Early InterventionInfant and Toddlers Program
Early Intervention is a system of services available to all children, under the
age of three, who may have a developmental delay, a disability, or a special
health condition that is likely to lead to non-typical development.
An evaluation determines if a child is eligible to receive early intervention
services.
A child and family may be eligible for early intervention services if the child is
under three years of age and has at least one of the following:
A delay of 25 percent or more in development
Is developing in a way that is considered “atypical” for most children his or her age; or
A diagnosed condition that is likely to affect development, such as a genetic disorder,
deafness or blindness

If a child is eligible, an Individualized Family Service Plan (IFSP) is developed with
the family. The IFSP is the foundation for providing services and supports to meet
the unique needs of a child and family.

Steny Hoyer, mission is to ensure that children in Title I school zones, from
predominantly low-income families, enter school ready to learn
• Judy Centers provide comprehensive full-day, year round early care and
education services to students and families.
• Judy Centers work with a variety of community partners to offer the following
services and more:
• Adult Education
• Case Management
• Home Visiting Program for birth - 3 year olds
• Child Care Assistance to accredited child care partners
• Professional development for child care partners
• Developmental and Health Screenings
• Dental Services
• Family Engagement Activities
• Play Groups

Title I Three-Year Old Program
The Title I Three-Year-Old Program is a high quality
educational experience that prepares young children
with foundational knowledge and skills necessary for
school success in prekindergarten and beyond
Located in all Title I Schools: Barnhart, Dr. Brown,
Dr. Mudd, Eva Turner, Indian Head, J.P. Ryon and Mt.
Hope/Nanjemoy

The overall goal of the prekindergarten program is to provide learning experiences to help children develop and maintain school readiness skills necessary for school performance.

Prekindergarten ApplicationChildren who are 4 on or before September 1 are eligible to apply for Prekindergarten
COMAR 13A.06.03 A local school system shall enroll in Prekindergarten all 4-year-old applicants who are from families with economically disadvantaged backgrounds or who are homeless.
• Beginning April 15, parents can go online to apply for Prekindergarten
• Parents of current CCPS students can use their ParentVue account to apply
• Parents new to the school system can create a ParentVue account to apply
• Parents need enter the required information
• Parents also need to upload the required documents (two proofs of residency, child’s birth certificate, immunization records, a copy of the parent’s driver’s license, and category verification documents)
• Parents can use the kiosk at the school to upload documents as well
• Applications are reviewed
• Once all of the required documentation for Category 1 status have been provided and verified, parents are typically notified of acceptance into Prekindergarten within two weeks of applying

Conscious Discipline
• Conscious Discipline is an evidence-based, trauma-informed approach to Social Emotional Learning
• It provides an array of behavior management strategies and classroom structures that teachers can use to turn everyday situations into learning opportunities
• All prekindergarten teachers, prekindergarten special education teachers, 3’s teachers, and the instructional assistants received 15 hours of training in Conscious Discipline this school year
