AN ORDINANCE relating to the Personnel System; establishing exemptions from the
Civil Service and Public Safety Civil Service System to reflect position changes
made in the 1983 City Budget; adding new sections to the Seattle Municipal Code
and repealing Chapter 4.12 thereof.
BE IT ORDAINED BY THE CITY OF SEATTLE AS FOLLOWS:
Section 1. There 'is added to the Seattle Municipal Code a new section, Section
4.13.010, as f o I I ows:

In addition to those positions exempted by statute or City Charter (elected
officers, officers appointed pursuant to the City Charter, assistant city attorneys,
heads of departments, members of boards and commissions established by the City
Charter, members of boards and commissions established by ordinance, and library
employees, the positions of City employment listed in Subsections A through E of this
Section requiring a particularly high degree of professional responsiveness and
individual accountability, or requiring a confidential or fiduciary relationship with the
appointing authority, or being ludicial positions requiring insulation as a third branch
of government, are hereby declared to be exempt frorn compliance with the SMC Ch.
4.04, Ch. 4.08 and the rules of the Personnel Department and the Public Safety Civil
Service Commission regarding examination, selection, discipline, termination, and
appeals.

SUBJECT: Proposed 1983 Exemption Ordinance
We have made several revisions to the 1983 Exemptions Ordinance originallysubmitted.
First, the Low Department has reformatted the ordinance in order to codify it.
Second, the Exemptions Ordinance originally submitted was intended to be acompanion bill to the Personnel Ordinance revisions that have be delayed. For that
reason the language exempting employees in limited term positions has beendeleted and will be resubmitted at a time when it can be considered in the contextof the Personnel Ordinance revisions.
All other changes -voted in my memorandum of April 13, 1983 remain intact. Yourapproval of this proposed ordinance is respectfully requested.
