations.'f( Submission of required $%& documents is not a guarantee of

appro!al of the application.4

“Section 3. Site location area requirements.

'a(The gaming site may be located within the following areas or establishments:

1. Malls/arcadesi. These are commercial buildings where ma*ority of the

located establishments pro!ide retail sales leisure andentertainment to customers.

ii. %aming site must be within mall5s general premises tobe classi1ed under this category. This may include nonconnected annexes that ha!e similar leisure and

entertainment establishments as that of the mall'restaurants etc(. Typically annex area will belong tothe same complex or share the same par7ing area of the mall. 8uildings that are not in the mall premisesmay be classi1ed otherwise.

9. General and Commercial Buildings



i. Address classi1ed by $%& oning 8ody as a commercialbuilding.

ii. -ultidoor building where tenants pro!ide commercialser!ices 'retail distribution ser!ices ban7ing foodetc(.

iii. 8uilding should not be located beside or across informalsettler dwellings.i!. 8uilding will allow signage at outlet5s fa;ade.!. -ixeduse +ommercial,Residential +ondominium

buildings are classi1ed under this category. <or thesetypes of buildings the proposed site must be located inthe commercial area 'normally the lower =oors(.

!i. 8uildings must either ha!e a supplied generator or allow the gaming site to ha!e its own generator.

3. Hotels / Resorts

i. 0roposed site must be located inside the building or within the same complex,premises as the >otel,Resort.

ii. 0roposed site must be located in an identi1edcommercial space of the hotel 'as opposed to guest rooms(.4
