� Good progress achieved- both program & finance.

� Timely and effective moves towards IFM-FFS.

� Better understandings among CBOs and RFLDC

staff on the emphasis on business by CBOs/DCAs.

� More linkages have been established with privateagribusiness companies, especially by DCAs

� Linkages with local agribusiness companies are

mainly for Tilapia fry, PL, chicks and ducklings.

� District and upazila teams are functioning well.

� BG schemes identified for UP Ward Committees

even UPs were inactive due to upcoming election.

FFS on Integrated Farming System (IFM)

Focus on integrated agricultural activities (IFM).

A total of 248 IFM-FFS initiated in 230 unions.

SLL on IFM-FFS is also going simultaneously.

Another 1,322 FFSs initiated in Sep - Oct 2010 are

also planned to be converted into IFM-FFSthrough incorporating the Rice sessions.

IFM-FFS curriculum has been developed together

with Noakhali and in consultation with AEC doc.

No. of session (60) seem too high need revision.

Need a common curriculum by RFLDC and AEC

and discussions been initiated among projects.

Season-Long Learning (SLL) on IFM

� SLL in 6 venues rural/farm-house settings.

� LFs from all upazilas are attending in this Learning

by Doing training (ToT) approach.

� Venues are in farmhouse settings to give the LFs a

similar environment where they conduct the FFS.� Farmers are also involved in SLL by doing studies.

� IFM SLL and FFS are going on simultaneously.

� Two batches of LFs attending SLL in same venue.

� This practical training method is teaching the LFs

to avoid one way lecture method and to facilitate

the farmers in the process of Learning by Doing.

Progress on Gender and HRGG Issues

� Gender and HRGG Consultant has been hired.

� The status of  Gender and HRGG have been

identified from fields (FFS, CBOs, UPs) & RFLDC.

� Validation w/s was conducted on the findings.

� 1st

draft of Gender policy has been elaborated.� SA &TEM are also working to finalize the above.

� Consultant is now working on HRGG policy.

� Manuals has also been developed (draft) on

Gender (English and Bangla) need to finalize.

� Manuals (1st draft) on HRGG is under process.

� Advices are expected from FFS evaluation team.

RFLDC; Barisal Noakhali Cooperation

� Technical supports, especially from Noakhali into

establishing SLL venues and conducting sessions.

� Joint policy and strategies on BG implementation.

� Outcomes of joint workshops been executed.

� Various steps have been taken to harmonize theprogrammes as much as possible.

� EPM-TEM coordination meeting ongoing esp. to

harmonize the component implementations.

� Coordination between two TSUs some how was

slow during the period January June 2011.

� Initiatives have been to strengthen coordination.

RFLDC RRMAC Cooperation

� RFLDC is providing training (orientation and FFS)

and other support (BG, etc.) to LCS women group.

� LCS women are supposed to implement the IGAs

with the savings they make from RRMAC works.

� Regular coordination meeting on progress.� Efforts to incorporate IGAs suitable for LCS group

such as handicraft on Kakpaia/hogla.

� Linkage with TARNGO has been initiated who will

sell the product and train the LCS women groups.

� TARANGO has found good demand for Kakpaia

products since it is softer than hogla.

AEC RFLDC Cooperation

� Cooperation/support from RFLDC-Barisal:

Trained 100 FTS on fisheries (50) and livestock

(50) FFS modules in 2009 and 2010 in Barisal.

MT is conducting ToT for AEC FTs in Natore.

� Cooperation/support from AEC: Providing technical support to conduct RFLDC-

Barisal ToT on Rice SLL for the RFLDC-MTs.

Two MTs (AEC) and 2 DTs (DAE) are involved.

1st spell completed 24th June 1st August

Curriculum on Rice SLL developed by AEC.

Cooperation from BADP

� Bangladesh Agribusiness Development Project

(DAM-ADB) developing CBO paraprofessionals.

� 67 (out of 75) members from 67 CBOs training.

� This business development training will help CBO

to make professional SME proposal to commercialbank and BG schemes since based on BG scheme.

� RFLDC-Barisal is also looking into the possibilities

of establishing mini milk chilling plants, mung-

bean milling plants and some others by CBOs.� RFLDC-Barisal is also planning to share the

experiences of BADP, especially into agribusiness.

