1. Particulars of organization, functions and duties:

At divisional level Sr. Divisional Mechanical Engineer (Power), is the over all in-charge

of mechanical department. All activities pertaining to mechanical Power department in the

division is coordinated by Sr. Divisional Mechanical Engineer, Power who is assisted by

ADME(Power) and Supervisors of Power for Power related activities. Divisional

Mechanical Engineer (Power), Asst. Divisional Mechanical Engineer (Power) and

Supervisors of loco wing assists on loco and crew management related activities. Diesel

power control is available for assisting the operating control in

smooth and safe operation of trains. The loco pilots, Asst. Loco pilots, loco

shunters etc. under loco supervisors are responsible for loco and train running.

Functions of mechanical department:

i) Providing Crew & fuelling for train operation.

ii) Procurement of safety items.

iii) Maintenance of Crew Lobbies and Running Rooms.

Management of loco and running activities at field units, co- ordination with Divisional headquarter for smooth functioning of field units, dealing of D&A cases, Exercising financial power for procurement of items required for day to day activities, test checking of contractual works, monitoring installation, maintenance smooth functioning of vital assets and equipments under Mech. Department.

3 Loco Supervisor

Management of crew, providing suitable crew for train operation, counseling of loco pilots, loco shunters, Asst. Loco pilots for improvement of their knowledge, preparation of crew link for better crew utilization, categorization of loco running staff.

3. Procedure followed in decision making process including channel of supervision:

The activities at the field unit level are supervised by the respective supervisors in different grades. In power wing, there are 2 level of supervision the loco running activities are supervised by Crew Controller, Chief Crew Controller, Loco Inspectors and Sr. Loco Inspectors. Minor decisions regarding crew management and day-to-day loco running activities are taken by them. The extraordinary cases where decisions at these levels are not possible, the issue is referred to the higher authorities i.e Asst. Divl. Mechanical Engineer (Power). Major decisions like policy decisions, staff welfare, creation of posts, additional assets, creation of facilities etc. are taken by the branch officer i.e Sr. Divl. Mechanical Engineer (power). The decision which are beyond the competency of the Sr. Divl. Mechanical Engineer (power) is referred to Addl. Divl. Railway Manager or Divl. Railway Manager or the case is sent to zonal HQ for further disposal at higher level.

4. Norms set by it for the discharge of its functions:

Different targets are being set by the zonal office for each division to follow during a particular financial year. The divisional unit and the field units are acting as per the target set by the zonal HQ. At Rly. Board level, some mission items are set which are being followed by the different divisional unit and field units under the supervision and guidance of zonal HQ. For freight maintenance, there are certain targets for no. of en route wagons detached , no. of train parting cases, no. of poor brake power etc., for coaching services, the targets are for no. of coach detached en-route, no. of coaches attended for schedule maintenance in the primary depot, no. of punctuality loss cases due to improper maintenance, for diesel performance, there are some targets like diesel loco utilisation, diesel loco failure, no. of punctuality loss cases due to improper maintenance in the base shed etc. Besides, there are targets for safety performance like no. of inspections at different levels done, no. of safety drives at different level undertaken, no. of accident/derailment cases on loco/C&W account. There are also targets for disposal of scrap for both ferrous and non-ferrous metals.

6. Statement of the categories of documents that are held by it or under its control:

Codes, Manuals, Specification, Drawing, C&W maintenance documents, Crew management and running matters related documents, Records, files pertaining to inspections at various levels and remedial action. The policy guidelines and instructions from board, corrections slips to various Codes & manuals. Internal correspondence to carry out official jobs, which are not relevant to public at large.

7. Particulars of any arrangement that exist for consultation with or representative by the members of the public in relation to the formulation of its policy or implementation thereof:

For internal matters, there are arrangements for holding informal meetings, PNM etc. with the recognized trade unions at suitable intervals in which the various issues regarding establishment, operational aspects, staff welfares etc. are discussed and resolved accordingly. for public related matters, the branch officer of the division does not has any power to hold any meeting with the public representatives’, however, Divisional Railway Manager periodically holds meeting with the Divisional Railway Users Consultative Committee (DRUCC) and may hold press conference for dealing public issues. Besides, there is public relation organization in every divisional office through which representation is being accepted. For improvement of service and passenger amenities in passenger trains, Railway administration accepts the various complaints and suggestions from the bonafied railway passengers and act accordingly for disposal thereof.

