Our risk management programme combines practicalsolutions that address members’ needs and claimsexperience with research into the wider issues thatimpact directly on P&I insurance and the Club’sexposure to claims.

Risk assessment programme

Every year, the UK P&I Club deals with thousands of claimsusing the expertise and experience of its professional claimshandlers, ex-seafarers and lawyers. The insight gained fromthis number of claims enables us to take a structuredapproach to risk analysis; our ‘bow-tie’ system that engagesboth crew and management to participate in and prioritisethe risk management process onboard ships. Thismethodology demonstrates how major hazard events canoccur and what safeguards can prevent them.

Developing straightforward diagrams of the causes andconsequences of incidents with crew, management and theClub in partnership wins participation and ‘buy-in’ across thewhole of the member’s organisation. Its transparencyenables risk management to be prioritised reducing risk at atime when money is tight for shipowners. Its evidence-basedapproach helps satisfy the demands of charterers andshippers, as well as authorities, for proof that shipowners aretaking control of their risk.

Chris joined Thomas Miller in March 2001,after a long seagoing career in all types oftankers. Joined Shell Tankers in 1969 ascadet and sailed with them until 1977rising to Second Officer, then joined SilverLine (V.Ships UK) and sailed in ChemicalTankers and LPG vessels. From 1983 until

December 2000 he served as master for V Ships in LPG,Chemical and Product carriers, including 1 special OBO.Chris is a Fellow of the Nautical Institute and a qualifiedLead Auditor for ISM.

George is ex Royal Navy with a certificateof competency equivalent to that achievedin the Merchant Navy and has extensiveship handling experience in a number ofRN hull types. He is qualified as CompanySecurity Officer, ISM, ISPS & ISO 14001lead auditor and prior to joining UK Club

was employed as deputy safety and security manager. Healso completed a six month training contract in the Londonoffice with LS1 and Underwriting in 2013.

David is a Master Mariner, joining ThomasMiller in June 2014. After leaving the sea,he became a claims manager with aPiraeus based P&I correspondent for twoyears before joining a marine surveyingconsultancy. In 1997, David establishedhis own consultancy, with the majority of

work being P&I related. From 2010 until joining ThomasMiller, he was a claims executive with another P&I Club,handling a wide variety of P&I and FD&D claims as well asbeing actively involved in their Loss Prevention initiatives.

Markus Westphal joined Thomas Miller in2014 as a Risk Assessor. He previouslyworked on general cargo vessels, bulkcarriers and container vessels, rising tothe rank of Master in 2000. As a juniorofficer, Markus served on salvage tugs offthe South African coast as well as the

development of the Mossgas project off Mosselbay. Duringhis time at Safmarine, Markus was involved with theintroduction of the ISM code as well as the ISPS code, hisvessels being audited externally and internally.

Sophia joined Thomas Miller in 1992 andfrom 1994 worked as a claims handlerdealing mainly with French and SpanishMembers. In 2004, Sophia became thePEME Programme Director. Sophia hasundertaken a large number of clinic audits,implemented the standard medical form

and clinic guidelines. She has also lead the scheme throughthe largest period of growth and development with adoubling of approved clinic facilities and a four fold memberincrease. Sophia is a Director of Thomas Miller & Co. Ltd.

Saidul Alom joined PEME from theEuropean Region Service Team in 2004.Saidul provides administrative support tothe PEME programme and is responsiblefor liaison with the approved clinics onfinancial billing matters and ensuringprompt payment of all clinic fees

PEME (PRE-EMPLOYMENT MEDICAL)The Club was the first to launch a PEME scheme in 1996 due to increasing crew illness claimsand a lack of accountability of clinics. Since 1996, the PEME programme has become one of theClub’s leading loss prevention initiatives. The aim of the programme is to reduce the volume andvalue of crew illness claims which are caused by a pre-existing illnesses or disease. Theseunderlying conditions often impact on the crew member’s fitness for service and can endangernot only the health of the seafarer but also the onboard safety of other crew.

David Thompson joined Signum Servicesin January 2013 following his retirementfrom the Metropolitan Police. In his 30year career as a detective, Davidspecialised in the investigation of seriousand complex crimes and served atvarious locations throughout London

and at New Scotland Yard.

SIGNUMSignum Services Ltd is the investigative arm of Thomas Miller. The investigators have longexperience as career detectives in the Criminal Investigation Department of the LondonMetropolitan Police and as senior detectives on various specialist squads at Scotland Yard.They can be contacted for advice and assistance on any claim or loss which affects a Member.They can also give loss prevention and security advice. The investigators are available to travelanywhere in the world to make enquiries in respect of a claim.
