2020 MATI – THE LEADERSHIP EXPERIENCE

Capilano University and the Local Government Management Associa�on of BC, have developed an innova�ve program specifically designed for

people in leadership roles in local government in Bri�sh Columbia. This is “MATI – The Leadership Experience.”

Senior prac��oners in the field of local government havedesigned this program in conjunc�on with educators who are familiar with issues facing local governments in BC. It will provide par�cipants with opportuni�es for discussion and interac�on with a widely diverse group of leading academic and local government figures.

The program is a blend of theory and prac�ce, with an emphasis on interac�on and par�cipa�on. The program features new informa�on and new research in the field of leadership studies.

The format will provide many opportuni�es to learn and prac�ce skills required for effec�ve leaders, the opportunity to learn directly from some of the most outstanding leaders in local government in BC, and �me to look at specific issues faced by individual par�cipants.

Time and PlaceThe 2020 session of MATI Leadership will commence at 4:00 p.m. on Sunday, June 21 at Capilano University, North Vancouver, BC. The course will run all week, with par�cipants living “in residence” at the University’s residences. See: Cap U Residences. The program will end at 10:30 am on Friday June 26.

Welcome to MATI Leadership! Guillermo Ferrero, Chief Administra�ve Officer, Town of Ladysmith, MATI Mentor, and Alison McNeil, MATI Coordinator

and Instructor, Capilano University, will introduce the course and set the stage for the exci�ng week ahead!!

Assessing Leadership Using the MBTI

Gerrie Waugh, Psychologist and Instructor, will lead this session. Par�cipants will assess their leadership styles using the Myers-Briggs type Instrument.

Following this session there will be an opening recep�on.

Interpersonal SkillsThis session will assist par�cipants to meet daily

communica�on challenges. The session will look at how to:(1) focus on issues; (2) use conflict reducing language; (3) manage defensiveness; (4) sharpen ques�oning skills; and (5) defuse difficult conversa�ons.

Gerrie Waugh will lead this session.

Best Leadership Prac�cesGerrie Waugh will work with par�cipants to:

(1) iden�fy and develop the best leadership prac�ces of professional managers; (2) analyze your personal leadership competencies; (3) assess your leadership perspec�ve and how it relates to local government; (4) build collabora�ve rela�onships and consensus; (5) coach, mentor and inspire others; and (6) design a proposed ac�on plan to take back to your work and into your personal life as a leader.

Tools for Problem Solving:Business Case Analysis

Graham Fane, President, Total Impact Management Consul�ng, will provide a dynamic session on Business Case Analysis to help you make a sound case and present it effec�vely. A major challenge for leaders and decision makers is to be able to balance the merits of a decision with the poten�al impacts, risks, and costs. In this session, par�cipants will work with a process for crea�ng a business case that provides all the essen�al informa�on required to support it, including the asset management context.

Organiza�onal Change ManagementLinda Glenday, Chief Administra�ve Officer,

District of Squamish.

This session will provide you with a framework for understanding and managing organiza�onal change, including leadership tools to help employees become a posi�ve part of the change process.

Leading Under Pressure: Community Change and Applying the Leadership Lens

Linda Glenday, Chief Administra�ve Officer, District of Squamish and Lisa Spitale, Chief Administra�ve Officer, City of New Westminster.

Par�cipants will consider emerging trends and issues in BC communi�es, and discuss the leadership role including engaging staff, working with the community, adap�ng to demographic trends, and applying a leadership lens in approaching challenges.

TUESDAY MORNINGTeam Leadership SkillsIn this session led by John Leeburn, former CAO

(re�red) and local government consultant, you will learn how to:(1) choose the best team to help achieve your goals;(2) create team cohesion and purpose; (3) successfully delegate and mo�vate; (4) understand group dynamics including “forming, storming, norming, and performing”; and (5) track progress and sustain momentum.

A Day in the Life of a Leadership TeamThis realis�c simula�on, developed with City

Managers, will involve each leadership par�cipant taking a role as part of a Senior Management Team, and working individually and in group processes throughout the session. A debrief and discussion session will occur a�er the simula�on.

University Credit

As with the other MATI courses offered by Capilano University in partnership with LGMA, participants are strongly encouraged to enroll

in the program as a three-credit Capilano University course, PADM 204. Students and employers tell us that they get more out of the course when taken for credit. All credit students will complete two short written assignments and receive their final grade on the last day of the course.

Interna�onal Ins�tute of Municipal Clerks (IIMC)The IIMC grants the professional designa�on known as Cer�fied Municipal Clerk (CMC). To earn the CMC designa�on, you must have the educa�on and per�nent experience required by the IIMC.

Each of Capilano University’s Local Government Program courses (including all Capilano MATI courses) is accepted by the IIMC towards the CMC designa�on when taken for credit.

MATI courses offered through Capilano University each provide 30 points of the total required 60 IIMC points. For more details on Capilano University courses and IIMC requirements, contact Alison McNeil at Capilano University ([email protected]) and visit the IIMC website at www.iimc.com.

Fees and Residen�al Course DetailsThe fee per par�cipant is $3000 (plus $150.00 GST). LGMA members are en�tled to a discounted rate of $2,730 plus GST. This is an all-inclusive fee, which will cover tui�on, course materials, accommoda�on, all meals and refreshment breaks, and all special recrea�onal ac�vi�es. The course is designed as a residen�al course, during which students complete content, assignments, and all other student learning outcomes over an intensive six-day schedule. All students are required to stay in residence and meals and accommoda�ons are for registered students only.

Refund PolicyRefunds will be processed un�l April 17, 2020 subject to a $50 LGMA administra�on fee. A�er April 17, 2020 no refunds are provided; however, registra�on may be transferable to another qualified candidate.

Board of Examiners Cer�ficates and Scholarships

MATI Leadership par�cipants will be eligible for a scholarship from the provincial UBCM Commemora�ve Scholarship fund. Those interested

in a scholarship may apply by submi�ng a scholarship applica�on to the Board of Examiners. Applica�on forms are available on-line from the Board of Examiners website, or search for Local Government Staff and Development on the Government of BC website www2.gov.bc.ca.

If you are working towards cer�fica�on from the Board ofExaminers, please note that MATI Leadership, when taken as a credit course, will be accepted as an elec�ve for the Provincial Board of Examiners’ cer�fica�on. For this reason, the Board will award credit students with higher scholarships than non-credit students.
