‘Our own doing will take us to higher quality levels’

“It is what we ourselves are doing that willtake us to higher levels of quality,” saidProf. Magda Fourie, Vice-Rector, Academic

Planning, commenting on an inquiry about feed-back received from the Higher Education QualityCommittee (HEQC) on the Institutional Audit thatwas conducted at the UFS in 2006.

The HEQC audit panel's main task was to es-tablish whether the UFS has policies and proce-dures in place that ensure quality in everything itdoes as a university. The university providedthem with a self-evaluation report and documen-tary evidence of such policies and procedureswhich the panel verified during a weeklong visitto the main campus and a two-day visit to theQwaqwa Campus. on possible factual or interpretationerrors, in order for the HEQC tofinalise the report.

The EM has identified someareas of factual inaccuracy as wellas other remarks that may be basedon an incomplete understanding ofaspects of the functioning of theUFS. The proposed feedbackdocument, prepared by the PlanningUnit, will be finalised after a finalround of comments is received fromthe EM. These comments will thenbe forwarded to the HEQC who willrework the draft before submitting afinal report to its board for approvaland thereafter to the UFS. Anexecutive summary will bepublished.

In the draft report the audit panelmade evidence-based judgments inthe form of commendations and re-commendations. Commendations arefocused on policies, procedures and

recognition and awards, selected FreeStaters for outstanding contributions tothe development of the province.

The awards were allocated in ninecategories and CDS walked away withthe Gold Award for the category Re-search and Development. CDS recentlyupdated the economic database of theMangaung Local Municipality, conduct-ed an Investor Perception Survey in thesame municipality and supported the

practices that substantially improve orrealise good quality across the university.

The UFS received nine commenda-tions. These include the commitment ofthe university to provide support program-mes as a way of guaranteeing access withsuccess, the development of its strategicclusters, the systematic way it is focusingon the development of research capacity, and its initiatives to establish communityengagement as a core function.

Some areas that require attentionwere identified and addressed in 19 re-commendations. According to the HEQCrecommendations focus on areas for im-provement that need to be acted upon. Anumber of recommendations in the draftreport focus on the improvement ofteaching and learning. Other recommen-dations pertain to research and postgra-duate studies.

Prof. Fourie said: "We have alreadystarted working on a quality improvement

plan. This plan contains even moreinterventions to improve quality at theuniversity than expected by theHEQC. The draft report from theHEQC as an external perspective is auseful 'mirror' to use on our path tohigher levels of quality; but the im-portant thing is to be self critical andto continuously review and evaluatewhat we are doing and how we aredoing it," she said.

Several aspects identified in thedraft report are already included in theUFS Transformation Plan. The UFSQuality Improvement Plan, which willalso be integrated with the StrategicPlan of the UFS, will be finalisedwhen the final HEQC report is receiv-ed later in the year.

When the final report is released itwill be made available to all staff onthe UFS intranet. A summary of thereport will also be published on theCouncil on Higher Education website.

Gender bias still rife in African universities

Women constitute about 30% ofstudent enrolment in Africanuniversities, yet only 6% of Afri-

can professors are women. This is ac-cording to Prof. Amina Mama, the chair-person of Gender Studies at the Uni-versity of Cape Town. Prof. Mamadelivered a lecture on the topic "Re-thinking African universities" as part ofWomen's Day celebrations at the UFS.

She says the gender profile suggeststhat the majority of the women who workin African universities are not academicsand researchers, but rather the providersof secretarial, cleaning, catering, studentwelfare and other administrative andsupport services.

"There is no field of study free ofgender inequalities, particularly at post-graduate levels and in the higher ranksof academics. Although more womenstudy the arts, social sciences and hu-manities, few make it to professor andtheir research and creative output re-mains less," she said.

Prof. Mama said although many wo-men are employed in junior administra-tive and support capacities, there con-tinuous to be gross under-representationof women among senior administrativeand academic staff. This disparity be-comes more pronounced as one moveup the ranks. South African universitiesare ahead, but they are not as radicallydifferent as their policy rhetoric mightsuggest. A decade and a half after the

end of apartheid only three of the 23vice-chancellors in the country arewomen, and women fill fewer than 30%of the senior positions,” she said.

