EMERGING TRENDS in Urban Mobility Policy
Planning for the people
IEE ENCLOSE PROIECT “Awareness Raising Event 2” , Almada 17th September 2014
Mobility Governance: Main Axes of Intervention
– Systems and ICT infrastructures - Access Control and enforcement systems - Traffic Light coordination, traffic sensors network,.. - Integrated Parking management, Variable Message Signs - Integrated payment and e-ticketing systems - Infomobility services pre and on trips,
– Qualification and differentiation of PT services (BRT-BHLS, DRTS etc.)
– Urban logistics services (city logistics, last mile distribution, urban consolidation Centre, etc.)
– Integration of different modalities (FS-Bike, FS-TPL, P&R schemes, etc) and services interoperability
– Green-Soft Measures (bike sharing-station, collective taxi, car pooling, car/van sharing, bike lanes, e-mobility, pedestrian area, etc.)
MIXED SOLUTIONS by TECHNOLOGIES and INFRASTRUCTURES……
but also… ORGANIZATION/OPERATION and NORMATIVE….
IEE ENCLOSE PROIECT “Awareness Raising Event 2” , Almada 17th September 2014
City Logistics in Urban Areas
– Responsible of quarter of overall pollution
– A key element of the whole Urban Mobility System
– Organized and operated by private companies
– Regulated/influenced by public authorities
– Several types of schemes, services, business models
– Impacts on living and business conditions
– Need for efficient solutions integrated in the SUMP
IEE ENCLOSE PROIECT “Awareness Raising Event 2” , Almada 17th September 2014
Freight Distribution in Small and Medium Historic Towns
More complex due to:
– City environment
old road infrastructure, narrow streets, …
– more strict access regulations
– presence of heritage and historic assets
– higher risks for pedestrian safety
… with higher impacts (pollution, emissions, etc.)
……and higher costs of logistics operation
IEE ENCLOSE PROIECT “Awareness Raising Event 2” , Almada 17th September 2014
WHITE PAPER and City Logistics
– optimizing urban logistics efficiency (economic, environment,
equity)
– improving the links between long-distance, inter-urban and
urban freight transport
– incorporating freight transport in local mobility policy and
development of “Sustainable urban logistics” plans
Actions: Best Practice exchange, R&D, Funding, Guidelines
video In any case solutions based on the experience of big
towns and refer to one model !!
WHITE PAPER: “Achieve essentially CO2-free city logistics by 2030

ENergy efficiency in City LOgistics Services for
Small and Mid-sized European Historic Towns (SMHTs)
Lucca Trondheim, s’Hertogenbosch, Burgos, Almada, Dundee, AlbaIulia, Serres, Balchik
Starting date: May 2012
Duration: 30 months
Project Coordinator: MemEx (Italy)
16 partners from 13 EU countries ………….Including 9 Towns

Base Activities and Assumptions
• EU WP pushes CO2 free logistics by 2030 …without
considering real situation in the Cities especially in SMT
• City Logistics is an ongoing process with good practices
and some failures …
• Existing many catalogs of solutions and experiences…
• Many different models, schemes and services
• It needs to understand the key factors of block or enable
the success of the measure realization
• Simple and soft measures are to be considered in any
case

SULP Concept
- A strategic plan for taking decisions
- To reduce pollution related to logistics processes
- To specify suitable measures/services
- To define costs, resources and timing
- To define the normative and regulation
- To evaluate the different impacts
- Tool for discussion among the different actors
- Road Map for the adoption at Institutional Level
- To monitor the implementation
ENCLOSE set up the methodology
for the development of
Sustainable Urban Logistics Plan

THE 10 SULP
METHODOLOGY
ELEMENTS
IEE ENCLOSE PROIECT “Awareness Raising Event 2” , Almada 17th September 2014
SULP key recommendations
gradual processes depending on the needs and reqs of each town
doesn’t mean to realize systems or great investments
based on what already available in terms of depots, operators , etc.
first of all to act on the city normative, clean vehicles, incentives
define rules/normative on city access and enforcement
acting on the parking schemes (load/unload areas)
adapting existing technology/systems
facing the business model (an “open issues”)
create a forum among the different social and economic actors
strength the cooperation and understand the potential benefits
ENCLOSE philosophy “Keep the things simple ”
and increase the Towns Planning Capability
