Health Minister Harsh Var-
dhan on Friday urged States
to keep high vigil against the
novel coronavirus and asked
them to continue raising
public awareness for its pre-
vention, even though no
new case was reported in
the country.
The Union minister re-
viewed the preparedness and
actions taken so far to handle
the situation arising out of
outbreak of novel coronavi-
rus (COVID19) in China in a
meeting here with senior
ministry officials, according
to a release.
He was informed that sev-
eral precautionary measures
have been taken at the Cen-
tral level in coordination with
ministries concerned.

NEW DELHI, Feb 21:The quantum of reserva-tion reportedly suggestedby the Biplab Sarma Com-mittee on Clause 6 hasemerged as a major hitchfor the Centre leading toconfusion over the fate ofthe committee’s report.
Highly placed sources told
this newspaper that the near-
ly 80 per cent reservation
suggested by the committee
may well be un-implementa-
ble. That is not the only sug-
gestion which has held back
Union Home Minister Amit
Shah from directly receiving
the report, as other report-
ed recommendations, like
introduction of Inner Line
Permit in Assam is in direct
contradiction with the BJP

zenship (Amendment) Act in
the State, said sources.
As reported by this news-
paper, while the All Assam
Students Union (AASU)
members in the committee
demanded cent per cent res-
ervation, the other mem-
bers recommend 67 per cent
reservation in addition to the
existing reservations for the
Scheduled Caste and Sched-
uled Tribe taking the total
reservation to 80 per cent.
This, said sources, is not
possible for the Centre to
implement.
Further there is no guar-
antee that the matter may not
reach the Supreme Court.
The committee recom-
mended introduction of the
Inner Line Permit (ILP) sys-
tem in the entire State and
protection of land rights of the
indigenous people.
Once introduced, Assam
will be out of the ambit of the
CAA, which again is not in
tune with the Centre’s stand
vis-à-vis Hindu Bengalis, said
sources.
As reported earlier, the
Union Home Minister had
recently told a visiting dele-
gation that introduction of ILP
in Assam is not possible be-
cause the State is considered
as a gateway to Southeast
Asia and will play an impor-
tant role in India’s Act East
Policy.
The Centre also has prob-
lems with the cutoff of 1951
suggested by the commit-
tee, as it will lead to several
complications, added the
sources.

deal there,” Trump said in his
commencement address at
the Hope for Prisoners Grad-
uation Ceremony in Las Ve-
gas on Thursday.
“Maybe we’ll slow down.
We’ll do it after the election.
I think that could happen too.
So, we’ll see what happens,”
he said.

CHENNAI, Feb 21: The
Centre has reaffirmed in the
Madras High Court its stand
that the Rajiv Gandhi assassi-
nation case convicts cannot be
set free without its consent
and said the Tamil Nadu cabi-
net recommendation for their
premature release would
have zero effect.
The submission was made
on Thursday by Additional
Solicitor General G Rajagopa-
lan before a bench of Justices
R Subbiah and R Pongiappan
during the hearing of a peti-
tion by Nalini, one of the sev-
en life convicts, seeking to de-
clare her detention as illegal.
Nalini moved the court con-
tending that since the Tamil
Nadu Governor had failed to
order her release based on the
September 9, 2018 recom-
mendation of the state cabinet,
she was in illegal detention. The
bench, which heard arguments
from all parties, reserved its
orders on her petition.
Opposing the plea of Nalini,
the ASG cited a Supreme
Court order and said unless
there was an order in the name
of the Governor, it was not an
illegal detention. He said the
resolution passed by the state
Council of Ministers was not
an order (for release).
Referring to an earlier liti-
gation by Nalini in the Su-
preme Court, he said then the
question raised was whether
the state government has the
power to release the convicts
without the consent or consul-
tation of the Central govern-
ment under CrPC provisions.
The apex court had held
that the Centre’s consent or
concurrence was necessary
because the case was investi-
gated by the Central Bureau
of Investigation (CBI), Rajag-
opalan said. Already the cen-
tral government had refused
to release these convicts. Be-
sides, as per the Supreme
Court orders, life sentence
means imprisonment till
death, he said.
Intervening, the bench asked
the ASG what will be the effect
of the state cabinet's decision
recommending premature re-
lease of the seven convicts (un-
der Article 161 of the Consti-
tution), which is pending before
the Governor. – PTI
Centre, TN oppose Rajivcase convict Nalini’s plea
NEW DELHI, Feb 21: The
CBI and the ED have told the
Delhi High Court that Chris-
tian Michel, an alleged middle-
man arrested in connection
with the AgustaWestland VVIP
chopper scam cases, should not
be granted bail as he has a nex-
us with influential people and
can influence witnesses.
The investigating agencies,
in their written submissions
opposing the bail pleas of
Michel, have contended that
he was extradited to India with
unprecedented difficulty and
there is all likelihood of him
fleeing from justice, if enlarged
on bail as he had no roots here.
Justice Anu Malhotra listed
the matter for further hearing
on February 26.
Michel, who was arrested
in 2018 and is in judicial cus-
tody since January 5, 2019,
has been denied bail in both
the matters by the trial court.
He has approached the high
court against the lower
court’s decision.
The agencies, in their sub-

to judicial custody in the ED
case. He is also lodged in judi-
cial custody in another case
registered by the CBI in con-

NEW DELHI, Feb 21: Del-
hi and Ahmedabad topped the
list of seven metro cities in
daily average consumption of
‘added fat’ in dishes such as
dal fry, stuffed paratha and
mutton biryani, while Hy-
derabad was at the bottom of
the list, according to a survey.
The Indian Council of Med-
ical Research (ICMR) survey
revealed that men consume
more fat at 34.1 gram per
person daily, than women who
consume 31.1 gram per day
across the seven cities – Ah-
medabad, Bengaluru, Chen-
nai, Delhi, Hyderabad, Kolk-
ata and Mumbai.
Added fat was high in dish-
es such as dal fry, rice, stuffed
paratha, chuduva, bisi bele

origins in Karnataka – and puli-
yodharai also known as tama-
rind rice. Mutton Biryani has
more fat than chicken biryani
or cereal-based and non-veg-

than those who ate boiled and
shallow-fried food. Also, al-
most all non-vegetarian foods,
mostly consumed in urban ar-
eas, has high amounts of add-
ed fat, the study revealed.
The survey was carried
out by ICMR-National Insti-
tute of Nutrition from the da-
tabase of National Nutrition
Monitoring Bureau study

ing BJP today alleged that certain
elements are making a deliberate
attempt to spread misinformation
regarding the report of the high
powered committee for imple-
mentation of Clause 6 of the As-
sam Accord.
Addressing a press conference
here, State BJP spokesperson
Rupam Goswami said various
kinds of news have appeared in
the media during the last few days
regarding the report of the com-
mittee on Clause 6 and claimed
that those are not based on facts.
“The committee, headed by
Justice (Retd) Biplab Kumar Shar-
ma, consulted various stakehold-

which was then handed over to

had visited Delhi on February 11
for some personal work. And
Satyendra Garg, the Member
Secretary of the committee, had
phoned Sharma during that time.
Garg had asked Sharma if they
could meet as Sharma was then in
Delhi. Accordingly, Garg had met
Sharma on February 13. But it
was not a formal or official meet-
ing. It was a totally unofficial meet-
ing,” said Goswami.
The BJP leader said that the
committee or any of its members
had not visited Delhi in official ca-
pacity since work on the report
was completed.
He added, “However, reports
started appearing in the media that
the high powered committee had
gone to Delhi and sought an ap-
pointment with the Union Home
Minister and that the latter had not
granted appointment. Such type of
misinformation and falsehoods are
being spread in Assam on a regu-
lar basis. At one time there was
misinformation that many areas of
Sivasagar district would be merged
in Nagalim. Again, at the time of
the Citizenship (Amendment) Act
(CAA), misinformation was spread
that 2.5-3 crore people would
come from Bangladesh... Will As-
sam always be a victim of such mis-
information?” Goswami said that
the State BJP had contacted Jus-
tice Sharma to find facts regard-
ing the sequence of events and
what exactly has taken place.
“In fact, Justice Sharma was
delighted that Garg had called him
after learning that he was in Del-
hi. That itself proves how serious-
ly the Central government is tak-
ing the entire matter.
Besides, the report is confiden-
tial. So how did people come to
know what is in it? And the most
surprising thing is that Dr Hiren
Gohain, Arup Borbora and Dr
Nagen Saikia did not bother to go
to the depth of the entire matter
and just casually alleged that the
Centre is not serious about im-
plementation of Clause 6,” said the
BJP spokesperson.
He added, “There is a deliber-
ate attempt to misinform. We have
to consider who the ‘Badan’ is who
is spreading such misinformation.
Whose interest is served by
spreading such misinformation?”
Asked who the BJP believes is
responsible for spreading misin-
formation on the issue, Goswami
said that the Assamese society will
have to find out the culprits.
When pointed out that the com-
mittee had written three letters
to the Centre, Goswami con-
curred and added, “Justice Shar-
ma said that once the report was
ready they wrote a letter to the
Centre informing about it. How-
ever, there was some mistake in
the drafting of the first letter, as
per what Justice Sharma said.
The second letter was a corrigen-
dum pointing out the mistake in
the first letter. The term of the
committee expired on February
15. The third letter was sent to
remind the Centre that the com-
mittee’s term was over. Today is
February 21. Only five or six days
have passed since the term of the
committee expired. Maybe the
government will move ahead as
per a ‘process’. Nothing happened
for 35 years and now people are
casting aspersions only after five
or six days.”

