PreambieThis document describes the multilateral agreement between parties as described in thesigning paragraph. It expresses the convergence-of-wili between partjes, indicating anintended common course of action. This document does not constitute a binding contractor imply a legal commitment.

IntroductionUnder its Terms of Reference, the WEDDIP Group successfully facilitated the multi countryfrequency coordination activities carried Out by its members in order to implement therelevant broadcasting spectrum reorganisations, with a view to:

a. achieve mutual compatibility of the spectrum resources to be used in the UHF-band;b. facilitate any consequential modifications to the GE-06 Plan.

WEDDIP recognizes that:• this bas been done by technical investigation of the potential alternative future

usage in this frequency band;• it bas set potentially short time scales for the final completion of frequency

reorganizations;• countries have their own sovereign rights in the bi- and multilateral negotiations

process;

and WEDDIP confirms that:• WEDDIP bas investigated the options for the potential reorganization of the TV

broadcasting plan into the 470 — 694 MHz band;• parties have come to a framework for a frequency plan in the 470 — 694 MHz band

to allow the continuation of DTT;• responsibility for transition arrangements remains with the Administrations

concerned.

Working methodAt subsequent meetings since October 2014 each Administration submitted itsrequirements. The submissions of the requirements were followed by an analysis of thecompatibility by each administration. This analysis was the starting point for thedevelopment of a common frequency plan containing the most feasible solution across theWEDDIP coordination area. Hence, the development of a common plan bas been aniterative process as:

- the modifications to the proposals were evaluated taking into account nationalrequirements;

- WEDDIP-external coordination areas were also taken into account.

Resuits of the activitiesOn the 28th of April 2016, the WEDDIP administrations established a frequency plan whichis illustrated in Annex 1. This frequency plan represents the allotment and channelpositions for Digital Terrestrial Television in the 470-694 MHz band within the WEDDIPcoordination zone as illustrated in Annex II.

The frequency plan is flexible and can be modified and developed with the agreement ofthe affected Administrations.

Follow upThis plan is the basis for finalization of bilateral agreements on field strengths, interferencelevels, technical characteristics and transitional arrangements.