“Highly qualified women accept ad-ministrative positions as opposed to aca-demic work, thus ensuring that men con-tinue to dominate the ranks of those de-fined as 'great thinkers' or 'accomplishedresearchers'.”

Prof. Mama said: “There is a widelyheld agreement that there is a need totransform our universities into institutionsmore compatible with the democratic and

social justice agendas that are leadingAfrica beyond the legacies of dictator-ship, conflict, economic crisis, the deepsocial divisions and inequalities that havecharacterised our history."

She said rethinking universitiesmeans asking deeper questions aboutgender relations within them, and takingconcerted and effective action to trans-form these privileged bastions of higherlearning so that they can fulfill their pubicmandate and promise, instead of laggingbehind our steadily improving laws andpolicies.

At the lecture were, from the left: Prof. Magda Fourie, Vice-Rector: Academic Planning, Prof. Amina Mama,Chair: Gender Studies, University of Cape Town, Prof. Engela Pretorius, Vice-Dean: Humanities, and Prof.Letticia Moja, Dean: Faculty of Health Sciences.

Ateam of students from the UFShas won the national competitionin business skills and entrepre-

neurship, and will be representingSouth Africa at the Students in FreeEnterprise (SIFE) World Cup in NewYork later this year.

The UFS entry won first prize in allfive categories at this year's nationalcompetition. The team of seven stu-dents and two faculty advisers includeda diverse group of students studying infields such as accounting, psychology, social science and actuarial science. This year the UFS emerged as thewinner for the fourth time.

The co-ordinator of Community Ser-vice in the Faculty of Economic andManagement Sciences, Ms TessaNdlovu, attributes the success of theteam to the university's policy of com-munity service learning, which she says

motivates students to get involved inacademically grounded projects thatcontribute to the well-being of the com-munity. "The financial, academic andemotional support from the Faculty ofEconomic and Management Sciences, also contributed to the success of theteam," she said.

The SIFE teams spend the acade-mic year conducting projects that speci-fically meet the communities' uniqueneeds. These efforts assist aspiring en-trepreneurs, struggling business own-ers, low-income families and childrenby teaching them how to succeed in aglobal market economy.

Kwessies in verpleging strek oorlandsgrense.

Student victim of unfortunate series of events

Petso Mokhatla.

Petso Mokhatla, research assis-tant at the Centre for AgriculturalManagement within the Depart-

ment of Agricultural Economics andM.Agric. student in Agricultural Man-agement, was the victim of an unfortu-nate series of events. In the July holi-days, while many staff members andstudents took some time off to spendwith their families and friends and wererelaxing at home or elsewhere, Petsospent several days on the hard and un-comfortable benches at the airport inDubai.

On his way to present a paper at theInternational Farm ManagementCongress at Cork in Ireland he landed inDubai on Sunday, 15 July 2007, to catcha connecting flight to London. However,he never set foot on English soil.

At immigration he was bombardedwith a series of questions: where areyou from, are you a student, where areyou going to, how much money do youhave with you, where did you get themoney to attend such an expensivecongress, where is your South AfricanID, what is the South African nationalanthem, and what are the tribes/lang-uages of your country?

On Sunday afternoon Petso wasinformed that the UK immigration Officerefuses that he flies to London.

When Petso wanted to enquireabout his passport, they sent him frompassport control to immigration andback. When he was not moving be-tween these offices he had to continuewaiting, and they clearly indicated thathe was a nuisance.

Dr Wimpie Nell, director of the Cen-tre for Agricultural Management andPetso's mentor, recommends, that allstaff who fly to London take their SouthAfrican identity documents with them.

Petso did not have his South African IDwith him and immigration did not wantto believe that he is a South Africanwho wants to attend a conference.Because many Africans are looking forpolitical asylum in the UK, situationssimilar to Petso's do occur.

Only on the fourth day after Petsolanded in Dubai, he managed to find aflight out of there, not to London as wasplanned, but back to South Africa. When the plane landed at Oliver TamboInternational Airport in South Africa hewas held back by airport security untilall the passengers had disembarked. While they cleared the passport issue,he missed his flight to Bloemfontein.