Experiences worth retelling
Renewed assuranceFebruary 20 is indeed a red letter day for Arunachal
Pradesh. It may be noted that long after independence,
this State had remained within Assam, though designated
as the North East Frontier Agency (NEFA), which had
been a hangover from the colonial period. It was only through
the 27th Constitution Amendment Act, 1971, NEFA was
separated from Assam to meet the growing aspirations of
its people and made into the Union Territory of Arunachal,
the latter being formally declared on January 20, 1972.
Though the Union Territory was granted two seats in the
Lok Sabha and one in the Rajya Sabha, as well as a 30-
member Legislative Assembly, it was not until 1977 that
general elections, and a year later Assembly elections,
were held. Finally, on February 20, 1987, Arunachal
Pradesh was granted statehood, thereby taking the entire
process of democratization to its logical conclusion. All
through this period, protective measures first put in place
by the British to assist the tribes of the entire region to
safeguard their unique cultures had remained, it being
brought under the Sixth Schedule after independence
through Article 371, and with the Inner Line Permit re-
gime being maintained. Recently, during the celebration of
its 34th Statehood Day by the Arunachal Government,
Union Home Minister Amit Shah, who was the chief guest
on the occasion, gave renewed assurance that under no
circumstances Article 371 would be abrogated.
Such reassurance has come none too soon, given that
concerns had been raised after the abrogation of Article
370 regarding Jammu and Kashmir, which had taken away
her special rights. It is interesting to note that Shah, in his
speech, not only spoke about developments under the
NDA specifically of Arunachal Pradesh, but of the entire
Northeast in general. “The development of the northeast-
ern regions,” he is reported to have said, “is the responsi-
bility of the entire country.” If indeed this is so, then the
Union Home Minister should spare a thought to the anti-
Citizenship (Amendment) Act, or CAA, protests going on
in Assam, as also the demands made by many organiza-
tions for the introduction of Inner Line Permit for the en-
tire Northeast. It is needless to point out to the Union Home
Minister about the crisis of identity which has been brought
upon the indigenous people of Assam by unabated illegal
infiltration from Bangladesh and the demographic chang-
es this has wrought, since he must be privy to intelligence
substantiating such a scenario. Unfortunately, that the in-
digenous people of Assam are currently engaged in a strug-
gle for survival had found no echo in Shah’s words, which
perhaps signifies his attitude towards the current anti-
CAA movement in Assam. But, without addressing the
core concern of the indigenous people of Assam develop-
ment of the Northeast is not possible, a reality which needs
to be conceded by the NDA Government.
Unauthorized vendorsWith a fairly large segment of the city’s footpaths re-
maining under illegal occupation by vendors of all hues,
the authorities need to take serious note of the situation
and intervene accordingly. An occasional drive to evict
such encroachers is made time to time but as the effort is
not sustained, pavements come under encroachment
again and in quick time. The laxity of the district adminis-
tration, GMC and the police has over the years ensured
that the city’s pavements serve the needs of the unau-
thorized vendors in blatant violation of the basic rights of
the pavement users. Things have come to such a passé
that pedestrians are compelled to take the hazardous
option of negotiating the city’s traffic on the busy roads.
Children and the elderly have been the worst sufferers
of this situation. The disturbing trend of encroachment
on pavements is only worsening with every passing day
with the police, civic authorities and the district adminis-
tration looking the other way. The problem which has
been persisting for long could have been eased by the
government authorities had they allotted designated spac-
es for the roadside vendors elsewhere. Nothing of the
sort had been done and with the city’s open space shrink-
ing rapidly, finding out alternative areas for the vendors
will be very difficult in the days ahead. The authorities,
therefore, need to treat the matter in the urgency it de-
serves and come up with rectifying measures.
Even as the authorities keep harping on their grandi-
ose plans of transforming Guwahati into a smart city, there
is no indication that steps are being taken to rid the city of
some of its perennial but resolvable issues – something
testified to by growing encroachment on footpaths. Once
the footpaths are freed, there should be constant moni-
toring so that fresh encroachment can be freed immedi-
ately. A city which suffers this much from the apathy of
its civic authorities cannot hope to become a smart city
just by effecting a few cosmetic changes. It is the people
who constitute a city and even a cursory look at the sta-
tus of the pedestrian in the city will make it clear that
convenience and safety of the pedestrian figure at the
bottom of the authorities’ priority list. The expanding city
also urgently needs some scientifically-constructed foot
over-bridges or under-passes for giving some succour to
the harrowed pedestrian for whom crossing a busy road
is a nightmare. Given the shocking inconvenience the
pedestrians have been facing, it is time the authorities
took the matter of pedestrian safety in all seriousness.
The zebra crossings should be visibly marked, and more
importantly, rules concerning zebra crossing must be
enforced strictly and drivers made to respect the rights
of the pedestrian. A long-term, futuristic approach taking
into account a host of factors including the city’s growth
in the coming years can ease things.

have spoken about the
degeneration of Assa-
mese culture, the pri-
mary cause of which is the dissipa-
tion of intellectualism amongst the
people, in particular the Assamese
middle-class. Today’s society is
steeped in the mores of material-
ism; in consonance with the conviv-
ial ethos which seems to have
gripped not merely the younger
generation, but also their elders, this
has created an environment where
intellectualism is diluted.
Contemporary Assamese soci-
ety appears to be preoccupied with
having fun and games and celebrat-
ing fairs and festivals whose
number seemingly increases with
each passing year. For evidence of
such decadence one has to simply
look at the regional electronic me-
dia, where increasingly song and
dance shows occupy prime time
slots at the expense of informed
discussions on topics relevant to
our society.
This is precisely why I admire
individuals who, and institutions
which, continue to attempt to keep
the flag of intellectualism flying de-
spite being confronted with an in-
imical environment. One such indi-
vidual whom I had long admired is
Pradip Baruah, the founder and ed-
itor of Prantik, a fortnightly maga-
zine which since its inception in 1981
has been setting the high standards
which need to be emulated by oth-
er publications of the genre.
Pragmatically blending the liter-
ary with the informative, this mag-
azine has not bowed to populist
pressures or the need to pander to
the dictates of kitsch! At the initial
stage of Prantik, it had literary gi-
ants like Dr Bhabendra Nath Saikia
as the Chief Editor, and throughout
its publishing span had been the
breeding ground for a host of liter-

