1. Scope

1.1. This document outlines FortisAlberta’s requirements and application process for joint use requests.

2. Purpose

2.1. This document is intended to guide the customer to understand the joint use application process and FortisAlberta’s requirements.

2.2. This document will facilitate the interaction between FortisAlberta and the customer for joint use applications.

3. Roles and Functions

3.1. The roles that are included in this document and its annexes are as follows:

4. General requirements

4.1. Joint Use Agreement

4.1.1. The customer must maintain a joint use agreement with FortisAlberta.

4.1.2. The customer may contact Contract Services (e-mail: [email protected] or fax (403) 514-5981) to obtain information or to proceed with an application for a joint use agreement.

4.1.3. FortisAlberta charges an annual joint use fee, per pole, for wireline (i.e., copper and fibre optic cables) attachments.

4.1.4. FortisAlberta also charges a separate annual joint use fee, per pole, for devices and equipment (i.e., security cameras, cabinets, small cells, wireless devices, dual LED obstruction light, etc.).

4.2. Electric Distribution System Franchise Agreement

4.2.1. Generally, towns and municipalities have an electric distribution system franchise agreement with FortisAlberta. Towns and municipalities requesting for joint use of facilities with FortisAlberta, within the municipal rights of way, should follow the joint use process as

provided in this document.

4.3. Municipal approval

4.3.1. The customer must obtain an approval from the local municipality for joint use of facilities within municipal rights-of-way.

4.3.2. The customer must provide the municipal approval to FortisAlberta before attaching joint use facilities on FortisAlberta’s structures.

4.4. Additions and modifications that will require submission for joint use

a) Addition of messenger and cables on new or existing joint use structures

b) Lashing of new cables to existing messenger

c) Addition of overhead cable taps (with messenger)

d) Adjusting existing messenger or cable attachment heights

e) Addition of aerial equipment and devices (i.e., cabinets, security cameras, wireless devices, antennae, microcell, dual LED obstruction light; etc.)

f) Addition of streetlight banners and festive lighting.

4.5. Additions and modifications that will not require submission on existing joint use structures

a) Addition of stand-off brackets and laterals (i.e., communication underground risers off a pole)

b) Addition of service drops.

NOTE: A service drop must be no more than 25 m; no strand/supporting cable (is not lashed on messenger wires); and no more than 1400 N of tension.

5. Customer – Research and Design

5.1. The customer is responsible for the design and installation of their joint use facilities.

5.2. FortisAlberta is required to meet the requirements of the Alberta Electrical Utility Code (AEUC). Therefore, the customer proposing to attach on FortisAlberta’s facilities must also follow and meet the requirements of the Alberta Electrical Utility Code (AEUC).

5.3. The customer must obtain and provide the following information to FortisAlberta for joint use applications. Applications lacking information will be returned for resubmission. Annex A7: Communication Joint Use Checklist provides a list of FortisAlberta’s requirements.

5.3.1. Plan and Profile View

5.3.1.1. The following information is required for all spans and poles affected by the proposed joint use attachments.

5.3.1.2. Refer to Annex A4: Example of Plan View.

5.3.1.3. Refer to Annex A5: Example of Profile View (a profile view is preferred but is not mandatory).

5.3.2. Joint Use Survey Sheet (Pole and Attachment Data / Measurements)

5.3.2.1. The Joint Use Survey Sheet is to be used to capture the existing pole information and to assist in the structural analysis calculations. This Excel-based spreadsheet is available in Annex A6: Joint Use Survey Sheet. It must be saved and submitted in an Excel spreadsheet format (PDF or scanned copy not acceptable).

5.3.2.2. A properly completed sheet must contain the following required information:

a) Height of attachments for all facilities (primary, neutral, secondary and communication lines including transformers and taps)

b) Deflection angles of lines and taps

c) Guy lengths with indicated guyed circuit and direction (primary, secondary, communication)

d) Span lengths, including one span length before the first attachment and one span length after the last attachment

e) Proposed height of attachments for all new communication or cable facilities

f) Bundled communication cable diameters

g) Pole length and class (Stamp) (refer to Annex A1: Examples of Pole Stamps)

h) Pole circumference at ground level if unreadable

i) Measured pole height (setting depth will be determined from this by FortisAlberta)

j) Mid-span heights for the lowest supply conductor in any one span of each independent section of line with proposed joint use modifications (Note the temperature and weather condition (Cloudy or Sunny) at which the measurements are taken. Include in comments where applicable.