Fortunately he did not have tospend another night on an airportbench. His colleagues at the centremade arrangements for him to sleep ina guesthouse, his first bed in days.

On Thursday Petso arrived inBloemfontein, without his luggage. Onlyon Saturday, days after his ordeal,Petso received his luggage that, in themean time, made a turn in Cape Town.

To recover from this great adven-ture, Petso visited his home in Bethle-hem, where life is a bit more familiarwithout the unexpected twists andturns...

Dr Ntwaeaborwa says thenano-science research group in the De-partment of Physics at the UFS is engag-ed in research activities similar to whatmost South Korean institutions are doing."If the proposed bilateral agreementcould be reached, the department wouldstand a better chance to advance itsnanoscience research through collabora-tions with these institutions," he said.

Dr Ntwaeaborwa's is one of the fewpeople in the country with an extensivebackground of nano-science. In 2007 hewas listed as one of the top 20 research-ers under the Research DevelopmentIntiative for Black Academics (REDIBA)programme of the NRF. His NRF-fundedPh.D. project (completed last year) wasabout synthesis and characterisation ofluminescent nano-materials.

Time out with...

“Dumela. Le kae? Ke teng. Hobile monate ho kopana lewena, o be le letsatsi le

monate (Good morning, how are you? Iam fine. It was nice meeting you, enjoyyour day)," is the very basics of a con-versation in Sesotho according to MrFrans Masisi at the Centre for HigherEducation Studies and Development(CHESD).

Mr Masisi also lectures SesothoCommunication Programmes to mostlystaff at the university. He believes thatwhen people greet each other in theirrespective languages, it creates a warmenvironment within the university. "Withmultilingualism the university will beable to give real meaning to the words'reconciliation'. Staff will also haverespect for the different languages andcultures on campus. We can achievethis by developing an attitude of open-ness and willingness to learn moreabout each other's backgrounds. Wewill also then understand each otherbetter," he said.

Twenty-seven years ago with onlystandard 8 in his pocket he startedworking at the Provisioning Departmentat the university. However, he alreadythen had a dream to obtain a post-graduate qualification. With a fulltimejob and a family (he got married in1983) Mr Masisi managed to obtain anumber of diplomas amongst them inTheology as well as his B.A. degree(general). Although Mr Masisi is knownby many on campus not many areaware that he is also a registeredmarriage officer. This specific

qualification enables him to tie the knotfor up to three couples per month.

Mr Masisi is also involved with theABET classes presented on campus. These classes are presented to staffon campus as well as to people fromthe community. The ABET programmewhich started in 1995 with 42 learnersgrew to the current group of 500learners. A number of success storiescame from this initiative. Many staffmembers who started out as drivers, messengers or cleaners could worktheir way up the ladder and others, who were unable to read or write, were admitted as students to theuniversity.

Not only are the ABET courses anencouragement to these students – forMr Masisi it is a reminder of the biggesthighlight of his career; moving from amessenger to an ABET programmefacilitator (between 1995 and 1999) andpresently an ABET programme co-ordi-nator. However, talking to Mr Masisireveals that everyday is a highlight tohim. His motto: "To enjoy everyday as ifit was my last day because I will neverknow what might happen tomorrow,"says it all.

He finds pleasure in his work, hisfamily and his religion. Mr Masisi ismarried to Annah and they have fourchildren, two boys, Sechaba andKarabo, and two girls, Lerato andMpho. When he is not spending qualitytime with his family he goes for a walkin the outskirts of Thaba Nchu. "I reallyenjoy the wildlife," he said.

"I also enjoy reading books abouthealth, love and marriage, and religion.Currently, he is reading Relationshiprescue by Dr Philip McGrow and Dielewe van oorwinning from SollyOsrovech.

What he enjoys most of all is, how-ever, his early morning cup of tea andeating cakes. "I enjoy eating cakes withmy whole heart," he says.

Mr Frans Masisi.

Is daar nou bykomende gereserveerdeparkeerplekke beskikbaar?Daar is sowat 300 oop gereserveerdeparkeerplekke geskep.

Tariewe (soos in tabel) geld.