Why so much negativity?
Sir, – The Assam Govern-
ment’s initiative in inviting the
organizers of the FilmfareAwards
function to hold the ceremony
with glitz, glamour and grandeur
in Guwahati has met with more
brickbats than bouquets. From the
beginning when the decision to
the effect was taken to the days
after the successful consummation
of the function, the merit of the
event has been negatively
discussed by many sections of
media. Most of them question the
wisdom of spending an amount of
money by the State Government.
Spending of public money may
merit discussion but holding a
State minister responsible for his
failure in offering the film
personalities and senior politicians
ary figures who grace the contem-
porary literary scene in Assam.
Little wonder that, when I learned
Pradip Baruah had written his auto-
biography, titled Swagotukti, or So-
liloquy, I was avidly awaiting an op-
portunity to read the book. Not
merely was I desirous of learning
about the antecedents of
The Assam Tribune, the premier
newspaper group of the Northeast,
but also wanted to have insight into
Pradip Baruah the man,
and understand the im-
pulses which induced him
to leave the management
of the Tribune group to his
elder brothers and strike
out on his own.
When I did get the op-
portunity of
reading Swagotukti, I was
enthralled. Baruah is a rac-
onteur par excellence, and
in possession of a memo-
ry which enables him to
recollect numerous high-
lights of his life with clari-
ty and vividness. What
struck me most was the simplicity
of his word usage, and the lucidity
of his style, traits which have no
doubt been honed by the decades
spent as an editor of a fortnightly
magazine. Equally engaging has
been the under-layer of almost phil-
osophic humour which permeates
the book and imparts a literary fla-
vour to what otherwise is an insight-
ful autobiography.
The childhood of an individual
provides clues as to the path that
person would take in adulthood and,
in Baruah’s case, he provides
enough of them in the book. Expe-
riences during his early years in
Dibrugarh bears clear testimony
that Pradip Baruah, who lost his
mother in 1942 when he was just
four years old, was a born rebel, and
would in future not beat an oft-trod-
den path!
His parents had named him Prad-
ip Govinda Baruah, but he was not
comfortable with the ‘Govinda’ ad-
dendum to ‘Pradip”. When it came
to filling up his form prior to sitting
for the matriculation examinations,
he requested his teacher to drop the
‘Govinda’ from his name. When the
teacher reminded him that his fa-
ther had been named Radha Govinda
Baruah and advised that he should
follow in his footsteps, the boy suc-
cinctly summed up the rationale
behind his request. His father’s first
name, the boy explained to his teach-
er, was Radha, a feminine name, and
thus it required the ‘Govinda’ suf-
fix, which was not the case with his
own name. The teacher, whose
name was actually Durgeshwar
though everyone called him ‘Durga
Sir’, was vastly amused by the lad’s
explanation and readily agreed to his
request!
When he was promoted to Class
III in the elementary school, he
wanted to be admitted to the gov-
ernment high school nearby to
where most of his classmates had
migrated, but his father would not
allow it. So the rebel youngster
stopped going to school and began
playing truant, leading the life of a
school ‘dropout’, and having a near-
death experience in the process.
Equally interesting was the child’s
fascination for a group where mock-
drills using sticks was taught, which
he learnt much later (in fact, only
when Mahatma Gandhi was assas-
sinated) that it was a group of the
RSS!
A major change in the lad’s life
occurred in August, 1948, when his
father, Radha Govinda Baruah,
brought him from Dibrugarh to live
in Guwahati, where he had earlier
opened the Tribune Press and be-
gan publishing The Assam
Tribune initially in a weekly format,
and later on as a daily newspaper.
Thus young Pradip, who was admit-
ted to the Don Bosco School, be-
came familiar with print-
ing presses and the nitty-
gritty of the art of pub-
lishing from a tender age,
the deep knowledge
which he imbibed later
helping him immensely
with his own publishing
endeavours.
Swagotukti affords the
reader some fascinating
glimpses of life in Guwa-
hati of the 1950s and 60s,
and titbits of information
such as Chandmari being
then known as Pension-
para, and will surely
evoke nostalgia amongst the older
generation of its citizens. The book
also throughout alludes to numer-
ous national and international
events, such as the setting up of con-
centration camps for Italian priests
during the Second World War, al-
though these are kept as a backdrop
as the author makes his way through
life. The book also offers interest-
ing sidelights such as the anteced-
ents of schools like Don Bosco and
Saint Mary’s.
A memorable incident during
schooldays once again highlights the
independent nature of the young
Pradip which later enabled him to
break the shackles of conventional-
ity and strike out on his own path.
In the mid-1950s the ‘refinery’
movement, with its epicentre in
Guwahati, convulsed entire Assam.
Baruah, then in Class X, had attend-
ed a public meeting as the Class
Captain of Don Bosco, where a de-
cision was taken that students should
also participate in the agitation. It
had been young Pradip who, over-
coming his hesitations at disobey-
ing revered teachers, called for a
boycott of classes and led the stu-
dents out of the school to join in the
protest procession.
Equally significant had been the
joy the schoolboy had felt when
he first saw his name in print as
the translator into Assamese of a
monograph titled ‘Pabitrata’ (Pu-
rity), no doubt inspiring him in his
aspirations to be a writer and ed-
itor. During those days The As-
sam Tribune compound had be-
come the meeting place for nu-
merous dignitaries, and from an
early period Baruah rubbed shoul-
ders with some of the most nota-
ble names in the political and so-
cial circles in Assam.
Once, for instance, during a visit
by Prime Minister Jawaharlal Ne-
hru, Radha Govinda Baruah had held
a luncheon in his honour, which was
graced by a number of dignitaries
including the then Governor of As-
sam, Jairam Das Daulatram, Chief
Minister Bishnuram Medhi and
members of his Cabinet. While the
meeting was in progress, at Baru-
ah’s house a little distance away, a
telephone call came from Delhi by
no less a figure than Indira Gandhi
who requested to contact her father.
Without hesitation, intrepid Pradip
walked into the meeting and in-
formed Nehru that his daughter was
on the phone!
In such a short piece, I have been
able to touch just the tip of the ice-
berg as far as the contents
o f Swagotukti are concerned. This
suits my objective because I do not
desire to play the spoilsport by di-
vulging any more the experiences
retold in this fascinating autobiogra-
phy. For instance, I have deliberate-
ly left out much references to the
establishment of the iconic Prantik,
secure in the knowledge that read-
ers would be able to delve into Prad-
ip Baruah’s reminiscences and glean
these for themselves.
A possible money spinner for rural youth in Assamhe Economic Survey 2019-
2020 states that the live-
stock sector has been
growing at a Compound
Annual Growth Rate (CAGR) of
7.9% during the last five years. Live-
stock income has become an impor-
tant secondary source of income for
millions of rural families and has as-
sumed an important role in achiev-
ing the goal of doubling farmers’ in-
come.
On the basis of topography, climate
and land endowment, Assam has the
suitability of exploring scientific com-
mercial livestock farming. In live-
stock farming, small ruminates es-
pecially goat gain importance mainly
on account of their short generation
intervals, higher rates of prolificacy
and the ease with which they can be
sold. Goat is one of the first animals
to be domesticated by men. The goat
has long been used as a source of
milk, meat and skin. The goat is also
known as the poor man’s cow, espe-
cially adapted to small scale produc-
tion of milk for a family and can be
maintained economically in quarters
where it would not be practical to
keep a cow.
In India, this sector contributes
about Rs 14,453 crore out of which
Rs 6,851 crore from meat, Rs 4,588
crore from milk and Rs 648 crore

from skin which is 8% of the total
GDP from livestock sector. Goat
milk is easily digested; so goat milk
has always been used for the sick,
the elderly, children and TB patients.
It is considered good for healing frac-
tures. Good quality of cheese, curd,
yoghurt can be prepared by using
goat milk. Mahatma Gandhi was a
strict vegetarian. Although he had
vowed not to take milk, he was com-
pelled to add goat milk to his diet to
recover from a serious ailment.
A few educated youths assembled
as Vistara Farm in Karnataka has al-
ready carved a niche in the market
with three types of soft goat cheese
and five varieties of yoghurt with
fruit flavours. But goats in Assam are
not viable for commercial milk pro-
duction.
According to the survey of Goat
Research Station, Assam has more
than 60 lakh population of the dwarf
variety which is popularly known as
Black Bengal goat; they are excep-
tionally good quality meat producer.
The Beetal and Sirohi goat from Pun-
jab and Rajasthan have been in use
for cross-breeding to increase the
scale of production. Goat is primari-
ly sold here for meat and it is one of
the most sought-after meat having
low cholesterol. Goat meat does not
have any religious taboo, which push-
es its demand. Due to socio-econom-
ic changes in the recent past, a rapid
shift has taken place towards non-
vegetarian meal. In the Northeast,
90% of the people is non-vegetarian
and during the festivals like Magh
Bihu, Durga Puja, Kali Puja, Eid, etc.,
the State has to import goat from
outside. The security personnel de-
puted in the remotest villages of bor-
der areas of the Northeast is another
source of demand for goat meat.
Goat farming is a promising way for
earning in such areas.
Apart from the domestic sector,
huge increase in demand for meat in
the developing countries, especially
in the Gulf and Southeast Asia
presents an excellent opportunity for
enhancing export of meat. Adding
value to meat is crucial which ena-
bles a perishable commodity like
meat to be transported over long
distance.
The goat is an all-weather farm
animal and can acclimatize both in the
plains as well as hills in Assam. It
ensures more economic return in
short period because of its excellent
breeding capacity. Even with mea-
gre investment, one can transform
one or two units of goat to a large
commercial farm which suits a small
marginal farmer. Each goat requires
ten sq ft to stay comfortably. For small
scale, no elaborate housing is neces-
sary. Locally available materials like
bamboo, wood elephant grass, pad-
dy straw, etc., may be utilized to re-
duce the cost for construction. Fam-
ily labour can be efficiently utilized
for those who cannot go for other
farming. It consumes all kinds of
plants, waste of kitchen which are
generally rejected by other animals
and pluck fruits from trees and bush-
es. The leaves of the jackfruit tree is
a lucrative item in a goat’s diet, which
is most common in the homestead
garden of rural Assam. Apart from
the vitamin content, one can process
a number of value added products
from jackfruit. On the other hand, it
ensures sufficient availability of green
fodder throughout the year that im-
proves the health of goat. Proper
management of this model (jackfruit-
goat) may be a money spinner for
the rural youth. Again, goat manure
is rich in NPK and excellent for agri-
culture. Innovative approach of inte-
grated farming which includes crop,
horticulture, cow, goat, fish and duck
will provide round the year income
and help to get a nutritious diet for
the rural folk. An efficient entrepre-
neur can term goat as an ATM as
they can be sold at any time of need.
Scientific and commercial farming
of goat includes feed, lousing, breed
improvement, disease prevention
and control, processing and market-
ing. A shrinking grazing area might
not be sufficient for the goat popula-
tion. Hundreds of tons of fodder grass
from common land go waste every
year in the rainy season. Better har-
vesting of fodder resources, especially
pasture grasses, is crucial for devel-
opment of goat.
In rural Assam, raising goats can
be a lucrative and enjoyable farming
experience for the womenfolk also.
They should become their mother
and understand their gestures and
wordless signals. In this era of glo-
balization, agriculture graduates can
make a significant contribution in ru-
ral areas to attract and retain youth
in this sector. They should work inti-
mately with goat farmers in under-
standing their issues and finding in-
novative solutions. A system needs
to be evolved for value addition.
While educated youth in Karnataka
can fulfil their modest dream, then
why cannot the rural youth in Assam
develop their goat farm instead of mi-
grating towards crowded cities for
work?
An innovative initiative Mera Gaon
Mera Gaurav has been planned by
ICAR to promote direct interface of
scientists with the farmers. The As-
sam Agriculture University has al-
ready taken some steps such as goat
rallies and awareness camps to at-
tract the rural youth. The perfect im-
plementation of this entire pro-
gramme will help fulfil the goal of
doubling farmer’s income by 2022.