5.3.3. Technical Cable Data (existing & proposed)

a) Cable name/description

b) Bundled cable diameter and mass

c) Tension Type (Slack / Tight)

d) Cable bundle diameter for 3rd party communication cables existing at the structure

e) Maximum tension of bundle(s)

If not known for tight spans, they will be conservatively approximated.

Slack spans are required due to variability in tensions and stress on the poles.

f) The following additional data may be provided but is not required

Ultimate Tensile Strength (UTS) or Rated Tensile Strength (RTS) of messenger wire;

Stringing table indicating temperature, loading tensions and sags for all proposed bundles.

Profile view showing vertical clearances of communication or cable facilities crossing roads, alleys, driveways, railways, highways, etc.

g) Refer to Annex A2: Technical Cable Data for full chart details.

5.3.4. Photos

a) Provide pictures of each pole affected by the application

b) Pictures (refer to Annex A3: Example of Pole Photos) should be taken in a consistent fashion: facing the same direction (preferably at 45° from mainline) and approximately the same distance from pole

6.1. STAGE 1 : Customer Application

6.1.1. Call FortisAlberta: 310-WIRE (9473) or complete an application form in the FortisAlberta website “ Get Connected ” .

6.1.2. Provide the following information:

contact information

address and Legal Land Location of the joint use project

3rd party Authorization (i.e. for Consultants)

number of poles to attach

6.1.3. Electric service requests (for devices and equipment) in addition to joint use of facilities should be made as one application to FortisAlberta.

6.1.4. The customer must indicate if they require a “budgetary estimate” or a “firm quote”. Details of budgetary estimate and a firm quote are discussed in Section 6.2, Stage 2.

6.1.5. The customer should have the required joint use information, as listed in Section 5, prepared in an electronic format and ready for submission.

6.2. STAGE 2 : Initial Analysis (FortisAlberta)

6.2.1. STAGE 2A: Basic Analysis (Quoter)

6.2.1.1. Budgetary Estimate (Quoter)

a) FortisAlberta will only provide a budgetary cost of replacing the poles.

NOTE: FortisAlberta will complete a structure analysis on the joint use pole to confirm if a joint use pole needs replacement or not. FortisAlberta will only complete a structure analysis on joint use poles for firm quote requests.

b) If the customer would like to proceed with their project and obtain a “Firm Quote”, the customer must notify FortisAlberta and follow Section 6.2.1.2.

6.2.1.2. Firm Quote (Quoter)

a) The customer must maintain a joint use agreement with FortisAlberta.

b) The customer has provided all required information listed in Section 5.

c) FortisAlberta will complete a structure analysis on each joint use pole to determine if the pole needs replacement or not.

d) FortisAlberta will provide a firm quote.

e) A design review charge of $50 CAD per pole will be invoiced to the customer.

6.2.2. STAGE 2B: Technical Analysis (Designer and Engineer)

6.2.2.1. FortisAlberta will complete an evaluation and study (i.e. detailed pole analysis, identifying conflict, additional work) based on the project scope and information provided by the

customer.

6.2.2.2. The customer must provide additional or missing information as identified and requested by FortisAlberta.

6.3. STAGE 3 : Suggested Solutions for Deficiencies

6.3.1. FortisAlberta will identify and notify the customer of deficiencies or conflicts (i.e. future upgrades, conflicts, structural failures, not meeting code requirements, etc.) that will affect the joint use application and may offer solutions (i.e., pole replacement, add guy, etc.) for consideration.

Note: FortisAlberta is not responsible to develop designs (acting as consultants) but to act primarily as an approving official.

