This month is a question with answer and comment session concerning FHA Appraisals.Here are 5 questions and answers about FHA Loans. 1. What is the Time Frame for the term and use of an FHA Appraisal? Answer- 120 Days. 2. When is no new fee due to the appraiser on a completed ap-praisal? Answer- Anytime the Buyer request that the appraisal be transferred to a new LENDER. 3. Does FHA require appraiser independence? Answer- YES. 4. Can the effective date of the appraisal be before the date of the Case Number of when the appraisal was ordered? Answer- NO (However, there could be some exceptions). 5. May an appraisal be ordered by a mortgage broker’s staff whose compensation is based on commission? Answer- NO. In recent months some interference in the appraisal process has unnecessarily put at risk a sustainable housing recovery. Our appraisers are dealing with changes in the real estate market due to economic conditions throughout the country. Their long time business relation-ships with market participants have been destroyed and their business models have been shattered. Ap-praisers are being asked to include distressed transactions as comparable sales, to complete the appraisal in an unreasonable and unrealistic short time span, and to comply with a scope of work not justified by the fee being offered that has been drastically reduced in recent months. In some situations, appraisers are required to provide as many as eight comparable sales and/or listings. This could easily be viewed as interference in appraiser independence, causing harm to the real estate recovery, and ultimately be harmful to consumers. Setting new and better guidelines for appraisers are good. But let us not forget that a home is ultimately only worth what someone is willing to pay for it, regardless if it is more or less than an appraiser’s opinion of value. The appraisers are certainly not the reason we are in the cur-rent mess that we are in with our real estate market. Hopefully, over the upcoming months we can find resolution to help and not further hurt our real estate investments.