New tea researchSir, – Apropos the two letters
to the editor, by Dr AK Sarma
(February 14) and by Dimbeswar
Gogoi (February 19), both retired
advisory officers of Tocklai Tea
Research Institute (TTRI), in
response to a news item, titled
‘Milestone by Tocklai Tea
Research Institute in micro-
propagation with tissue culture’
(AT, February 10), we would like
to say that we refute the allega-
tions made in both the letters as
the news item was not meant to
undermine any past work done at
Tocklai, but only to highlight the
recent research breakthrough
achieved by a young scientist in
overcoming the long-standing
problems of rooting and hardening
of tissue cultured tea plants.
Perhaps Dr SC Das who initiated
the tissue culture work at Tocklai
in 1989 would have been the
happiest person today had he been
alive. The difficulty in rooting and
hardening faced earlier has been
reported as the cause of low
success rate which has prevented
this technology from adoption for
mass multiplication of tea plants
so far. Due to this difficulty only,
the plants mentioned in the letter
of Gogoi as tissue culture plants
planted in the field in the mid-
1990s are in fact vegetatively-
propagated somaclonal variants as
per the available records. On the
other hand, Pranita Hazarika has
developed a new technology
based on a modified medium and
different technique for efficient
hardening of micro-propagated tea
plants after enhanced in-vitro and
ex-vitro rooting. This has made
the procedure reproducible, rapid
and cheaper, hence the scope for
mass multiplication without use of
costly green houses.
Pranita Hazarika has been
engaged on a special TRA
fellowship since March 2017 and
her initial work was first present-
ed at the TRA AGM held at
Tocklai on Sept 30, 2017 and
updated in the TRA Council
meeting held on January 22, 2020
with the objective of commerciali-
zation. Hence it was not published.

GUWAHATI, Feb 21: Altogether 678 buseswill be introduced under the Uberisation Schemeof ASTC (Assam State Transport Corporation) inorder to provide timely transportation facilitiesin the State. “Along with good roads, people needsafe and timely public transportation facilities inthe State. Due to a gap between demand andsupply, the ASTC needs more buses. There are
ASTC bid to improve transportation facilities850 ASTC-owned buses and 1,369 buses underASTC plying in the State,” Chairperson of ASTCAshok Kumar Bhattarai said at a press conferencehere today.
“Under this scheme, interested candidates whomay be individuals, small business enterprise orself-help groups (SHGs), can apply in Uberisationfor putting their buses on routes to be operatedunder the ASTC. The beneficiaries will get 25 percent subsidy – 15 per cent of which is refundable
in the form of interest-free loan to be repaid overa period of five years and 10 per cent is non-refundable. An applicant has to pay Rs 1,000 asapplication fee and he or she cannot apply for morethan five routes,” he added.
More buses will be included in the next threefinancial years. Selection of beneficiaries is on afirst-come-first-serve basis. Last date for sub-mission of applications that started on February7, is February 29.
“Compared to national average of 40 busesper 1,00,000 people, at present there are lessthan three buses per 1,00,000 people in theState. This Uberisation scheme will help reducethe congestion in public transport,” ASTC Man-aging Director Anand Prakash Tiwari said. “Twomore new inter-state bus terminuses will be builtat Khanapara and Tezpur and completed by Jan-uary 2021. ASTC bus stations will also be devel-oped with adequate infrastructure,” he added.

five-day special training on
investigation of offence and
report writing was inaugu-
rated by Member of Parlia-
ment Pallab Lochan Das at
Bagori under Kaziranga Na-
tional Park. The training pro-
gramme was organised by
Wildlife Trust of India (WTI),
with the support of Interna-
tional Fund for Animal Wel-
fare (IFAW), and Assam For-
est Department.
Altogether 15 Forest offi-
cials from three national
parks, including Manas Na-

GUWAHATI, Feb 21: Vidya Bharati,
the education wing of RSS, will set up
300 ‘Sanskar Kendras’ in slum and other
remote areas of the State for the benefit
of children in those places.
“These Sanskar Kendras will be set
up mostly in the Brahmaputra Valley, in-
cluding the slums of Guwahati and other
remote areas like those in border areas
etc. The centres will function on two week
days – Saturday and Sundays,” organiz-
ing secretary of Vidya Bharati Purvottar
Kshetra Hemanta Dhing Mazumdar said.
Around 29 such centres are already
functioning in the State. The organiza-
tion has asked all the schools functioning
under it having more than 300 students
to open one such Kendra.

ernment’s claim that each
household of India will have
free access to safe drinking
water by 2022 , Saikia said
that Asian Development
Bank has predicted that by
2030 only half of India’s pop-
ulation will have safe drink-
ing water facilities.
Geleki Lahongaon watersupply scheme opened
My father, Mahendra Bora, breathed his last
on February 12. He was my teacher, my in-
spiration and above all my moral compass.
Born at Dhing of Nagaon district, Papa com-
pleted his schooling from Dhing KB High
School and came to Cotton College for higher
studies. After completing his
ISC from Cotton College, he
made it to the IIT Kharagpur
during 1952 in his very first at-
tempt. There he pursued his
passion – an undergraduate and
graduate degree in Architecture.
After graduating from Kharag-
pur, Papa came back to Assam to
work for the government but
within a few years he left for high-
er studies which took him to Cal-
ifornia to pursue a Master’s degree in Urban
Planning from the University of Southern Cal-
ifornia in Los Angeles.
Once back home, Papa wasted no time in
working on what was closest to his heart –
ameliorating the conditions of the needy. The
Kukurmora village in Kamrup district is a tes-
timony to his skills of designing low-cost
homes for families who could not otherwise
visualize owning a home of their own. Papa’s
goal was to stretch the government loans as
much as he could in order to maximize bene-

At present 556 vernacular medium
schools scattered throughout the Brah-
maputra Valley and Karbi Anglong dis-
trict are under the Sishu Siksha Samiti of
Vidya Bharati. Of them, 110 are estab-
lished in tribal areas. As per 2019 records,
1,66,011 students in these schools are
being guided for their all-round develop-
ment like physical, mental, intellectual and
spiritual by 8847 teachers.
While the Vidya Bharati schools are
under the State matric board, they fol-
low a prescribed “Yoga-based” curric-
ulum for “physical, mental, intellectu-
al, moral and spiritual development”
of the children.
On February 8 and 9, to enhance the
capability, improvement in the education-
al environment and imbibe the spirit of
nationalism, the Samiti organized a se-
ries of mega workshops on five basic sub-
jects of Vidya Bharati – Physical, Yoga,
Music, Sanskrit and Moral and Spiritual
along with other subjects like Spoken
English, Shishu Vatika (Play School),
Vedic Mathematics, Girl Child Educa-

State Housing Board, Papa worked tirelessly to

(Paddy) under Externally
Aided Fund and Aspirational
District Programme gener-
ated good response among
the farmers of the district.
The day-long campaign was
jointly organised by the district
administration and District
Agriculture Office at GP Kan-
chanpur here on Thursday.
Speaking on the occasion as
chief guest, Deputy Commis-
sioner Keerthi Jalli appealed
to the farmers to avail differ-
ent schemes extended by the
government such as KCC and
PMFBY to double their in-
come by raising productivity.
The Deputy Commissioner
said the farmers need not
have to spend money to go to
the government offices in
towns to get their work done,
as the administration today
has come closer to them. She
suggested the farmers to sell
their paddy at minimum sup-
port price to the Food Corpo-
ration of India.

pealed to the farmers to
come forward to avail the
welfare-oriented schemes to
enhance their income.

