GUIDANCE FOR COMPLETION OF THE DESCRIPTION AND SPECIFICATION TEMPLATE

1 Summary

1.1 Objective of this template

To efficiently manage their road networks road administrations rely on high quality condition data to understand the condition of the asset and plan and undertake maintenance programmes. High speed surveys have become a key source of this information. These surveys bring significant advantages to condition assessment, but they use different techniques and provide a wide range of different data types. When commissioning these surveys road administrations will typically develop a requirement specification defining the deliverables in relation to either the equipment and/or the measured data and the derived parameters. With the rapid developments in technology and the range of different systems available to provide this data, it has been recognised that there is a requirement for tools to assist those commissioning the surveys in understanding the equipment used for carrying out high-speed surveys.

The objective of the HiSPEQ equipment description template is to provide a method for road administrations to assess different types of equipment using a common description format that covers the same technical areas.

In parallel with the equipment description templates HiSPEQ has developed a template to assist road administrations to specify the survey data requirements. The survey specification templates list the types of data that a road administration may wish to collect on their networks and suggests ranges of accuracy and precision that would be desirable to achieve in a network survey. It is anticipated that road administrations would use these specification templates to assist them in defining the requirements for a survey regime on their network.

The equipment description template has been designed so that it can be used by road administrations to help them understand whether a proposed item of equipment would be capable of meeting the requirements listed in their survey specification. By having a common format for describing the equipment, with the same questions completed by each equipment provider, the equipment description template should help the administration understand and compare different types of equipment. This should simplify the selection process in comparison with comparing different styles of equipment descriptions provided by different contractors.

When completing the template please remember that the reader/user of the information may not be a technical expert in this area. The objective of the user is likely to be the development of a core level of understanding of the capability of the equipment in relation to the technical requirements listed.

1.2 Completing the summary section

In the summary section provide outline details of the equipment that would be used to provide traffic-speed pavement deflection information. As there is only one type of traffic speed deflectometer commercially available in Europe, the TSD, the serial number of the device should be given.

If you are completing the template as a reseller of the equipment, for example you are buying in a system and integrating this into a survey vehicle, then you should complete the question relating to the number of manufacturers in terms of the number of systems that your organisation has successfully provided and which have been used for use in routine surveys, not the number of items manufactured by the original equipment manufacturer.

A description of the vehicle on which the equipment is likely to be fixed would also be useful, for example, the make/model of vehicle or the type of vehicle (car, van, truck) and the approximate dimensions of the vehicle. This will enable the survey commissioner to determine whether the survey vehicle is appropriate, given any width or height restrictions on their network.

The general approach taken by the equipment to collect measurements. This should be written in a way that does not require a high level of technical pre-knowledge in the reader

Any particular strengths about the system (which can be demonstrated) Any particular limitations of the system (in relation to its application in network

surveys) Major assets of the specific device.

Please limit the length of this section to approximately 300 words.

7 Completing the QA regimes sectionThis section is focussed on the quality assurance of the equipment itself, and tests applied on the equipment. This section is not referring to QA certification of the contractor or manufacturer.

Describe the processes that are recommended for testing (accreditation / validation) and quality assurance of the equipment.

What QA systems and procedures are built into the equipment to facilitate ongoing compliance with the performance requirements?

This might for example include hardware or software tools that enable the operator to carry out day-to-day checks. Describe these.
