1 Endorsement letter

The CertifHy Consortium sent an endorsement letter request to all stakeholders that were

involved throughout the CertifHy project (see below). That way, they had the opportunity to

express their support for the project results as well as their future interest in the

implementation of CertifHy. Stakeholders had the option to either use the CertifHy

endorsement letter template and adapt it to their preferences or write an endorsement letter

by themselves.

CertifHy endorsement letter

To whom it may concern,

During the last two years, the CertifHy project team has developed the essential elements for

a system of guarantees of origin (GOs) for hydrogen with premium characteristics. During the

project, ………………………………………………… (our organization) has been active in the step-by-

step consultation process.

Given the near finalization of the project, we would like to express our support to the projects

key results:

a) The definitions of the two types of premium hydrogen (‘CertifHy Green’ and ‘CertifHy

Low-Carbon’)

b) The guidelines for the setup of the GO scheme for premium hydrogen

c) The roadmap for the implementation of a GO scheme for premium hydrogen

We could play a role in the proposed CertifHy Platform, implementing the GO scheme. We

are willing to concretise the possible role of …………………………………………….. (our organization)

in mutual agreement with the CertifHy consortium. Consistent with the proposed role

allocation in the roadmap, we could contribute to activities*

* The CertifHy roadmap envisages the following roles and activities. We invite the parties

that will be responsible for taking this process further to concretise our role together with us.

a) Creation of EU platform

To be successful, the GO scheme should be established step by step in a very structured way.

The first step of this structured process is the creation of a Stakeholder Platform providing the governance, consultation, and decision structures needed for building

consensus and for steering and driving all the activities required for subsequently establishing an EU-wide GO scheme in a separate action, including an initial pilot implementation phase. Continuity needs to be ensured for the subsequent steps to be taken towards an operating GO scheme.

This Stakeholder Platform will need to establish itself as the recognised body in charge of addressing and overcoming the various challenges raised by the implementation of an EU-wide GO scheme, for instance in terms of

interactions with national regulations,

interactions with other schemes for renewable energy such as electricity or biomethane,

dealing with technical complexity derived from the variety of production methods and energy inputs that may be used for hydrogen generation,

diversity of stakeholders.

b) Set up pilots in which the GOs scheme can be tested

The GO scheme itself will also need to be tested in practice before going for full-scale

rollout. Under guidance of the supervisory board, details on these pilots should be

worked out, including the scope of the pilots, appointments to be made to make them

possible, and key lessons to be learnt. Next to testing the GO scheme, these pilots may

also provide additional information on the value of the premium labels while traded

through a GO. Key parties to be involved in these pilots are producers, traders and

users of the GOs, but also all actors identified in the GO handling process: the issuing

body/ies, auditors, certification and accreditation body. Also in these pilots it seems

worthwhile to engage ongoing FCH-JU projects bringing in concrete cases.

c) Set-up of the ICT system and registry platform to implement the scheme

A full-blown GO scheme requires a relatively extensive ICT platform. This could be built

from scratch, which would require considerable capacity and efforts. However, some

existing platforms might be useful to copy from, particularly the ones available for

renewable methane.

Do you have an existing ICT infrastructure that runs GOs trading and you could modify

to H2 GOs?

d) Identification of the issuing body as the key party in the scheme

The issuing body is at the heart of the GO scheme. It issues the GOs and is responsible

for the proper inclusion of information regarding the environmental characteristics,

thereby allowing GOs to be labelled ‘CertifHy Green Hydrogen’ or “CertifHy Low-

carbon Hydrogen’. The issuing body is also the commissioner and key owner of the ICT

systems in which GOs are created, traded and cancelled. At a certain point in the

development process, the issuing body responsibility should be assigned. This can be

done to an existing or newly set up organisation.

Are you an Issuing Body or would you be willing to take over this role?

e) Creation of EU-wide buy-in for the GO system and the CertifHy labels

CertifHy findings confirm that an EU-wide GO system for green hydrogen from the

start is preferable to the establishment of national schemes that later need to be

harmonised or integrated. While this is clearly recognised at EU level, additional

efforts may be needed to create buy-in for this strategy at member state level. This

could be done by coordinated activities in the key member states in which the demand

for green hydrogen will arise.

2 Endorsement letters signed

The CertifHy Project is strongly supported by the industry, standardization and issuing bodies,

international organizations and individuals that support the work of CertifHy including the

definitions of Premium hydrogen, the GO scheme and roadmap for implementation and show

commitment to support the implementation of the first EU-wide GO scheme for Premium

Hydrogen. By the 3rd November, CertifHy received 18 strong endorsement letters from global

players such as Air Liquide, Areva H2Gen, BMW Group, Colruyt, European Bioas Association,

EKOenergy, Linde AG, Toyota or WaterstofNet.
