Awards were made for the entire 2011-12 academic year.

2011-12 Appropriations
• On January 4, 2011 PHEAA received a request from Governor Tom Corbett to “freeze” five percent of our 2011-12 appropriation.
• Only undisbursed/unencumbered funds were evaluated for the freeze for a total of 3.6%.

2012-13 projected State Grant values are based on the Governor's recommended appropriation.
2012-13 State Grant
• 2012-13 SG Early Estimator updated after Governor’s announcement.
• Board of Directors meets on April 26 to set 2012-13 award amounts.
• With less funding for 2012-13 than for 2011-12 award amounts and/or recipient counts may be reduced.

2012 Summer State Grant
• 2012 Summer SG application became available on March 15. Deadline is August 15.
• Eligibility for summer based on duration of enrollment and at least half-time enrollment. Must be at least 8 weeks and 6 credits.

2012-13 COTW
• 2012-13 Cost of the Web became available on March 15. Deadline for submission is April 15.
• New questions this year relate to Pennsylvania resident enrollment and institutional EIN.

2012-13 State Grant - DE
• Distance Education Study Group met during 2011.
• Enrollment data requests to analyze and calculate State Grant expenditures if all DE courses were included.

2012-13 SG Certification Workshops
• Seven certification workshops will be held across the state in July and August
• Two webinars with just highlights in August
• Registration information will be posted online

TICCP
Targeted Industry Cluster Certificate Programs (TICCP)•New program beginning with the 2012-13 award year.•Potentially funded primarily with PHEAA resources.•Funds for students enrolled in certificate programs less than two academic years in length in selected industry clusters.

TICCP
Industry clusters for 2012-13 include the following:
• Energy• Agriculture and food production• Advanced materials and diversified manufacturing
PHEAA is working with PDE and Labor and Industry for program linkages (SOC – CIP code crosswalk)
Schools with eligible programs will apply to participate.

TICCP
Students must apply to participate in TICCP with the following eligibility criteria:
• Must be PA resident according to State Grant requirements
• Must file FAFSA• Cannot be receiving a State Grant at same time• Must be high school graduate, have a GED or
have completed an approved Home School program.

TICCP
• Educational costs, maximum amount of grant, and other factors still being discussed.
• Many of the federal TIV requirements for Gainful Employment will be applicable to TICCP

Chafee (ETG)
• Working with Department of Public Welfare to establish maximum award for 2012-13.
• Asking schools to reach out to Chafee recipients for institutional support.

GEAR-UP
• 2012-13 will be last year for program awards
• Insufficient funds to award all eligible renewal students at $5,550 rate.
• PASSHE will provide directives for award strategy.

Byrd
• 2011-12 was the last year for Robert C. Byrd Honors Scholarship program awards to a limited number of seniors.
• No anticipation of future funding.

FWSP-ON
• For 2012-13 participation in the FWSP-ON program, schools will be required to complete a new Participation Agreement.
• Completed agreement due by December 31, 2012 in order to receive all funds for 2012-13

FWSP-CS
• For 2012-13 participation in the FWSP-CS program, schools will be required to complete a new Participation Agreement.
• Completed agreement due by December 31, 2012 in order to receive all funds for 2012-13

FWSP-CS
• For 2012-13 PHEAA will no longer approve community service employers. Institutions will be responsible for making arrangement with eligible employers.
• A list of FWSP-CS participating institutions will be posted on pheaa.org for community agencies to review.

2012-13 SWSP
• The deadline for submission of hours has been changed from 31 days to 45 days
• Summer Deadline for 2012 had been changed to June 30.
• Graduate student eligibility will no longer be determined by subsidized loan eligibility. Now it will be based on a graduate student demonstrating unmet need.

2012-13 EAP
• Award amounts based on PASSHE tuition for a full-time, in-state student
• Appropriations process may slow determination of actual award amounts for 2012-13.

2012-13 Act 101
• Institutions that are not currently participating in the Act 101 Program may apply to participate for 2012-13.

• Change in definition of enrolled student for 2011-12. Can now include:o Student Teacherso Studying Abroad Studentso Students on Internships/Externships

• For 2012-13, the SG Reconciliation Roster will be used for IAG counts.
• Important to have roster completed before June 15.
• Will reduce administrative burden on institutions.

2012-13 NETS
• Program is no longer being funded but awards to renewal students will continue to be made through their graduation.
• All requirements must still be met to prevent the NETS award from being converted to a loan.