The training of its academic staffmembers with regard to the as-sessment of learning in higher

education is of vital importance to theuniversity. In line with stipulations in itsassessment policy, the UFS has em-barked on an accredited assessmenttraining programme (SPALHE/ ShortProgramme on the Assessment ofLearning in Higher Education) for itslecturing staff in 2006.

The external moderator of theSPALHE programme, Dr Riëtte Smit of

the Johannesburg University, has com-mended the UFS and Dr Fanus vanTonder from the Higher Education Stu-dies and Development (CHESD), on thehigh standard of staff development pro-vided by means of the assessment-training programme at the UFS.

Assessment training of academic staffat the university is managed and admini-strated by the respective Teaching, Learn-ing and Assessment and the Staff Devel-opment divisions of CHESD. The acade-mic and professional presentation, as well

Staff received their assessment training certificates in June. At the occasion were, from the left: Prof.Magda Fourie, Vice Rector: Academic Planning, Mr Michael von Maltitz, Lecturer: Department Statis-tics/ Mathematical Statistics, Dr Fanus van Tonder, Senior Lecturer/Researcher at the CHESD, MsSaretha Brüssow, Head: Teaching, Learning and Assessment at the CHESD, and Dr Santie vanVuuren, Head: School for Allied Health Professions.

as quality assurance of the short learn-ing programmes is overseen by Dr VanTonder.

According to the assessment policyof the university all lecturing staffshould undergo assessment training.Newly appointed lecturing staff mem-bers are expected to complete the as-sessment training programme in orderto qualify for a permanent appoint-ment. However, a framework for con-ditional exemption or credit for the as-sessment training on the basis of sim-ilar training completed at this institutionor at other institutions will also be an-nounced in the near future. Ongoing"refresher workshops" on assessment-related subjects will in future also beoffered to academic personnel on aregular basis.

The assessment policy also deter-mines that departmental chairpersons/heads of departments or divisions shouldensure that academics undergo appro-priate training. They will be required toidentify the training needs of staff mem-bers and communicate these to the staffdevelopment division of the CHESD. En-quiries regarding the assessment trainingcan be made at Ms Saretha Brüssow,Division Head: Teaching, Learning andAssessment of the CHESD.

More than 50 additional lecturers areregistered for the SPALHE programmeand are expected to complete theirtraining early in 2008.

5Minute‘A small thank you means more than a salary increase’

One never takes enough time to tellpeople what they mean to you and it is agreat pity. Someone once said that asmall thank you means more than a sa-lary increase. What impresses me mostis that great people are always humble.Look at prof. Magda Fourie, who's alsoon her way to Stellenbosch as vice-rec-tor. We're loosing a champion academic, but also one of the most humble andfriendliest persons I've met in my life. Solet's say it! Congratulations Prof. Magda,we're going to miss you and you did anexcellent job at Kovsies.

Prys luidrugtigen vermaan saggies! As ek aan my stu-dentejare terugdink, was prof. GerhardBeukes so 'n nederige reus!

Ek herinner my datons geagte rektor, prof.

Nou vra'n ou haar wat haar prys is as hy haarskandeer. "Ek is priceless," reken sy.

Prof. Van der Linde sê speurder is 'n insek

Gesondheid open eie museum

’n Museum in die Fakulteit Gesondheidswetenskappe is onlangs tydens ’n formele geselligheid amptelik geopen. The School of Nursing at the UFSpresented the third triennial Nur-sing Odyssey international con-

ference on the Main Campus in Bloem-fontein. This year's focus was on caringand special areas such as midwiferyand wound care.

Speakers from the U.S. and the U.K.delivered a number of interesting papersand workshops. Topics included fetalmonitoring – technology from clinic toconsultant. A live demonstration wasgiven where a pregnant woman situatedin a clinic was linked to a system thatsends information directly to a con-sultant who can then advise the clinicstaff on the best treatment. Workshopson NVIVO, a computer based programthat assists qualitative researchers toanalyse their data, was also presented.

Another interesting paper and de-monstration that was delivered wasabout the role of hand washing in infec-tion control. A practical participatory de-monstration was done to illustrate to nur-ses how they unwittingly spread germs.
