DATA4ACTION is an Intelligent Energy Europe co-funded project that aims to foster energy data exchange collaboration between public authorities and energy data providers.
The document summarises policy recommendations for EU and National Policy Makers on
Improving the Access and Collection of Energy Data for sustainable energy planning by sub-
national public authorities.
The recommendations are based on the outcomes of roundtable discussions held at EU and
regional levels within the framework of the IEE-DATA4ACTION Project. They were derived by
identifying gaps in existing legislation and defining key elements that could be introduced in
future or revised legislation in order to facilitate the exchange of energy data.

Second EU Roundtable on energy data sharing with Local Authori-
ties, DSOs/TSOs and representatives from energy observatories
Policy Recommendations on improving Energy Data Sharing for
Effective Energy Planning at Sub-National Levels
The second EU Roundtable on Energy data sharing will be held with the support of the Committee of the Regions on the
16th of June 2016 in Brussels. This meeting will be attended by members from key EU institutions, Energy data providers
and regional and local public authorities to discuss and exchange visions about implementing advanced data exchange col-
laboration models for sustainable energy planning at subnational levels.
The main topics up for discussion are regarding the access for public bodies to data (such as transport, consumption and
production of electricity, natural gas & biogas, oil products, heating and cooling). A presentation by Suzanne Peyraud, Hauts
de France Region will highlight the successes in French Energy transition law and data – where a new decree was agreed
with a view of smoothing the cooperation between Energy data providers and public authorities [article 179 of the Energy
Transition Law].
There will also be an open discussion between Energy Observatory representatives / DSOs & TSOs, to discuss the challenges
to improve DSOs’/TSOs’ and public authority’s cooperation in reaching a common understanding of data needs of all market
parties.

What lessons can you draw from your partnership with Udalsarea’s Basque Observatory for Local Sus-
tainability?
Energy consumption is a key indicator of socio-economic development and the success of sustainability and climate change poli-
cies. Public authorities need an overview of the socio-economic system in which they are operating and trends within that system.
Increasingly, all tiers of government are working to encourage sustainability within their specific area of operations, from state
government down to regional and local authorities.
Many Basque municipalities are working on initiatives such as Local Agenda 21, the Covenant of Mayors and the “Compact of
Mayors” (the covenant of mayors against climate change).
As a result, public authorities are increasingly looking for information on energy consumption. We are aware of how important
this information is for them in monitoring their policies in these areas and communicating the results to the general public.
A large number of requests are being received for information in different formats, relating to different details and periods.
Iberdrola’s collaboration with Ihobe and EVE on this Data4Action project is helping to simplify the administrative work involved,
and to ensure the uniformity and quality of the data provided. Iberdrola offers itemised data for each municipality and industry.
Ihobe and EVE process it uniformly and send it to the municipal authorities in the Basque Country. We are very satisfied with this
collaboration and we think it benefits everyone involved.
What is the main added value for your company?
Iberdrola treats business ethics and transparency as essential principles in all its areas of action and it is committed to ensuring
that its dealings with public authorities are governed by principles of cooperation and transparency, in compliance with its ethical
code. This contributes to building long-term relationships of trust. Among other aspects, this commitment extends to the infor-
mation it offers those authorities on the way the electricity is produced and consumed.

A peer learning workshop organized on 19th November 2015 by the metropolitan
City of Torino, provided a technical exchange between D4A partners on data dis-
semination and use through different methods. The first session organised with
front desk presentations by partners and some external experts gave an overview
on some innovative methods and tools useful to process and communicate the
energy data to local authorities and different stakeholders.
The second session was dedicated to an interactive discussion between the part-
ners in order to answer to questions submitted by new observatories. The debate highlighted some problems that also the ex-

Carlow Kilkenny Energy
Agency (CKEA) IE: Carlow
Kilkenny Energy Agency aims to
“lead and support Co. Kilkenny & Co. Carlow and beyond to
reduce its CO2 emissions by stimulating and contributing to
the implementation of best practice in the field of sustaina-
ble energy” (www.ckea.ie).
CKEA has extensive knowledge and experience in energy
management, integration of renewable energies, feasibility
studies, as well as other services in all sectors. The main ca-
pabilities of CKEA are: Sustainable Energy Service to Local
Authorities, CO2 accounting and reduction, Energy Efficiency
Services for Public Buildings, Renewable Energy Develop-
ment Service (wind, biomass, PV, Hydro etc.), Sustainable
transport Promotion Service, and Energy Monitoring and
Analysis Service.

ANERGO – Alba eNERGy
Observatory, RO: ANER-
GO Energy Observatory is a newly created observatory trough
the European project DATA4ACTION. Alba Local Energy Agency –
ALEA, as a project partner, has started the observatory opera-
tion as an internal structure. Initially the observatory will pro-
vide its services for the Local Authorities from Alba County with
the possibility to expand its services in the surrounding counties
in the future. Our key targets are:
1) Elaborating public energy consumption reports on annual
basis, containing averages of energy consumption trends and
prices, BEI & MEI reports for local authorities compatible with
Covenant of Mayors, renewable energy production, compari-
sons and analysis

Kent — United Kingdom: Kent’s
data observatory has been incorpo-
rated as a priority within the Kent Envi-
ronment Strategy. This, along with
endorsement of the strategy across all local authorities in Kent,
supports the long-term legacy of the observatory.
Kent County Council is a strategic level authority which works
with partners from local authorities, business and communities.
Together the partnership has identified a number of high level
priorities in terms of environment and related economic and
health outcomes, which reflect key challenges and opportuni-
ties which the county faces with air quality, energy, transport,
water, resources, severe weather, land-use change and biodi-
versity. Those priorities form the basis of the Kent Environment
Strategy and delivery will be met through an implementation
plan and the actions and activities detailed within it.

