We are pleased to present our service offer to schools and academies for 2015/16. Following the Cabinet decision in July this year, work is now well underway with Hampshire County Council to ensure the orderly transfer of HR and Finance services that will take effect from 1
st July 2015. In the coming months we shall continue to explore how
to create a sustainable future for other services that we offer to schools. We will keep you informed on progress with regular updates via School News and briefings to Schools Forum. Our primary aim is to secure continuity of service for the Oxfordshire family of schools with the commitment that services are high quality, sustainable and competitively priced.

Welcome to our services offer 2015-16
Welcome to Oxfordshire County Council’s brochure for Education Services for 2015. Our aim is to bring you first class services that support learning in each of your establishments. Whilst you are working hard with your pupils, we will work hard to ensure you have access to the services you need that will save you time, effort and money. As in previous years we hope to offer you a “one stop shop” through which services, provided by Oxfordshire County Council and our partners can be accessed from a single point of contact. This year, as agreed with Schools Forum, we are publishing our offer early to give you more time to consider the changes happening to some services. I hope this brochure will provide a useful reference to how our services are changing. It provides information on services which are in transition, as well as services which remain unchanged. We have included a section which summarises the dates that each service will run for on page 58 once renewed through our booking process. Prices quoted are for the full length of the service or contractual period. We hope you will find this information clear and useful.
Extension of HR, Finance, Payroll services to Maintained Schools
There is a gap between the end of your current service level agreement with us in March 2015 and the new services coming on line from Hampshire County Council on 1st July 2015. We would like to offer you an extension to your current service level agreement until 30th June 2015 at existing prices. We will contact you to confirm that you require this extension. For services that are transferring to Hampshire we understand you will want more detail about how they will change. An event is being planned for early January 2015 where we will explain:

HR, Finance, Payroll services to Academies
All academy headteachers were sent a letter in October, which set out the Council’s intention to cease being a service provider but to ensure that academies have access to the services they need from Hampshire County Council directly. The current contract with us comes to an end in June 2015. Services will continue to be provided upon request, as is (current systems and prices) until 30th November 2015. From 1st July 2015 Oxfordshire County Council will no longer provide these services to academies and Hampshire County Council intends to provide a single set of services for academies in both Hampshire and Oxfordshire. Should you wish to purchase services from Hampshire County Council there will be a separate booking process that they will administer. Hampshire County Council will make their service offer to you in late January 2015. Full information will be provided to you at that time. Hampshire services will not be included in your buy back form.
Return of Buyback forms
The buyback forms will be sent to maintained schools and to academies in December 2014. We would be grateful to receive your service bookings by 31st January 2015. NB: If you are a maintained school that intends to convert to academy status during 2015-16 please contact us for further information. Behaviour Support Service
The Behaviour Support Service comprises a team of experienced and skilled specialist teachers and associates and learning mentors who have expertise and practical experience of supporting and improving learning and behaviour of pupils with social, emotional and mental health difficulties, including those with complex SEN. The service sits within the Vulnerable Learners Team and retains strong links with other core services to reduce the need for exclusion and to promote positive behaviour in schools and settings. Following feedback from schools, our service offer is designed to respond to the needs of primary, secondary and specialist settings across the county and is supported by our website – www.oxbss.org.uk. Our offer includes safe and approved Positive Handling training, Outreach and Key-worker Support as well as whole-school improvement approaches in line with the current Inspection Framework and its focus on Behaviour and Safety. We promote practice that allows schools to set high standards for behaviour whilst also supporting the inclusion needs of the most vulnerable and challenging children and young people.

Service (DAIS)
The Dyslexia Assessment and Intervention Service (DAIS) is part of the Vulnerable Learners Service, which, in turn, is part of the Schools and Learning wider Service. All teachers working for the team will have an additional qualification in Specific Learning Difficulties and many will be an Associate Member of the British Dyslexia Association (AMBDA).

