International Corrections and Prisons Association Conference in Bucharest

Overview

The visit to Bucharest, Romania is for the International Corrections and Prison Association (ICPA) 18th Annual Conference. ICPA Conferences are held annually and attended by participants from across the globe, representing various national/state prison agencies, private sector agencies, non-governmental organisation, academic institutes, non-profits and third sector/voluntary organisation.

ICPA provides the opportunity to exchange ideas about contemporary policies, practices and challenges facing correctional services around the world. The ICPA 18th Annual Conference theme is “Correctional Leadership: Engaging Hearts and Minds”. As part of the travel the Minister will visit the National Offender Management Service in London and Corrections in Oslo, Norway.

MINISTER’S OVERSEAS TRAVEL OUTCOME REPORT

TRAVEL DETAILS DEPARTURE DATE: 17 October 2016 RETURN DATE: to 27 October 2016.

DESTINATIONS (COUNTRY/IES): United Kingdom, Norway and Bucharest PURPOSE The visit focused on engaging with international jurisdictions with proven success in reducing the recidivism of offenders, to inform the Government’s strategy to reduce reoffending by 10% by 2020. The Objects of the mission were to:

• Examine the National Offender Management’s Payment By Results, Through the Gate Program and Community Rehabilitation Model and to determine to what extent it could be applicable to a South Australian Context;

• Understand how the Directorate of Norwegian Corrections continues to achieve the world’s lowest recidivism rate

• To attend the 18th Annual International Corrections and Prisons Association Conference to discuss best practice in Correctional Theory and Administration, and to,

• Connect with international jurisdictions from around the world to study and implement the manner in which nations are tackling the challenges facing Correctional Services with a particular focus on reducing reoffending.

NOMS/LONDON CRC In conjunction with the Chief Executive of the South Australian Department of Correctional Services, Mr David Brown, we were hosted by the National Offender Management Services (NOMS) in London. Meetings with NOMS officials focused on recent commissioning models and programs aimed at reducing reoffending namely ‘Through the Gate’. The Through the Gate Program is a resettlement program for offenders serving less than 12 months and aims to provide services to offenders who had never previously been provided with the programs or transitional support to enable them to successful reintegrate into the community. As part of ‘Through the Gate’, NOMs and non-government Community rehabilitation Centre have built the transitional through care model on the foundation of a principle of a seamless sentence – from sentencing to incarceration to support released with critical milestones triggering support mechanisms on a payment by results scheme.

I also visited HMP Wormwood Scrubs, an early adaptor of prison education and a leader in the rehabilitative culture ethos. As an early adaptor and beneficiary of the restructuring of the NOMS budget, Governors of correctional institutions will have ownership of their own budgets will lead to innovative educational and training outcomes to better prepare offenders for post custodial employment opportunities. KRIMINALOMSORGEN - OSLO The focus of my visit to Norway sought to uncover the policies and practices that have resulted in Norway having the lowest rate of reoffending in the world. In 2010, that figure stood at 20 per cent.

The focus of the Kriminalomsorgen is to ensure better ‘neighbours’ (rather than offenders) return to the community than prior to their imprisonment.

One of the most notable ways in which that goal was being achieved was through the establishment of a culture of rehabilitation into all frontline staff and foundation of the curriculum being based on dynamic security, “a philosophy that sees interpersonal relationships between the staff and the inmates as the primary factor in maintaining safety within the prison.”

I also took the opportunity to visit Halden Fengsel, often referred to as ‘the most humane prison in the world’.

ICPA The 2016 ICPA Conference was attended by over 450 delegates originating from 75 Countries across the world. The theme of conference was Correctional Leadership: Engaging Hearts and Minds, with a strong focus on recidivism and alternatives to custody’s. The Conference agenda, provided an eclectic mix of topics focused on;

• the engagement of prisons in rehabilitation and through care,

• the impact of built environment on rehabilitative outcomes,

• the management alternative punishment regimes and return to country

planning of Indigenous offenders,

• the use of technology in a Correctional System,

During the Conference, I was able to organise out of sessions meetings a number of Correctional Administrators from around the world and discuss with them the current challenges, ideas and innovation occurring within their own Correctional Systems. These included meetings with the Irish Prison Service, New Zealand Department of Corrections and Dr Ole Instrup, Former Commissioner of the Correctional Service of Canada and current Management Consultant for the Danish Correctional Services.