Zlin Region Energy Moni-
toring Centre, CZ: The Re-
gional Energy Observatory in the Zlin Region was established
by the Council of the Zlin Region on 13th July 2015 as the
Zlin Region Energy Monitoring Centre., operated by Energy
Agency of the Zlin Region (EAZK).
The monitoring centre is operated as a part of the The Insti-
tutionalisation of the monitoring centre and defining its
structure, long term goals and specific targets lead to the
improvement and development of energy management in
towns and municipalities within the Zlin Region. The moni-
toring centre is an official tool, through which it is possible to
monitor and more effectively implement the Energy Concept
of the Zlin Region, regional SEAP and SEAPs of particular
municipalities.

WHAT’S NEW IN DATA4ACTION
Technical Chamber of Greece Energy Observatory,
GR: Municipalities have limited or no access to energy consump-
tion data of public buildings, public lighting, transport, the resi-
dential and tertiary sector, as well as energy produced from re-
newable energy sources.
Data from these sectors are essential, especially in energy plan-
ning. Up to 2015, there were no national, regional or local ener-
gy observatories in Greece to facilitate access to energy data and
support local energy planning. Therefore, the creation of a new
energy observatory was imperative for assisting municipalities in
the development and implementation of local sustainable ener-
gy plans.

ROECC – Regional Ob-
servatory for Energy,
Environment and Climate, BG: The Energy Agency of Plov-
div has established the Regional Observatory for Energy, Envi-
ronment and Climate (ROECC – http://observatory.eap-save.eu/)
in the South Central and South East Region with the aim to sup-
port local authorities in their development, monitoring and eval-
uation of local actions dedicated to the European 20-20-20 tar-
get and other national targets.
The ROEEC will address the barriers to the data needed for the
priority municipal plans and strategies, i.e. EE and RES plans
(SEAP), air quality plans and waste management plans. It will
focus on defining the data sets and data formats, methodologies
and approaches to data collection, methods and practices in
analysing data.

Energy Observatory of the Metropolitan City of
Torino, IT: The Metropoli-
tan City of Torino is one of
Italy’s 14 metropolitan
Cities and represents an intermediate level of government
between municipalities and Region. The Metropolitan City of
Torino, lying in the north-west of the Italian peninsula on the
border with the south-east of France, has, among metropoli-
tan Cities, the highest number of municipalities, 315, and is
one of the largest in terms of size.
Its demographic density is almost double than the Italian
average. Main competences are related to Land Planning,
Environmental protection, mobility, transport and high
school buildings management.

Monitoring of SEAPS through
Data4Action New Observatories. The
link between Covenant of Mayors
and Data4Action Observatories.
Most of the CoM signatories are small and medium size
Local Authorities, under 50,000 inhabitants. They need
support from the Covenant Territorial Coordinators
(Regions and Provinces). A performance indicator system
is needed in order to allow cities to assess their perfor-
mance on energy sustainability. DATA4ACTION is a power-
ful project for the Commission since it aims to facilitate
Local Authorities access to energy data for implementation
and monitoring of SEAP actions. More available and relia-
ble data will contribute to the success of the Covenant of
Mayors. The Sustainable Energy Action Plan (SEAP) repre-
sents the key document of the Covenant of Mayors initia-
tive, launched by the European Commission in 2009 in
order to promote the 20-20-20 targets.

Covenant of Mayors Signatories developing SEAPs

Save the Date ! European Sustainable Energy Week, 13-17 June 2016 The EU Sustainable Energy Week (EUSEW) is a month-long series of
activities across Europe promoting secure, clean and efficient energy. It
connects policymakers, stakeholders and citizens to achieve climate and
energy goals for the Energy Union. Launched in 2006, EUSEW is organised by the European Commission. [Web-Site ]
Carlow Kilkenny Energy Agency are currently developing a Sustainable Energy Action Plan for the Municipalities of
Carlow and Kilkenny. Through the collection of accurate energy data, which will assist the Municipalities in having
a better decision making process in implementing and reporting on SEAPs.
The Carlow Kilkenny Energy Agency (CKEA) is acting as the Regional facilitator for the Regional Energy Observatory
energyhub.ie. CKEA has commitment from both Carlow County Council and Kilkenny County Council with regards
to provision of energy data for the Regional Energy Observatory. CKEA have successfully developed a Baseline
Emissions Inventory for Co. Carlow, this inventory will be the basis of their Sustainable Energy Action Plan. CKEA
are also working on completing a BEI for County Kilkenny, to develop their SEAP under the CoM initiative.
Carlow Kilkenny Energy Agency and Kilkenny County Council are partners in the Street-lighting EPC project along
with partners from 9 regions across Europe.
Currently in Ireland a National Public Lighting Steering Committee, consisting of representatives from Local au-
thorities, Sustainable Energy Authority of Ireland, Transport Infrastructure Ireland and Department Public Ex-
penditure and Reform has been established to oversee a national retrofit project to energy efficient public
lighting. This involves retrofit of up to 450,000 public lights in the period to 2020 in line with energy performance
targets for public authorities to 2020.
The project between CKEA and Kilkenny County Council is a pilot project relating to 1000 lights, 10% of the overall
total, taking the form of an energy performance contract. The information gleaned from the pilot will inform the
national process.
