ABOUT THE DISTRICTThe Hayward Area Recreation and Park District, known locally as “HARD” is an independent special district created in 1944 by public vote to provide park and recreation services. The District encom-passes over 100 square-miles, and serves 290,000 residents in the City of Hayward and the unincor-porated communities of Ashland, Castro Valley, Cherryland, Fairview and San Lorenzo.

HARD the largest recreation district in California with over 600 employees and 140 parks and facilities. The District provides residents with two golf courses and many beautiful facilities and parks that have received national and state recognition for their design, innovation and beauty, as well as hundreds of educational and recreational classes and programs.

Operating under the Board/Manager form of government, the five Board Members are directly elected for alternating four-year terms. The

al Manager is appointed by the Board and is responsible for carrying out the Board’s policy directions. In November 2016 voters overwhelming passed Measure F1 to issue $250 million in onds for park improvements.

ABOUT THEDEPARTMENT

This new position is in the newly formed Human Resources Division within the Administrative Services Department, and supported

by Risk/Human Resources Specialist, as well as a part-time specialist with a focus on training. The

Manager will have the opportunity to work with the Administrative Services Director to shape the organizational structure of the Division. The Division’s is to provide a high level of support to HARD employees and the public.

ABOUT THE POSITIONThe new Human Resources Manager will have a considerable opportunity to leave a lasting impact upon the District. Reporting to the Administra-tive Services Director, the Manager is responsible for the daily activities and administration of the Division. The Manager receives general direction and exercises direct supervision over technical and administrative sup-port personnel. The Human Resources Manager provides highly responsible and complex admin-istrative assistance to the General Manager and Administrative Services Director. This is an at-will position exempt from Civil Service.

ESSENTIAL JOB FUNCTIONS• Develop , plan and implement Division

goals, objectives and processes; developpolicies for Administrative Services Directorand General Manager’s consideration andimplement as approved.

• Plan and direct the activities of the HumanResources Division; supervise andcoordinate division activities with those ofother departments and outside agenciesand organizations.

• Oversees the recruitment and examination to obtain competent .

• Confers, advises, and makes recommendationsto the General Manager, department directors,and supervisors on a variety of personnel mat-ters, including performance issues, disciplineprocess, grievance procedures, developmentand interpretation of District-wide and per-sonnel policies, rules, and procedures, salaryand benefit administration, staffing, employeetraining and development, and related mat-ters.

• Ensures compliance with applicable legislative,regulatory, and judicial mandates, regulations,and current professional best practices; re-views, interprets, develops, and recommendschanges to the District’s policies, personnelrules, regulations, and procedures; plans, es-tablishes, and maintains systems and businesscontrols to support effective and efficientDistrict-wide human resources programs.

• Processes and investigates claims against Dis-trict property/personnel, accidents, incidents,property loss. Perform coordination andliaison activities with District Legal Counsel,Joint Powers Authority Risk Sharing Pool andThird-Party Administrators in claim monitor-

• Provides support for negotiations with labororganizations and administering labor agree-ments.

• Administers the Classification Plan and WagePlan; implements and maintains the overallpersonnel program, including overseeing theprocessing of personnel actions andmaintenance of personnel records.

• Manages staff in the recruitment and selectionfunctions, including performing recruitmentsfrom initial recruitment planning to final hire,writing announcements and advertisements,developing interview questions, performancetests and other testing/selection procedures

• evelop Human Resources goals, objectives, budget, policies and procedures to provide adequate service to District departments, employees and the public.

• Direct , oversee and participate in thedevelopment of the Division’s work plan;assign work activities, projects and

workflow; review and evaluate work products, methods and procedures.

• Keeps the Administrative Services Directorinformed of activities and issues. Prepares forand makes presentations to District staff andthe Board of Directors, as necessary.

• Select , train , supervise , evaluate , anddiscipline full-time and part-time personnel;provide or coordinate staff training.

• Within the Division, establish priorities andassure compliance with all applicable Federaland State laws and regulations. Manages as-signed programs through coordinated lead-ership assuring the Division meets specificallyassigned ongoing and annual operational andfinancial objectives.

• Participates in management discussionsconcerning issues and problems affecting theAdministrative Services Department

• Receive and review reports from staff mem-bers and take appropriate action.

• Related duties as assigned.

THE IDEAL CANDIDATEThe ideal candidate is a strong progressive manager has public sector experience as a dynamic leader in both the administration and development of a human resources division. This candidate must be success-ful at workforce planning, labor relations, compliance, talent management, training, person-nel cost budgeting, analytics and

critical thinking, compensation and benefits management, risk management and employee relations. The successful can-didate will join a team that is focused on deliv-ering exceptional customer service. Additionally, the ideal candidate communicates effectively with elected/appoint-ed officials, community groups, advocacy groups and various boards, commissions and committees.

EDUCATION ANDEXPERIENCEExperience: Six years of professional and respon-sible experience in human resource management or municipal administration, including at least three years in a supervisory capacity.

Training: A Bachelor’s degree from an accredited college or university with major course work in public or business administration, industrial rela-tions, human resources management or a closely related field. A Master’s degree and Human Re-source professional certificates are highly desired.

License: Possession of a valid California driver’s license by date of appointment.

COMPENSATION/BENEFITSThe annual salary range for this position is $107,364 to $131,808. Actual salary will be depen-dent on experience and qualifications. HARD offers an attractive benefits package that includes:

• Public Employees’ Retirement System 2% at 60for new employees hired after January 1, 2013that are already members of CalPERS; 2% at 62for other new hires.

• Choice of three health plans for employeesand their dependents, most, if not all of whichis paid for by the District.
