Pat Quinn signed HB 3881 into law prohibiting landfills from operating or expanding within Cook County. “People united cannot be defeated.” said Gov. Quinn prior to signing the bill into law, “This is a community victory for everyday people of the Southeast Side, Cook county and the state of Illinois.” Despite the fact that Chicago already had a 20 year landfill moratorium in place, originally introduced by 10th Ward Alderman John A. Pope, Land and Lakes, a family owned business founded in 1966 and located in Park Ridge, IL, filed a lawsuit against the City of Chicago in Cook County Circuit Court proposing annexation to the suburban city of Dolton which would have effectively curtailed the existing landfill ban in Chicago. The newly signed law expands the landfill ban to be effective throughout Cook County. “This law should finally ensure our neighborhood to be free of landfills for many years to come. Hopefully, this issue is now put to bed.” said Alderman Pope. State Senator, Don Harmon, a sponsor of the bill, thoroughly took into consideration the affect this landfill ban might have on certain businesses. “It was very easy to fall into the trap of talking about business. And business is important, but it’s not the only thing we need to be thinking about. It’s quality of life and our neighborhoods,” said Senator Harmon. “Cook County is simply too dense to sustain any new landfill development, and the residual consequences of all the landfills we have are going to cause us problems for a long time.”

Many environmental supporters also took the signing as a victory and Gov. Quinn reiterated his push to bring the Millennium Reserve project to the Lake Calumet region. “This will basically be the largest conservation area in an urban environment in the whole united States.” said Gov. Quinn. The environmental win was also touted by Cheryl Johnson, executive director of People of Community Recovery, “This is victory. We can breathe. We can look at today and say that we can do environmental restoration in our community. No more landfills in Cook County. That’s a great thing,”

said Ms. Johnson.

State Senator Donne Trotter was in attendance at the signing to show his support of the new law and expressed his point of view by saying, “You hear it all the time, the more things change, the more they stay the same.” Sen. Trotter went on to say, “We asked for change and you fought for change for many, many years. It is not going to go back to the way it was. Not to when we were growing up 40 or 50 years ago, when seeing smoke and smelling garbage meant you were home. Those days are gone!”

One thing was in agreement by all in attendance and that was the joy in knowing that the long, hard fight to ensure this community would no longer be a dumping ground is finally over.

Gasification Plant RhetoricJust A Bunch of Hot Air

As Gov. Pat Quinn considers signing SB 3766, our neighborhood is once again in the forefront of the discussion regarding the Chicago Clean Energy project. This proposed gasification plant is estimated to

bring $3 billion dollars in new, private investment to the southeast side of Chicago as well as create thousands of jobs during construction and 100’s of permanent jobs. This is a hot button issue in our community and our state but in my humble opinion, ultimately the discussion seems to boil down to environment versus jobs.

First and foremost, it can’t be stressed enough, the Chicago Clean Energy project WILL NOT BuRN COAL. Instead it will use a chemical process that virtually negates almost all of the typical emissions associated with coal, all while meeting the new, higher EPA greenhouse gas emission standards. Environmental groups continue to oppose this project despite the fact that this project promises to use state of the art technology that will take Illinois coke and coal, which is an otherwise environmentally unusable, but greatly abundant natural resource, and turn it into one of the cleanest forms of energy currently available. The Chicago Clean Energy project will produce natural gas – a clean-burning fuel – at a predictable rate.

Many of those opposed to this project have also begun to use pricing as a major reason it should not move forward. Honestly, no one can accurately predict the price of natural gas in the future, but regardless of some of the information being disseminated about the project, we know, without a doubt that natural gas is a finite commodity. There are many

estimates as to how much natural gas is currently available in the united States, but one thing is for certain, the current, relatively low price for natural gas cannot stay low forever.