Chirang,’ Kajalgaon, in connection with Sess. Case No. 99(S) /2015
06.02.2020: The accused Sukla Mardi has appeared with his learned counsel.
Learned P.P. is present. Perusal of case record, including examination of Sri Angaraj
Cherty, Asstt. Sub Inspector of Police, Tipkai Police Out Post in Kokrajhar district and
the order dated 12.4.2019 passed in this case shows that despite publication of
warrant of proclamation and expiry the required statutory period, the accused Samel
Tudu did not appear in court. It is seen that he was charge-sheeted of having committed
offences u/s 448/302/34 of the I.P.C. However, as required in Sub-Section of 4 of
Section 82 of Cr.P.C., 1973, the said accused has not been declared proclaimed
offender. As such, the accused Samel Tudu is hereby declared proclaimed offender.
The officer-in-charge of the concerned P.S. is directed to publish a notice in news
paper having circulation in the locality of the accused declaring him a proclaimed
offender in this case. He shall do the same through DIPRO, Chirang and shall submit
the complete news paper containing the publication in court on 29.02.2020. Send a
copy of this order to the said officer-in-charge and also to DIPRO, Chirang for
compliance.
Perusal of the evidence of the prosecution witness No.1 Som Mardi discloses that
at the time the two victims in this case were murdered, their adopted children were
sleeping nearby and that they had stated that Som Mardi that the deceased Sabin
Tudu had quarrel with some person before being killed. As such, it is necessary that
the children of the deceased be brought to this court for their evidence. As such,
investigating officer of this court, or, the officer-in-charge of the concerned Police
Station, in the event the I.O. has been transferred out to some other district, as the
case may be, he is directed to produce the children of the deceased on 29.02.2020
without fail.
For the purpose of an inference whether victim’s compensation is to be awarded
to the children and also for the purpose of ascertaining the guilt of the accused, the
doctor conducting autopsy of the two deceased are required to be examined and
therefore, for the time being, examination of the I.O. is deferred.
It is also seen that the weapon seized vide M.R.No.43/2013 has not been produced
in the court which is necessary at the time of examination of doctor and also for
examining the seizure witnesses. The prosecution shall take steps, with endorsement
of the corresponding issue numbers in the margin of the order sheet, requiring
production of the said material in court on 29.02.2020.

JORHAT, Feb 21: Assam Governor Profes-
sor Jagdish Mukhi today directed the Jorhat
Medical College and Hospital authorities to
stop the practice of attendants staying with
patients all the time sitting on the beds and
also bar stacking of luggage of attendants and
patients beside the beds.
Mukhi, who after inaugurating the four-day
Shivaratri celebrations at Sivasagar on Thurs-
day, today visited the JMCH
here and took stock of the serv-
ices provided by the institute
and its prevailing condition.
Speaking to mediapersons
after the visit, the Governor said that during his
visit to a few wards, he observed that more than
one attendant was sitting along with each patient
on the beds and the luggage of attendants and
patients were strewn by the side of the beds.
Expressing his displeasure for allowing sev-
eral attendants to stay with a patient and stor-
ing luggage beside the beds, Mukhi said such
kind of activities will lead to bringing in germs
that will spread infection in the area.
The Governor said that he has given one
month’s time to the JMCH authorities to com-
pletely stop such practices. He stated that a
system should be put in place under which
attendants could visit their respective patients
three times in a day after acquiring passes
from JMCH officials.
Mukhi further said that the visits of attend-
ants should be allowed only during visiting
Seuj Grantha Mela-2020begins today at Tezpur
‘Stop attendants staying withpatients 24×7’
hours fixed by the institute. He suggested al-
lotting a big waiting area or a hall for attend-
ants to stay and keep their luggage. The Gov-
ernor said that if an attendant was required by
the JMCH staff then an announcement should
be made in the waiting area.
Mukhi said that he will be visiting JMCH after
a month to see whether his directives given to
the authorities today were followed or not.
The Governor further said that another defi-
ciency he had found in JMCH was that the insti-
tute had a neurosurgeon but no
neurologist. “Again there was a
state of art Cath Lab but no car-
dio surgeon”, he added. The
hospital only had cardiologists.
“I have taken note of this deficiency and will
do the needful soon to rectify the same ,”
Mukhi said.
Regarding the breakdown of the cold cham-
ber in the morgue, the Governor said that he
was apprised about the matter and that a pro-
posal from the JMCH authorities already had
been submitted to the Government in this
regard. Mukhi said that he was told that the

ond ‘Seuj Grantha Mela-2020’
a book fair organised by the
Assam government and Tea
Community Welfare Depart-
ment in association with the
‘Cha Janagosthi Sahitya Sabha’
and Publication Board, Assam
will begin from tomorrow with
a four-day-long programme at
the Church field here.
The first such book fair was
held last year at Bokakhat in
Golaghat district. Giving an
outline of the book fair, the

Assam, Pramod Kalita in a
press meet held at Circuit
House here this evening men-
tioned that the event will start
tomorrow at 2 pm with an art
competition among the stu-
dents from Class I to class VII
and Class VIII to Class XII. It
will be followed by formal in-
auguration of the book fair by
Tezpur MP, Pallab Lochan Das
and it will be graced by MLA,
Tezpur LAC, Brindaban Gos-
wami, Dr Dambarudhar Nath,
VC, Majuli Cultural University
and noted writer Dr Satish
Chandra Bhattacharya. In the
evening, a cultural nite will be
inaugurated by Sibcharan Das.
On the next day, the pro-
gramme will begin with ex-
tempore speech recitation,
book review and report writ-
ing competitions among the
students which will be inaugu-
rated by the Deputy Commis-
sioner, Sonitpur, Manavendra
Pratap Singh. It will followed
by a symposium and poet’s

Sivaratri atPaglababadham

Maha Sivaratri was celebrat-
ed at the historic Paglababad-
ham at Tiamari near here
with a night-long programme
today. Hundreds of devotees
assembled on the premises
of the temple and paid obei-
sance to Lord Siva. Several
troupes coming from nearby
villages performed naam kir-
tan. A small mela was also
held.
Sivaratri was also cele-
brated at the historic
Dhelkhowa Siva temple sit-
uated at Daobhangi (Rupshi)
near here with a four-day
programme. A big mela is
also being organised on the
premises of the temple. Si-
varatri was also celebrated
at the Bazar Siva temple of

Confederation of Meghalaya
Social Organisations (CoM-
SO) today decided to intensify
its agitation after expressing
disappointment over the Cen-
tre’s stand on the resolution
earlier passed by the Megha-
laya Assembly to implement
the inner line permit (ILP)
system in the State.
“We had expected that the
Centre would implement the
ILP system in Meghalaya,”
CoMSO chairman Rob-
ertjune Kharjahrin said after
an emergency meeting here.
He was referring to
Thursday’s meeting between
a delegation of the Megha-

land Lokayukta Justice Uma
Nath Singh has ordered a
preliminary inquiry into al-
legations of corruption
against Nagaland Deputy
Chief Minister Y Patton.
Justice Singh passed an or-
der on Thursday for registra-
tion of a case for conducting
the preliminary probe on the
basis of a complaint lodged
against Patton for allegedly
committing “offences” pun-
ishable under the Prevention
of Corruption Act.
The Lokayukta directed
the coordinating officer/in-
spector, Nagaland Lokayuk-
ta Police, to register the case.
The inquiry will be conduct-
ed by the Nagaland Chief
Minister, who has been asked
to submit his report in the
form of affidavit before the
next date of hearing.
In a complaint to the Lokay-
ukta on February 19, former

alleged that Patton, while
speaking at a programme
recently, asked the candi-

awaits Centre’sapproval
AIZAWL, Feb 21: The Mi-
zoram Maintenance of House-
hold Registers Bill, 2019,
which seeks to identify illegal
immigrants and genuine resi-
dents of the State, is pending
with the Centre for approval,
Chief Minister Zoramthanga
told the Assembly today.
Zoramthanga said the
State Government would
continue to make efforts to
ensure that the Bill receives
the Centre’s consent.
“The Bill is with the Cen-
tre and is yet to be ap-
proved,” he told the House.
The Bill has been awaiting
clearance by the Centre for
about a year after it was
passed by the Mizoram As-
sembly on March 18, 2019.
The NRC-like Bill was then
sent for assent of the State
Governor, who referred it to
the Centre as it involves de-
tection of illegal immigrants, a
subject under the Centre’s ju-
risdiction, an official said.
While introducing the Bill,
Zoramthanga had said its en-
actment would help the State
Government identify illegal
immigrants and genuine res-
idents. He had said that influx
into the State through its po-
rous borders has been a mat-
ter of serious concern.
He underscored the need
for a comprehensive data-
base of all residents of the
State, in villages or towns,
permanent or temporary, for

