    TeOpen University o anzania wasthe official host in the launchingo the Higher Education and Research In-stitutions Network (HERIN) that was heldat the ODL ower in early August.

    Te Ministry o Communication, Scienceand echnology (MoCS) was mandated

    to coordinate component 2 o Science,Education and Higher Education Project(SHEP) which aimed to interconnect theanzanian Higher Education and ResearchInstitutions to the National IC BroadbandBackbone. During phase 1 o implementa-tion, the project aimed to connect 28 insti-tutions and succeeded in connecting 20 othem, including OU. Te network saver ishosted at the 6th floor o the ODL ower.

    Following that success, the Ministry officially launched the networkon uesday 5th August and OU hosted the launching event. TeGuest o Honour was the Honourable Minister or Communications,Science and echnology Pro. Makame Mbarawa. Officials rom theWord Bank the project sponsor, SofNet the project contractor andsome network users participated in the event.

    On 13thAugust, 2014 His Excellence the President o the United Republico anzania by virtue o the powers conerred to him by the Constitution othe United Republic o anzania 1977 appointed Dr. Paul Faustin Kihwelo asJudge o the High Court.

    Dr. Kihwelo was appointed along with other 19 Judges who were sworn on15th August, 2014 at 11am at the State House in the presence o the VicePresident, Prime Minister, Chie Justice, retired Prime Ministers and other

    national leaders including Justices o Appeal and Judges o the High Court.

    Te appointment was done in consultation with theChie Justice o anzania upon advice o the JudicialService Commission.

    For the first time in the history o the judicial appoint-ment the new appointment drew members straightrom the universities as three members o staff rom

    OU, Mzumbe and Ruaha Univerity College were ap-pointment. Te others composed o members romvarious walks o lie such as the DPP, Deputy Directoro PCCB, Registrar o Court o Appeal o anzania,Registrar o the High Court o anzania, ExecutiveSecretary Law Reorm Commission. Other Judgeswere drawn rom Attorney General Chambers, PCCB,private legal practitioners and judiciary.

    Up until his appointment Dr. Kihwelo was the ounderDirector or the Directorate o Quality Assurance and

    Control since July, 2012. He also held various porto-lios including Chairperson OU ender Board until13thAugust, 2014, Member OU Audit Committeeuntil 13th August, 2014, Board Member OCB, Execu-

    tive Secretary anzanian Universities Quality Assur-ance Forum, Secretary General East Arican HigherLearning Institution Quality Assurance Network. Pre-

    viously he held various posts at OU and outside OUincluding Dean Faculty o Law rom 2004 to 2010 andOU 20th Anniversary Organizing Committee, Edi-tor Law Reorm Journal and Editor o Te Lawyer a

    Biannual Journal o the anganyika Law Society thenational Bar Association or the mainland anzania.

    Dr. Kihwelo was employed at OU in August, 2000 inthe rank o Assistant Lecturer and he was active legalpractitioner having been admitted to the Bar on 15thDecember, 1999.Te act that Dr. Kihwelo has moved rom the Bar tothe Bench automatically transers his service rom theOU to the judiciary until such time that his tenure asJudge comes to an end. Afer that time Dr. Kihwelo

    will return to active academic lie. In his own wordsDr. Kihwelo will remain to be part o the OU and theacademic raternity as he undertakes to keep assistingpostgraduate students as his courts diary will permit.

    he Open University o anzania marked an occa-sion to recognize its staff who have contributionin the development o various inormation systems at

    the University.

    OU through the Institute o Educational and Man-agement echnologies (IEM) has developed and/orcustomized a number o Inormation Systems or var-ious usages such as the Learning Management System(LMS), Examination Databank System (EDBMS),Student Academic Register Management InormationSystem (SARIS), Library Management InormationSystem (LIBMIS)

    Electronic Fileracking System(EFS) and Hu-man ResourceManagement In-ormation System(FINMIS). Allthese sofwares arecurrently beingused by OU andhave been provento be successullyby a number o

    other anzanian institutions.Seven staff rom the IEM namely, Fratern Hassan,Said Said, Emmanuel Toman, Shadrack Mbogela,

    Abdillah Abdulrahman, Maria August and AbdulazizMnyengema were awarded certificates o recognitionand cash prizes ranging rom Shs six hundred thou-sand to one million and two hundred thousand.