6.3.2. If FortisAlberta has notified the customer of deficiencies or conflicts, the customer must provide a solution and re-submit their design to FortisAlberta.

6.4. STAGE 4 : Approvals / Estimate

The following 3rd party approvals will be obtained, as applicable.

6.4.1. Railway Crossings

6.4.1.1. Details of the costs for railway crossings will be provided in FortisAlberta’s quote letter.

6.4.1.2. FortisAlberta will manage the railway crossing application.

6.4.1.3. Prior to the application, FortisAlberta will provide a railway drawing and a “Letter to 3 rd Party Joint Use Company” to the customer.

6.4.1.4. The customer must complete and send the letter back to FortisAlberta.

6.4.1.5. FortisAlberta will submit the railway crossing application to the railway company.

6.4.1.6. If FortisAlberta receives a railway crossing approval, FortisAlberta will provide a copy of the approval to the customer.

6.4.2. Municipal Approval

6.4.2.1. The customer must provide a copy of the Municipal approval to FortisAlberta at this stage.

6.4.3. Estimate Prints and Quote Package

6.5. STAGE 5 : Quote Accepted

6.5.1. FortisAlberta will provide a print showing FortisAlberta’s scope of work and send a quote package to the customer.

6.5.2. The customer must review the quote package. If accepted, the customer must return a signed copy of the quote letter back to FortisAlberta, and with the required payment.

6.5.3. FortisAlberta will start with the billing of joint use attachments after FortisAlberta received the signed quote letter from the customer.

6.6. STAGE 6 : Final Design and Drawings

6.6.1. The customer must submit three hard copies (electronic format is accepted) of the final design and stamped with “Issued for Construction (IFC)”.

6.6.2. The IFC prints must include and show the plan view and Joint Use Survey Sheet of proposed joint use attachments.

6.6.3. FortisAlberta will review and accept (or reject) the customer’s IFC prints.

NOTE: FortisAlberta will not accept responsibility for any engineering errors and omissions shown on, or relating to, the plans and drawings, or in any way reduce or relieve the customer and its representative’s responsibility to meet the standards and requirements provided in this document, and to comply with all applicable Municipal, Provincial or Federal statutes, laws, ordinances, codes and regulations governing the performance of the proposed Work.

6.6.4. Upon acceptance by FortisAlberta, FortisAlberta will return one copy of the accepted IFC print to the customer. The customer must reproduce the FortisAlberta accepted IFC print for use in construction.

6.6.5. The FortisAlberta accepted IFC prints are deemed “final” and frozen. All construction by the customer must be carried out in accordance with the FortisAlberta accepted IFC prints.

NOTE: If FortisAlberta does not need to complete any work (i.e., replace pole), the customer may proceed to Stage 8: Communication Construction.

6.7. STAGE 7 : Construction

6.7.1. FortisAlberta will proceed with construction of its facilities and will notify the customer after the work is complete.

6.7.2. The customer must not attach any customer facilities on FortisAlberta structures until after the required FortisAlberta work is complete.

6.7.3. The customer may proceed to construction after the customer received a notification from FortisAlberta of construction complete.

6.8. STAGE 8 : Communication Construction

6.8.1. The customer must call 310-WIRE (9473) and arrange for a FortisAlberta Area Coordinator (AC) for an overhead power line orientation and start-up construction meeting for the installation of customer’s facilities on FortisAlberta’s poles.

6.8.2. Overhead orientations, start-up meetings, and inspections

6.8.2.1. The customer should arrange an overhead orientation and start-up construction meeting on any additions or modifications of attachments as listed in Section 4.3.

6.8.2.2. The FortisAlberta Area Coordinator must have a copy of the FortisAlberta’s IFC print before proceeding to have a start-up meeting and overhead orientation.

6.8.2.3. The customer’s construction representatives must have a copy of the FortisAlberta accepted IFC print during the start-up and overhead orientation meeting.

6.8.2.4. The FortisAlberta Area Coordinator reserves the right to inspect and to schedule inspections on customer’s facility installations on FortisAlberta’s structures.

