The City of Hailey has already submitted two federal
grants in an effort to leverage our project resources by an
additional $1 million dollars. The result of these grant ap-
plications will be announced this fall.
Our first project task will be to begin sidewalk mainte-
nance, starting in June with grinding of existing sidewalks,
primarily in the old Hailey area and along Main Street. In
the fall, the city will select an engineer and hold public
workshops about the project details, getting input from
residents along the projects and users of the projects some-
time in the winter. These conversations will guide the pro-
ject design, which when completed will be submitted to
engineering for detail design and cost estimates. Projects
would then be put out to bid.
Message from the Mayor
Thanks to Hailey City Voters Thanks to the 971 Hailey residents for voting on the
Pathways to People tax levy increase. The 59% voter
approval tells us that Hailey citizens want safer streets,
a higher quality of life and higher property values. Our
next goal is to deliver just that to our citizenry through
quality projects.
The approved new tax will be assessed against property
owners within Hailey beginning Dec. 2016 and ending
in July 2018. Projects will be designed and constructed
throughout 2017 and 2018, with some projects possibly
extending through the 2019 construction season.

The Ride Sun Valley Bike Festival includes a
Hailey signature event begun years ago, our now
famous SheepTown Drag Race. This comedic bat-
tle challenges the brave to race with flaming logs
chained behind their bikes. The unofficial kickoff
to the Ride Sun Valley Bike Festival, this event is
open to the public. Participants gather at dusk out-
side the Power House Pub & Bike Fit Studio in
Hailey to sign up for a limited number of spots.

Landscaping, Driveways, Drywells
in the Right of Way
In many cases the public right of
way is much wider than the
paved surface of the street.
Property owners who wish to
place improvements in the right
of way, (for example,
landscaping, gardens, drywells or
driveways), must first obtain an
encroachment permit from the
City. The permit is a means to ensure projects meet
City requirements and do not impair traffic visibility,
proper grade and drainage, or snow plowing
operations.
Without an approved encroachment permit, property
owners risk the City requiring all the work performed
in the right of way to be removed and the right of way
returned to its prior condition. These permits can be
revoked at anytime and the city is not responsible for
any damage caused to work done in this area, from
snow plowing or otherwise. However, with a permit at
least the city has an opportunity to mitigate any risks
or issues with property owners in advance versus
requiring everything to be removed after the fact.
What is an encroachment?
An encroachment
is any excavation,
digging, paving,
landscaping, or
construction of an
improvement or
placement of personal property within an easement or
right of way. Encroachments include, but are not
limited to, fences, sidewalks, driveways, drywells,
mailboxes, newspaper boxes, utility boxes and poles,
trees (see tree article on page 3), shrubs, grass,
sprinklers and other landscaping improvements.
What is a right of way?
Right of way means any property owned by or
dedicated to the City for the purposes of providing
city services and general circulation to the public.
Such rights of way include, but are not limited to:
public streets and the space between those streets and
private property lines, alleys and sidewalks.
How do I locate my property line?
Several methods exist to locate property lines.
The Blaine County GIS system (http://
maps.co.blaine.id.us/) shows aerial views of
properties with property lines.
Locate the survey pins on your property.
Determine the street width for your street (call the
City at 788-9830 x20), and measure from the center
of the roadway half the street width distance towards
your house (less accurate, but can work for many
purposes).
How do I obtain an Encroachment Permit?
File an Encroachment Permit application. An application
fee is required at the time of submittal ($50 for a
residential application, $75 for a commercial application).
The city will review the application and prepare the
permit. Inspection fees, if necessary, will be invoiced to
the applicant, and are due when the permit is issued.

Fireworks Restrictions
There are two restrictions on fireworks in Hailey City code.
Aerial fireworks are NOT allowed at any time. The City of
Hailey puts on a safe aerial display for our town.
Nonaerial Common Fireworks may be used only during the
restricted time periods below:
1. Independence Days - for the periods of time beginning
at midnight July 1 and ending at midnight July 5.
2. New Years - beginning at midnight December 30 and
ending at midnight January 1.

Encroachment Permit: Right-of-Way Trees Once property lines are confirmed, an Encroachment Per-
mit is required to be filled out before any work can be
done on right-of-way trees. This application can be found
on the City’s website on the Forms & Fees page.
The application can be turned in to City Hall. For home-
owners wanting to complete smaller jobs, the City’s certi-
fied arborist can provide guidance. A professional com-
pany with a certified arborist is recom-
mended to complete substantial work.

Wastewater Treatment Plant Solids
Handling Project Status Report
The Wastewater Biosolids Project went under construc-
tion mid-June a year ago, and continued through the win-
ter and will be completed before the end of this construc-
tion season. Photos of the project stages from ground-
breaking, through concrete and steel phases, to the cur-
rent status today, are shown below.
