Our founder Bill Daniels believed that his greatest business asset was his reputation for honesty and integrity.

The Daniels Fund Ethics Initiative Principles on the following page were developed as a framework for good business conduct, reflecting the values Bill felt were critical to his success.

The initial idea for the Daniels Fund Ethics Initiative Law Enforcement Program stemmed from a conversation with the police chief in Denver who asked if our ethics work with universities could be applicable for police. As we began working with seven police departments to develop the program, it immediately became apparent that these very same ethical principles guide law enforcement as well.

I would like to thank each of the departments and their representatives whose hard work and commitment to ethics helped create this program. Although the officers involved come from diverse geographies and departments, and serve in a variety of roles, I found it inspiring to see how much they have in common. Their professionalism, sincere desire to help others, and commitment to doing the right thing should make their communities proud.

The program is the result of a unique collaboration between these departments, and we are excited to make it available to law enforcement agencies across the country. We hope it will be a valuable tool to expand ethics discussions and reinforce the values of law enforcement for your agency.

About Bill Daniels

Bill Daniels was a cable television pioneer, entrepreneur, and philanthropist known for his compassion for those in need and his unwavering commitment to ethics and integrity.

Bill Daniels believed deeply in the importance of absolute ethical principles. As an exceptionally honest and fair businessman, he always based his decisions on what he believed was right — not just on what he thought was best for himself or his company. This attitude and style of conducting business earned Bill tremendous respect and loyalty throughout the business world.

Bill served as a U.S. Navy fighter pilot in World War II and

the Korean War. He had the utmost respect for those who put their lives on the line in service to others and maintained lasting friendships with law

enforcement throughout his lifetime.

Development of the Program

The Daniels Fund Ethics Initiative Law Enforcement Program was thoughtfully designed by law enforcement professionals who have dedicated their lives to protecting others, and understand the unique challenges of the profession.

After being approached by the Denver Police Department, the Daniels Fund convened a group of representatives from seven departments across Colorado, New Mexico, Utah, and Wyoming to discuss their needs, determine what tools would be helpful to expand existing ethics discussions, and to collaborate in developing the program.

The result is a series of videos developed from interviews and group discussions with officers and civilians from each department about ethics standards and challenges. The discussions were not scripted — just candid and honest conversations about what each of the eight principles means to them and how they are relevant to their jobs.

The participating departments piloted the program and implemented it in their organizations. At the end of the pilot phase, the group reconvened to evaluate and share tips on how best to implement the program. After incorporating feedback from this process, the program was finalized.

Partners in Developing the Program

The Salt Lake City Police Department (SLCPD) is authorized for 660 sworn positions and 170 civilian positions. SLCPD believes crime and public safety are community issues. The community and the police must work together with solidarity of purpose to solve them with shared responsibility and participation. Community-Supported Policing is the heart of this direction and plan, and is a durable platform for sustained action. Each member of the SLCPD is responsible for achieving its mission, owning the outcome, and providing consideration for unique circumstances.

Casper Police Department

The Casper Police Department is a professional organization dedicated to the community of Casper, Wyoming, made up of 109 sworn officers and 45 professional staff members. They strive to partner with their community to reduce crime and improve quality of life. They are dedicated to the belief that, through effective, efficient, and professional law enforcement services, they will have a positive impact on the overall safety and livability of their community. They are proud and grateful to serve the dynamic, beautiful, and safe community of Casper.

Aurora Police Department

The Aurora Police Department is a professional police organization responsible for providing law enforcement services to a growing, diverse, urban/suburban community with unique and ever-changing needs. They have 729 sworn officers and 238 professional civilian employees. They strongly believe the challenges facing the police department can only be addressed effectively by connecting with community leaders, the business community, nonprofit organizations, other government agencies, neighborhood groups, and most importantly, individual citizens. It is through this spirit of partnership that they will continue to see further reductions in crime and will enhance the quality of life for those who live, work and play in Aurora.