Business Development Training by JOBS

� UCs, CDOs, IDOs, DCs and Sps are trained (ToT).

� TNA done to make the training curriculum more

friendly to the CBO members and LFs.

� Draft curriculum is under review (both TSUs).

� During review, curricula of BADP and INNOVISIONwill also be considered to get the best document.

� Basis of this curriculum will be BG schemes.

� Training courses for the LFs and CBOs have been

scheduled in August and September 2011.

� Before the above training, CDOs/IDOs/UCs will be

trained further (refreshers course).

Crab Culture by Khulna University

� A research programme is going on Crab culture/

fattening in Kalapara and Patharghata upazilas.

� Khulna University is the research organization.

� Crab culture/fattening in cages and pens.

� Farmers are trained and provided with technical& financial supports from the research project.

� Good result have been observed both in terms of 

production and already established market.

� JM advised to assist the CBOs to take IGA project

on Crab culture/fattening and marketing.

� JM also advised for study tour to this project.

Comm Adjust to Drought & Salinity-FHRC

� FHRC is doing research to develop the capacity of 

community to cope with the drought and salinity.

� Under this research, three canals have been re-

excavated for irrigation, fish culture and to reduce

salinity. Diversified crops are also cultivated.� JM together with DCs, Sps, TEM have visited the

research sites and expressed their satisfactions.

� The team felt that this ideas could be replicated

to other drought and saline areas of RFLDC-B.� JM advised study visit for UCs and other staff.

� Waiting for final report, especially the BCR.

Carp Seed Quality Improvement by WF

� To develop carp seed by improved management.

� Working with 4 carp hatcheries (1) Gournadi

hatchery, Gournadi, 2. Charmonai hatchery,

Barisal Sadar, (3) Dipanchal Hatchery, Bhola Sadar

and (4) Haroon hatchery, Kolapara, Patuakhali.� Business plan by the hatcheries.

� Other value chain actors (nurserer, on-growers,

fry traders, others) also involved in this project.

� 12 w/s done on value chain at hatchery level.

� Also working for certification of quality seed.

� But... very little communication with RFLDC-B.

Study and/or Evaluation

� Mid-Term Impact study by external team:

Positive changes observed in terms of skills,

knowledge, income, production, attitude, etc.

FFS and CBO approaches have been found very

effective to increase agricultural productions. RFLDC (TSUs) put forwarded the comments.

Waiting for the final report from AgroMech.

� ASPS II FFS approach evaluation by DANIDA:

First draft Evaluation report made.

RFLDC-Barisal is going through the report and

preparing to put forward the comments.

Changes in/Emphasis on Policies

� Move towards Integrated Farming System from

Integrated Fisheries and Livestock production.

� Input sales centre by each and every CBOs.

� Effort on handicraft, especially for poor women.

� Payment modality of the LF- no work no pay.� Emphasis on linkage with private agribusiness

rather than only to develop their capacities.

� Recruitment of more women staff, LFs and so on.

� Strengthening works on Gender & HRGG issues.

� Emphasis on other cross-cutting issues, such as

environment and disaster preparedness.

Major Constraints Encountered

� Demand for Prawn farming are not satisfactory.

� Huge number of FFS graduates are outside CBOs.

� Couldnt start work in 15 new unions late RDPP.

� Recently held UP election delayed the process of 

capacity development of UP & SCAFL in specific.� CBOs were not fully aware of the use of BGs.

� Most of the BG schemes were not implemented

until management put high emphasis in April.

� Some of the CBO leaders showed the tendencies

/indications to convert their CBOs into NGOs.

� Delay in money transfer process (bank to bank).

Recommendations

� Immediate initiative to develop a common IFM-

FFS curriculum by RFLDC-B, AEC and RFLDC-N.

� Piloting of IFM-FFS jointly with AEC.

� To form more FO to accommodate FFS graduates.

� Strengthening more cooperation & coordinationwith AEC, especially on field crop issues.

� To process the BG schemes throughout the year.

� To keep the CBOs small and/or to form new CBO

/FO even with 1 FFS focus on decentralized VDC.

� To find out quicker process to transfer the money

and to plan for the money transfer well ahead.