    Te delegation was led by Dr. MathildaChithila-Munthali who is the Chie Ex-ecutive Officer o the Malawian NationalCouncil or Higher Education (NCHE).Others in the delegation were Mr. OwenWanda, Deputy Director o HigherEducation at the Ministry o Education,Science and echnology (MoES), Mr.

    Elias John Kalambe, Board Member andChairperson o the Finance Committeeo NCHE, Mr. Chiundo Evance Ka-zembe, Director o Planning (MoES),Mr. Praxton Zozie, Deputy Director othe Centre or Open and Distance Learn-ing at MZUNI and Mr. Philip Kaunda,Registrar at LUNANAR.

    Te delegation arrived at OU in themorning o Tursday 7th August andpaid a courtesy call at the VCs office.Tereafer they were led by their host theVice Chancellor to visit the OU per-manent headquarters in Bungo Kibaha,where they also witnessed the handing-over o OU donated esks to BungoPrimary School. Later on they visited theKinondoni Regional Centre and othersunits at the HQ and had a brie meetingwith the OU Management eam.

    Te donated desks were presented by the Vice Chan-cellor Proessor olly Mbwette and received by the

    School Headteacher, in the presence o Kibaha Educa-tional District Officer, Members o the School Com-mittee, Leaders o the Mkuza Ward, parents, pupilsand media. Others in attendance to the brie hand-

    ing-over ceremony were the DVC-L&RS ProessorModest Varisanga and staff rom both OUHQ andBungo, including the Bungo Project Coordina-tor Mrs. Mori. A delegation from Malawi thatwere visiting OUT also witnessed the importantevent.

    Proessor Mbwette explained that OU considerscorporate social responsibility as a way o assistingthe community in their development. He promised

    Miss Excellence OUT 2014 crowned

    Mariam Shaibu Ismail (19) a first year student at the Faculty o Edu-cation rom the Kinondoni Regional Centre was crowned Miss Excel-lence OU 2014 in a colourul pageant that was held on the eveningo Tursday 7th August at the Kinondoni Regional Centre grounds.Te first runner-up was Grace Malago(19) and the second runner-up wasHappy William (20)Te Guest o Honour to the event wasHon. Dr. John Samuel Malecela. Inattendance was also a delegation romthe Malawian Ministry o Higher

    Education who happened to be visit-ing OU on the same day.Tis years event, which is the 6th inthe series since Miss Excellence OUinitiation in 2009, involved partici-pants rom Dar es Salaam, Manyaraand Mwanza.Miss Excellence OU is an annualevent that aims to attract and moti-

    Te guiding theme or this years Higher EducationForum was Higher Education Beyond 2015 Mil-lenium Development Goals (MDGs): What Next?Te Forum, which was organized by the anzaniaCommission or Universities in collaboration withthe Committee o Chancellors, Principals and Prov-osts anzania (CVCP), was officiated by the Hon.Minister or Education and Vocational raining Dr.Shukuru Kawambwa.

    Te orum gathered Higher Education stakeholdersrom in and outside anzania who to share experi-ence, inormation and knowledge on how anzaniashould move the higher education agenda. A range

    he OU Regional Centres o Lindi and Do-doma participated in the NaneNane exhibi-tions that were conducted during the first weeko August and peaked on the 8th o August.

    Staff rom the two centres displayed OU mate-rials and explained the OU programmes andactivities to the visiting public in their respec-tive regions.