Educational Psychology Service
Educational Psychologists (EPs) are a team of professionals with the training and expertise to assess and provide strategies to enable children and young people with Special Educational Needs (SEN) and Additional Educational Needs (AEN) to make good progress. EPs provide a distinctive psychological contribution at an individual, group or whole school strategic level.
We can help your school to:
Implement the changes required following the Children and Families Act 2014
Promote and secure improved educational outcomes for all children
Assess the needs of children with SEN or AEN and design and implement effective interventions for vulnerable children so that they are able to fully engage and succeed with their own learning
Ensure the learning environment promotes positive mental health, wellbeing and social and emotional aspects of learning

The Equality and Diversity Achievement Service (EDAS) is part of the Schools and Learning Service. The focus of the team is to support schools to raise access engagement and achievement of children from Black and Minority Ethnic (BME) groups, Gypsy, Roma and Traveller (GRT) communities and those speaking English as an Additional Language (EAL). Our focus is on school improvement to support the needs of learners from ethnic minority communities. Members of the EDAS team are part of national professional networks and organisations in their area of expertise and have a history of excellent practice in their fields.

What does the service offer?
Governor Training Our new online programme brochure outlines the core training we offer to governors across the county. The courses are grouped into categories, for instance those subjects related to school resources, or leading the governing body, but the strongest focus is on governors’ engagement in School Improvement.
Professional Clerking Service Guaranteed attendance by a fully trained ‘authority approved’ clerk at up to 6 full Governing Body (GB) meetings per annum. Where the GB holds fewer than 6 meetings the equivalent time can be used to support committee work
Guidance on school regulations, instruments of government, duties, powers, procedures
Transcription and production of draft minutes (including action points) for approval by the chair to the GB within 7 working days of the meeting; distribution of minutes
Support for GB administration, including preparation/monitoring of committee lists, terms of reference; maintenance of files for minutes, statutory policies and statutory website information; register of pecuniary interests

Closing the Gap – Vulnerable Learners Consultancy Service (formerly known as OXSIT)
Our team of Inspection trained Practice Consultants work in schools across the county and nationally. The focus of the team is to support schools to accelerate the progress of vulnerable learners particularly those with SEN and more able pupils. Our aim is delivering quality school improvement and using research to inform practice to support the needs of vulnerable learners. Members of the team teach on masters courses at Brookes and have access to the latest research. The new Code of Practice (2014) and the revised Inspection Framework which puts such emphasis on the outcomes of vulnerable groups means that the progress of pupils with SEN is of paramount importance for all schools. Our team is excellently placed to support schools with this new and ever changing agenda.

Newly Qualified Teachers (NQTs)
Induction Support Service
Oxfordshire County Council acts as the Appropriate Body for all maintained and non-maintained schools in the county. The Appropriate Body, together with the Headteacher, is responsible for an NQT’s professional development, support, guidance and supervision during the induction period. The Appropriate Body decides, on the basis of the Headteacher’s recommendation, whether the NQT has met the Teachers’ Standards by the end of the induction period, normally an academic year.

A bespoke annual support package can be arranged between the schools and the Music Service. These start at £650, which provides 13 hours of specialist support. Further prices are dependent of the assessment of need, but will be pro-rata. Annual support packages are considerably less expensive than purchasing support on a daily basis during the year. Health and Safety (Conversion package)
This health and safety service package has been formulated and designed to assist schools to achieve a smooth transition to academy status. The package content has been developed from:

Academies Conversion Committee strategic plans The package is specifically costed to cover actual expenditure to provide the package.
Key benefits to the school
This package is additional to the Health and Safety (Maintained Schools) service. The package is designed to assist in navigating schools towards achieving statutory compliance as a standalone commercial business. At the conclusion of the conversion package, it is hoped the school should feel confident to take on its newly acquired health and safety responsibilities as an academy. You will be allocated a Health and Safety Officer from the team who will be assigned to you throughout the duration of the package. The package will run for four months on average but slippage and variation will be factored in if needed by you.
What does the service offer?
A health and safety document identifying the key issues and template policies and documentation including servicing requirement calendar and planner
Up to three days of Health and Safety Officer time, which is variable according to the circumstances, to support and advise of specific site actions identified and any individual concerns unique to your site. This will include a summary report of the recommendations agreed.

Schools already using this service will be able to continue to take advantage of the protection with no additional steps to take. For schools taking the service up for the first time they must download the software from Sophos. The protection covers any PC or Laptop that is owned by the school. The school must keep a record of all PCs and laptops which are covered by the Sophos AV for Audit Purposes. This service continues to offer exceptional value for money.