6.8.3. Proposed Changes to Accepted IFC Prints

6.8.3.1. If the customer must make minor design or construction changes, the customer must coordinate with the FortisAlberta Area Coordinator.

6.8.3.2. If the customer must make major changes, the customer’s representative must coordinate with the FortisAlberta Designer and request in writing (i.e., letter, email, fax) indicating the proposed changes and the reasons for the changes, including sufficient details and/or plans to clearly outline or depict the scope of the proposed changes.

6.8.3.3. The FortisAlberta Design representative will review the request and check if the proposed changes can be completed and recorded as “red-line” as-built changes or whether the proposed changes are significant enough to warrant the submission of revised IFC engineering drawings for FortisAlberta’s Acceptance again.

6.8.3.4. If construction has begun and a physical obstruction requires changes to the proposed design or layout, it is the customer’s representative responsibility to coordinate the request as outlined above.

6.8.3.5. Approved deviations or changes in the FortisAlberta’s accepted IFC prints shall be marked with a red ink pen on the IFC print. This will help ensure that FortisAlberta’s facilities are not put into jeopardy and that the changes will not affect the proposed design.

6.9. STAGE 9 : Receipt of As-Built Drawings

6.9.1. No changes or deviations from Issued for Construction (IFC) print:

6.9.1.1. If there are no deviations from the FortisAlberta accepted IFC print, the customer’s representative must notify FortisAlberta’s Designer in writing, within thirty (30) days, of joint use facilities construction completion.

6.9.2. With changes or deviations from Issued for Construction (IFC) print:

6.9.2.1. The customer’s representative is responsible for all corrective actions and costs related to correcting any deficiencies or any non-approved alterations made with reference to the FortisAlberta’s accepted IFC prints.

6.9.2.2. If there are changes or deviations from the accepted IFC prints, the customer must note these changes with red ink on the FortisAlberta’s accepted IFC prints (referred to “as-built” drawings). The customer must provide the “as-built” drawings to the FortisAlberta Designer within thirty (30) days upon completion of their work so that FortisAlberta may verify the proper installation of the communication facilities.

6.9.3. Railway Crossing As-Built Drawings

6.9.3.1. The customer must supply FortisAlberta Designer of “as-built” records of the railway crossing installation as soon as construction is complete.

A1. Example of Pole Stamp

A1.1. The pictures below show a pole stamp and metal tag - located approximately within 6 feet from the base of the pole.

A1.2. Pole lengths are in 5-foot increments, typically from 35’ to 55’. Pole classes range from class 6 (skinny) to class 1 (thick) or occasionally H1 (thicker) to H6 (thickest).

The attached Excel spreadsheet is required to be filled out for each pole that is being analyzed for structural strength. The sheet can handle up to 15 poles (1 pole per column). All relevant information about a pole can be entered into the interface, including pole info, heights of attachment, guy wires, tap angles, communication bundle information, tensions, equipment details, overhead guys (with stub poles) and more. This interface can accommodate virtually any type of single-pole structure encountered in the service territory.

Instructions are included on a separate tab. Each section is given a brief description on the details of what needs to be entered. Additionally, there are comments for the user in the Excel cells. Many cells use dropdowns, so the surveyor is encouraged to enter the data while on site to ensure accuracy. The interface utilizes conditional formatting to assist with entering valid information into the spreadsheet. Also, once the data is entered the ‘Analysis’ button can be run. This will load the details on the column into the background and produce two sketches; a plan view and an isometric sketch. These are available to help assist the user in ensuring the data is entered correctly. If an error is encountered when the analysis is run, this will indicate that erroneous data has been entered. Note that the structural analysis portion will not run, this is left for internal FortisAlberta use.

(Note, this may open with a scripting error, just hit “end” and it will operate properly).

To assist with the use of this sheet, in addition to the ‘Instructions’ tab, the sheet below contains 3 example poles entered into the sheet. The user can see the digital pictures, heights of attachment, guy wires and plan views at the bottom of the sheet and then see how they are filled out in the Joint Use Survey Sheet.