    SADC Centre conducts SADC ODL capacity buildingproject summative evaluation workshop

    he SADC Centre o Specialization in ODL (each-er Education) conducted a summative evaluationworkshop at Nashera Hotel, Morogoro rom 8-10 Au-gust 2014.

    Earlier on, in January, 2014 the Centre had conducteda midterm evaluation workshop to assess the progressmade toward achieving the objectives that were set bythe SADC ODL capacity building project.

    Te main objective o the project which closed on 31stJuly 2014 was to contribute to the development anddeployment o effective, harmonized open and dis-tance learning in order to increase access to qualityeducation and training and support regional integra-tion across the SADC region.

    Te purpose o the summative evaluation, thereore,was to assess the Centres level o perormance; im-prove on the internal processes; and plan or enhanc-

    ing Centres competitiveness in the SADC region andbeyond.Workshop participants included the OU Vice Chan-cellor, Pro. olly S.A. Mbwette; Deputy Vice Chan-cellor (Academic), Pro. Elias . Bisanda; DeputyVice Chancellor (Resource Management), Pro. Mar-

    ten Victor; representatives rom the Ministry o Edu-cation and Vocational raining; representatives romthe short course and long term programmes benefi-ciaries; authors o teaching materials and acilitators;representatives rom OU aculties and institutes andthe Director o OU Morogoro Regional Centre.

    Te workshop was acilitated by Dr. Josephine Yambiand Ms. Winrida Malingumu, the Centre Coordina-tor and Assistant Coordinator respectively. Workshop

    participants were provided with short presentationson topics such as Student and Facilitator Experiencesand the Centres sustainability plans. Tey were alsoinvolved in group discussions and plenary sessions.

    echnologies have been in ull participation in offering various CISCO pro-grams to the Community. Te Award was presented by Harbrinder So Kangthe Senior Director CISCO Networking Academy.

    Te CISCO Networking Academy headquartered in San Jose CaliorniaUSA, and centres in all continents has also recognized CISCO Instruc-tor Mr. Benjamin Nkilla, who is the CISCO Coordinator at OU or hisone year dedication and contribution in the CISCO Networking Academyprogram. A total o 26 Instructors have been recognized globally or theircontribution that help the CISCO Networking Academy to be the premier

    global education program or developing the networking architects o theuture.

    OBITUARY: Professor Kami Rwegasira(66) of the Faculty of Business Manage-ment passed away on Saturday 23rd

    August, 2014 after a brief illness whileon ofcial duties in Kibungo, Rwanda.

    He was born on 25th August, 1948 in Katoma

    village, Bukoba and attained his education in

    various institutions in and outside Tanzania. He

    was a member of academic staff at OUT and an

    Emeritus Professor of Finance and Accounting

    at the Maastricht School of Management, Maas-

    tricht University, the Nether-

    lands.

    He has taught globally at vari-

    ous universities and institu-

    tions of higher learning in

    several countries including

    Tanzania, USA, UK, Indone-

    sia, Peru, Brazil and China.

    He has published internation-

    ally ve books and more than

    75 scholarly journal articles in

    the areas of nance and man-

    agement.

    OBITUARY: Professor Kami Rwegasira

    He is survived by his wife Agnes and sons Manzi

    and Tensa.

    His body was laid to rest on Wednesday 27thAugust at his home village in Katoma, Bukoba,

    Kagera Region. Last respects were paid at the

    OUT Regional Centre in Kagera, led by the DVC-

    LT&RS Professor Modest Varisanga.

    As we mourn his passing away, we still reect on

    his Professorial Inaugural Lecture on Corporate

    governance: A Reexive Mirror Image of Public

    and Political Governance (With a

    Special Reference to Tanzania)

    that he delivered a few weeks

    before his passing away.

    The late Professor Kami will be

    greatly missed by the academic

    community in and outside Tan-

    zania for his scholarly contribu-

    tions.

    The Lord gives and the Lord

    takes away, may the Name of

    the Lord be gloried.