Albuquerque Police Department

The Albuquerque Police Department (APD) employs approximately 957 sworn officers and 607 civilian staff to best protect and serve a city with over a half a million residents. They envision an Albuquerque where citizens and the police department work together through mutual trust to build a thriving community. APD’s mission is to reduce crime, increase safety, and build relationships through community policing.

Fort Collins Police Services

Fort Collins Police Services’ vision is to make Fort Collins the safest community in the nation. With 220 sworn officers and over 117 civilian professionals, they serve the community by honorably protecting life and property, preserving peace and order, preventing and detecting crime, enforcing laws and ordinances, and promoting the safe, efficient use of the City’s streets and highways. Fort Collins Police Services emphasizes a comprehensive community-oriented policing strategy woven into all they do as the preferred means of addressing community needs.

Denver Police Department

The Denver Police Department, in partnership with the community, endeavors to operate a police agency with a focus on preventing crime in a respectful manner, demonstrating that everyone matters. The department has approximately 1,500 sworn officers and 300 civilian professionals that provide a full spectrum of police services for the City and County of Denver, Colorado. The department fulfills its responsibilities to the community by being professional, ethical, responsive, and treating everyone with dignity and respect.

Colorado Springs Police Department

The Colorado Springs Police Department (CPSD) is made up of an authorized strength of 756 sworn officers and 310 civilian professionals. They are dedicated to providing police services in partnership with the community to promote the safety and welfare of the citizens they serve. CSPD strives to improve the quality of life of the citizens of Colorado Springs. The police department is committed to protecting the rights of all individuals while preventing crime and delivering vigorous law enforcement services by working with all aspects of their community. As a department, they uphold the principles of responsiveness, excellence, humility, and honor.

The Daniels Fund Ethics Initiative Law

Enforcement Program is a free tool for expanded

ethics discussions. The program consists of a series

of videos, each focusing on one of the Ethics Initiative Principles

— Integrity, Trust, Accountability, Transparency, Fairness, Respect,

Rule of Law, and Viability. They feature candid, relevant conversations with law

enforcement personnel across varying ranks and agencies about ethics benefits,

challenges, and best practices.

Videos can be streamed online or downloaded for viewing offline or embedding into presentations or learning systems. Each video is available in a full-length version (approximately ten minutes) and a shorter version (approximately five minutes) to allow flexibility for use in various training and discussion situations. Large and small file size options are available for each video.

Tips for Implementation

The seven agencies that collaborated on the program piloted it within their organizations and, through the process, shared the following tips for implementing and making the most of the program.

■ Don’t just show the videos and move on to another topic — follow each video with thoughtful conversations about the Ethics Initiative Principles and what they mean to the officers.

■ Use the videos to generate ongoing conversations that can continue beyond the original discussion and tie in to other initiatives and meetings within the organization.

■ Train facilitators to give them expertise in guiding the sessions and making the most of the resulting conversations.

■ Discuss how officers plan to apply the Ethics Initiative Principles to their daily work.

■ Keeping discussion groups small (six to ten people) will help ensure that everyone in the group has an opportunity to engage and actively participate in the discussion.

■ This content is great for the training academy and new hires, but don’t limit it to the academy.

■ Incorporating and supporting the program throughout all levels and working groups within an agency will increase its impact in the organization.

■ Involving civilian staff, as well as sworn officers, will give them a deeper understanding of how officers think and operate.

How to Access the Program

The Daniels Fund Ethics Initiative Law Enforcement Program is available free-of-charge to law enforcement agencies for use in ethics discussions.

To access the program, we ask that agencies complete a short online registration form at the link below.

The form provides basic information which helps the Daniels Fund make sure access is limited to law enforcement personnel. As part of the agreement to access the program, we ask that agencies keep track of their usage and participate in a short annual online survey to help us measure the impact of the program.

Videos may be streamed online or downloaded for insertion in presentations or learning systems.

The videos in the program are not intended for non-law enforcement personnel or public viewing, or for marketing purposes.