The delegates met the
Home Minister in New Delhi
last evening to seek implemen-
tation of the inner line permit
(ILP) system in the State.
They informed Shah about
a resolution passed by the
Meghalaya Legislative As-
sembly for the implementa-
tion of ILP in the State.
“MDA partners met Amit
Shah to urge the Centre to
implement ILP in the State.
The Home Minister has as-
sured that the Central Gov-
ernment is examining the
matter,” Sangma said.
The Chief Minister, quoting
the Home Minister, said that
the Constitution of India has
different provisions to protect
the rights of the tribals and
“the Government of India will
never allow those rights to be
diluted in any way”.
He further said that Shah
has assured the delegation
that the Centre would work
with the Meghalaya Govern-
ment to ensure that the in-
terests of the tribal people
are safeguarded.
“The Centre has assured
that the Government will al-
ways ensure that the tribal
rights are protected in every
possible way,” Sangma said.
On the issue of ILP imple-
mentation, the Union Home
Minister said that the Cen-
tral Government is examin-
ing the resolution passed by
the Meghalaya Assembly.
Shah held discussions with
the delegation close to 40 min-
utes and deliberated on a host
of other issues relating to the
State such as development of
border areas and improving
security of the State.

Meghalaya NGO to intensifystir over ILP demand

tion that the Centre was stud-
ying the Meghalaya Assem-
bly’s resolution and would
take a decision on it. Howev-
er, there was no categorical
assurance from the Centre
about implementation of the
ILP regime in Meghalaya.
Expressing disappoint-
ment over the meeting,
Kharjahrin said a decision has
been taken to intensify the
CoMSO movement over
the demand for implemen-
tation of the ILP system in
Meghalaya.
“We have decided to seek
opinions of all stakeholders
in the State on how to go for-
ward to make this a mass
movement to put pressure
on the Government of India,”
the CoMSO chairman said.
Meanwhile, CoMSO
members have been check-
ing movement of people
along the inter-State and in-
ternational boundary with
Assam and Bangladesh.
Kharjahrin said members
of the CoMSO would now
work with the district task
force. The NGO members
were earlier checking move-
ment of people in the border
areas along with government
personnel.
“We will check documents
at places where we suspect
illegal foreigners reside,” the
CoMSO chairman added.

that when Patton was the
Home Minister, he was in-
volved in rampant abuse of ad-
ministrative discretion and fa-
vouritism by interfering in the
normal administrative function-
ing of the police department.
Patton had made 1,135 ap-
pointments in the police depart-
ment without advertising for
the said posts, the complainant
said, citing several other in-
stances of “corruption” against
the Deputy Chief Minister.
The complainant urged the
Lokayukta to institute an in-
quiry/investigation against
alleged “misdeeds” and
“abuse of powers” by the
Deputy Chief Minister.
He also sought an inquiry
into alleged “maladministra-
tion” prevailing in the police
and Home departments.
The complainant urged the
Lokayukta to issue appropri-
ate directions to the State
Chief Secretary, Home
Commissioner and the Di-
rector General of Police to
“prevent them from further
aggravating the situation”.
He appealed to the Lokay-
ukta to consider if the inves-
tigation could be conducted
by the Central Bureau of In-
vestigation or someone of
impeccable credentials and
integrity.
“As the complaint is proce-
durally in order, the law has
to take its course. Thus, I need
to proceed as per provisions
of Sections 8(1)(a), 10, 11, and
12 of the Nagaland Lokayukta
Act, 2017 by passing appro-
priate order(s),” the Lokay-
ukta said in the order.
As the allegations relate to
a high public functionary, Jus-
tice Singh said ordering an im-
mediate investigation, which
is governed by the provisions
of the CrPC, without complete
verification of facts as alleged
in the complaint may have a
cascading effect on the exist-
ence of the State Government.
He, therefore, directed
the Lokayukta Police to reg-
ister a case for preliminary
investigation against Patton.
He also directed Patton to file
his reply to the allegations in
the form of an affidavit.
The Lokayukta further
asked the Nagaland Police,
particularly Dimapur Com-
missioner of Police, to en-
sure protection of the com-
plainant, who comes in the
category of “whistle-blow-
er”, failing which necessary
legal consequences will fol-
low against the authority re-
sponsible for such protection.

ITANAGAR, Feb 21: The
Special Investigation Cell
(SIC) of the Arunachal
Pradesh Police, which is in-
vestigating the case pertain-
ing to alleged malpractices in
the recruitment examination
conducted by the Arunachal
Pradesh Staff Selection
Board (APSSB), has arrest-
ed three more persons, tak-
ing the total number of ar-
rests in the case to five.
SP (SIC) M Harsha Vardhan
said that former APSSB Un-
der Secretary Kapter Ringu
was arrested from Abotani Col-
ony, Itanagar on Thursday. Two
data entry operators – Khem
Raj and Tame Tania – were ar-
rested on Wednesday and Fri-
day respectively.
“They have been arrested
for their role in unauthorised
entry into the strongroom,
tampering of OMR sheets
and destruction of evidence,”
the SP said.
Earlier, a local court had
issued a non-bailable warrant
against Ringu as she was
evading the SIC. Ringu was
shunted out of the APSSB af-
ter the job scam came to the
fore following declaration of
the recruitment examination
results on February 14.
Meanwhile, the State Gov-
ernment has also transferred
the Chairman, Secretary and
Member of the APSSB follow-
ing the fiasco that triggered
widespread protests by job as-
pirants who demanded recon-
duct of the examination.
Following State Govern-
ment’s directive, the SIC had
registered the case under rel-
evant Sections of the IPC and
the Prevention of Corruption
Act. As per the complaint, a
copy of the OMR sheet of a
candidate (bearing Roll No.
2025546) which was report-
edly left blank, went viral on
the social media after the re-
sults were declared on the
board’s website.

boxes of methamphetamine
tablets were seized by Mizo-
ram Police at Zokhawthar near
the Indo-Myanmar gate in
Champhai district late last
night. Police sources said a
patrol party led by second in-
charge of Zokhawthar police
outpost, Robert Lalhmuak-
liana, spotted two men carry-
ing two large bags on a by-
lane near the main entrance
to the Land Customs Station
around 10.30 pm.
Observing their suspicious
movement, the policemen
followed the duo on foot. On
seeing the policemen, the duo
dropped the bags and started
running. The suspects man-
aged to give police the slip
under the cover of darkness.
The quantity of the tab-
lets was not ascertained till
the time of filing this re-

NEW DELHI, Feb 21:Think tank National Councilof Applied Economic Re-search (NCAER) on Fridaypegged the economic growthfor the current fiscal at 4.9 percent, a tad down from 5 percent estimated by the NationalStatistical Office (NSO).
However, for 2020-21, theNCEAR expects the Indianeconomy to improve itsgrowth rate to 5.6 per cent.Indian economy grew by 6.1per cent in 2018-19.
“GDP growth is forecastto be 4.9 per cent in Q3:2019-20, and 5.1 per cent inQ4: 2019-20. The annual
Economic growth pegged at 4.9%growth rates for 2019-20 and2020-21 are forecast to be 4.9per cent and 5.6 per cent, re-spectively,” an NCEARstatement said.
The NSO as well as theRBI has projected the GDPgrowth rate at 5 per cent forthe current fiscal.
The NCEAR has indicatedsome improvement in thefourth quarter of the currentfinancial year.
Elaborating further it said,“Due to better rainfall in themonsoon as well as the post-monsoon seasons and con-siderable improvement inthe storage of water in ma-
jor reservoirs of the coun-try, the prospects for growthin the agricultural sector re-main bright.”
Both the Ministry of Ag-riculture’s second advanceestimates and NCAER’sown estimates point to high-er agricultural output in thecurrent fiscal versus the pre-vious year.
This should also lead tolowering of food inflation inthe coming months, whichhas otherwise remained highdue to the lower than expect-ed output of a few commodi-ties, particularly vegetablesand pulses, it added.
The Index of IndustrialProduction declined by 0.4per cent in the second quar-ter of 2019-20 and by 0.9 percent in the third quarter of2019-20 on a year-on-year (y-o-y) basis.
The IIP of capital goods andconsumer durables goodsdeclined in the both secondand third quarters of the cur-rent fiscal.
Consumer non-durablesalso declined in December2019. On the bright side, coreIIP improved in December2019, with buoyant growthin the key sectors of steel andcement, it said. – PTI

