Kenya National Dialogue and Reconciliation Process The disputed 2007 elections precipitated a

crisis and violence that left over 1300 dead and over 600,000 displaced

The National Accord was signed by the two Principals – President Kibaki and Prime Minister Raila Odinga to form a Grand Coalition Government whose mandate would be to implement Four Agenda Items

The Four Agenda Items

Agenda 1: Immediate action to stop violence and restore fundamental rights and liberties

Agenda 2: Immediate measures to address the humanitarian crisis, promote reconciliation, and healing

Agenda 3: How to overcome the political crisis Agenda 4: Address long term issues, including

constitutional, legal and institutional reforms; land reforms; tackling youth unemployment, tackling poverty, inequity and regional development imbalances, consolidating national unity and cohesion, and addressing impunity, transparency and accountability.

Actionable indicators

Agenda Item 1: Stopping violence: Incidences of political

violence; actions to stop violence, for example, demobilisation and disarmament of illegal armed groups; and perceptions about political violence,

Restoring fundamental rights and liberties: Different forms and scales of violence; and incidences that promote/violate rights.

to address various aspects of the root causes and the consequences of the crisis.

Methods

National Baseline Survey: The baseline survey comprised a sample size of 4,021 households spread across the country in all regions. The respondents in the survey are randomly sampled. The survey is conducted in every quarter.

Case studies: Case studies on implementation of each agenda item were undertaken in selected areas of the country. Data for the case studies is obtained through interviews with key informants, expert interviews, and Focus Group Discussions, among other methods.

Secondary data sources: A review of data by government departments, United Nations agencies, humanitarian agencies including the Kenya Red Cross Society, civil society organizations and the media is undertaken.

Increasing accountability

Kenya National Dialogue and Reconciliation Monitoring Project was set up by the AU and the Government to measure progress

The project’s goal are to: Avail objective data on the progress in the

implementation of the National Accord. Provide data to inform interventions. Provide information on emerging socio-

political issues/challenges that impact on the implementation of the National Accord.

Dissemination

The report is published on the Kenya Dialogue website www.dialoguekenya.org

Dissemination forums are organized with government officials, religious leaders, civil society, international community

Newspapers publish extracts TV and radio stations hold shows to discuss

the reports countrywide Civil Society hold debates and forums on

the report

How the results were used and by whom Government – inform policy, legislative agenda, point

at short term and long term issues, assess the status of the nation

Civil Society – inform program design and implementation, hold the government to account; step up pressure on government to implement the reform agenda. NCCK has used the assessment reports to inform her positions and in the design of governance programmes.

Citizens – inform or level expectations, inform the future

International community – inform diplomatic relationships and funding, step up pressure for implementation of reform

Sustainability

KNDRP is funded by various development partners including the Open Society, AU

It is tied to the life of the Grand Coalition Government that will expire in 2010 or if a new constitution is enacted or if the coalition collapses

The KNDRP is funded by donors making it difficult to continue if the support was withdrawn

Lesson learnt

The participation of the citizenry and the civil society, religious institutions, private sector and government is critical in achieving a well balanced assessment

Achievement of the de jure indicators has been easier while de facto indicators have been very difficult to achieve

Country led initiatives are more responsive to local needs

The monitoring project enjoys wide acceptance and legitimacy across the board