The Employee Assistance Programme is provided through PAM assist. It is a free confidential support service provided to you by your employer. The service is staffed by experienced and professional advisors who are there 24 hours a day to answer you or your employee’s call. You will have access to clinical and professional expertise which gives you a chance to talk about all kinds of work and personal issues. These might include debt advice, relationships, managing money, stress management, moving house, health advice, work issues, domestic abuse, drug/alcohol addiction, family care or bereavement. Sometimes it can be difficult to balance the needs of work with the pressure of home life; help is sometimes needed to deal with the challenges your employees may face in life, both practical and emotional.

Swimming Service
Schools can book their pool time at facilities which are subject to Joint Use Agreements through Education Support Services. In addition schools can book an Oxfordshire County Council Swimming Instructor to deliver swimming lessons. Schools will then be invoiced for this service.

PLANNED PREVENTATIVE MAINTAINACE & REACTIVE SERVICES Carillion offer a Planned Preventative Maintenance service to meet all statutory obligations and school needs through a package solution that enables each school to choose the service they require. Our Bronze, Silver and Gold Maintenance packages detailed below describe the service options available to you; Bronze Package Our Bronze package is your building M.O.T. statutory compliance advice package. The compliance package will “tick off” all of your compliance responsibilities, ensuring that you are up to date with all Statutory and Mandatory activities. Where any problems are identified from the M.O.T., your surveyor or engineer will be able to offer you the necessary services to rectify your Planned Preventative Maintenance. In addition your school will have access to our reactive 24/7 helpdesk service for those ad-hoc repairs and breakdowns. Through this helpdesk service you have access to our experienced team of surveyors and engineers who provide fast and efficient recovery on emergency or sudden failures, breakdowns and leaks. Our helpdesk will log all calls and provide you with an update. You will be invoiced once the work is complete. Silver Package The silver package offers everything included in the bronze package plus all of your Planned Preventative Maintenance activities. This will include things like your annual heating system maintenance servicing, PAT testing, quarterly fire alarm maintenance and an annual review of your fire risk assessment. Ordering Services
For both local authority maintained schools and academies the buyback form to purchase services will be available in
December.
To save you time the buyback form is prepopulated with the services that you purchased last year where they are available
for 2015-16. If you do not wish to purchase a service again this year you must uncheck the box. The form should be
returned by 31st January 2015.
NOTE: If the form is not returned we will assume that there are no amendments to your buyback requirements.
Most services are available as an annual subscription but some services are available throughout the year on a
pay-as-you-use basis. You can indicate on the Buyback form that you wish to purchase these services during the coming
year and we will contact you for further details. If you have not yet decided to use a pay-as-you-use service wish please
feel free to contact when you are ready to purchase.

Notice period
A school wishing to withdraw from a service in most cases will be required to provide at least 2 school terms or 3 months
notice, in writing, stating the reasons. Please note some services may require a longer notice period; e.g. Key Insurances.
Therefore, clients are advised to contact the Service team directly for more information. Academies should refer to their
contracts for termination periods.
Charges
Each service has been individually priced to cover relevant costs and overheads to give good value for money. The
services are priced to cover costs not to produce a profit.
Due to the variety of services offered there are several methods used for pricing. The information in this brochure makes
clear what the charges are and what is included in the price. If you would like more detailed information about the pricing of
a particular service, please contact us.
Payment
For maintained schools payment will be collected via SAP internal recharge on a monthly basis. Academies will be invoiced
monthly and payment will usually be collected by direct debit from the academy’s bank account.
Pay-as-you-use options
The flexibility for schools of pay-as-you-use is offered as an option on some services. Local Authority maintained schools
will be internally recharged within a month of using the service. Academies will receive an invoice, payment of which is due
within 28 days of the invoice date.
Provision of Service
Each service is provided to Local Authority maintained schools under a Service Level Agreement and under contract to
academies. Full details of the contract are available on request.
Changes to Contract or Service Level Agreement
Any changes to the Service Level Agreement or Contract must be agreed by the Council and the school or academy.
VAT
The Council charges VAT at the current rate on services provided to academies.