On the other hand, The Chicago Clean Energy project will be required by law to offer a certain, predictable gas price over the entire life of the project. Its pricing structure will save consumers money during periods of higher market prices, which are almost certain to happen, as well as protect ratepayers from having to over pay for gas when market prices are low. The project is mandated to save natural gas ratepayers at least $100 million over the term of the contract. These are guarantees that no gas utility has ever offered

Many are using the fact that Peoples and North Shore Gas refused to sign long term contracts to purchase synthetic fuel from this plant as a reason why it should not move forward. Some say these energy companies had the consumer in mind when they didn’t sign, but shortly thereafter these same companies requested a rate hike which was approved by the Illinois Commerce Commission.

This most recent rate increase amounts to nearly $110 a year per household. The most disturbing fact about this latest increase is that less than two years ago these same companies hiked our gas bills by $48 dollars. That’s nearly a $160 annual increase in about 24 months. Maybe being required to purchase synthetic gas at a set price for 30 years is bad for business and not that bad for consumers?

What’s more important – this project will make an unprecedented investment in our neighborhood and I think we can all agree, we desperately need investment and jobs here. Additionally, the project will require an upwards of $20 million to be spent just to remediate the contaminated brownfield site the plant is proposed to be built on. It must be noted this will be funded at no cost to taxpayers.

Many of us recognize what this project could mean for our community and we shouldn’t let misinformation stand in the way and that, is my humble opinion.

Former Wisconsin Steel WorksS I T E E N V I R O N M E N T A L M A N A G E M E N T P R O J E C T

Project UpdateThis is the 17th in the series of community updates by Navistar about the ongoing field work at the Former

Wisconsin Steel Works site, located east of Torrence Avenue, near 109th Street.

South Tract/Coke Plant Area Nears CompletionThe former Coke Plant Area is the final portion of the original 176 acres of the clean-up project for the Former Wisconsin Steel Works site.Only 19 acres of land remain to complete the Illinois Environmental Protection Agency (Illinois EPA) Site Remediation Program. All fieldwork is complete. Navistar’s environmental project team prepared the Remedial Action Completion Report for the Coke Plant Area andsubmitted it to the Illinois EPA. When the Illinois EPA finds a completion report acceptable, it issues a No Further Remediation approving theenvironmental remediation work performed. Once it is issued, the NFR letter will fulfill Navistar’s responsibility regarding the property. TheSouth Tract’s Steel Production Area, Coke Plant Area and South Boat Slip (see below) will be sold once the entire site successfully completesthe Illinois EPA Site Remediation Program.

South Boat Slip Cleanup PlanDuring a 30-day period spanning January and February, 2012, Navistar invited the public tocomment on the South Slip Remedial Action Plan. The public comment period was held incooperation with the Illinois EPA. The plan proposed the installation of a sand cap over the boat slipsediments. During the development of the Design Report, the remediation method was enhancedby proposing that carbon be added to the sand cap. The carbon will increase the absorption capacityof the cap and offer an extra protective dimension to the cap’s efficiency. Additionally, a six-inchlayer of armoring stone is proposed for installation over the sand cap as erosion protection. TheIllinois EPA is currently reviewing the proposed remedial action plan. The next step towardapproval of the cleanup activity requires permitting. A permit for the construction of the South Slipremediation method must be issued by the United States Army Corps of Engineers. Additionalfilings are made to the City of Chicago and the Illinois Department of Natural Resources. On June13, 2012, Navistar’s team submitted the South Slip Sediment Design Report, permit application andthe other appropriate filings. The permit application process will involve an opportunity for publicreview. Illinois EPA approval of the remedial action plan is necessary before the permit is granted.