MECHANICAL LOCO DEPARTMENT

1.0 ORGANIZATION

Sh. Gaurav Sharma, Sr.DME /Power/Bikaner is in-charge of Mechanical Loco department assistant by ADME(P) Sh. S.K.Dutta .There are 6 Lobbies and 5 R/Room & 3 RDI in BKN division. BKN & CUR lobbies are headed by loco supervisor and rest of lobbies is headed by Crew Controller In-charge.BKN & HMH RDI is headed by SLI fuel .RDI/CUR and SRDR are temporarily fuelling arrangements.

2.0 STAFF STRENGTH

The On Roll strength of running staff is 600(Including Crew Controller & Power Controller & SLIs) as against 738 Sanctioned strength. The On Roll strength of maintenance staff is 125 as against 137 Sanctioned strength. Maintenance staff is being utilized to manage the R/Room, RDI & Lobbies.

Railway Diesel Installations are situated at Bikaner, Hanumangarh & Sadulpur. RDI/SDLP is temporarily closed due to gauge conversion. Both RDI are equipped with the road decanting facilities.

6. CREW MANAGEMENT SYSTEM (CMS)

Crew Management system is functioning properly at BKN, HMH, HSR, RE & SOG lobbies.On the instruction of HQ/Jaipur one complete set of CMS equipment has been sent to HSR to CUR. The operation controlled of the equipment is under traffic department.

7. IMPORTANT ACHIEVEMENT(a) Loco lobby BKN has been renovated and following work have been done in lobby

for improving the over all look:-

Floor and ceiling of Loco lobby BKN has been renovated. Floor has been

furnished with new tiles.

New counseling room has been constructed in Loco lobby BKN where the SLI/LI

counsel their nominated drivers. The counseling room has been provided with

sofa set, seating chairs and flex board for the instructions.

Crew management system lobby room has been modified and equipped with

new furniture, curtain and coolers.

Flex board have been provided in loco lobby, CMS room displaying various

instructions related to running and safety.

In all SSE(L) office , lawn, cycle stand etc. has also been renovated and given

rejuvenated look.

(b) Annual maintenance contract for all the five loco lobbies at BKN division

i.e.BKN,SOG,HMH,HSR & RE for CMS equipments maintenance has been

awarded for three years on 31.05.2010.

(c) 355 CUG SIMS have been provided to various loco lobbies of BKN

division(i.e.BKN,SOG,HMH,CUR,HSR & RE). Now all the Loco Pilots and Asstt.

Loco Pilots of BKN division equipped with CUG SIMS.

(d) 160 walkie-talkie sets with 303 chargers have been provided in various lobbies of

BKN division.

(e) Four running rooms of BKN division (i.e. SOG,CUR,HSR & SDLP) facilitated with

micro wave Oven.

(f) A vertical tank capacity 415 KL & 2 horizontal tank capacity 76 KL each has been

installed at CUR RDI.

(g) 114 posts of running staff have been reduced in the cadre review effected from

01.10.2010.

(h) 5 vacant posts of crew controller and five vacant posts of MPK (RR) have been

surrendered during financial year.

(i) 408 running staff ( CLI , LP’s,LPS & ALP) have completed their training of

WDP4/WDG4 locos up to July-11

11. ACTION TAKEN TO REDUCE TA/OT

For the reduction of TA one courier has been nominated to deliver the entire

important document required to be sent through special messenger to HQ office

Jaipur.

No over time has been given to Running staff.

All Loco Lobby In-charges have been advised to use FAX to minimize TA. No

staff should be booked for duty without prior approval of Sr.DME(P)/ADME(P).

12. ASSISTANCE REQUIRED

(a) MAN POWER

There are 190 vacancies (As per cadre review to be applied from 01.08.11) in running staff cadre and also large no. running staff will retire up to Dec.-12 for which indents for the post of Asstt. Loco Pilots (195+95=290) have been sent to HQ/ Jaipur.

A panel of 80 ALPs was received from HQ/Jaipur out of which only 56 ALPs have been inducted in the division.

Resultant indent of (290-56=234) 234 ALPs are pending with RRB/AII. So it is requested that an early action be taken so that vacancy of running staff in the division could be taken care of.