She said the entire worldis looking towards organicand wellness food, which isrequired for both physical andmental health.
“In organic and healthfoods, India is a power house,”Badal said, adding that thereare many parts of India whichare naturally organic such asSikkim, hilly states and tribalbelts. This organic festivalprovides a platform to wom-en entrepreneurs to connectwith consumers as well as re-tailers, Badal said.
“The organic sector in In-dia is growing by almost 17per cent every year... Intimes to come, the trend isgoing to grow much faster,”

KOLKATA, Feb 21: Cal-cutta Tea Traders’ Associa-tion (CTTA) on Friday saidthat Tea Board should con-tinue to fund the auctioningsystem in six centres in thecountry till an alternativemechanism is put in place.
Nearly 600 million kg of teais being handled annually inthe six auction centres atpresent, CTTA secretary JKalyansundaram said.

CTTA oversees the auc-tioning system in the Kolka-ta centre. Recently, Tea Boardchairman PK Bezbaruah saidthat the government shouldstop funding the auctions andprivate parties with sound fi-nancial capabilities should beencouraged to come forward.
“The operating expensesof the auctions are now borneby the Tea Board. It chargestwo paise per kg of tea soldfrom the buyers, brokers andsellers to recover a part ofthe cost,” Kalyansundaram
said. He said there is no ques-tion of going back to the man-ual auction system.
“The existing platform isfunctioning properly andshould not be shut down. If theboard withdraws its financialsupport, the industry has tocome forward. Things shouldnot come to such a situation,”Kalyansundaram said.

MUMBAI, Feb 21: Thecountry’s foreign exchange re-serves swelled by USD 3.091billion to a lifetime high of USD476.092 billion in the week toFebruary 14, mainly due to arise in foreign currency assets,according to the RBI data.
In the previous week, theforeign exchange reserveshad increased by USD 1.701billion to USD 473 billion.
Forex reserves riseForeign currency assets, amajor component of the over-all reserves, rose by USD2.763 billion to USD 441.949billion in the reporting week.
Expressed in dollar terms,the foreign currency assetsinclude the effect of appreci-ation or depreciation of non-US units like the euro, poundand yen held in the foreignexchange reserves.
Gold reserves rose byUSD 344 million to USD29.123 billion.
The special drawing rightswith the International Mon-etary Fund (IMF) were downby USD 6 million to USD1.430 billion. The country’sreserve position with theIMF also declined by USD 9million to USD 3.590 billion,the data showed. – PTI

level delegation accompanying
him during his visit to India on
February 24 and 25, official
sources said on Friday.
The US has already an-
nounced that First Lady Mela-
nia Trump will be part of the
delegation. The other top offi-
cials who will accompany the
US president are Treasury
Secretary Steven Mnuchin,
Commerce Secretary Wilbur
Ross, National Security Advi-
sor Robert O’Brien and En-
ergy Secretary Dan Broulli-
ette, the sources said.
Trump will arrive in Ahme-
dabad on February 24 for his
less than 36-hour trip to India.
From Ahmedabad, he will trav-
el to Agra before arriving at
the national capital for the main
leg of the visit.
The US has confirmed that
Ivanka Trump and her husband
Jared Kushner, Trump’s sen-
ior advisor, will be part of the
US president's delegation, offi-
cial sources said. Ivanka had vis-
ited India in November 2017
for the Global Entrepreneur-
ship Summit in Hyderabad.
In Ahmedabad, he will ad-
dress the ‘Namaste Trump’
event with Modi at the newly
built Motera cricket stadium.
After the event, the family will
travel to Agra where they will
spend about an hour at the Taj

Army headquarters’ new
building in Delhi Cantonment
and asserted the world now
recognises that India stands
among the powerful nations.
Christened ‘Thal Sena
Bhawan’, the seven-storeyed
complex designed “like a ris-
ing sun”, will be spread over
nearly 39 acres, officials said.
“We have laid the first
stone of the new Sena Bha-
wan. This (stone) will not
reach the top, but it is the
first stone. And, it will rep-
resent the unsung heroes of
the armed forces who have
sacrificed their lives for the
country,” Singh told a gath-
ering at the foundation stone
laying ceremony.
The defence minister as-
serted that the world now
recognises that India is a not
a “weak India, but it stands

that goes to “our brave sol-
diers and the jawans who
have made sacrifices”.
The Army headquarters is
currently housed in the icon-

building, Singh said.

New twist!The ‘Gumnami Baba’ mystery seems
to have deepened further
The mystery shrouding the identity of
Gumnami Baba, who many claim was
Netaji Subhas Chandra Bose in hiding,
has deepened further with the CFSL, Kolkata
saying that the electropherogram of the
reclusive sadhu’s teeth was not available with
it.
An electropherogram shows a sequence of
data that is produced by an automated DNA
sequencing machine and is used for deriving
results from genealogical DNA testing.
Replying to an RTI query by Sayak Sen, a
Netaji enthusiast, BP Mishra, the chief public
information officer of CFSL said, “The
electropherogram report of this case is not
available at CFSL Kolkata.”
In the reply dated February 4, 2020, he
said, “The appeal, if any, may be made before
director, appellate authority, CFSL-Kolkata in
this regard within 30 days from the date of
receipt of this letter.”
The Vishnu Sahai Commission looking into
the mysterious death of Netaji had cited a
report of the Central Forensic Science
Laboratory (CSFL), Kolkata, to claim that
Gumnami Baba was not Bose.
“The disclosure by CFSL has a direct
bearing on the finding of Justice Vishnu Sahai
Commission that Gumnami Baba was not
Netaji. Justice Sahai in his just-released report
used the CFSL report to the hilt to reject
outright the view that Baba was Netaji,” Sen
said in a statement, annexing the reply to his
RTI query.
CFSL, Kolkata had performed DNA test
on three teeth of Gumnami Baba, who lived
in Faizabad town of Uttar Pradesh and died on
September 16, 1985. Two teeth were tested
at CFSL, Hyderabad, and the result was
inconclusive, while that of CFSL, Kolkata,
said the DNA sample did not match Netaji’s.
Netaji’s grandnephew and BJP leader
Chandra Kumar Bose rubbished the allega-
tion. “The RTI reply is saying that electroph-
erogram report of this case is not available at
CFSL, Kolkata. That doesn’t mean that it
doesn’t exist. It is a baseless allegation,”
Bose said.
The report of the one-member Vishnu
Sahai Commission was tabled in the Uttar
Pradesh assembly in December last year and
it said Gumnami Baba was not Subhas
Chandra Bose in disguise. Bose was said to
have died in a plane crash on August 18, 1945
in Taiwan. However, a section of people
believes he survived the crash and went into
hiding to escape the British.

More than 6,000 saints arrive inKathmandu for Mahashivaratri
KATHMANDU, Feb 21:
More than 6,000 saints, in-
cluding from India, have ar-
rived in Kathmandu for offer-
ing prayers at the famed Pa-
shupatinath Temple on Friday
on the occasion of Mahashiv-
aratri, the festival dedicated
to Lord Shiva.
All four entrances of the
temple remained open on
Friday to facilitate the
smooth flow of devotees for
offering prayers at the 5th
century historic shrine situ-
ated on the banks of the Bag-
mati river, according to the
authorities.
According to the Pashupati
Area Development Fund
(PADT) officials, around 6,000
security personnel and 5,000
Hindus across the world
are celebrating the annual
festival on Friday this year.
Thousands of visitors, from
different parts of Nepal and
India, visit the Pashupatinath
temple on the day.
Some one million
visitors are expected to
visit the temple till to-
night. The temple was
opened as early as 3 am
on Friday.
President Bidya
Devi Bhandari also vis-
ited the temple to offer
prayers amidst tight
security.
Around 30 organisa-
tions provided various
facilities such as drink-
ing water and medical
facilities on the occasion.
The temple has been deco-
rated with electric lamps and
colourful flowers and wel-
come gates were erected at
entry points of the holy site.

lised to manage the crowd in
the area on the day of Ma-
hashivaratri.
They were also provided
free food and shelter.
A 111-member main organ-
ising committee headed by
Minister of Tourism and Cul-

The temple’s authorities
have also strictly restricted
use of cannabis and other nar-
cotic drugs on the occasion is-
suing a warning that anyone
caught trading in cannabis or
other psychoactive drugs will
be charged.
The 5th century Pashupat-
inath Temple is the oldest
Hindu temple in Kathman-
du dating back to 400 AD.