REVIEW: The Dark Knight Rises is what a finale should be... All-encompassing - yet mysterious enough to hold your intrigue, mature in it’s treatment of characters scenes, and it builds up to a spectacularly fulfilling, almost calming end. We are introduced to Bane (Tom Hardy), a muscle-bound masked terrorist leader who intends on destroying Gotham City. Selina Kyle (Anne Hathaway) a

jewel thief who robs for survival, has several heated interactions with Batman. Joseph Gordon-Levitt plays John Blake, a young “hot-headed” police officer. Michael Caine, Morgan Freeman and Gary Oldman resume their characters as Alfred, Fox and Commissioner Gordon respectively. All of this is familiar territory; a predictable build-up to Bane’s terrorist plans and as an audience that has seen the first two films, we know what’s in store for us. The Dark Knight Rises is mature story telling; it closes ends but also leaves it slightly open-ended. Essentially, the film gives you everything that you would need in a finale. Martin Quiroga is back to finish what he started three years ago when he was first named head coach in 2009. “This season I plan to breathe life back into St. Francis football,” he said. Quiroga stepped down from the position last June to care for the newest addition to his family, Gabriella Quiroga and also to pursue a bachelor’s degree in Exercise Science. He felt that he could not commit the time necessary that this team deserved from a head coach. During his leave of absence, Wendell Walton took over as interim coach for the past football season. Now that Quiroga has reclaimed the position, he intends to lead St. Francis football by building a team that fully understands the various philosophies, team concepts and strategies of the game. It is important for him to begin laying the groundwork for the future instead of putting the focus entirely on drilling. He believes that teaching all aspects of the game will produce a highly aware, unified team. “I think the athletes need to know the reasons behind what

they’re doing. You have to prepare them for every possible situation,” Quiroga explained. Aside from teaching the game, Quiroga is also motivated to resolve misconceptions circling St. Francis’ football program. He believes that this problem stems from a lack of information in the surrounding communities regarding the changes being made. “I plan on changing these misconceptions by getting the word out there to the communities about what we have to offer in both athletics and academics. You’re not just a number at our school; we know all of our students on a first name basis,” Quiroga said as he commented on the future of this program. He also mentioned that the program was brought back to varsity status while he was head coach the first time around. His staff will include John Terry as his defensive coordinator and assistant head coach, Malcolm Richards as his assistant coach and David Cross as his special teams coordinator. The Pioneers play their home games at Clark High School in Hammond and open the season with an away game on August 25 against Arthur High School.

11nWI-11u White Sox Softball Team traveled to rockfordBy Juan [email protected]

The Northwest Indiana 11u White Sox Softball Team traveled to Rockford, Illinois over the July 13th weekend to play in the uSSSA 11u Northern Illinois State Fast pitch Softball Tournament. With great pitching, outstanding defense, and timely hitting, the White Sox beat the undefeated Heartland Havoc 3-1 to win the Northern Illinois uSSSA State Title. Sox ended with a 7-1 record for the weekend. Starting pitcher, Ashley Bravo, went from the Starbursts team in local Hegewisch League to her first major travel ball tournament and returned home with a game MVP medal, a Tournament Outstanding Pitching trophy and a first place Championship medal. Bravo is an elementary school student at Grissom, located in the Hegewisch neighborhood. The traveling team’s Head Coach is Brooke Baker along with coaches Rick Baker, Gary Noblett and Rick Burns. The other players on the team are Alex Burns, Alyssa Graegin,

Carley Jansky, Amanda Noblett, Dawn Pawlak, Rylee Platusic, Sarah Santana, Lexy Sherlund, Allison Snyder, Michelle Tilges and Alyssia ‘Ce Ce’ Verlinden. The team is next traveling to Moline, Illinois at the end of the month to compete in the 12u Nationals Championship. In other softball news, the 14u Hegewisch All Stars won their first tournament of the season versus Oak Forest on Sunday, July 22, 2012. The score was 3-0 and it was their first win. A few more tournaments were left to play in the season along with the main one being played at Mann Park during the week of July 23-29, 2012 from 1 p.m. to 8 p.m. with Orland Park, Lansing, Oak Park, as well as a few other suburbs. Come and support your local softball league. The 14u Hegewisch All Star girls dedicated their win and trophy to Tammy Davis who passed away on the 4th of July, she was an integral part of the Hegewisch Softball league for many years.
