The Bradford District is a varied and exciting place to live and work. We want to ensure that our strategic planning polices remain fit for purpose and will support sustainable development now and into the future. To obtain this objective, the Council is starting work and consultation on the partial review of its adopted Core Strategy. The Core Strategy forms an essential part of the Local Plan for Bradford setting out our strategic housing, employment, transport, retail, leisure and environmental policy requirements. Importantly the Core Strategy also provides policy direction for the broad location, scale and distribution of site allocations for such things as housing and employment. We also use the Core Strategy policies to help determine planning applications and inform key infrastructure and investment priorities. The first stage of consultation involves establishing the range of existing adopted core strategy policies which may require reviewing. The Council welcomes feedback on our initial directions. This consultation is an early opportunity to help shape Bradford’s planning polices for the future. Consultation Details This is a statutory consultation starting Friday 11th January 2019 and ending on Friday 22nd February 2019 at 5pm. The Core Strategy plan period – national policy indicates that theplan should look ahead over a 15-year period. The current CoreStrategy plan runs until 2030. It is proposed that the new CoreStrategy plan period should be extended from 2030 to 2035.  

Strategic housing policies - including setting a new housingrequirement (including specialist accommodation needs), thedistribution and phasing of housing across the district,reassessing the levels of affordable housing need and providingmore detail on housing quality, including potentially introducingoptional housing standards, and considering whether allbrownfield and non-green belt land options have been fully andextensively evaluated, when it comes to accommodatingsustainable development.  

Economic growth – reassessing employment needs and landrequirements plus reviewing retail and leisure needs. The councilwants to enable a strong and vibrant economy to flourish andbusinesses need new land and premises to support jobs. We needto ensure that the right mix of land is available, in the rightlocations for a wide range of different businesses. 

Green Belt - re-assessing the case for exceptional circumstancesand identifying the need for any changes to Green Beltboundaries. National planning policy places great importance toGreen Belts. Council’s need to demonstrate exceptionalcircumstances for changes to Green Belt through plan-making. Before concluding that exceptional circumstances exist to justifychanges to Green Belt boundaries, the Council should be able todemonstrate that it has examined fully all other reasonableoptions for meeting its identified need for development. 

Viability – ensuring that our delivery and viability policies alignwith national policy on addressing viability considerations at theplan-making stage. Viability assessment should not compromisesustainable development but should be used to ensure thatpolicies are realistic, and that the total cumulative cost of allrelevant policies will not undermine deliverability of the plan.

 A number of pieces of technical evidence have been or are in

the process of being commissioned including a new Strategic

Housing Market Assessment (SHMA) and Local Housing

Needs Survey, evidence on employment, transport, retail and

leisure and other technical areas.  Technical work on the

evidence base is also been undertaken in house by the

Council, including Green Belt analysis and employment and

housing land assessments.