China commends Pak’s enormousefforts after FATF retains it in grey list
BEIJING, Feb 21: China on Friday praised close-
ally Pakistan’s “enormous efforts” in combating
terror financing while playing down reports that it
backed India and other countries against Islama-
bad at the just concluded FATF meeting in Paris
that retained the country in the Grey List.
Asked about reports that China has joined In-
dia and other countries in sending a strong mes-
sage to Pakistan and urging it to fulfil its commit-
ments to fight terror financing and money laun-
dering, Foreign Ministry
spokesman Geng Sh-
uang told an online me-
dia briefing here that the
Financial Action Task
Force meeting has de-
cided to give Pakistan
more time to imple-
ment its action plan on
money laundering and
terrorist financing.
“China’s position on
the relevant issue re-
mains unchanged. Paki-
stan has made enormous efforts in improving
its counter-terror financing system, which has
been recognised by the vast majority of the
FATF members at its latest plenary meeting
concluded on February 20 in Paris,” he said.
“It was decided at the meeting that Pakistan
will be allowed more time to continue imple-
menting its action plan,” Geng said, a day after
Pakistan Prime Minister Imran Khan spoke to
Chinese President Xi Jinping and they agreed
to step up communication and exchanges at
the highest level to strengthen Pakistan-China
all-weather strategic cooperative partnership.
China said it stands ready to work with rel-
evant parties to offer more assistance to Paki-
stan in its efforts against terrorism.
“China maintains that the purpose and aim
of the FATF is to support countries’ efforts to
strengthen institutions against money launder-
ing and terror financing and safeguard interna-
tional financing system,” the spokesman said.
The Paris-based FATF, which supervises
effective implementation of legal, regulato-
ry and operational measures for combating
money laundering, terrorist financing, dur-
ing the meeting decided continuation of Pa-
kistan in the “Grey List”, sources said.
The global terror fi-
nancing watchdog also
warned Pakistan that
stern action will be tak-
en against it if the coun-
try fails to check the
flow of money to ter-
ror groups like the
Lashkar-e-Taiba (LeT),
Jaish-e-Mohammed
(JeM) among others,
the sources said.
The FATF in Octo-
ber decided to keep Pa-
kistan on its Grey List for failure to curb funnel-
ling of funds to terror groups like LeT and JeM.
If not removed off the list by April, Pakistan
may move to a blacklist of countries that face
severe economic sanctions, such as Iran.
The plenary noted that Pakistan addressed
only a few of the 27 tasks given to it in control-
ling funding to terror groups like LeT, JeM and
the Hizbul Mujahideen, which are responsible
for a series of attacks in India.
The FATF said Pakistan has to swiftly com-
plete its full action plan by June, the source said.
India has been maintaining that Pakistan extends
regular support to terror groups like LeT, JeM
and the Hizbul Mujahideen, whose prime target is
India, and has urged the FATF to take action against

Chinese wrestlersquarantined in
Serbia over virusHONG KONG, Feb 21: Chinese wrestlers gunning
for a place at this summer’s Tokyo Olympics are training
in quarantine in Serbia after a qualifying event was moved
from China to Kyrgyzstan because of the coronavirus.
The Chinese athletes “are going through an exten-
sive quarantine process” in the Serbian capital Bel-
grade and will then fly to Bishkek, Kyrgyzstan, for the
Asian Olympic qualifier on March 27-29, United World
Wrestling (UWW) said.
“The athletes were evaluated by medical profes-
sionals in China before leaving and by local officials
upon arrival in Serbia,” said a statement.
“While in Serbia the Chinese wrestlers will be pro-
vided workout equipment, wrestling mats and all oth-
er items necessary for a healthy training camp.”
Xian was originally scheduled to host the tourna-
ment on the same dates, but a growing number of
sports events have been postponed, cancelled or moved

Oly football qualifierKUALA LUMPUR, Feb 21: China will play the “home”
second leg of their Olympic women’s football qualifier
against South Korea in Sydney, the Asian Football Con-
federation (AFC) said Friday, after the deadly coronavi-
rus made it impossible to hold the match in China.
The game, which will decide qualification for the Tokyo
Olympics, will be staged at Campbelltown Stadium on
March 11, with the first leg in South Korea on March 6.
“The winners of the two-legged playoff will seal
their place in the Tokyo Olympics alongside hosts Ja-
pan and winners from the other play-off match, which
sees Australia take on Vietnam on the same dates,”
the AFC said in a statement.
Sports in China have ground to a halt because of the
coronavirus, which emerged in the central city of
Wuhan in December and has killed more than 2,200
people, mostly in China.
China’s women’s team reached the playoffs after
coming through undefeated in three matches in a qual-
ifying tournament in Australia this month, having first
spent a week in quarantine in Brisbane. The competi-

Former tennis player passes awayGUWAHATI, Feb 21: Gautam Das, an employee of
India Oil Corporation Limited (IOCL), posted in Vado-
dara Refinery, passed away yesterday after a prolonged
illness.
He was a tennis player of repute and a permanent resident
of Jorpukhuripar, here. Das was a regular member of IOCL
tennis team in the Inter-Unit PSPB Tennis Tournaments. He
was also a member of Nehru Stadium Tennis Club and India
Club, Guwahati. He leaves behind his wife, a son and a daugh-
ter. His last rites were performed in the Nabagraha Crema-
tion Ground here amidst a large gathering.

Indian batsmen falteron challenging track
WELLINGTON, Feb 21:
India’s top-order batsmen per-
formed woefully on a challeng-
ing track as the side crawled to
122 for 5 with New Zealand’s
towering pacer Kyle Jamieson
rattling the visiting big guns on
his debut on a rain-hit opening
day of the first Test here.
Friday’s play was called off
after tea due to a heavy down-
pour, the gloomy conditions
typifying India’s batting blues
with only Ajinkya Rahane (38
batting off 122 balls) match-
ing wares when it came to
winning the mental battle.
The 6"8' Jamieson could not
have asked for a better start,
picking up 3 for 38 in 14 overs
and his prized scalps included
two of India’s best long-form
batsmen – skipper Virat Kohli
(2) and the dogged Cheteshwar
Pujara (14 off 42 balls).
He also took a lovely catch
in the deep to cap off a day he
will remember forever.
What Jamieson did wonder-
fully well was mix up the back
of the length stuff with fuller
deliveries in between.
He bowled the natural back
of the length deliveries that
climbed on the batsmen, peg-
ging them on backfoot.
He also mixed it up with full-
er deliveries when the bats-
men were just a tad unsure of
their footwork. Bowling at
barely 130 kmph, he troubled
the visitors making it easier
for senior pros Tim Southee
(1/27 in 14 overs) and Trent
Boult (1/44 in 14 overs) to bowl
a more probing line.
“The last couple of weeks
has been pretty surreal. Pretty
pleased and from a team per-
spective we’re in a pretty good
position as well,” said Jamie-
son at the end of the day’s play.
Such was the disciplined effort
from the Black Caps bowlers
that India managed only 43 runs
in the second session.
Rahane played 122 balls,
hitting four boundaries on a
heavy outfield. Rishabh Pant
was at the other end on 10.
Mayank Agarwal (34 off 84
balls), who did the hard work
of surviving the first session,
was out after lunch as he tried
a pull shot off Boult just after
surviving a tough caught and
bowled chance.
“As a batsman, it’s not easy,
especially first day, on this track.
I thought they bowled good
areas and they kept testing us.
They didn’t give us anything
loose,” Agarwal, who was the
only other batsman who looked
a bit comfortable said.
“As a batsman, you never felt
that you were completely in
because even after lunch, it was
doing a little bit,” he added.
Hanuma Vihari (7) was Jamie-
son’s third victim when he
edged a pitched up delivery.
“With my height, I can af-
ford to go a fraction fuller, es-
pecially out here with the ex-
tra bounce. I try to make guys
commit to play off the front
foot...and if it does swing or
seam you have a chance of
bringing the edge in,” Jamie-
son revealed his simple

Tendulkar’s final Test inMumbai against the West In-dies in November 2013 alsobecame the last of the 33-year-old Ojha’s career andthe one in which he wasnamed man of the match.
He went out of favour afterthat but did not give any rea-sons for his decision to call itquits now. In all, he played 24Tests between 2009 and 2013in which he took 113 wickets.
