The Kentucky Department of Educations mission is to prepare all Kentucky students for next-generation learning, work, and citizenship by engaging schools, districts, families, and communities through excellent leadership, service, and support.

*The Kentucky Department of Education or KDE has a targeted vision statement for the students in our schools. * It focuses on next-generation learning, work, and citizenship and depends upon varied levels of leadership and support. The KDE vision statement is the beginning piece of the puzzle that will build to Persistence to Graduation.3Senate Bill 1 (2009)

Charges the Kentucky Department of Education (KDE) and the Council on Post-Secondary Education (CPE) with developing a UNIFIED PLAN to reduce the number of students in need of remediation after high school by 50% and increase college completion rates by 3% by 2014.

Highlights of Senate Bill 1LEGISLATION

The driving force for what we do at KDE usually begins with legislation. * Senate Bill 1 which was passed in 2009 is the engine which drives us to higher graduation rates and higher college and career ready numbers. The KDE and Council on Post-Secondary Education or CPE were given the * task of developing a plan to reduce the number of students in need of remediation before they could begin college. The percentages to reduce the number students who need remediation and increase college completion are tied to the CPE and KDE College and Career Readiness Unified Plan. This plan is the foundation that pushes us to * Persistence to Graduation. Feel free to click on the link to the Highlights of Senate Bill 1 found in the orange box.5Related legislationHouse Bill 176 (2008) requires KDE to identify the persistently low-performing schools and provide intensive support to promote student learning in those schools.Senate Bill 2 (2008) supported a statewide focus on the advancement of science, technology, engineering and mathematics, which allowed KDE to focus on alignment of middle and high school experiences for students.Senate Bill 168 (2009) supported intervention strategies for accelerated learners; individualized learning opportunities for secondary students; and intensive intervention systems for learners who struggle to meet standards measured by the Educational Planning and Assessment System (EPAS).

Briefly, related legislation that supports Senate Bill 1 are * shown on here. As you see, each piece of legislation targets an area of impact for graduating our students. House Bill 176 addresses persistently low-performing schools by providing support to promote learning in these * schools. Senate Bill 2 addresses the advancement of content areas such as science, technology, and * mathematics. Senate Bill 168 addresses those students who struggle to meet standards or accelerate beyond grade level standards and the necessary interventions for both groups. SB 168 put into place the Educational Planning and Assessment System (EPAS), also.6Revision of content standards that will focus on

critical knowledge, skills, and capacitiesfewer, more in-depth standards to facilitate mastery learningevidence-based researchstandard alignment from elementary to high school to post-secondary education

Establishment of a statewide school and district accountability model to include new measures for

GRADUATION COLLEGE AND CAREER READINESSCPE and KDE College and Career Readiness Unified PlanFOCUS OF THE UNIFIED PLAN

With legislation in place, KDE and CPE began development of the Unified Plan. Its focus was primarily on * revision and adoption of content standards that put a spotlight on areas that would drive instruction to better prepare our students for graduation. The Common Core Standards or CCS were adopted and put in place as a result of the Unified Plan between KDE and CPE. The CCS targeted * critical knowledge, skills and capacities; * fewer, more in depth standards so mastery learning would be facilitated; * a foundation of evidence-based research; * and standard alignment from elementary, to high school, to post-secondary education. * Another area of focus in the plan was an establishment of an accountability model that would span school, district, and state. It would include new measures *for graduation and * college and career readiness. * The link to the complete Unified Plan is in the orange box.7

Unbridled Learning College and Career Readiness For AllPLAN

And * as a result of the Unified Plan, our new accountability model, Unbridled Learning: College/Career Readiness for All was born. In this model, accountability will be measured in terms of students, teachers, administration, and curriculum to determine college/career readiness for all students. As Unbridled Learning was rolled out to the districts, each district was given the opportunity to make a commitment for their students. * The complete CCR Accountability Model can be read by clicking the orange box.8

There are several action steps that we can take together to make the PtGT work more efficiently for schools and * districts. CCR and Graduation Rate * are given * a 20% value in the scoring process. 13HOW ARE WE DOING?

As we look at our current numbers, we can see growth in both areasStatewide, CCR rate is currently at 38% and AFGR is currently at 78%. The higher the risk value, the greater the risk of the student becoming a dropout.

The Risk Factors that go into calculating risk levels for students look * * like this. (read the tables as they appear) Each risk factor is assigned a point value. As the data are captured, calculations are made with every student accumulating a risk value.
